Abstract

This study aims to analyze human resource management in the Samapta function of the South Lampung Police in realizing a safe and controlled public security and order situation. The focus of the study is directed at the efforts of Samapta human resource management in suppressing minor crimes that have the potential to develop into larger crimes, such as the distribution of alcoholic beverages, motorcycle gang activities, disturbances due to single organ entertainment, and the presence of dimly lit cafes in the South Lampung Regency area. The research method used was a qualitative approach with a descriptive type of research. Data collection techniques were carried out through in-depth interviews, observation, and documentation of informants directly related to the Samapta function of the South Lampung Police. Data analysis was carried out interactively through the stages of data reduction, data presentation, and drawing conclusions, with the aim of obtaining a comprehensive picture of the implementation of human resource management in the Samapta function. The results of the study indicate that human resource management in the Samapta function of the South Lampung Police has not been running optimally. This is evident from the limited number and quality of personnel, the uneven distribution of training and development of member capabilities, and limited supporting facilities and infrastructure. Nevertheless, strategic efforts have been made, such as increasing dialogic patrols, rapid responses to public order disturbances, and community involvement in maintaining environmental security. The implementation of human resource development through training, task arrangement, and strengthening coordination has been proven to contribute to increasing the effectiveness of Samapta's function in maintaining a conducive security situation. The conclusion of this study confirms that planned, sustainable, and field-based human resource management is a key factor in optimizing the function of Samapta. Therefore, it is recommended that the South Lampung Police improve the quality and quantity of Samapta personnel, strengthen training and competency development programs, and optimize the use of technology and supporting facilities to prevent and mitigate security disturbances more effectively

Abstract

This study aims to analyze the effects of digital competency, work discipline, and leadership on the performance of Civil Servants (ASN), with work motivation serving as a mediating variable at the Transportation Office of South Lampung Regency. The study employed a quantitative approach using a survey method. The research population consisted of all 113 Civil Servants at the Transportation Office of South Lampung Regency, selected using a saturated sampling technique. Data were collected through questionnaires and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4.0. The findings indicate that work discipline, leadership, and work motivation have positive and significant effects on Civil Servant performance, whereas digital competency has no direct effect on performance but has a positive and significant effect on work motivation. In addition, work discipline and leadership do not have significant effects on work motivation, and work motivation is unable to mediate the relationships between digital competency, work discipline, leadership, and Civil Servant performance. The study concludes that improvements in Civil Servant performance are influenced more directly by work discipline, leadership, and work motivation, while digital competency does not directly improve performance. Therefore, the Transportation Office of South Lampung Regency is recommended to strengthen the implementation of work discipline, enhance leadership quality, develop more applicable digital competencies, and improve employees' work motivation to support organizational performance.

Abstract

This research employed a quantitative approach using a survey method. The study population consisted of 2,238 TPK members, while 340 respondents were selected as the research sample using the Slovin formula with proportionate stratified random sampling. Data were collected through questionnaires and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4 software. The findings indicate that competence, workload, and organizational support have no significant effect on the performance of TPK members. In contrast, competence and organizational support have a positive and significant effect on job satisfaction, whereas workload has no significant effect on job satisfaction. Furthermore, job satisfaction has a positive and significant effect on the performance of TPK members. The mediation analysis reveals that job satisfaction fully mediates the relationship between competence and performance as well as the relationship between organizational support and performance, while job satisfaction does not mediate the relationship between workload and performance. This study concludes that job satisfaction is an important mechanism that mediates the effects of competence and organizational support on the performance of Family Assistance Team (TPK) members. Therefore, efforts to improve the performance of TPK members should not only focus on enhancing competence and organizational support but also on increasing job satisfaction as a key factor in optimizing performance.
