Abstract

Background. The Indonesian House of Representatives (DPR) holds crucial responsibilities in supervising the government, including legislation, budgeting, and policy-making. However, a major issue lies in the lack of transparency and limited public access to information regarding legislative processes. This weakens the DPR's supervisory function and reduces legislative accountability. Purpose. The study aims to strengthen the DPR’s supervisory and legislative functions by proposing the development of a digital, integrated, and publicly accessible legislative portal. The goal is to increase transparency, public participation, and accountability in Indonesia’s legislative process. Method. The study involved 288 university students from Chinese, Japanese, and Korean TFL settings, and the data from questionnaires were analysed using appropriate statistical methods. Results. The study proposes that Indonesia can enhance legislative oversight by creating a real-time, interactive legislative portal that includes access to draft laws, meeting schedules, and documentation. It also emphasizes the importance of digital literacy training for both the public and DPR members and highlights that technological tools must be supported by values of openness, responsibility, and a service-oriented mindset in public governance.. Conclusion. The DPR's oversight role can be strengthened through a digital legislative platform that ensures transparency and public engagement, inspired by Estonia’s model. Beyond technology, fostering values of openness, accountability, and service is essential. This transformation requires both system reform and digital literacy for legislators and the public to ensure effective implementation.

Abstract

Background. There is a growing trend in Indonesian politics where celebrities are elected to the House of Representatives (DPR RI) due to their popularity rather than political or legislative competence. This reflects a shift in electoral dynamics, where public recognition is prioritized over qualifications, raising concerns about the effectiveness of legislative performance. .Purpose. The study aims to analyze the gap between popularity and capability among celebrity legislators in Indonesia, with a focus on their placement in parliamentary commissions. It seeks to explore how descriptive representation (based on identity or appearance) may conflict with substantive representation (based on actual performance and advocacy). Method. This research uses a qualitative case study method, focusing on Ahmad Dhani as a key example. It also applies comparative analysis by referencing best practices from the United States, and evaluates political party recruitment strategies through academic and media sources. Results. The findings indicate that celebrity status does not ensure legislative competence. The study concludes that political recruitment must be reformed toward a merit-based system, and recommends legislative and ethical training for elected representatives to enhance the quality of democracy and governance in Indonesia. Conclusion. Celebrity status alone does not guarantee legislative competence. To strengthen representative democracy in Indonesia, political recruitment must prioritize merit over popularity and include proper legislative and ethical training for elected officials.

Abstract

Background. The oversight function of the Indonesian House of Representatives (DPR) is vital for maintaining transparency and accountability in governance. However, the 2014 e-KTP corruption case exposed serious weaknesses in this oversight role, particularly the misuse of the right of inquiry for political purposes, undermining its credibility and effectiveness. Purpose. The study aims to analyze the weaknesses in Indonesia’s legislative oversight system, as exemplified by the e-KTP case, and to propose improved mechanisms by learning from Dutch parliamentary practices. The goal is to develop a more objective, transparent, and independent oversight model suited to Indonesia’s context. Method. This research uses a qualitative, comparative approach, analyzing the 2014 e-KTP case as a key example of oversight failure. It then conducts a comparative study of the Dutch parliamentary system to identify oversight practices that can be adapted for Indonesia. The study involves document analysis, case review, and institutional comparison. Results. The study finds that Indonesia’s current oversight mechanisms are prone to political misuse and lack transparency. It recommends adopting features of the Dutch system—such as independent oversight bodies, open access to reports, and transparent procedures—while adjusting them to fit Indonesia’s political and legal environment to strengthen democratic accountability. Conclusion. The DPR's oversight function has been undermined by political misuse and unclear regulations, as seen in the e-KTP case. To restore public trust and ensure effective oversight, reforms are needed—drawing on Dutch best practices—to create a transparent, objective, and participatory system supported by clear legal frameworks.

Abstract

Background. Ciwaru Village, located in Sukabumi Regency, has significant natural resource potential for development as an ecotourism area. Its natural beauty, agricultural sector, and local culture are attractions that can support the development of environmentally-based tourism. Furthermore, the presence of a river with clean, clear water offers opportunities for sustainable water tourism development. Purpose. This study aims to identify potential resources that can be developed into ecotourism in Ciwaru Village and to analyze the condition of supporting infrastructure available in the village. Method. This research used a qualitative method with a literature review approach. Data were obtained from various literature, documents, and written sources relevant to village potential and ecotourism development. Results. The research results show that Ciwaru Village has potential natural resources, including water resources, agriculture, and local culture. The river, with its clean and clear water, has been utilized by the community for water tourism activities such as white-water rafting. Local agricultural and cultural potential can also be developed as additional attractions within an integrated ecotourism concept. Conclusion. Ciwaru Village has significant potential for development as an ecotourism destination based on natural resources and community participation. This development requires support from infrastructure improvements and sustainable planning to deliver economic benefits without compromising environmental sustainability and local culture.

Abstract

Background. Village governance plays a crucial role in ensuring the successful implementation of public policies at the local level. As the governmental unit closest to the community, villages hold strategic responsibilities in delivering public services and implementing development programs aligned with citizens' needs. However, the effectiveness of public policy at the village level is often influenced by governance practices, particularly in terms of transparency, accountability, and community participation. Purpose. This study aims to analyze the effectiveness of public policy implementation in Jambearum Village, Jember Regency, with a focus on governance principles such as transparency, accountability, and public participation in village administration. Method. The study employed a descriptive qualitative approach using secondary data sources, including official village documents, statistical data from the Central Bureau of Statistics (BPS), information from the Village Information and Documentation Management Officer (PPID), and relevant policy reports. The collected data were analyzed regularly to assess policy implementation and governance practices. Results. The findings indicate that public policies implemented in Jambearum Village have been relatively effective, particularly in the areas of public service delivery and basic infrastructure development. This effectiveness is supported by community involvement through Village Consultative Meetings (Musyawarah Desa) and coordination among village institutions. Nevertheless, several challenges remain, including limited human resources capacity and insufficient evaluative documentation to support continuous improvement. Conclusion. The study concludes that policy effectiveness at the village level depends not only on appropriate planning but also on adaptive governance practices and continuous evaluation. Strengthening the capacity of village officials and enhancing community participation are essential to creating impactful and sustainable public policies that directly benefit local communities.

Abstract

Background. Nglanggeran Village, Yogyakarta, has emerged as one of Indonesia's prominent community-based tourism destinations. Its transformation into a leading tourism village has been strongly supported by the effective utilization of the Village Fund Allocation (ADD). The success of this development model highlights the importance of planned, transparent, and participatory fund management in achieving sustainable rural development. Purpose. This study aims to examine the role of the Village Fund Allocation (ADD) in transforming Nglanggeran into a leading tourism village and to analyze how fund management strategies contribute to local economic growth, environmental sustainability, and cultural preservation. Method. The study employed a qualitative research approach based on literature review. Data were collected from various secondary sources, including academic journals, books, research reports, and news articles related to Nglanggeran Tourism Village and the impact of Village Fund Allocation on its development. Results. The findings indicate that the effective use of Village Fund Allocation has supported the development of tourism-supporting infrastructure, human resource training, and local potential-based programs. This strategic utilization has increased community income, strengthened local participation, and encouraged environmental and cultural preservation. The participatory and transparent governance model implemented in Nglanggeran has played a significant role in ensuring sustainable tourism development. Conclusion. The study concludes that the success of Nglanggeran Tourism Village is closely linked to the strategic, transparent, and community-oriented management of Village Fund Allocation. Sustainable rural tourism development requires not only financial support but also strong local governance, community participation, and a commitment to preserving environmental and cultural assets.
