The Journal of Political Sphere is published by the Political Science Study Program, Faculty of Social and Political Sciences, Universitas Syiah Kuala, Banda Aceh, Indonesia. This multidisciplinary journal focuses on political science, governance, and public policy in Indonesia and Asia. It features both theoretical and empirical research aimed at advancing and disseminating scholarly knowledge about the region. The journal covers various topics including political science, Indonesian and Asian politics, governance issues, public policy, decentralization, political parties, and national and local elections. It also publishes research notes, conference and workshop announcements, seminar notices, and book reviews. The Journal of Political Sphere is released biannually, in June and December.

Abstract

ABSTRACTMass Organizations (Ormas) is a media or forum formed by a group of people based on the same ideology and desired goals that they want to achieve. The establishment of Ormas is regulated in Law No. 17 of 2013 concerning community organizations. Hizbut Tahrir Indonesia (HTI) is one of the mass organizations established in Indonesia based on Islamic ideology. Although the Indonesian government has given the freedom to develop mass organizations and received legal entities, the government also stipulates a binding regulation that can cause discrimination through a legal entity. This regulation is regulated in Government Regulation in Lieu of Law No. 02 of 2017. By means of this regulation, the government officially banned HTI as a mass organization in Indonesia. The aim of this study was to examine the implementation of the regulation or law that discriminates against an organization established by a group of people with Islamic ideology, such as HTI. The theories used in this study include social movement theory, discrimination theory, and the concept of the rule of law. The method used in this study was a descriptive qualitative method. This study revealed that there was institutional discrimination or indirect discrimination as a result of the stipulation of a political policy. From a legal perspective, the Government Regulation in Lieu of Lawis a legitimate law. However, it might have caused problems in its implementation because several articles have been deleted without involving the judiciary board in the process. It can be concluded that the Government Regulation in Lieu of Law concerning Ormas does not legally bring about discrimination. However, it was its implementation that indicates that there was discrimination against a particular organization. The disbandment of HTI should have been carried out per the applicablelawto ensure harmony from one regulation or law to another. Abstract

AbstrakOne of the pillars of democracy is a political party that can lead great people to be able to sit in legislative and executive institutions, political parties are familiar terms in the ears of everyone in the world and from various groups, both politicians, academics, and ordinary people, parties Politics is usually indectric with a group of people who are members of an organization and have the same goal. Aceh's local political parties are regulated in PP No. 20 of 2007. Item 1, Article 2 states: Aceh's local political parties are a group of people who are voluntarily with efforts to realize the desires of people who have aspirations to win candidates both DPRK or DPRA proposed. This research is a qualitative type through literature study. The Institutionalization of the Aceh Nannggroe Party (PNA) has not been going well, it is evident the existence of internal conflicts in the party between the Irwandi Yusuf camp and Samsul Bahri (Tiong) and can be seen the dualism conflict of the management of Nanggroe Aceh Beach (PNA) starts from the Extraordinary Congress (KLB) ) pioneering by Samsul Bahri. Abstract

AbstractHumans need food for their survival, both from biological and non-biological natural resources, Indonesia, which is the country with the 4th most populous population in the world, of course has more food needs than countries with a smaller population, If humans only depend on their food needs from nature without managing food, the availability of food in Indonesia is getting thinner day by day even to a critical point. So that the Indonesian government makes the management of food security in this country a priority for its work, the central and regional governments in Indonesia can use technology to process and manage food in Indonesia to strengthen food security, one of which is Sukabumi Regency, how are the problems faced by the government and what are the policies the government to overcome food problems, Through a food production and security approach, the results of this study are the problems that must be faced by regional governments, namely in access to food, problems that arise in the food production process, lack of stability in food availability and lack of quality of food produced. . Policies that can be taken by the Sukabumi regional government to overcome the problem of food availability in this area are improving production and consumption patterns, developing defense technology, and increasing local food security in the Sukabumi Regency area.

Abstract

AbstractCovid-19 vaccination is a step that is considered very effective to inhibit the transmission of coronavirus, where the corona virus has a high rate of spread and death. Therefore, the implementation of Covid-19 Vaccination is carried out for free / without any costs that must be borne by the community. This is done as a form of countermeasures against the Covid-19 Pandemic which has a significant impact, especially on the economy and prolonged health. However, efforts in handling the Covid-19 Pandemic there is a rejection, especially in Aceh Province against the implementation of Covid-19 vaccination. This study aims to look at the political attitude of the Aceh government in response to the rejection of the Acehnese people to the Covid-19 vaccination policy through policies or programs carried out to increase the acceptance of acehnese people to Covid-19 vaccination. This research uses public policy theory and the concept of political attitudes. The method used is qualitative with a descriptive approach. The results of this study show the lack of innovation and creativity of the Aceh Government in an effort to increase public acceptance of Covid-19 vaccination. In this case, the Aceh Government is expected to evaluate the programs that have been carried out in response to vaccination rejection in acehnese society, especially against the Covid-19 vaccination socialization program. Abstract

AbstractThe 2019 election was the battle between the pair of Joko Widodo and Maaruf Amin as candidate number 01 and Prabowo Subianto and Sandiaga Uno as candidate number 02. During the campaign, the hastag #2019GantiPresiden made its public appearance after it was initiated by Mardani Ali Sera. In Banda Aceh, there was an increased percentage of participation of the public to participate in the 2019 election with 72.28 percent of participation compared to that of 2017 with only 64 percent. The increase of participants might have also contributed to the success of candidade number 02 to gain 85.07 percent of votes in Aceh Province compared to candidate 01 who only got 14.92 percent. The aim of this study was to examine the impacts of hastag #2019GantiPresiden in Syiah Kuala Subdistrict of Banda Aceh and to investigate the impacts of the hastag on the presidential election process. This study was based on two theories, i.e. political participation and political communication theories used as instruments to answer the research problems. The method used in this study was mixed methods. The primary data were collected by means of a questionnaire and interview while the secondary data were obtained through literature reviews. The results of this study revealed that there was a correlation between the participation of politics of the youth in the election and the #2019GantiPresiden hastag.
