Abstract

Cultural heritages have to be preserved and at the same time they need to be used properly in order to seek a new form to maintain their existence in this modern world. It is one of a challenge in the globalization era that needs to be overcome positively. Creative innovation is needed so that these cultural heritages would not be forgotten. The cultural heritages should be in a new form in order to maintain their existence. The combination between tradition and creativity will create new superior things. One of the cultural heritages is archive. Archive consists of a media of recording that contains documented information. Besides that, archive holds a record of the journey of a nation and has valuable contribution to develop the national literacy rate.

Abstract

Planning is very important because it brings the future into present. In the absence of a good planning, it will be difficult to achieve the vision since all stakeholders work individually with different goals. Today, the archives in Indonesia do not have a planning document that unites all stakeholders and can be used as a national reference in achieving the vision. This study discusses on the Canadian Archival Planning which spans a period of ten years from 2016-2026. The approach in this study is a qualitative method. The determination of vision, strategy and steps to achieve the vision is clearly explained in this Canadian archival planning document so that the archives institutions in Indonesia can learn lessons from this. The strategies of the Canadian archival community have four areas of focus: the records, the people, the capacity and the profile. This research recommends that a working team should be formed in preparing long-term archival planning documents, and it needs the involvement from all stakeholders of the archives. Archival community in Indonesia needs to discuss and should has a commitment to implement strategies in achieving the vision.

Abstract

Developing the border areas is a part of the Government's commitment set forth in the Nawacita (it is the national development agenda for Indonesia that has been declared by President Jokowi). In developing the areas, the government should refer to the strategic environment including the disputes on territorial ownership that might happen. Thus, the Government should be able to prove the ownership of the border areas with data and facts. The data and facts that contain information on border areas are archives. An active role is required to ensure the availability of the archives of the border areas. With these evidences, the development in these areas will run smoothly. And eventually, the archive will hold its function as a tool to prevent the sovereignty of Unitary Nation of the Republic of Indonesia’s territory.

Abstract

This study provides an explanation of the archival works conducted by Waseda University specifically in the Nishijima Collection. The collection contains historical resources about the Japanese occupation in Indonesia in relation with Jakarta Kaigun Bukanfu. The Nishijima collection has become the “historical heritage” in the development of science and knowledge. This study discusses about Jakarta Kaigun Bukanfu in the Nishijima Collection with the historical perspective in an attempt to explore the historiography of Indonesia. By doing the research, it appears that archives hold valuable information. Jakarta Kaigun Bukanfu is an organization founded by the Rear Admiral Tadashi Maeda. Through the archival research and comprehensive analysis of the Nishijima Collections, it is concluded that this organization is generally expected to regulate the relationship between two regions and their authorities, to organize the defense and security, to conduct trade protection, to conduct a survey of Natural Resources and Human Resources, to prepare the procurement of ammunition, transportation arrangements, counterespionage and intelligence activities. However, when the Japanese was almost defeated by the Allied, some members of this organization did desertion. The activity of some members of the organization reflected their special bargaining position in front of Maeda. It showed especially in the establishment of Asrama Indonesia Merdeka.

Abstract

This study attempted to develop technical protection of archives especially for the paper-based archives and encounter the challenges on conducting a good and proper fumigation for the archives. This is a descriptive qualitative research. The data collection method is done by using primary and secondary data. Most of the archive institutions and creating agencies fumigate their archives every year as one of the efforts to preserve their archives from insects and other materials that can damage the archives. However, these institutions are still not aware on how to fumigate their archives properly. Basically, in order to fumigate the archives, these institutions have to refer to the safety standards and procedures for Human and environment that include materials, tools, certified human resources or fumigators .and also the formal steps on fumigating the archives.

Abstract

In Reference to the Government Regulation in Lieu of Law Number 2 Year 2017 on Law of Amendments Number 17 Year 2013 regarding Societal Organization which was enacted by the Parliament during the Plenary Meeting on October 24, 2017, the government is banning the societal organizations which are deemed against the ideology of “Pancasila”. On the contrary, as stated in the Law Number 43 Year 2009 on Records and Archives Administration, these organizations are one of the important pillars that hold function as a creating agency of archives. The archives created by the organizations have to be transferred to the archives institutions. It will be a problem in the future if the process of banning the organizations is done without rescuing the archives of these organizations. Without rescuing these archives, there would be a high possibility that this nation would lose one of the collective of memory because the archives of these organizations hold important role as a part of the journey of the nation. If the archives are not rescued, it will likely that the archives of these disbanded organizations would be destroyed or be taken by the personnel of the organizations as his/her own personal collection. The archives institutions are obliged to conduct archives management of the societal organizations. This includes not only for active organizations but also for the disbanded organizations. The archives of the societal organizations which have been banned also have historical value that need to be preserved and rescued. However, based on the regulations stipulated by the National Archives of the Republic of Indonesia (ANRI), the acts of preserving and rescuing the archives of these disbanded organizations cannot be done. It needs some good solutions, which can be in the form of policies/regulations as a guidance and legal foundation to rescue the archives.
