Abstract

States today face overlapping global crises, including financial instability, pandemics, climate change, migration, geopolitical conflict, and widening inequality. These crises no longer operate in isolation but interact in what scholars describe as a polycrisis. This article analyzes how state capacity determines the ability to manage such compounded socio-economic shocks. Using a systematic literature review covering 2006–2025 and comparative analysis across political regimes and regions, the study identifies key determinants of crisis governance. Findings indicate that state capacity is not merely coercive strength but a multidimensional construct encompassing institutional quality, democratic legitimacy, multilevel coordination, and integration within global governance frameworks. Democratic regimes tend to demonstrate stronger long-term resilience, although authoritarian systems may respond more rapidly in early crisis stages. Welfare states show adaptive variation under globalization pressures, while fragile states face compounded challenges from corruption, sanctions, and external conditionalities. Multilevel and hybrid governance arrangements emerge as critical mechanisms for navigating polycrisis conditions. However, political short-termism, bureaucratic decline due to sanctions, and fragmentation of international organizations constrain effective and equitable crisis management. The article concludes that anticipatory and cooperative governance, supported by robust domestic institutions and coordinated global frameworks, is essential for sustaining socio-economic stability under conditions of systemic global disruption.

Abstract

This study examines digital governance in archipelagic villages as a strategic approach to improving governance effectiveness amid challenges of limited access, infrastructure, and institutional capacity. Digital governance is expected to accelerate administrative services, enhance transparency, and strengthen citizen participation, yet its implementation often faces constraints related to digital infrastructure, literacy, and organizational readiness. This research employs a qualitative approach with a descriptive-analytical design, utilizing secondary data obtained through a systematic literature review of reputable academic journals and policy documents. Data were collected through documentation techniques and analyzed using qualitative content analysis and comparative methods to identify patterns of digital innovation and their impacts on governance effectiveness. The results indicate that digital governance innovations such as village administrative applications, integrated service systems, digital financial management platforms, and SPBE-based village websites significantly improve service efficiency, transparency, accountability, and citizen participation. However, these benefits are not evenly realized due to persistent challenges, including limited ICT infrastructure, low digital literacy, and weak institutional capacity. The study concludes that the effectiveness of digital governance in archipelagic villages depends on an integrated and adaptive approach that combines technological innovation with infrastructure development, capacity building, and multi-stakeholder collaboration to ensure sustainable and inclusive governance transformation

Abstract

This study examines the transformation of village governance in archipelagic regions, which are often characterized by geographical isolation, limited infrastructure, and restricted access to public services. These structural challenges necessitate innovative policy interventions from local governments to enhance governance effectiveness and support sustainable development. This research employs a qualitative approach with a descriptive-analytical design, utilizing secondary data derived from a systematic literature review of relevant scholarly articles, policy documents, and empirical case studies. Data were collected through documentation techniques and analyzed using qualitative content analysis and comparative methods to identify patterns of policy innovation and their impacts on governance transformation. The findings reveal that local government policy innovations—such as adaptive spatial planning (RDTR), tourism-based development, collaborative governance, BUMDes innovation, and digital governance systems (SPBE) play a significant role in improving access to services, strengthening infrastructure, and enhancing institutional capacity. However, challenges such as limited ICT infrastructure, weak coordination, and low human resource capacity remain critical barriers. The study concludes that an integrated and adaptive governance approach, supported by strong institutional capacity and multi-stakeholder collaboration, is essential for achieving sustainable and inclusive governance transformation in archipelagic villages.

Abstract

The rise of digital technologies has significantly transformed the dynamics of sexual violence cases, particularly through the emergence of digital vigilantism as a form of public-driven justice. This study aims to analyze how digital vigilantism influences the rule of law and state legitimacy. Employing a normative juridical approach with a qualitative design, this research utilizes secondary data derived from scholarly literature, legal documents, and comparative case studies across multiple jurisdictions. Data were collected through a systematic literature review and analyzed using doctrinal and thematic analysis to identify patterns, tensions, and implications of digital vigilantism practices. The findings reveal that digital vigilantism functions as a double-edged phenomenon. On one hand, it accelerates accountability, amplifies victims’ voices, and pressures law enforcement to act more responsively. On the other hand, it undermines fundamental legal principles such as due process, presumption of innocence, and legal certainty, while fostering parallel systems of “trial by social media.” Furthermore, the widespread reliance on digital vigilantism reflects a broader crisis of trust in formal legal institutions, thereby weakening state legitimacy. In conclusion, digital vigilantism both challenges and reinforces the authority of the state. Without balanced regulatory frameworks and institutional reforms, its expansion risks eroding the rule of law while simultaneously emerging as a response to institutional deficiencies in addressing sexual violence

Abstract

The global rise of pseudo-democratic regimes reflects a paradox in contemporary politics, where democratic institutions are maintained in form but undermined in substance. This study aims to analyze how the concentration of power within pseudo-democratic systems constructs the illusion of democracy and shapes political legitimacy. The research employs a normative juridical approach with a qualitative design, utilizing secondary data from scholarly literature, legal documents, and comparative case studies across various political contexts. Data collection was conducted through a systematic literature review, while data analysis applied doctrinal and thematic approaches to identify patterns of institutional manipulation and legitimacy construction. The findings reveal that pseudo-democratic regimes rely on mechanisms such as electoral manipulation, legislative and judicial capture, media control, and patronage networks to consolidate power. These mechanisms weaken democratic principles, including the rule of law, accountability, and political equality, while maintaining a façade of democratic procedures. Furthermore, political legitimacy in such regimes shifts from participatory legitimacy toward performance-based and symbolic legitimacy. In conclusion, pseudo-democracy represents a hybrid governance model that combines democratic appearance with authoritarian substance, ultimately eroding the integrity of democratic systems while sustaining regime stability through constructed legitimacy.

Abstract

The rise of social media has transformed the landscape of justice, particularly in handling sexual violence cases in Indonesia, giving rise to the phenomenon known as “viral justice.” This study aims to analyze how social media shapes public pressure, influences institutional responses, and generates ethical dilemmas in legal processes. A qualitative socio-legal approach was employed, utilizing in-depth interviews, digital ethnography, and document analysis. Data were analyzed through thematic and content analysis to identify patterns in public discourse, institutional behavior, and ethical challenges. The results indicate that social media plays a dual role. On one hand, viral content accelerates institutional responses, enhances transparency, and amplifies victim voices, functioning as an informal mechanism of social control. On the other hand, it introduces significant risks, including trial by media, misinformation, and the erosion of legal principles such as due process and presumption of innocence. The discussion highlights that the phenomenon of “No Viral, No Justice” reflects both the strengths and weaknesses of the current legal system, emphasizing the need for balance between public engagement and legal integrity. In conclusion, social media has become a powerful but complex tool in the pursuit of justice. Its role must be managed through appropriate regulations and digital literacy to ensure fair and accountable legal processes.
