Abstract

Tujuan dari penelitian ini adalah untuk membantu kita memahami dan mengkaji proses pengalokasian Bantuan Langsung Tunai dari dana desa, peta konflik sosial dan upaya mitigasi terhadap konflik yang terjadi di desa Seumadam Kecamatan Kejuruan Muda. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Proses pendataan, penetapan, metode dan mekanisme penyaluran BLT-DD Kampung Seumadam sudah dilakukan sesuai dengan peraturan yang ada. Konflik sosial yang disebabkan oleh penyaluran BLT- Dana Desa Kampung Seumadam terjadi secara vertikal dan horizontal. konflik vertikal terjadi antara Pemerintah Desa dan masyarakat, sedangkan konflik horizontal terjadi antara masyarakat desa Seumadam itu sendiri. Penyebab konflik tersebut terjadi diantaranya disebabkan oleh daya serap aspirasi masyarakat yang belum maksimal dalam penyaluran BLT-Dana Desa dan tidak adanya sosialisasi yang dilakukan pihak pemerintah desa terhadap proses atau mekanisme penyaluran BLT-Dana Desa. Upaya mitigasi terhadap konflik yang terjadi dilakukan melalui proses musyawarah dan sosialisasi terhadap program bantuan tersebut yang dilakukan oleh pihak desa.

Abstract

This research aims to explain about management and utilization of village funds in the community empowerment program in Gampong Gunong Meulinteung Panga Sub-district of Aceh Jaya. The data that is required in writing is obtained through library research and field. Library research done with how to read text books, legislation, and other reading material related to this research. While field research done by interviewing informants. The results of the study showed that the community empowerment program in Gampong Gunong Meulinteung Panga Sub-district of Aceh Jaya yet optimal. This is because there are still many obstacles that dhadapi by the apparatus of Gampong in running the program. community empowerment program that has been done by the Gampong Gunong Meulinteung namely (1) Simpan Pinjam Perempuan (SPP), (2) empowerment of the field of the Palm Oil Plantation (3) The Empowerment in the field of Agriculture (4) Sewing Empowerment Sewing (5) Empowerment of farming field. Of the five programs that run only three programs that sustainable development is the empowerment of the field of the Palm Oil Plantation, Empowerment in the field of agriculture and Empowerment of farming FieldKeywords: Community Empowerment, Utilization and Village Funds.

Abstract

Bireuen Regency is one of the vital base areas for the Free Aceh Movement (GAM). This movement was established in 1976 and was led by Hasan Tiro. Throughout the movement, the Bireuen district became the birthplace of influential GAM fighter figures during the Aceh conflict. While actively fighting for Indonesian independence, GAM carried the ideology of Acehnese ethnonationalism. However, after the signing of the MoU on the Helsinki peace agreement on December 15, 2005, former GAM combatants transformed into a local political party in Aceh and participated in national elections. This study is interesting to examine because this transformation aligns with the acceptance of the ideology of Indonesian nationalism. Therefore, this study aims to analyze the factors that led to the transformation of ethnonationalist ideology among former GAM combatants after the Helsinki MoU in Bireuen Regency. Using qualitative methods based on interviews, the results of this study show that four factors caused the transformation of GAM ideology: peace factors, profit orientation, comfort, compulsion, and disappointment.

Abstract

Child Friendly City (KLA) is a government program that refers to the protection of children and the fulfillment of children's rights. In 2021, Banda Aceh City received the KLA award at the Intermediate level and in the same year, cases of violence against children in Banda Aceh City were the highest cases compared to other districts in Aceh Province. So this is a question mark regarding the implementation of KLA in Banda Aceh City. This study aims to analyze the implementation of Child Friendly City (KLA) program development policies in Banda Aceh in 2021 and identify supporting and inhibiting factors for developing Child Friendly City (KLA) policies in Banda Aceh in 2021. The theory used is the theory of public policy implementation from Rippley and Franklin, namely the perspective of the compliance of the implementing apparatus and the smooth running of the routine. The method used is descriptive qualitative. The results of this study indicate that DP3AP2KB implementers understand their duties as the secretariat for the implementation of KLA in Banda Aceh City. Implementation of KLA program policies that have not gone well. This happens because the many actors involved do not have sufficient capacity in implementing KLA and the cooperation between actors in implementing KLA has not been maximized. The implementation of the KLA development program in Banda Aceh City only refers to the fulfillment of children's rights in terms of infrastructure facilities and protection of children's rights in the form of complaint services at the UPTD PPA and the Banda Aceh City Social Service. The supporting factor for KLA in Banda Aceh City is the support from the legislature and also the location of Banda Aceh as the capital, so that there is a lot of provincial infrastructure that can be used by the people of Banda Aceh City and also easy accessibility. While the inhibiting factors in the implementation of KLA in Banda Aceh City are the lack of human resources and the unfulfillment of standards as implementing KLA services, the difficulty of finding a pattern of cooperation between actors implementing KLA and also low community participation

Abstract

ABSTRACTInequality of division of labor between men and women in a family poses a double burden. This research was conducted in Cut Reubee Village, Delima Subdistrict, Pidie Regency, which still adheres to the patriarchal system, which causes one of the parties in the family to experience a double burden in the family, especially for women who also work as farmers. This study aims to describe and know the strategies of women farmers in facing the reality of the double burden of women farmers in the family. The research uses nurture theory which suggests that socio-cultural constructions themselves cause role differences between men and women. This research uses a descriptive method with a qualitative approach. Data were collected through observations, interviews, and documentation. Informants in this study were determined according to certain criteria tailored to the research topic. The results showed that Cut Reubee Delima Village women farmers did more activities than men. The double burden causes women farmers to experience various problems, especially health issues in carrying out this role. The strategy of women farmers in facing the double burden in the family is to manage time as wisely as possible. Therefore, there needs to be concrete action from various parties to minimize gender discrimination between men and women starting with establishing a pattern of fair labor sharing relations in the family between men and women.Keywords: double burden, women farmer, family

Abstract

ABSTRACTMass Organizations (Ormas) is a media or forum formed by a group of people based on the same ideology and desired goals that they want to achieve. The establishment of Ormas is regulated in Law No. 17 of 2013 concerning community organizations. Hizbut Tahrir Indonesia (HTI) is one of the mass organizations established in Indonesia based on Islamic ideology. Although the Indonesian government has given the freedom to develop mass organizations and received legal entities, the government also stipulates a binding regulation that can cause discrimination through a legal entity. This regulation is regulated in Government Regulation in Lieu of Law No. 02 of 2017. By means of this regulation, the government officially banned HTI as a mass organization in Indonesia. The aim of this study was to examine the implementation of the regulation or law that discriminates against an organization established by a group of people with Islamic ideology, such as HTI. The theories used in this study include social movement theory, discrimination theory, and the concept of the rule of law. The method used in this study was a descriptive qualitative method. This study revealed that there was institutional discrimination or indirect discrimination as a result of the stipulation of a political policy. From a legal perspective, the Government Regulation in Lieu of Lawis a legitimate law. However, it might have caused problems in its implementation because several articles have been deleted without involving the judiciary board in the process. It can be concluded that the Government Regulation in Lieu of Law concerning Ormas does not legally bring about discrimination. However, it was its implementation that indicates that there was discrimination against a particular organization. The disbandment of HTI should have been carried out per the applicablelawto ensure harmony from one regulation or law to another. Abstract

Peranan perempuan di Indonesia pada umumnya hanya menjalankan tugas rumah tangga seperti mengasuh anak, urusan dapur, serta urusan kebersihan rumah. Sedangkan pekerjaan diluar rumah itu dilakukan pria. Paradigma peranan terhadap perempuan sangat mempengaruhi terhadap hak mereka untuk aktif dan partisipasi terhadap lingkungan sosial yang begitu sulit untuk mereka dapatkan seperti untuk bekerja, terlibat dalam organisasi sosial dan politik. Akibat perempuan yang dilabling makhluk yang lemah sehingga persoalan yang diluar rumah dominan dilakukan oleh laki-laki dan dalam segala sektor dikuasi. Hegemony peranan laki-laki yang begitu besar menimbulkan ketimpangan, intoleransi dan kekerasan fisik maupun non fisik. Melihat persoalan perempuan di Indonesia cukup berbeda degan konteks Aceh yaitu Perempuan di Aceh memiliki nilai egaliter dalam keidupan masyarakat. Nilai egaliter yang ada dalam masyarakat Aceh memberikan ruang untuk mengaktualisasikan dirinya. Penelitian ini menggunakan pendekatan kualitatif yang bertujuan menggambarkan fenomena yang sedang terjadi berdasarkan data dilapangan. Hasil penelitian menujukkan bawa masyarakat Aceh sangat egaliter terhadap peranan perempuan dalam berbagai kegiatan yang berkaitan dengan persoalan sosial memiliki status yang sama. Hal tersebut sesuai dengan wawancara dilapangan menyebutkan bahwa, tidak ada warga maupun perangkat desa membeda-bedakan antara perempuan dan laki-laki dalam hal persoalan sosial, misalnya seperti gotong royong, rapat gampong serta kegiatan lainnya berupa pelatihan keterampilan sering dilibatkan. Selain itu juga kuatnya nilai demokratis masyarakat Aceh terhadap memposisikan perempuan dalam konteks kemanusiaan. Fenomena tersebut menunjukkan bahwa cultur egaliter yang berkembag di masyarakat Aceh bukan hal yang baru melainkan secara alami berdasarkan kehidupan masyarakat tersebut. Culture egaliter yang berkembang pada kehidupan masyarakat di Aceh ternyata memberikan kesadaran kolektif bagi siapapun memiliki peranan peting dalam pembagunan daerah yang tidak melihat jenis kelamin laki-laki maupun perempuan bahwa stigma perempuan yang identik lemah, kaum termarginal ini tidak berlaku di AcehKata kunci: Egaliter Culture, Perempuan Aceh

Abstract

This study aims to help us understand and examine the obstacles faced by political parties in conducting the political recruitment of women legislative candidates in Aceh and analyze the efforts made by political parties in order to increase women's participation and capacity in the political field. This study uses descriptive qualitative research methods that aim to provide information through data mining in order to produce a complete data description. This can be seen from the effectiveness of the implementation of affirmative action policies that have been running so far in increasing women's representation in parliament both at the national and local levels in Aceh. The implementation of affirmative action policies that must be fulfilled by political parties has become a separate challenge for political parties, where in the effort to meet the gender quota political parties have obstacles, including due to the patriarchal culture that is still growing in Acehnese society, human resources (women) who are still minimal, financial limitations of women, as well as regulation and a sense of comfort with what women have obtained. To answer these various obstacles, political parties have also made various efforts, such as providing intensive political education, placing female legislative candidates in small serial numbers, tightening the political recruitment process, and providing material and non-material support. The success of political parties in realizing the ideals of implementing affirmative action policies is greatly influenced by how the role of political parties can internally maintain the existence of parties with adequate and structured institutions.Keywords:Policies, affirmative action, women, political parties
