Abstract

This research titled is “Empowerment of Rattan Industry Craftsmen After Disasters by Department of Trade and Industry in Palu City Central Sulawesi Province”. The purpose of this research is to find out and analyze the empowerment process, supporting factors and inhibiting factors faced, as well as efforts made by the Department of Trade and Industry to overcome obstacles in the empowerment of rattan industry crafters in the aftermath of a disaster. The research method used by the author in this study is descriptive qualitative.The data collection techniques are interviews, documens and observations. The data analysis techniques in this study are data reduction, data presentation and data verification. The result of this research apprenticeship show that empowerment of crafters in managing the rattan industry after disaster has been carried out. But in the implementation, the empowerment process has not been carried out optimally. Because the mindset of craftsmen who are still using old mindset, the absence of Standard Operating Procedures regarding the rattan industry which results in an ineffective upstream and downstream system, Limited funds owned by the government in providing assistance and the independence of the craftsmen in producing raw materials supporting the rattan industry. After disaster, Department of Trade and Industry has made efforts to overcome obstacles with : make a Standard Operating Procedures dan rebuilding the upstream and downstream systems. In addition, Department of Trade and Industry has also allocated funds in accordance with needs and provides socialization in changing the mindset of rattan industry crafters and training to develop rattan industry businesses. The authors suggests to the city government that in the future in making a development and empowerment planning, the city government must fist make Standard Operating Procedures. Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh faktor Gaya Kepemimpinan, Motivasi Dan Disiplin Kerja Terhadap Kinerja Aparatur Pemerintah Kecamatan Bajeng Kabupaten Gowa. Populasi yang dijadikan sebagai target penelitian ini adalah pihak-pihak yang terkait dengan kinerja Aparatur Pemerintah Kecamatan Bajeng Kabupaten Gowa.sejumlah 65 orang, dan seluruhnya menjadi responden dengan menggunakan model analisis regresi linear Berganda. Hasil penelitian ini menunjukkan bahwa semua variabel, yakni: Gaya Kepemimpinan, Motivasi Dan Disiplin Kerja, memiliki pengaruh yang positif dan signifikan secara simultan terhadap kinerja Aparatur Pemerintah Kecamatan Bajeng Kabupaten Gowa. Sedang secara parsial ditemukan bahwa faktor gaya kepemimpinan yang memiliki pengaruh signifikan yang paling dominan terhadap kinerja Aparatur Pemerintah Kecamatan Bajeng Kabupaten Gowa. Berdasarkan hasil penelitian tersebut, penulis menyarankan bahwa kinerja Aparatur Pemerintah Kecamatan Bajeng Kabupaten Gowa dapat lebih memperhatikan faktor yang dapat mendorong kinerja pegawai seperti disiplin terhadap aturan serta menciptakan lingkungan kerja yang semakin kondusif.

Abstract

Tawangharjo is a sub-district that is going to be developed as a new destination of Agrotourism. This agrotourism is classified as a new type of tourism in Grobogan Regency. This study aims to determine and analyze how the development of agrotourism in Tawangharjo District, as well as to explain the inhibiting factors and efforts made by the government and local agencies in developing the agrotourism area. This study used descriptive qualitative method with an inductive approach, combined with observation, interviews, and documentation. Further, the authors analysed the data by creating a data map, exploring data presentation, comparing all data, then drawing conclusion. The results show that the indicators for the development of the Starfruit Garden Agrotourism Area, Tawangharjo Sub-district, were still not met, Amenities and Ancillary become the main problems because physical development required time and budget, while facilities were the main support for agrotourism activities. In addition, the Covid-19 pandemic has further exacerbated the situation by refocusing the budget and significantly reducing the number of tourists. The quality of human resources needs to be improved, including the managers’ capacity and the community's ability to diversify, promote, and multiply the products. As a suggestion, the Grobogan Regency government should further optimize the tourism program and policies, in order to increase production capacity and develop agrotourism facilities. Abstract

This article is a follow-up study from Irawan's research in 2015 about the Implementation of Tourism Development Policy which discusses all of tourist objects in Banyuwangi. It become the main focus of tourist destinations in the Banyuwangi Tourism Development Master Plan, but infrastructure and marketing of the Kawah Ijen Nature Park have not been priority. This study aims to find out how the Implementation of Tourism Development Policy in the Kawah Ijen Nature Park Banyuwangi. Researchers used research methods with qualitative methods with a post-positivist approach. The author sharpens the object of study only at the research object in Kawah Ijen Nature Park, annalize with different perspective from previous study, namely the content of policy and the context of implementation as determinant indicator of public policy outcomes. The results are the high types of benefits for community, the degree of change looks good and has increased human resources. Although compliance and responsiveness in implementing policies are still weak due to lack of communication between policymakers and implementers. The conclusion shows the implementation of tourism development policy in Kawah Ijen Nature Park has been going well enough. The suggestion to improve policy implementation, by collaborate all of elements of policy implementers, the private sector and the community. Abstract

This study aims to examine the factors that influence the job promotion of state civil servants (PNS) in South Sulawesi. This research is classified as explanatory as it explains the causal effect between exogenous (education and training, organizational culture) and endogenous (performance and job promotion) variables. Due to the large population, the most appropriate sampling technique was purposive sampling. After the primary data collection process through questionnaires, there were 42 PNS Sul-Sel that met the criteria were netted and selected as respondents. Furthermore, based on the data characteristics, PLS-SEM data analysis was applied. The results showed that among the seven hypotheses tested, six were accepted, while one was rejected. Implications and suggestions are discussed further.

Abstract

Bureaucratic reform is continually echoed to meet the demands of the masses for better functioning of the public sector service. To respond to the aforementioned issue, this study adopted several important constructs in contemporary human resource management (work-life balance, engagement, role-performance, and self-efficacy) and analyzed the mediation and moderation role in the context of civil servants. In addition, to collect primary data, an online survey method was used and distributed to Civil Servants (CS) within the scope of the provincial government of South Sulawesi, Indonesia. PLS-SEM based analysis was employed to test measurement and structural models. The results indicated work-life balance had a positive and significant effect on CS engagement but does not affect in-role performance. Furthermore, the role of engagement as a mediator and self-efficacy as a moderator was confirmed to be significant. The discussion, implications, and recommendations for the prospective study are discussed further.

Abstract

This study aims to analyze public participation in the payment of Motor Vehicle Tax (PKB) in Makassar Cityfor the last three years and the inhibiting factors. This study uses a qualitative descriptive method with datacollection techniques in the form of observation and interviews. This research was conducted from May 11to June 2, 2022. The object of the research is the Regional Revenue Agency of South Sulawesi Province,SAMSAT UPT Makassar, and motorized vehicle taxpayers. The results showed that e-SAMSAT had an effecton the level of acceptance of PKB and ease of administration for the people of Makassar City. the BOD.E-SAMSAT for the community’s economy through the Motor Vehicle Tax sector during the pandemic withtax realization in 2020-2021 increasing by 3.51% for Makassar City

Abstract

The purpose of this study was to analyze the implementation of the seven characteristics of NPM in theMakassar City Investment and one stop service (dPMPTsP). NPM is a reform in public managementas an effort to further improve the quality of services to the community, has seven characteristics in itsimplementation, namely: professional management in the public sector, has performance standards andperformance measures, emphasizes more on controlling output and outcomes, division of work units,the existence of competition in the public sector, applying the private sector management model to thepublic sector, emphasizing savings in the use of resources. Using a qualitative approach with the type ofevaluation research, namely examining the implementation of public service reform. Research informantsare structural officials of echelon II, III and IV, service operational staff, and the community. Research datawere collected through in-depth interviews, observations, and documentation related to policies. The resultsshow that of the seven characteristics of NPM, which have been implemented properly, namely professionalmanagement, the existence of performance standards and performance measures, the division of work units,the existence of competition in the public sector. The characteristics that still need to be taken seriously andaddressed are the emphasis on controlling output and outcomes, applying the private sector managementmodel to the public sector, emphasizing savings in the use of resources.
