Jagratara: Journal of Disaster Research is an open-access peer-reviewed journal that is published by the Department of Disaster Management, Faculty of Economics and Business, Universitas Budi Luhur. Jagratara: Journal of Disaster Research promotes scholarly, theoretical, pragmatic, and contemporary research, making a clear conceptual and methodological contribution to existing international literature. As disaster research by itself is of a multi-discipline nature, we welcome submissions from across disciplines. These may include but are not limited to various subjects such as disaster management, disaster risk reduction, preparedness, mitigation, and disaster response; as well as post-disaster topics on recovery.

Abstract

One of the principles of disaster management in Law Number 24 of 2007 concerning Disaster Management is non-discrimination, towards gender, ethnicity, religion, race and any political sect. This principle applies at every stage of disaster management, both pre-, emergency and post-disaster. In its development, the role of disaster management cannot be generalized to just one group. Gender mainstreaming is one of the strategies adopted so that the principle of non-discrimination can work well. Efforts to apply these principles are carried out in Tabletop Exercise (TTX) preparedness training activities which are carried out for socialization, to provide an understanding of policies, procedures, plans that have been prepared, will be prepared or need to be prepared. It is hoped that the role of women in TTX can provide a more specific perspective regarding the needs and roles that can be filled by women in disaster management. Although the number of female personnel involved in TTX is limited, if they hold key positions they can provide significant results in the implementation of TTX.

Abstract

In the context of flood risk mitigation in Yogyakarta City, particularly in the districts of Gondokusuman and Umbulharjo, this study highlights the significant impact of geographical factors and high rainfall intensity. Floods not only cause damage to infrastructure but also pose a serious threat to public health. Flood-prone areas often become breeding grounds for diseases that can spread rapidly, especially in emergency conditions. This research aims to identify optimal routes for the distribution of health logistics in dealing with flood disasters in Yogyakarta City. Using the Simulated Annealing (SA) algorithm, the study compares the optimization results of distribution routes without clustering and with clustering (based on districts). Findings indicate that the use of clustering is effective in minimizing the distance and travel time of distribution, with the clustering scenario emphasizing time efficiency. The contribution of this research lies in the development of responsive and efficient health distribution strategies during flood emergencies. Thus, the implementation of the SA algorithm and clustering can serve as a foundation for better emergency response planning, providing tangible benefits for those involved in flood disaster management in the region.

Abstract

This research aims: (1) to provide an understanding of the development of disaster preparedness to students through disaster education in order to create a disaster resilient generation; (2) to be able to explain the concept of BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation in creating a disaster resilient generation; and to explain the implementation of BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation in creating a disaster resilient generation. This research uses qualitative methods with data collection techniques using literature study and observation. The findings from this research are: (1) building disaster preparedness (disaster awareness) among students in schools through disaster education aims to maintain human values and attitudes towards disaster risk, understanding related to disaster risk, knowledge and skills for disaster prevention; (2) BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation has a work flow starting from risk mapping, then organizing, educating, and ending with advocacy; and (3) implementation of BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation in the form of activities such as counseling about the risk of earthquake disasters, training in making disaster literacy media, counseling on disaster mitigation in schools using the kamishibai method, disaster evacuation simulations, and simulations. search and rescue in disaster conditions.

Abstract

This research discusses the crucial role of citizen journalism in the context of landslide disaster risk in Cianjur by applying a qualitative approach and analytical descriptive research methods. The results of the in-depth analysis highlight the importance of citizen journalism in empowering local communities with actual information, mobilizing support, and building solidarity in crisis situations. Although several hyperlocal social media accounts provide information, the involvement of citizen journalists in covering and informing post-disaster conditions is still minimal. In the context of mitigation and recovery, citizen journalism can play an important role in conveying local perspectives, monitoring the environment, and responding to specific community needs that may otherwise be overlooked. Evaluation of the impact, challenges and opportunities of citizen journalism in dealing with the landslide disaster in Cianjur is important to holistically understand its role and potential contribution in strengthening the sustainability and resilience of communities in the future.

Abstract

Approaching 2024, Indonesia will experience a process or momentum of changing heads of state and regional chiefs. Politically, if there is a new head of state, it is possible that there will be several legal policy reforms in the implementation of development, as well as disaster management policies. In terms of disaster events, natural disasters that occur during the implementation of political momentum can threaten the loss of political rights, damage to voter lists, disruption of supporting infrastructure, relocation of polling places (TPS), obstruction of logistics procurement and distribution channels, as well as delays in changing government. Thus, as a mitigation measure for disaster management during political momentum, synergy between Ministries/Institutions and Regional Governments is needed in dealing with natural disasters so that they do not disrupt political, legal and national security stability. Political momentum through simultaneous General Elections (Pemilu) and Regional Chiefs Elections (Pilkada) must be seen as momentum to emphasize the commitment of regional leaders to improving disaster management services to the community as well as realizing Indonesia as a Center of Excellence in Sustainable Resilience. Disaster issues must be given attention, including including disaster issues in the vision and mission in the Pilkada campaign and become a commitment of the elected Regional Chiefs
