Journal of International Relations Studies
Journal of International Relations seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field.

Transnational crime on counterfeit drugs circulation poses a real threat to the countries ofthe world, including Indonesia. Case of counterfeit drugs in Indonesia has increased in2012-2016. Therefore, a mechanism of cooperation is needed to overcome this crime.WHO (Worlds Health Organization) has established Member State Mechanism, amechanism of cooperation between member states in order to protect public health fromthe dangers of counterfeit medicines in order to achieve access to affordable, safe andquality medical products. This research aimed to explain the role of WHO for combatingthe number of counterfeit drugs distribution through case studies the Implementation ofMember States Mechanism in Indonesia in 2012-2016. Based on analysis by using datafrom several source, this research found the conclusion that the role of WHO is to providerecommendations, guidelines and coordination for health authorities (BPOM) to detect anddeal with actions, activities and behaviours that result in SSFFC medical products inIndonesia. However, the role of WHO through the implementation of MSM on SSFFC inIndonesia is not entirely successful, because the public awareness of counterfeit drugs arestill weak. Indonesia should find out the root of this problem by increasing detection at theentrance of illegal goods from abroad.

The Government of Indonesia has issued a free-visa policy (BVKS) for 169 States. Thepolicy is to increase foreign tourist arrivals so as to benefit the economy and tourism ofIndonesia. However, the free –visa policy does not only bring tourists, but also traffickersand victims of human trafficking. This research aims to explain why free-visa policytriggers human trafficking by foreigners in Indonesia. The theoretical framework used ispost-internationalism theory, while the type of research is explanatory. This study showsthat there are three causes for free –visa policy triggering human trafficking crimes inIndonesia, that is : micro factors (increased tourist visits and various motives of foreignersvisiting) ; micro-macro factors (vulnerability of open door immigration policy) and themacro factors (presence of transnational human trafficking crime).

This research aims to describe the IMF response to cryptocurrency and its influence toIndonesian policy. The rapid development and the enormous potential of usingcryptocurrency to the world economy has triggered a diverse response from various partiesin the world. IMF, as an international institution that is engaged in economics, has so far afairly positive response related to the use of cryptocurrency in the world. This is due to thelarge potential possessed by cryptocurrency and the technologies that exist within it.However, so far there has been no policy issued by the IMF related to the use ofcryptocurrency. In contrast to the IMF, Indonesia, which is one of the member countries ofthe IMF has a different view and clearly prohibits the use of cryptocurrency as a mediumof exchange in Indonesia. Using the Regime Theory, Neoliberal Institutionalism, and theconcept of International Regime, this research attempts to explain what factors are behindthe IMF's support for the use of cryptocurrency. In addition, this research will also explainthe influence that the IMF has on its member states and try to predict how the IMF'sresponse to the use of cryptocurrency will affect future Indonesian government policy.Keywords:Â

The influx of illegal Chinese workers has resulted in violations against the Indonesiangovernment regulations such as the Immigration, Ministry of Manpower, and Ministry ofLaw and Human Rights in Indonesia. The method of this research is using qualitativeresearch that explains about how is the impact between the relationship with Indonesia andChina of the entry of illegal foreign workers from China on Indonesia from 2015 until2017. Furthermore, this impact is being analyzed by using Neoclassical theory andRational Choice theory. Finally within this resarch it has been found that, Indonesia stillneeds economic improvement from various foreign investors especially from Chinabecause the Indonesian State Budget has not reached the target of state infrastructuredevelopment. So far, the action that Indonesia can take rationally is to maintain it's goodrelations with China, for now and in the future. Therefore, Indonesia is still committed onrevising its regulations and policies to improve its procedures in the employment andsupervision of foreign workers in Indonesia that is in the sectors of the Immigration, theMinistry of Manpower, and the Ministry of Justice and Human Rights in Indonesia.

Discourses on transnational advocacies are mostly dominated by researches about the rolesof non-governmental organizations (NGO). This article aims to provide scientificdiscourse about state’s role in the practice of transnational advocacies. This studyscrutinizes Dutch abstention toward Indonesia’s human right violation in the case ofAhok’s blasphemy. This is an explanative research utilizing qualitative method whichanalyzes textual data. As conceptual frameworks, this study utilizes logic of consequences,rational choice theory and the concept of national interest to understand the DutchAbstention. This study argues that the Dutch abstention on Indonesia’s human rightviolation is the optimal choice for the sake of the continuity of Dutch interest towardIndonesia which relies on Indonesia’s strategic trust to the Netherlands. Indonesia is very famous as a tourist destination for many countries in the world. Thetourism sector is one of the largest contributors of foreign exchange for Indonesia, but inaddition there is a problem that is caused by the crime of commercial sexual exploitationof children. As long as the government campaigns for the tourism sector as one of themainstay sectors to increase the country’s foreign exchange, the government is consideredless ready to supervise various activities and tourism networks so that the crime of sexualexploitation of children takes place in Indonesia. Considering the phenomenon, ECPAT asan international organization engaged to oppose cases of commercial sexual exploitationcrimes of children take a role in the handling of such cases. This research uses the conceptof Civil Society Organization (CSO) which is explained by Boussard (2003) role ofECPAT as agenda setter, educator, and as counterparts. Through this role can be seen theinvolvement of ECPAT in handling cases of commercial sexual exploitation of children inIndonesia.

Complying with an international convention that ratified by state is an obligation for thecountry. In this regard, Indonesia has ratified the International Convention on Eliminationof All Forms of Racial Discrimination (ICERD) since 1999. As a matter of its obligation,Indonesia has implemented formal compliance to ICERD convention through its policiesto eliminate all form of racial discrimination issued after the ratification of the convention.Nevertheless, there are some forms of policy that discriminate against certain ethnics inIndonesia. For example, the Instruction of the Head of the Region number K.898/I/A/1975which prohibits non-indigenous citizen from owning the rights of land in Yogyakarta andgovernment policy toward indigenous people especially Amungme tribe in Papua whosetheir rights of land is violated by PT Freeport Indonesia. This thesis analyzing the causesof Indonesia’s compliance and non-compliance toward ICERD convention using thetheory of compliance by Ronald B. Mitchell. The result shows that the cause ofIndonesia’s formal compliance caused by state dependent interest. While the causes ofIndonesia’s non-compliance shows different results, which is caused by incapacity andcaused by preference from two cases that has been analyze. Nevertheless, both cases havesimilarities which is historical factor also influencing state’s non-compliance in the present.

Every year, the number of child trafficking in Indonesia continue to rise. Many of thechildren trapped in this circle of crime. With various motive, they enter the world ofprostitution. To deal with that issue, Indonesian government cooperate with ECPAT as anorganization that aims to end the commercial sexual exploitation of children and childtrafficking since 2009 and continue to seek strategies and implementation to fight childtrafficking in and any form of commercial sexual implementation in Indonesia. Thisresearch is made to know the condition of child trafficking in Indonesia, role of IndonesianGovernment and their cooperation with ECPAT in dealing child trafficking in Indonesiaand also to analyze their success using some indicator such as mutuality of interest and theshadow of the future. The result obtained are cooperation between Indonesian Governmentand ECPAT in Indonesia is not successful because there is a different response betweenboth actors and then having not enough feedback also being a causative factor of howunsuccessful cooperation between Indonesian Government and ECPAT in dealing withchild trafficking in Indonesia.

Jepara is one of the biggest sector on furniture products in Indonesia. The Quality ofJepara furniture product has grown to various parts of the world. England is one of thebiggest consumer of Jepara furniture products and Europe is part of the cunsomers too.The High export rates of furniture was not comparable with the implementation of SVLKwhich has been agreed between Indonesi and Europe. Jepara was not maximally in theimplementation of SVLK then England with initiatively to provide the assistance to Jeparathrough the scheme of cooperation with MFP 3 that runs in 2014-2016. The researchmethode used is qualitative explaining what the motive of England in providing assistanceto Jepara. Then that motive is analyzed to find the facts behind the attitude from England.To answer the phenomenon, the research using the theory of constructivism. Teh resultshow that the underlying motives of England on providing assistance to Jepara is purely tohelp Jepara in SVLK ownership, beside that is a concrete act assistance of England whichhave the commitment to environment.

This research aims to explain role of the Directorate General of Customs and Excise inpreventing cross-country methamphetamine smuggling from Malaysia to Indonesia from2012-2016 at the cross-border post in Entikong Sub-district, Sanggau District, WestKalimantan Province (PLBN Entikong). The method used in this study is qualitative withthe type of descriptive research. The results of this study explain that the role of theDirectorate General of Customs and Excise in preventing cross-country methamphetaminesmuggling from Malaysia to Indonesia from 2012-2016 at the cross-border post inEntikong Sub-district, Sanggau District, West Kalimantan Province (PLBN Entikong) is asa border protector by implementing various preventive actions based on Indonesia'snational interests in the field of security, economy and health.
