Abstract

This analysis focused on finding the valid and effective formulation about legal standing and the material of judicial review on the Chapter 3I Article (1) b Prosecutor Act on Constitution 1945. This analysis indicated the constitutional failure on the validity variable of legal standing of the applicant for judicial review. Hopefully it could be performed potentially and accurately. At Blitar East Java, the constitutional failure due to the application of aquo chapter occurred. Meanwhile, in term of the aqua chapter. it is found that the application was unconstitutional

Abstract

The general indication of the local political dynamic relates to the existence of national political entity. In other words, all politics is local. In our context, there are two fundamental considerations why this local politics are important. First, the construction of our national political system seems to be weak compared to that of local political system established many years or hundred years ago. Second, the reality set in local issues, such as race and ethnicity tend to be permanent, so that we need to manage the local issue and use it the energy of politics to enhance the political dynamics and government of Indonesia. In this case. we do not need to cover the local issue. Decentralization and region autonomy provides the people a space to arrange their own government based on their wants and characteristics. This topic becomes the basic reason of politics identity.

Abstract

Food scurity plays an important role in national development since it creates Indonesian prosperity, there are three parties that should become prosperous through food; those are farmers, distributors and consumers. Food security, defined as food availability, regarding the adequacy and low price, couse farmers prosperity get worst and make Indonesia the biggest net-imperter of food. Many countries have proven that the agricultural developments, including farmers prosperity, are not only determined by technical and economical factors, but also influenced mostly by political factor. political party built by farmers community is the most important way to develop agriculture sector, to buid food security and to improve farmer community's prosperity

Abstract

Food security becomes requirement to reach politics security and economy security that will end to the national security in giving the stability of the people's activity. It does not mean that food security must be indicated by the abundant food stocks available, but food security may refer to the sufficient food of domestic need; the adequate food which is reachable and fairly distributed and having good quality. Thus, the access of food adequateness gives more emphasize on the food security, rather than its convenience. Furthermore, in maintaining food security regarding production aspect, convenience, consumption, cost, and nutrition in term of periode and region, the information related to this matter tend to be useful for the eritical plan, prediction, evaluation, and intervetion of food policy.

Abstract

America, which is known to be concerned about democracy and human right issues, seems like having big charity to guarantee the human life, welfare and safe in the entire world. And it becomes the nation's official brand. Hut in fact most of American foreign policies tend to have military characteristics, such as Iraq, Afghanistan, Vietnam, and a many other cases. in December 2007, American soldiers were stationed at more than 820 installations in at least 39 countries. Internally', the armed forces formation is very strong and supported by big financial budget. American armed forces lay on the top list among the countries because of its military expenses and budget. That is the why American military can intluence American foreign policy. American armed forces in American foreign policy decision making system covered big opportunity, regardless of the strategic position of the actors. Consequently, military could gain their pragmatic interest to get budget supporting. This military policy was also powered by the characteristics of the president who would lead the rule.

Abstract

Food problem in fact has been predicted since ten years ago. Yet it does not gain any response. The problem appears to be uncontrolled as the food crisis has influenced three factors: world population and agriculture production, poverty and hunger, and economic policy. Neo liberalism has the mechanism that should be responsible to these crises. In its free market mechanism, a state has to try to achieve full productivity and comparative advantages. The result was that the agriculture sector would change to be industrial sector. In term of international studies, there was one approach to answer this problem, which was neo functionalism. It mentioned that every state should build international cooperation and pay attention more on food crises. This mechanism played by the international organization, FAO. However, there were scepticisms concerning to this approach because of the worry of the domination of developed countries. It meant that there were dependent targets. Localism was one of solution but it could not walk alone; it needed international cooperation to support this localism bringing back the agricultural production to the main function as the food suppliers.

Abstract

The phenomena of food scarcity, like soy scarcity in Indonesia should not probably happen if the consumers consume the soybean of national product. Starting from the habit of consuming imported soybean and it leads to the dependency to the imported soybean, the product of the domestic soy started to decrease. In turn, when we face the crisis of soybean, the consumers, mostly the producer of rempe and tabu have to suffer for this burden because of the rocketing price. It seems ironical that Indonesia that has rich and extensive farmland facing the problem of soybea n scarcity. To promote the growth of soybean in Indonesia. the producer of tempt, and talus have to care of the nation's soybean product. Farmers have to use their effort to produce soybean needed by the producers. Finally, government must pay their attention and effort to enhance the soybean sufficiency, both in short and long period.

Abstract

Forestry seems to be unimportant subject, while it is important capital to prevent flood, global warming, and provides plentiful natural resources. Human became the cause of nature destructions. Therefore, the action to prevent disaster enabled the decision makers to work accurately to manage the forest well using minimum budget. Management on water and sediment on the river need to be prepared thoroughly and made in integrated way among sectors and regions.
