Abstract

Growth (Ln GDRP) in Jayapura Regency during the period 2010–2023. HDI is a human development indicator that reflects quality of life in terms of education, health, and purchasing power, while GRDP is used as an indicator of regional economic growth. The method used in this research is quantitative analysis with a semi-log regression approach in the Log-Lin form. The analysis results show that HDI has a positive and significant effect on economic growth. The regression coefficient for HDI of 0.1651 indicates that every one-point increase in HDI will increase economic growth by 0.1651%. The R-squared value of 0.9765 shows that 97.65% of the variation in economic growth (Ln GRDP) can be explained by variations in HDI, indicating a very high explanatory power of the model. Further statistical tests confirm the significance of these results. The t-statistic value for HDI is 22.3322 with a probability of 0.0000, indicating a highly statistically significant effect. Similarly, the F-statistic test with a value of 498.7262 and a probability of 0.0000 indicates that the model as a whole is significant in explaining the relationship between the variables. The implications of these findings reinforce the crucial role of human development in driving economic growth. Improvements in HDI, which include health, education, and living standards, have proven to significantly contribute to economic growth. These findings provide an empirical basis for policymakers to prioritize programs that enhance the quality of life of the population, as such efforts are not only socially beneficial but also promote economic progress. Abstract

The purpose of this study is: 1) To determine the strengths, weaknesses, opportunities, and threats in the development of Bhulem Mokho and Bhanjibey Hill tourism, 2) To develop an effective development strategy to maximize the tourism potential of Bhulem Mokho and Bhanjibey Hill, 3) To see the activeness of the local community in the development of the two hills. This study uses qualitative data obtained through direct interaction with the research object. The analysis method used in this study is SWOT data analysis, namely Strengths, Weaknesses, Opportunities, and Threats. The results of the study show that: 1) The SWOT Cartesian quadrant of the Bhulem Mokho Hill Tourism Object in Ifar Besar Village, in Quadrant 1 shows an aggressive growth strategy pattern, the strategy implemented in quadrant 1 is to support an aggressive growth policy, through the development of the Bhulem Mokho Hill Tourism Object which is profitable, has strengths and opportunities. 2) The SWOT analysis of the Bhanjibey Hill tourist attraction in Hobong Village, in Quadrant II, shows a strategic pattern indicating a diversification policy. The strategy implemented in Quadrant II is to support diversification policies, the development of the Bhanjibey Hill tourist attraction, indicating a situation where the Bhanjibey Hill tourist attraction has internal weaknesses, but there are external opportunities that can be utilized to overcome these weaknesses. 3) The local communities of Ifar Besar and Hobong villages have implemented the development of the Bhulem Mokho and Bhanjibey Hill tourist attractions related to several development aspects according to the local economy and Creative Economy Development Regulation No. 24/2022 of 2022, including: location, workforce, security, and social capital. Although still minimal, the commitment and initiative of the local community, community leaders, land rights owners, and village government officials have become the seeds for the realization of the Bhulem Mokho and Bhanjibey Hill tourist attraction. Abstract

The influence of investment and government spending on income inequality in Jayapura City from 2016 to 2023. The research method used was multiple linear regression. The analysis results showed that investment actually has a significant negative impact on income inequality. This finding indicates that the benefits of investment are felt more by high-income groups, thus widening the gap between the rich and the poor. Meanwhile, low-income groups experience a wider gap due to the inequity in the allocation of investment benefits. On the other hand, government spending has been shown to make a significant positive contribution to increasing the income of low- and middle-income groups. Through social programs and appropriate budget allocation, government spending helps improve the standard of living of these groups and thus can reduce income inequality. These findings suggest that inclusive and welfare-oriented government policies can be an effective tool in addressing inequality issues. This study highlights the importance of the government's role in formulating policies that not only encourage investment but also ensure that the benefits of such investment are felt by all levels of society. Therefore, increasing budget allocations for social programs and equitable infrastructure development is essential to create a better balance in income inequality. Abstract

This study aims to analyze the influence of local government policy regarding the cultural wisdom of noken usage by civil servants (ASN) on the productivity and income of mama-mama Papua—women artisans who craft noken—in Mimika Baru District, Mimika Regency. The background of this study stems from the dual effort to preserve local cultural heritage and to empower the economic capacity of communities, especially Papuan women, through the traditional craft of noken, which has been recognized by UNESCO as an intangible cultural heritage of humanity. This research employed a quantitative method with a survey approach, involving 35 respondents selected through accidental sampling from an estimated total population of 350 artisans. Data were collected through questionnaires, interviews, and observations, and analyzed using Path Analysis with the support of SPSS software. The findings indicate that the policy of noken use among ASN has a positive and significant effect on both the productivity and income of artisans. The path coefficient was 0.3524 for productivity and 0.2846 for income, with p-values of 0.0379 and 0.0442 respectively, at a 95% confidence level. These results show that the policy’s implementation effectively increases demand for noken products, which in turn encourages greater production, improved quality, and higher selling prices. Nevertheless, most artisans remain within the low-income category, with over 54% earning less than IDR 1,450,000 per month. Challenges such as limited market access, a lack of young artisan regeneration, and insufficient training persist. Therefore, this study recommends strengthening the policy with an integrated approach that includes entrepreneurship training, digital marketing, and the development of accessible sales and distribution facilities. It is hoped that this research will contribute to policymaking aimed at enhancing the role of the creative economy in local development rooted in cultural wisdom. Abstract

This study aims to analyze the influence of budget planning, budget implementation, and monitoring and evaluation on the level of budget absorption in the Mimika Regency Regional Secretariat. The problem of low budget absorption that often occurs at the end of the fiscal year is an important background, because it can cause suboptimal utilization of public funds and hinder the achievement of development targets. The research method used is a descriptive quantitative method with a survey approach through a questionnaire. The population in this study were all employees of the Mimika Regency Regional Secretariat involved in the process of budget planning, implementation, and monitoring. Data analysis was carried out using multiple linear regression analysis to test the effect of independent variables on the dependent variable. The R-Square (R²) on the Budget Absorption variable (Y) of 0.786 indicates that 78.6% of the variation in budget absorption can be explained by three independent variables, namely Budget Planning (X1), Budget Implementation (X2), and Monitoring & Evaluation (X3). The Adjusted R-Square value (0.765) which is close to R² indicates that the model does not experience overfitting, so that the three variables collectively have a significant influence on budget absorption. Theoretically, this research strengthens the literature in the field of public financial management, particularly regarding performance-based management models and the principles of good governance. Practically, the research findings provide recommendations for local governments to improve planning systems, increase implementation capacity, and strengthen oversight to promote effective regional budget utilization.
