Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Abstract

Policy alienation was developed to better understand the experience of frontline public professionals with new policies. The study of policy alienation examines the problems that arise from the implementation of certain policies. The implementation of the Public Service Mall policy is intended to unite services from the central government, local government and private sector in one place. This research focuses on alienation in policy implementation, especially on the implementation of the Public Service Mall (MPP) policy in the Banyumas Regency. The research method used in this study is qualitative. The data analysis method used is an interactive analysis model. The results of the study indicate that policy alienation in the implementation of the Public Service Mall policy in Banyumas Regency does not occur spontaneously, but because of the emergence of various reactions and events on the implementation of the Public Service Mall policy in Banyumas Regency through various actions, such as refusal to integrate licensing and non-licensing services from several agencies. Then, another reason is the limited authority possessed by public employees in MPP. Another factor behind the occurrence of policy alienation in the implementation of the Banyumas Regency Public Service Mall is the limited budget and human resources.

Abstract

The regional innovation index (IID) is a collection of regional innovations that spur innovation practice. IID encourages local governments to make innovative policies for the welfare of their people. Involvement between actors is needed in the implementation of regional innovations. Collaboration can overcome organizational in implementing innovation. The assessment of the regional innovation index among regional apparatus is still not optimal. The problem faced is the decline in the value of the regional innovation index in 2020. The purpose of this research is to analyze the collaboration between the regional innovation index. This research uses descriptive qualitative method. The data were obtained through interviews, observations and document studies. Data analysis techniques were carried out through data reduction, data presentation, and conclusions. Test the validity of the data using the credibility test, transferability test, dependability test, and confirmability test. The researchers used the collaborative governance model from Ansell and Gash (2007). Formulate research strategies using SWOT analysis techniques. The results of the study indicate that collaboration is still not optimal. To overcome this problem, the researcher proposes strategies including technical training, socialization of regional innovation, collaboration with LAN RI,, strengthening regional innovation policy regulations, and building cooperation Regional Work Units.

Abstract

Public service innovation offers the use of technology as an effort to improve service quality. The One-Stop Integrated Investment and Licensing Service of Polewali Mandar Regency has currently used the Building Management Information System (SIMBG) application to provide convenience in building permit services, but the implementation of the application has not been implemented optimally in providing services to the community. Through qualitative methods, this study aims to analyze the improvement in the quality of service for building permits/building applications in Polewali Mandar Regency, through the use of the SIMBG Building Management Information System, which has been in use since 2018. The data in this study were predominantly sourced from interviews. , which is also strengthened by the results of observation and documentation. Each data obtained before it reaches the analysis stage, is carried out by a reduction process, and triangulated to test the validity of the data. After the data is considered valid, the data is analyzed and presented in the form of narratives and pictures and conclusions are made. The results of data analysis show that the use of SIMBG has not been optimal in increasing the quality of building permit services. This is influenced by poor network quality which then also has an impact on employee performance in providing services. Through SIMBG, SIMBG employees and operators canimprove their skills and abilities in using technology to provide services.

Abstract

This study examines the adoption of the PeduliLindungi application during the COVID-19 pandemic in Indonesia using the UTAUT paradigm. The data was submitted by 200 users of the PeduliLindungi app. SEM-PLS was used to analyze the relationships between the variables and assess several hypotheses. To enlarge the scope of the investigation, Importance-Performance Map Analysis (IPMA) and Multi-Group Analysis (MGA) were also looked at as moderating variables. The findings revealed that facilitating settings had no discernible impact on how people use the PeduliLindungi application, whereas performance expectation, effort expectation, and social influence all positively affect behavioral intention and usage behavior. Second, the proposed model was not significantly impacted by gender, age, or educational attainment. Third, social influence is more significant in behavioral intention but less significant in use behavior components, performance expectation is more significant in use behavior, and effort expectancy is more prominent than other dimensions in behavioral intention. The contribution of this research is to provide a broader perspective in understanding the adoption of PeduliLindungi application so that it can convey a review of the policy implications for technology adoption in Indonesia.

Abstract

Social entrepreneurs encourage innovation and social transformation in various fields, including education, health, the environment, and business development. Social entrepreneurs pursued the goal of poverty alleviation,  in the spirit of entrepreneurship, method of business, and courage to innovate and address traditional practices. Entrepreneurial ecosystem, consisting of social policy characteristics such as geography, market share, human resources, cultural factors, and the support of the surrounding community’s social or financial income. The efforts to build an ecosystem are important because there is no certainty or benefit identification for social entrepreneurs. The major obstacle for social entrepreneurs, continuity, is how the existing initiatives can survive and inspire innovation to develop the country. The method used is descriptive qualitative. The research findings showed the social entrepreneur's seventh ecosystem: policy, financial problems, support, Human resources, market empowerment strategy, social network, and geographical location. From this, three creative innovations for scaling up emerged, namely having a more senior mentor, building an organization with partnerships to develop empowerment, and building collaboration with other organizational platforms.

Abstract

One of the functions of government is to empower the community to achieve equity and accelerate welfare. For this reason, the government has formed government units down to the village level so that the empowerment process can run well and on target. Cirawamekar is a village in West Bandung Regency that has the potential for wood crafting in the form of Wayang Golek and souvenirs. Unfortunately, amid increasing appreciation coming from the international community, this does not have an impact on the welfare of the artisans in Cirawamekar Village. For this reason, this research was conducted to see the empowerment efforts carried out by the village government for the craftsmen. Through a descriptive qualitative method with a case study approach, this study found that the empowerment efforts carried out by the Cirawamekar Village government for the craftsmen were not optimal. The basic needs of the craftsmen, specifically promotion and marketing, have not been able to be carried out by the Cirawamekar Village government.

Abstract

Bantaragung Village, Sindangwangi District, Majalengka Regency, is a village that is currently growing rapidly and has been named as a tourism village and has earned a label as a potential tourism village from the Minister of Tourism and Creative Economy (Menparekraf). However, in its development, its popularity as a tourism village has not been matched by the speed of increasing management capacity and other supporting factors, so it has not been optimal as a commercial tourism destination. The purpose of this study is to identify the factors affecting the development of a tourism village in Bantaragung Village based on the perceptions of the village community using the Sustainable livelihood approach. The sampling method used non-probability sampling with a purposive sampling technique on 30 respondents. The data analysis employed a quantitative descriptive method with five livelihood asset variable objects: natural, human, financial, social, and village infrastructure. The findings of the study show that the livelihood framework assets that primarily affect the development of Tourism Villages in Bantaragung are natural resources, followed by financial, social, human resources, and village infrastructure.

Abstract

One of Padang City's sources of local revenue is hotel taxes. This study aims to analyze the potential of hotel tax revenue and the factors that influence hotel tax revenue, as well as to formulate strategies to increasing hotel tax revenue in the city of Padang. The primary data collection used a purposive sampling technique, while the Slovin method was used to determine the 60 hotel samples to reveal the average hotel rates. The analytical method used is the analysis of potential tax calculations, multiple linear regression, the SWOT and the QSPM matrix. The results show the potential for hotel taxes that can be optimized in the amount of Rp 17,6 billion to Rp 35,9 billion. Factors that affect hotel tax revenues in Padang City are occupancy rates and the number of hotel rooms. One of the strategies that can be implemented to increasing hotel taxes is to socialize information about the importance of tax obligations to regionally registered and unregistered hotel taxpayers and service providers.

Abstract

  This paper examines digital leadership in the public sector which is one of the challenges faced by many government organizations in adopting and managing information and communication technology effectively, the use of ICT changes the way of working and business operations of an organization both in the public and private sectors. Digital transformation opens up opportunities and challenges to create business advantage by using the concept of digital capability as the ability of an organization o understand digital technology and use it to create business value, digital transformation is not only about implementing new technology, but also about changing the way of thinking and managing the business as a whole. Digitalisation and e-leadership can help improve transparency, accountability and public participation in decision-making processes in local government. In addition, local leaders are also using digital technology to improve communication with the public and get useful feedback in public policy making. In conclusion, digital leadership in the public sector is essential for governments and public sector organizations to keep pace with the rapid changes brought about by digital transformation. Effective digital leadership can help improve the efficiency, quality, transparency, participation and accessibility of public services, ultimately delivering better outcomes for citizens.

Abstract

This research focuses on the tofu industry sector development program in Lopang Village. One of the problems studied in this study is that the DinkopUKMPerindag of Serang City does not provide information to tofu craftsmen about the training that will be held. This research aims to evaluate the Small and Medium Industry Development Program (Case Study of Tofu Craftsmen in Lopang Village) using the CIPP theory by Daniel Stufflebeam. This research uses descriptive qualitative methods by analyzing the results of interviews, observations, interviews, documentation and document studies. The results of this study indicate that the SMI development program case study of Tofu Craftsmen in Lopang Village has not fully run well. The evaluation includes i) context, the program does not solve the problem according to the needs of tofu craftsmen; ii) input, mentoring activities are still carried out accidentally; iii) process, there are still some obstacles, iv) product, it has not achieved the program objectives of improving the quality and quantity of tofu products.
