Abstract

This paper focuses on assessing the efficiency of PTSP in enabling business permit in Bandung City of Indonesia. PTSP is the government’s program that it has launched to simplify various bureaucratic procedures and increase the transparency of governance to unleash the economic potential of a country. Employing a survey questionnaire, quantitative data was obtained from 200 business owners and government officials who deal with PTSP concerning factors such as time taken to process licenses, the level of transparency and user satisfaction. The findings have revealed that PTSP has led to the cutting down of processing time, enhance the level of opacity and has received accolades by the business fraternity. However, there are also problems to face such as inadequate organizational infrastructure and reluctance for change. Consequently, the study enhances the existing literature by presenting a quantitative analysis on PTSP impact assessment in an urban context as well as presenting guidelines on how to address the emerging challenges that continue to emanate on the efficiency of the system.

Abstract

This study examines the role of public administration in improving access, quality, and equity in education systems. Education is a fundamental tool for socio-economic development, yet disparities persist globally, particularly among marginalized groups. The research focuses on the effectiveness of public policies and administrative strategies in addressing these challenges. Through a mixed-methods approach, the study analyzed data collected via a structured questionnaire, assessing the impact of policy decentralization, performance-based funding, and inclusive educational initiatives on educational outcomes. The findings reveal that decentralizing educational governance and promoting community involvement significantly improve access and quality, while performance-based funding enhances accountability and efficiency in educational institutions. Additionally, targeted interventions for marginalized groups, such as gender-sensitive policies and support for children with disabilities, contribute to greater equity. The results highlight that public administration is essential in shaping education systems that are responsive to the needs of diverse learners. This research fills a gap in the literature by offering a comparative analysis of effective public administration practices in education, particularly in developing countries. The study provides actionable recommendations for policymakers and educators to strengthen education systems through strategic governance.

Abstract

It is crucial in the area of public administration since the decision, in question, influences the public’s confidence, the administration, as well as the general welfare. This paper discusses ethics training with an intent of providing insights into the effectiveness of this measure in ethical decision making among public administrators, not ignoring the aspect of ethical education in raising awareness, and sharpening the skills of practical ethical decision making among the employees. Employing a purely qualitative approach, data were captured using purposively chosen participants who had undergone through ethics training programmes in their administrations. Analysis by themes indicated that ethics training helped the participants to reason ethically and identify solutions to ethical issues. Nevertheless, the research also found some barriers: resistance to change, regarding training in ethics as unnecessary, and lack of resources in enterprises. Equally as important, organizational culture was identified as a major factor influencing the success of the ethics training which proved that the organisational culture when supportive with leadership had a great contribution to the effectiveness of the training but when hierarchical bureaucratic it acted as a barrier. In this research, gaps concerning the context which shapes the effects and the practical application of ethics training in public administration are discussed. It also emphasise the relevance of integrating organisational practices by ethical principles and, therefore, the development of a socially responsible culture that may guarantee sustained ethical implementation and practices. The research results offer practical implications for policies to augment the ethics training programs within and across organizations.

Abstract

This paper analyses the significance of public administration in the process of renewable energy policies adoption and in the practical problematics around implementation of the strategic goals and detected discrepancies between them. Given the growing global quest for the use of renewable energy sources, the efficient deliverables of renewable energy policies are crucial to addressing environmental, economic, and energy security problems. The current study establishes that there are several administrative challenges that hamper the probability of achieving renewable energy objectives; including lack of resources, political hurdles and weak local capacity. Employing a qualitative research method, the work aims at comparing countries’ overall pledges of renewable energy with the actual practices within local governments to unravel how public administrators manage such disparities. As such, the study is clear on policy relevance: better correspondence of their requirements to domestic capabilities of governance and prediction of potential deficiencies, as well as a constant practice of policy shares with various stakeholders. The work compares the results with global trends and case studies of similar countries/regions and contributes to the evaluation of factors that drive REFs in developing countries with a least administrative power. Based on the findings from this research, the following policy implications are discussed, in terms of their relevance to policymakers: Greater attention should be paid to reinforcing institutional support, increasing the intensity of cooperation between different levels of government, and developing capacities for the effective implementation of renewable energy policies at regional and local level.

Abstract

This study examines the influence of bureaucratic structures on public policy outcomes, focusing on key elements such as hierarchical structure, division of labor, formal rules, and impersonal relationships. Using a quantitative approach, data were collected from public sector employees and analyzed to determine how these structural elements contribute to the effectiveness of public policies. The results show that hierarchical structure has a positive correlation with policy outcomes, as it facilitates clearer lines of authority and coordination. The division of labor, while enhancing specialization and expertise, also presents challenges in inter-departmental collaboration, especially for complex policy issues. Formal rules and procedures were found to significantly influence policy outcomes, although their rigid application can lead to bureaucratic red tape that slows down decision-making processes. Additionally, impersonal relationships within bureaucratic organizations, while ensuring neutrality, can hinder effective collaboration with external stakeholders. The findings highlight the ongoing relevance of bureaucratic principles in modern governance while also underscoring the challenges posed by rigid structures and the need for adaptability, especially in the context of digital transformation and global governance. This study contributes to the literature on public administration by providing empirical evidence of how bureaucratic structures shape policy outcomes in contemporary settings.
