Abstract

AbstractHalal tourism has emerged as a strategic sector with strong potential to enhance Indonesia’s global competitiveness in the tourism industry. This study examines the strategies, opportunities, and challenges involved in developing halal tourism as a sustainable economic driver. Using a qualitative descriptive approach, the research analyzes tourism policies, industry practices, and market trends related to Muslim-friendly travel services. The findings indicate that Indonesia possesses significant opportunities due to its cultural diversity, natural attractions, and large domestic Muslim population. Strategic development requires integrated policies, infrastructure improvement, service standardization, and international branding. However, challenges remain in the form of regulatory coordination, limited awareness among stakeholders, and uneven service quality across regions. The study concludes that strengthening collaboration between government, industry actors, and local communities is essential to position Indonesia as a leading global halal tourism destination. Abstract

AbstractThe empowerment of women in the rattan and ketak handicraft industry plays an important role in strengthening household economies and preserving local cultural heritage in Lombok. This study explores the forms of women’s participation, the impact of empowerment programs, and the challenges faced in developing the handicraft sector. Using a qualitative descriptive approach, data were collected through interviews, observations, and documentation involving women artisans and local stakeholders. The findings show that women’s involvement in production, design innovation, and marketing contributes significantly to family income and community economic resilience. Training programs, access to microfinance, and cooperative networks enhance skills and entrepreneurial capacity. However, limitations in market access, technology adoption, and product standardization remain obstacles to growth. The study concludes that sustainable empowerment strategies, supported by government and community partnerships, are essential to improve women’s welfare and the competitiveness of Lombok’s handicraft industry. Abstract

AbstractZakat distribution is a central instrument in Islamic social finance aimed at achieving justice and social welfare. This study proposes an individualized approach to zakat distribution based on the framework of Maqashid al-Shariah, which emphasizes the protection of religion, life, intellect, lineage, and wealth. Using a qualitative normative method, the research analyzes classical Islamic jurisprudence, contemporary zakat management practices, and socio-economic needs of beneficiaries. The findings suggest that a needs-based, individualized model of distribution allows zakat institutions to allocate funds more effectively by considering the specific conditions of recipients. Such an approach enhances poverty alleviation, promotes human development, and ensures that zakat fulfills its broader ethical objectives. The study concludes that integrating Maqashid al-Shariah into modern zakat governance can strengthen accountability, social impact, and long-term community empowerment. Abstract

AbstractAccountability and community participation are essential elements in ensuring effective village fund management and sustainable local development. This study examines how accountability mechanisms and public involvement are implemented in the management of village funds in Midang Village, West Lombok. Using a qualitative case study approach, data were collected through interviews with village officials, community members, and documentation analysis of financial reports and development programs. The findings indicate that transparent financial reporting, participatory planning forums, and community monitoring contribute to improved trust and more targeted development outcomes. However, challenges remain in administrative capacity, public awareness, and consistency in community engagement. The study concludes that strengthening institutional transparency and fostering active citizen participation are key to optimizing village fund governance and promoting inclusive rural development. Abstract

AbstractThe economic valuation of natural resources is essential for designing policies that balance environmental conservation with regional development. This study evaluates the economic value of natural resources in the Gunung Rinjani area and examines its implications for sustainable development. Using a quantitative and descriptive approach, the research applies environmental valuation methods to estimate the direct and indirect benefits derived from tourism, biodiversity, and ecosystem services. The findings show that Gunung Rinjani provides significant economic contributions to local communities while also serving as a critical ecological asset. However, unsustainable exploitation and inadequate management threaten long-term benefits. The study concludes that integrating economic valuation into planning and policy decisions can support conservation efforts, improve resource governance, and promote sustainable development strategies that protect both economic and environmental interests. Abstract

Cardiovascular disease remains the leading cause of death worldwide and imposes the largest catastrophic financial burden on Indonesia's national health insurance program, yet conventional diagnostic pathways remain costly and time consuming. This study evaluates Naive Bayes and Decision Tree C4.5 for early heart disease detection and quantifies the cost and time efficiency achieved through a data mining based approach compared with conventional examination. Using 300 anonymized patient records from multiple types of Indonesian health facilities, thirteen clinical attributes were used to train and test both classifiers on an identical eighty to twenty stratified split. Naive Bayes achieved an accuracy of 63.33 percent and an F1 score of 62.07 percent, outperforming Decision Tree C4.5, which achieved an accuracy of 55.00 percent and an F1 score of 50.91 percent, although a McNemar test indicated that this difference was not statistically significant. In contrast, the data mining based pathway produced a mean cost efficiency of 84.82 percent per patient and reduced diagnostic turnaround from an average of 8.26 days to approximately 15 minutes, with efficiency remaining consistently high, between 83.28 and 85.86 percent, across all facility types examined. These findings suggest that the primary value of data mining based early detection lies not in the superiority of one classifier over another but in the substantial and broadly distributed reduction in cost and time it offers, supporting its relevance for Indonesia's digital health transformation, particularly at primary care facilities with limited resources.
