Jurnal Kebijakan Publik memuat artikel dan karya ilmiah berupa hasil penelitian dan non penelitian, baik di instansi pemerintah maupun di masyarakat. Jurnal ini berfokus pada kajian teoritis dan praktis kebijakan publik mulai dari perumusan, implementasi, dan evaluasi kebijakan yang dilakukan oleh pemerintah dalam menghadapi perubahan kebutuhan dan tuntutan masyarakat. Oleh karena itu, penerbitan jurnal ini sebagai media ilmiah mengenai isu-isu kebijakan publik, baik berupa peraturan perundang-undangan, hukum pemerintahan, peraturan daerah, kebijakan pemerintahan, serta program dan tindakan pemerintah. Jurnal ini terbit 3 kali dalam setahun yakni pada bulan April, Agustus dan Desember, dengan melalui proses blind peer-review dalam proses penerbitannya

Abstract

Technology has brought major changes in government, including the public health sector, with the implementation of e-government such as the development of Information Systems on the National Health Insurance (JKN). BPJS Kesehatan through the JKN Mobile Application presents innovative digital health administration services to facilitate public access to JKN information and services. The purpose of this study was to analyze efforts to develop health services to the community through the JKN Mobile Application. The research method used is a literature review, with a multimodal approach combining literature analysis of relevant theories and documents with virtual interviews to obtain empirical data from informants through digital platforms. This combination allows for a holistic understanding, with the literature study as a theoretical basis and the interviews as a source of current perspectives, which are then analyzed in triangulation for data validity.  The results showed that the benefits of using the JKN Mobile Application can facilitate the community in accessing information related to BPJS Health such as information about registration, hospital referrals, and facilitate digital-based transactions. In addition to the benefits, there are challenges faced by the community, namely, limited internet access constraints, and low public understanding of the use of the JKN Mobile Application.

Abstract

The Local Government Information System (SIPD) integrates development, financial, and local government information to support budgeting. This study aims to analyze the implementation of budgeting through SIPD in BKPSDM Jayapura Regency, using the theory of George C. Edward III theory which includes four indicators: communication, resources, disposition, and bureaucratic structure. This research is important because optimizing the use of SIPD can improve transparency, accountability, and efficiency of local budget management. Communication is realized through socialization by Bapeda to ensure employee understanding of budget preparation. Resources include the readiness of labor, funds, and adequate facilities. Disposition is shown by technical competence and employee understanding of implementation rules. Supportive bureaucratic structures, such as clear procedures and effective coordination, also determine the success of implementation. The results showed that the implementation ran optimally with the support of socialization, employee readiness, and the role of the government, despite facing obstacles such as delays in data input, budget limitations, and constraints on information validity. This implementation is in accordance with Permendagri No. 70/2019 on SIPD.

Abstract

This research aims to analyze and describe the implementation of the Capacity Development Policy for State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency as well as the supporting and inhibiting factors for the Implementation of the Capacity Development Policy for the State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency. This research is important to increase the capacity of ASN for public services and good governance in Puncak Jaya Regency. This research is qualitative descriptive research with data collection techniques used are observation, interviews and documentation techniques. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this research show that the implementation of the Capacity Development Policy for State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency, Communication in its understanding is sufficient. Internal resources in developing ASN capacity are understood. The disposition in developing ASN has been carried out through efforts by the district head. Bureaucratic structure of apparatus resource management through planning, organizing, directing, controlling, procuring labor, developing, compensating, integrating, maintaining, disciplining and terminating employment relations. Apart from that, there are supporting and inhibiting factors for the implementation of the State Civil Apparatus Capacity Development Policy at the Mulia District Office, Puncak Jaya Regency based on internal factors, namely the District Head is very supportive of developing ASN capacity in accordance with applicable regulations. As well as external factors, namely environmental factors and resource factors.

Abstract

The implementation of the Education Management Information System (SIMDIK) is an important need for educational institutions to improve service quality, efficiency, and competitiveness in the era of globalization, in accordance with regulations such as Law No. 20 of 2003 concerning the National Education System and Permendiknas No. 19 of 2007 concerning Education Management Standards. This article aims to analyze the implementation of management information systems in SMA Negeri 4 Kota Jayapura, analyzing the factors that support and hinder it. This type of research is descriptive qualitative. The type of research used is field research, where this research is conducted in a particular environment, precisely at SMA Negeri 4 Kota Jayapura. data is collected through in-depth interviews with principals, teachers, students, and administrative staff, as well as direct observation to understand the supporting and inhibiting factors in the implementation of SIMDIK. This research uses Edward III Implementation Theory. Measurement indicators include communication, resources, layout and organizational structure. The implementation of management information systems is very important in educational institutions, especially in SMA Negeri 4 Jayapura city, where data processing applications are used, especially Dapodik and IT technology to support the learning process by providing educational services by facilitating learning practices using technology infrastructure, such as computer-integrated learning facilities.

Abstract

Fertility is one of the population dynamics in addition to the level of education, age of marriage and family income affecting population growth in a region. The purpose of this study was to analyze the influence of education variables, early marriage age and family income on fertility in Pegunungan Bintang Regency. This research is important to support data-based population policy in Pegunungan Bintang Regency. This study uses a quantitative research approach, the analysis technique used is multiple linear regression analysis. The population in this study were all married women in Oksibil District, Pegunungan Bintang Regency with 258 respondents. With a research sample sample used as many as 60 people with the analysis technique used is multiple linear regression analysis. The results showed that education has a significant effect on labor fertility in Oksibil District, Pegunungan Bintang Regency. This means that, an increase in the level of education results in a lower birth rate. Age of marriage has a significant effect on labor fertility in Oksibil District, Pegunungan Bintang Regency. This means that, the younger a person marries, the more likely it is to have many children. Family income has a significant effect on labor fertility in Oksibil District, Pegunungan Bintang Regency. This means that, the higher the income, the perception of the value of children will decrease so that fertility will decrease.
