Abstract

In central java become widespread corruption in all sector of the local budget,infrastructure, social assistance and education. This study aimed to analyze the effect of GDP percapita, population of women who work, literacy rates and local taxes to corruption in Central JavaProvince. The data used are secondary data. Secondary data were obtained from the CentralBureau of Statistics and the Commission for the Eradication of Corruption,Collusion andNepotism (KP2KKN) in Central Java Province. The analysis tool used is multiple regression withSPSS 16.0.The results showed that of the four independent variables, only two variables weresignificantly positive effect on the GDP per capita corruption and local taxes, whereas no effectwas the women who work and literacy rates.

Abstract

Implementation of the regional autonomy through fiscal decentralization is expected to improve the quality of public services. Health and education Outcomes is one measure that can be used to view the quality of public services. Health Outcomes can be seen through the toddler mortality rate (AKABA), whereas educational outcomes can be seen through pure participation rate (APM) SD/MI. This study aims to examine empirically the influence of fiscal decentralization to the toddler mortality rate (AKABA) and pure participation rate (APM) SD/MI in counties/cities Central Java Province. The type of data in this research is panel data using analysis methods with the approach of the fixed effect model (FEM). Panel data in this study covers 35 counties/cities in Central Java province, in the period 2007 to 2010. The result of this study shows that the fiscal decentralization had significantly negative impact on toddler mortality rate and significant positive to pure participation rate SD/MI. Fiscal decentralization is able to reduce the toddler mortality rate as much as 31,8 per 1.000 live births, increase pure participation rate SD/MI as much as 0.05 percent every 1 percent increase in the degree of fiscal decentralization.

Abstract

Food is a very important topic, because it includes the social, political and economic significance, it is not separated from the definition of the concept of food as one of the basic needs of every individual and is one of the main pillars of human rights. Government is obliged to ensure food security, in terms of number of good qualities and price stability and on the other hand, an increase in income to boost purchasing power, especially from low-income groups. One example of government policy relating to the above context is to give food subsidies. Food subsidies given in the form of providing cheap rice for the poor through rice special market operations by Bulog. Food subsidies aimed at ensuring the availability and distribution of rice and price stability by providing affordable prices to the poor or low income groups. This research’s purpose is to analyze the effects of the realization of food subsidies on household income levels and sectors of the Indonesian economy. To analyze the impact of food subsidies on household income levels and sectors of the Indonesian economy, this study used an analysis tool SAM (Social Accounting Matrix) which is based on the approach chart Social Accounting Matrix (SAM) Indonesia 2008. The result of this research found that the Food Subsidy will have an impact on increasing household income in Indonesia amounted to 0.86 percent, from Rp. 2,450,888.53 billion changed to Rp. 2,472,062.68 billion. Group of households with the highest income level changes is a sector group of households receiving food subsidies by raising revenue by 5.29 percent, from Rp. 298,165.08 billion changed to Rp. 313,939.76 billion. The second highest income increase is agricultural employers household by 0.32 percent, from Rp. 703,950.96 billion to Rp. 706,191.88. Sectors of the economy which have the greatest increase in productivity as a direct and total economic impact of food subsidies (Raskin) is the food industry, beverages and tobacco.

Abstract

This study aims to examine the influence of technology to gross regional domestic product(GRDP) of DKI Jakarta in the year 1984 to 2010. Technology is one of the factors contributing tothe increasing output. In this study, technology is measured by capital per effective labor. Besidestechnology, output is also influenced by capital and labor.This study is using time series data. The analysis of time series data is done withregression analysis. The technic of variable estimation is named Ordinary Least Square (OLS),prepare using the software of Eviews 6.0The results showed that in Province DKI Jakarta, variable of technology and grossregional domestic product (GRDP) of DKI Jakarta have a positive and significant relationshipwhereby if the technology rises by Rp 1 then the gross regional domestic product of DKI Jakartawill increase by Rp 0,14. It shows that each year additional technology required to increase grossregional domestic product of DKI Jakarta.

Abstract

Temanggung regency is the big centre of the traditional tobacco producer in Central Javaand it’s been developing since the ancient time. Almost all area in Temanggung regency producertobacco. One of the producer tobacco at Temanggung regency is Tegalroso village. According tothis fact, this research has purpose to influencing of the production factors tobacco at Tegalrosovillage Parakan sub-district Temanggung regency. Independent variabel that used in this researchAmount of fertilizer, usage of pesticide and manpower usage. Data in this research was usedprimary and secondary. Method of data collecting wa used interview and documentation. DataProcessing done by using of SPSS 11 programme. Method used the Ordinary Least Square (OLS).Result of this research showed that amount of fertilizer, usage of pesticide had positivesignificantly influence of tobacco produce and manpower variable hadn’t significantly influence oftobacco produce. Result of F-test showed that as a simoultaneusly, independent variable inconcomitantly may showed its influence tobacco produce. The R2 value as by 0,816 had means that84,1 percent produce the explainable tobacco by variable wide of farm, amount fertilizer, usage ofpesticide and manpower usage. While the remainder, that is by 18,4 percent was explained byexternal causes.

Abstract

This study aimes to analyze the technical efficiency of government budget spending on health sector at districts/cities in D. I. Yogyakarta in 2008-2010. Using the concept of technical efficiency based on production theory, the measurement of the efficiency value is obtained by using analytical methods Data Envelopment Analysis (DEA), which the DEA method the efficiency score obtained in this study of technical efficiency relatively. Based on similar research that ever held by Jafarov and Gunnarsson in 2008, the variable that use in this study are input variable and outcome variable, this research also uses the output intermediate variables. Calculating of technical efficiency score obtained in this study partially done by connecting each of these variables, so that in this study will be found score for technical efficiency and cost efficiency to technical systems. The results showed that generally most of the districts/cities in D. I. Yogyakarta in 2008-2010 is inefficient in technical health care cost. In 2010, the cost technical efficiency score at Sleman 42,14 percent, Bantul 39,18 percent, Gunung Kidul 53,57 percent, and two districts/cities that show 100 percent in cost technical efficiency score are Kulon Progo and Yogyakarta. This phenomenon indicates that not optimal yet in the management of health budget spending but not accompanied by the provision of facilities and health services for the society. Viewed the system technical efficiency, the generally most of the districts/cities in D. I. Yogyakarta done efficien and only Yogyakarta not yet efficien, but the system technical efficiency at Yogyakarta almost efficiency score. This condition reflect to based on analyzing the generally most of districts/cities in the using facilities and primary health care to get optimally the level of public health is efficien.

Abstract

Fiscal decentralization was held since 2001 is purpose to give more capacity of public service that government do for people. This research is purpose to see the effect of fiscal decentralization to outcomes of public service in education sector. This research path analysis that use output variable as intervening and want to see the direct and in direct effect of fiscal decentralization to outcomes of education sector. And finally it can take the better policy to repair the result of public service from the output until the outcome.This research use panel data from six city and residence in Jakarta in 2006 until 2010. The method to get the result of this research is use path analysis approach to find the direct and in direct effect of fiscal decentralization to output and outcome of education sector of public service.The result of this research shows that fiscal decentralization have better effect for outcome of education sector of public service in that direct effect. Fiscal decentralization has positive effect to graduation rate in high school and vocational school. If fiscal decentralization increase one percent graduation rate rise up to 0.008 percent, but graduation rate have no significant effect for outcomes of education. Fiscal decentralization has positive effect in level of drop out of high school and vocational school, if fiscal decentralization increase one percent drop out level will be increase 0.547 percent, so fiscal decentralization not give better effect in drop out level yet as expected.
