Abstract

The openness of the electoral system allows the involvement of various instruments to carry out political mobilization, including non-party instruments. The 2018 Central Java Governor Election is an example of the involvement of non-party instruments formed through the social capital of the Al Anwar Sarang Islamic Boarding School santri network, Rembang which supports Ganjar-Yasin pair. This role is generally carried out by political parties that have the role of mobilizing the masses, in which the santri network is also involved in mass mobilization. Therefore, this study aims to explain the use of the santri network as a political machine in governor election contestation. The research method used in this research uses descriptive qualitative research methods, with data collection techniques through interviews. The data obtained were then analyzed with secondary data obtained through books and previous research results. The results showed that the role of Kyai and network figures was a contributing factor to the victory of the Ganjar-Yasin pair in Rembang Regency and in santri-based areas that had a link with Al Anwar Islamic Boarding School. Through the role of the Kyai who has strong ties to the santri and community, a patron client pattern is formed with the Kyai encouraging followes to follow the Kyai’s political orientation. In addition, the social capital of the Al Anwar Islamic Boarding School santri network served as a political machine by introducing the programs of the Ganjar-Yasin pair. The recognition carried out by the santri network used a direct selling approach, namely through religious recitations and Islamic assemblies. The use of the santri network as a political machine has an effect on the expenditure of election costs, which are known to be expensive so that this method should be applied to the other prospective candidates who come forward in the election.

Abstract

Young voters have become a highly regarded voter group by 2019 presidential election candidates, because their number almost covers up more than 50% of voters in general. In this research, young voters were represented by cadres of HMI Universitas Diponegoro. The writer’s decision to choose HMI as the object was based on the reason that HMI was considered an extra organization that did not really side with any of the two candidates. Based on the statement above, Jokowi’s opposing campaign team raised an idea that was represented with the hashtag #2019GantiPresiden on social media which was often used as a forum for negative campaigns. It should be noted that negative campaigns are different from black campaigns. This research uses quantitative method with data collection techniques through questionnaires which were distributed online to 60 cadres of HMI Universitas Diponegoro. The data is processed by conducting Product Moment testing and multiple linear regression tests and the theory used in this research is political socialization, political perceptions and political campaigns. The conclusion obtained from this research is that the variable that influences the perception of HMI cadres the most is the exposure to the hashtag # 2019GantiPresiden on social media followed by the influence of their family intensity and the intensity of HMI peers. Although the more often HMI cadres are exposed to hashtags the more positive the effect on their perception of the hashtag, overall more HMI cadres have negative perceptions of the negative campaign hashtag # 2019GantiPresiden. The writer suggests to not only use elements of negative campaigns such as attacking the opposing party, but to balance out the contents with campaigns that promote the candidate's good ideas that are considered to be better than the opponent's ideas.Hashtags themselves cannot influence young HMI voters independently, it requires a high intensity of exposure about these hashtags from other variables.

The Nasdem Party is a party that experienced a significant increase in votes in the 2019 Legislative Election. This is inseparable from the Party typology that places voters as consumers as is the practice of campaigning for "Politics Without Mahar". Blora Regency's Nasdem Party carries out political marketing efforts by placing the Blora Regent and his sons in strategic party positions as a symbol of "Pendopo Families. The completeness of political capital and economic capital of the Pendopo family makes the political marketing of the Nasdem Party in Blora Regency full of capitalization on various fronts in achieving the objectives of the agreement between the Nasdem Party and the Regent. The informants in this study were members of the DPD Nasdem Party in Blora Regency and members involved in political marketing in the 2019 Legislative Election. The results of this study were aimed at describing the capitalization of the Pendopo family in playing a major role in various forms of political marketing of the Nasdem Party in Blora Regency. Strategic positions in party management, capitalizing the witness team, and establishing campaign images using serial numbers are the interests of the pendopo family led by Blora Regent Djoko Nugroho. Likewise, the factors that led to the increase in votes also came from the electability of the pendopo family's assistance in forming a voting base and had an impact on the placement of 5 legislative candidates according to the orders of the pendopo families to be able to realize parliamentary seats.

Abstract

Accountability is one of the key elements of sustaining Good Governance. Therefore, a Government Agency is said to be able to implement Good Governance if this key element is considered good by the standard that the performance targets that have been determined are based on the needs of the community, as well as the budget that has been allocated in the previous fiscal year. This study uses a mixed methodology with data collection techniques, namely interviews, data or archives, and questionnaires. After that, the analysis uses triangulation theory, sources and methods. The results show that the increase in the value of performance accountability is not always directly proportional to the substantive performance, although in some sectors it is directly proportional, namely the increase in the value of performance is in accordance with the results felt by the public. Therefore, the government is trying to improve substantive performance with administrative work through innovation, strengthening leadership and strengthening top-down and bottom-up.These efforts such as innovation, strengthening leadership and strengthening top-down and bottom-up have been able to improve the performance accountability represented by the performance accountability system value of provincial government agencies in Jakarta in the last 5 (five) years, namely 2015–2019.Researchers recommend to improve the implementation of the efforts made to level up the score of SAKIP, and not only the score of SAKIP but the increasing of substantive performance run by the DKI Jakarta Provincial Government.

Abstract

Daily waste in the city of Semarang currently reaches 1270 tons every day. Meanwhile, the amount of waste managed at TPA Jatibarang in the 2017-2018 period reached 850 tons every day. This is the concern of the Semarang City Government so that the amount of waste can be reduced. In addition, the urbanization of neighboring regencies and cities has also caused Semarang City to produce large amounts of waste. There are two problem formulations in this research, namely (1) How is community participation in waste management in Genuk District? And (2) What influences community participation in waste management in Genuk District? Meanwhile, the purpose of this study is to determine community participation in waste management in Genuk District and to identify what influences community participation in waste management in Genuk District. This descriptive qualitative research was employed. Data were collected use interview, questionnaire, observation, and documentation. Based on the results of this study, there are two research findings, (1) public awareness of not littering. Community habits like this make the environment worse, because it makes sewers stagnate, like sewer water becomes dirty and creates a bad smell. (2) not all people know the technique of sorting waste between organic and non-organic. Organic and nonorganic waste must be separated because of the different processing processes. From the results of this study, it can be concluded that the Self-Help Groups and waste banks in Genuk District have played an active role in waste management, for example reducing waste and sorting from waste sources. Community participation in waste management is quite good, especially at the stage of disposing of waste from household waste management by establishing a waste bank in the context of reducing waste to TPS and utilizing waste recycling to make it a high economic value.

The data obtained is then analyzed using Triangulation, Theory and Data Sources. The findings of this study show the implementation of the policy is carried out in accordance with what has been prepared in Pergub No. 21 of 2017. There are several obstacles that occur such as lack of socialization, lack of human resources and lack of coordination between BPKI UPT and OPD in each district or city resulting in a lack of msmMEs registered in Co-Branding. Given the large number of MSMEs located in the DIY region. Based on the conclusion, the advice that can be given is that the implementation will be more maximal if the implementing agent of UPT BPKI equalizes socialization and coordination to other OPD to cooperate in implementing the policies of Co-Branding Jogjamark, 100% Jogja and Jogja Traditon
