Abstract

In fact, all countries claim to be a state of law. Country by regulation. even so, it was found empirically thatimplementation as a state is based on laws/rules that distinguish one legal state from another. The Unitarystate of the Republic of Indonesia, in accordance with article 1 paragraph (3) of the 1945 Constitution,expressly states that Indonesia is a state based on law, not a state based on power. To see the extent to whichthe existence of the state of Indonesia as a rule of law can be seen in the Index of the state of Law of Indonesia.from a review of the Indonesian rule of law index document, the sub-indicators show an increasing sub-indexindicator, but other sub-indicators show an increasing trend. although comprehensively the Indonesian rule oflaw index has increased in value even though it is not optimal.

Abstract

The purpose of this study was to analyze the implementation of the seven characteristics of NPM in theMakassar City Investment and one stop service (dPMPTsP). NPM is a reform in public managementas an effort to further improve the quality of services to the community, has seven characteristics in itsimplementation, namely: professional management in the public sector, has performance standards andperformance measures, emphasizes more on controlling output and outcomes, division of work units,the existence of competition in the public sector, applying the private sector management model to thepublic sector, emphasizing savings in the use of resources. Using a qualitative approach with the type ofevaluation research, namely examining the implementation of public service reform. Research informantsare structural officials of echelon II, III and IV, service operational staff, and the community. Research datawere collected through in-depth interviews, observations, and documentation related to policies. The resultsshow that of the seven characteristics of NPM, which have been implemented properly, namely professionalmanagement, the existence of performance standards and performance measures, the division of work units,the existence of competition in the public sector. The characteristics that still need to be taken seriously andaddressed are the emphasis on controlling output and outcomes, applying the private sector managementmodel to the public sector, emphasizing savings in the use of resources.

Abstract

development that prospers the community is development that is universal in all sectors of the social life ofsociety. To achieve development goals, massive and intensive cooperation and collaboration between the government and the community is needed. Creative and intensive collaboration carried out in Musi Banyuasin Regency by conducting development Planning Consultations or Musrembang. Musrembang is a policy-makingprocess involving active community participation in channeling their aspirations. This research was conductedto identify community participation in policy making and the inhibiting and supporting factors of communityparticipation. This research was conducted using a qualitative method with a descriptive approach that describes the state of community participation in development. This study uses data analysis using participatorydevelopment planning theory by McGee which includes the following dimensions: actors (People), Knowledge(Knowledge) and spaces (space). Based on the results of the research, to build community participation in development the Government has assigned sub-districts and villages to immediately prepare the implementationof the annual musrenbang and immediately socialize it to the community. The program has been running well,but there are obstacles in the form of funding in the process of organizing activities.

Abstract

For the sustainability of Village Owned Enterprises(BUMDesa) in the Covid-19 Pandemic Era, the BumdesManagement carried out an adaptation process. This study aims to describe the adaptation process ofBumdesa Management in the Covid-19 Pandemic Era, in improving the welfare of the people in Kambunoand Ara Villages, Bulukumba Regency. This type of research uses a qualitative approach with case studies.Informants were selected through a purposive sampling technique, which consisted of elements from thevillage head, Bumdes management, community members as beneficiaries of Bumdes at 2 research loci. Thedata collection techniques used were observation, in-depth interviews (indept interviews), and Focus GroupDiscussions(FGD). Data analysis was carried out through three stages, starting from data reduction, datapresentation and drawing conclusions and verification. The results of the study indicate that there are 3aspects of the adaptation process carried out by the Bumdesa Management, including: (1). Social aspects, providing limited basic food assistance to the community, due to the lack of budget availability for Bumdes;(2). The economic aspect, by closing certain business units so that there is a decrease in the income of theBumdes business unit and the community during the Covid-19 Pandemic; and (3). the health aspect, providingassistance to improve community nutrition, in the form of brown rice and milk for pregnant women, such asin Kambuno Village. Meanwhile in Ara, the focus is on improving environmental hygiene through processingplastic waste. However, the adaptation process in social, economic and health aspects has not been optimalin improving community welfare due to the lack of available budget in Bumdes.

Abstract

The ability to innovate, especially policy innovation supported by bureaucratic creativity, is very important.Innovation in Indonesia has developed rapidly but is still carried out relatively partially. It is said to bepartial because an innovation is not automatically connected to other innovations. In the perspective of thepublic sector, innovation creates new policies in overcoming public policy problems. an innovation in publicadministration is an effective, creative and unique answer to a new problem against an old one. Innovationis applied by local governments in order to improve public services. Through this breakthrough, it is hopedthat it can support the creation of services that are faster, easier, smarter, more comfortable, better andcheaper. This step is at the same time to accelerate the achievement of Indonesia’s vision and mission goals,as well as to strengthen the synergy between the central government and local governments.

Abstract

Dairi Regency is a district in North Sumatra Province. In Law Number 19 of 2011 concerning the Ratificationof the Rights of Persons with disabilities. with problems related to administrative services, the dairiRegency government has made improvements to population administration services in order to improve thebad image that exists in the community. The innovation implemented by the disdukcapiI of dairi Regency isthe Population administration Jemput Bola Program (JeMPoL). The Jemput Bola program for people withdisabilities began to be implemented in dairi Regency in 2019. The type of research used in this researchis a descriptive type of research with a qualitative approach. The results of this study indicate that theimplementation of the Jemput Bola program in improving e-KTP services for persons with disabilities hasbeen carried out well, but not optimally.

Abstract

women as one of the human resources in the labor market, especially in Indonesia, have a large contribution,in the sense that the number of women who offer themselves to work is quite large. Women in Barae Villageparticipate especially in fulfilling the economic functions of their families and households. The participationof women workers is closely related to family background, given that the function of the family in decisionmaking is very decisive. It’s just that the value of female labor is sometimes still low, while women also havehousehold obligations that cannot be ignored. This study aims to determine the role of women in bamboomanagement and the contribution of women to family income in Barae Village, Marioriwawo district,soppeng Regency. The study was conducted in Barae Village, Marioriwawo district, soppeng Regencyfrom March to april 2022. The population in the study were women who worked in the bamboo managementindustry and a sample of 36 people. data collection methods are observation and interviews. The dataanalysis used is descriptive and contribution analysis. The results showed that the role of women in bamboo management, from the production process to the marketing of the produce, was carried out by women. Theproducts produced are winnows, rice baskets, and parcel baskets. The contribution of women’s income tofamily income is 24.52%. The total average income obtained based on the results of the analysis is Rp.2,083,889,- per month. for respondents’ income from the sale of woven bamboo products - an average of495,000, - per month.

Abstract

This research aims to describe the form of Human development and Business development through BUMdeseka Nawa Karsa wanurejo Village, Borobudur district, Magelang Regency. BUMdes eka Nawa Karsa hasthree (3) types of businesses established in 2016 to help the economy of the community in wanurejo Village. Thisresearch is descriptive research and uses qualitative approach, namely by way of researchers jumping directlyinto the field to conduct observations, interviews and documentation. The focus of this research is communityempowerment using two (2) indicators, namely with Human development and Business development. dataanalysis techniques are data collection, data reduction, data presentation, and conclusion drawing. The resultsshowed that Bina Manusia and Bina Usaha have not been running well. Through the indicators of Humandevelopment through BUMdes eka Nawa Karsa has been running well but has not gone well such as trainingand seminars that are lacking and the selection of recruitment of workers is less to the perpetrators and thecommunity assisted by BUMdes eka Nawa Karsa. Meanwhile, if seen from Bina Usaha for bumdes capitalin the form of funds and infrastructure facilities are still lacking so it is still constrained while the certificationof BUMdes assisted Community products has not been facilitated by BUMdes and the village government.so that researchers provide advice to add training and seminars to bumdes management and community andcapital assistance to bumdes management and community should be distributed regularly.
