Abstract

The government, devoting to both the state and society, is obliged to accommodate prime public service. An example of a governmental agency with an e-government basis service is the Civil Registry Office (Disdukcapil) of Gresik Regency through a website application named Civil Registration Online Service (Poedak). This application is a result of complaints by people on the inconvenience in the civil administration service during COVID-19. This study aims to describe the civil administration service in Gresik Regency’s Disdukcapil through Poedak. It employed descriptive research with a qualitative approach, collected data by interviews, observations, documentation, and literature review. Research focus analysis refers to the success factors of an innovation in the public sector from 6 (six) diagnostic indicators in governance and innovation; source of ideas for innovation; cultural innovation; capabilities and tools; goals, outcomes, drivers, barriers; and collect single information data. The findings show that the system or policy applied aptly meets the regulated procedure, according to the control system and innovation indicators. The innovative ideas are obtained from both internal and external organizations. In this case, the innovation is to ease the civil registration service through a one-gate integrated service system. The innovative equipment and skills will perform functionally well along with Technical Guidance (Bimtek) programs for the civil officers. While the goal indicator for Poedak is the congenial access to the civil registration and administration service, the challenge is that the Poedak application and its assistance in the online civil administration process are still barely known among people.

Abstract

Poverty is a strategic issue experienced by all countries in the world, including Indonesia. given the importance of proper analysis in poverty alleviation, the government's role is very necessary. One of the efforts made by the government is the establishment of the Non-Cash Food Program (BPNT). The BPNT program is a program of providing food assistance in the form of non-cash from the government which is given to KPM every month through a banking mechanism. This program has been implemented in all regions of Indonesia, including in Mojokerto Regency. The purpose of this study is to determine how much the quality of expenditure (output) and the impact given, and to find out whether there are deviations in its application. The type of research used is descriptive with a qualitative approach. The data collection techniques in this study were in the form of literature study, observation, interviews, and questionnaires. Sources of data used are primary and secondary sources. While the focus of this research is based on the policy evaluation criteria according to Bridgman and Davis (2000:130) which include: Inputs, Processes, Outputs, and Outcomes. Data analysis used interactive model according to Miles and Huberman (1992:16). Based on the results of the study, the BPNT Program in Mojokerto Regency greatly helped KPM ease their daily expenses, so that KPM's income could be used to meet other needs. Thus, the BPNT Program in Mojokerto Regency can be said to be successful, judging from the level of conformity between the plan and realization. However, there are still shortcomings in the mechanism for distributing aid, it is hoped that in the future the implementation of the BPNT program in Mojokerto Regency can switch from the package system and can run the mechanism for distributing aid in accordance with the applicable general guidelines. Abstract

The existence of a cultural heritage area in the Old City of Surabaya is one of the advantages of the City of Surabaya and makes it an attraction for tourists. However, the rapid development experienced has made the Old City neglected which has an impact on the decline in the existence of the building. The Surabaya City Government already has Regional Regulation No. 5 of 2005. Surabaya Government the Department of Culture and Tourism seeks to preserve these buildings through revitalization. One of them is on Jalan Panggung which aims to deal with dull buildings and a lack of tourists. But in fact this revitalization raises problems in the form of rejection by some people because this revitalization is carried out with colorful painting which is considered not accordance with the architectural characteristics of old buildings and eliminates the historical value that exists in the Jalan Panggung area. The purpose of this study is to describe the implementation of the revitalization policy of the cultural heritage area on Jalan Panggung Kota Lama, Surabaya. Research method uses a descriptive qualitative approach, the data collection methods are observation, documentation, and interviews. Results of this study are the policy is optimal in preserving cultural heritage, the accuracy of the implementation is less than optimal from a technical point of view because there is no agreement with historical activists, the accuracy of the target is not optimal, because some parties who intervened showed disagreement, environmental accuracy is not optimal because there are perceptions of institutions strategic, namely the community of historical activists. Suggestions given are maturation of short and long term plans, increasing coordination between government and non-government parties, holding discussion forums with related parties, actively involving the community in preserving heritage. Abstract

Tuban Regency is a place positioned at the north coast of East Java. Due to its strategic location and abundant natural resources, this area has enormous potential. To prevent the exploitation of natural resources that can damage the quality of the environment, the local government of Tuban Regency has implemented a Strategic Environmental Assessment (KLHS) to be integrated in the preparation of the RPJMD. The purpose of this study was to describe and analyze the implementation of the Tuban Regency RPJMD Strategic Environmental Study to support the concept of sustainable development. This study make use of a descriptive research design with a qualitative method. The focus of this research make use of the implementation model in line with Van Meter and Van Horn which consists of six indicators, namely policy standards and objectives, resources, communication between related organizations, characteristics of implementing organizations, dispositions, and social, economic and political environment. While the data analysis method make use of the Miles and Huberman version which consists of data reduction, data presentation, and drawing conclusions. The results of this study are based on the Van Meter and Van Horn implementation models, namely 1) Standards and Policy Objectives are clear, 2) Human resources, financial and time resources have been fulfilled, 3) Communication between implementing organizations has been well established through formal and informal communication. informally, 4) The implementation of the making of the RPJMD KLHS in Tuban Regency has been supported by the characteristics of a good implementing organization, as evidenced by the application of the precautionary principle and the discipline principle in its implementation, 5) Disposition, all implementers involved strongly support the implementation of this policy, and 6) In terms of the social, economic and political environment, all of them support the implementation of this policy, from the community, industry players to political actors. Abstract

The existence of coffee shops in Surabaya is now increasingly spreading in various areas which has now become a problem in the administrative compliance of SIUP management. So that there is a need for government efforts to bring order to business actors in obeying the administration. Surabaya Mayor Regulation N0.41/2021 concerning business licensing, non-business licensing and non-licensing services. With this regulation, the Surabaya city government issued a policy for every MSME business actor, coffee shops, cafes and coffee shops to have a SIUP. After the issuance of the policy, there are still many MSME business actors who have not pocketed SIUP. Thus, it is necessary to know how to implement the Trade Licensing Policy for coffee shop MSME business actors in Wiyung sub-district, Surabaya city. In the process of this research using descriptive qualitative research with techniques to collect data from observations and interviews with DPM-PTSP Surabaya City and District Wiyung Surabaya. From the results of research conducted by researchers, it is stated that from The Accuracy of The Policies Implemented, it can run well in line with the regulations issued by the Surabaya city government that business actors who are non-KTP Surabaya can manage SIUP. The accuracy of the implementation is not optimal because there are still business actors who have not pocketed SIUP. Target accuracy is also less than optimal because there are still business actors who have minimal technological knowledge in managing SIUP in the Online Single Submission (OSS) System online. Environmental Accuracy is also going well from the internal point of view of the policy implementer, but from the external point of view it still looks bad, namely the lack of contribution from business actors in implementing the mandatory SIUP.
