Abstract

Minapolitan program, is a national government program implemented to encourage thedevelopment of aquaculture in the region to improve the economy and growth of aquacultureactivities. One of the districts that have implemented Minapolitan Program Year 2009 isBanyumas. The development of aquaculture production of fish rearing quite rapidly from 2009-2011. Production continued to rise although not yet able to meet production targets in 2010 and2011. However, the conditions found in the field of fisheries issues Agribusiness system fromupstream to downstream is not optimal, especially in the area of marketing and processing.This type of research uses descriptive analysis , with research sites in Pokdakan Mina Sari , SariUlam Pokdakan I and Mina Bieber as Pokdakan receiver Minapolitan Program to illustrate whyit has not happened yet understanding / seriousness related local government offices in theachievement of program implementation Minapolitan . In addition, the analysis also illustrateshow the process of program implementation Minapolitan?The results showed that there were some problems in the process of implementing the programMinapolitan as in planning, development, and management. The process of planning, does notalways involve the community in planning programs, because that is representative of the peopleinvolved and the results are not planning to convey to the general public. So that people onlyknow of three Pokdakan program planning of components and labor costs contributed to thedevelopment of facilities and infrastructure Minapolitan program. On the other hand, MinaPokdakan Bieber has problems in infrastructure development programs impacting Minapolitanimplementation Minapolitan program management, which is a problem in the process ofdetermining the source of water that does not go through trials so that the adequacy of the waterproduced is not sufficient for the community to irrigate the pond, which in turn making facilitywas never used and is not maintained by the community. Mina Pokdakan Ulam Sari Sari and Ihave a problem in the irrigation development process that hampered the development processtimeline completion. Abstract

Indonesia's handling of poverty already made efforts to complete this one with the program PNPM Mandiri is a program that provides assistance to communities in the form of physical or nonphysical development funding which is stimulant with community empowerment. The participation of the community in the village of Ketangirejo District of Grobogan Godong planning, program implementation PNPM Mandiri is still low. Low level of community participation in program PNPM Mandiri can be caused by several factors, including the socialization process of the Government's apparatus is not going well, the level of understanding and acceptance of the information society is still low.Describing the results of research and used to approach descriptive quantitative. The method of collecting data is through interview and a questionnaire that is done with the election of respondents had to use the framework of the sample or of sampling the frame and pemilihan respondents conducted by the technique of adoption of a random sample simpleIn General, this results in a low level of community participation to the PNPM Mandiri program is more affected by the lack of novasi of the officer executing PNPM Mandiri in carrying out socialization in society. From the process of socialization of society less participate because in the socialization of PNPM Mandiri just invited people only, so the effect on the low level of public knowledge of program proposals.Hence, requires support and cooperation in a socialization of all the elements of the government ( a public figure ) and society together support the process of pnpm program in the village of ketangirejo. Abstract

Construction of double track railway lines will give some positive impact , both positive for national transport and have a positive impact on the national economy. In this study focused writing to see the implementation process of land acquisition or construction of double track railway lines in the Village District of Randublatung Wulung Blora pursuant to Presidential Decree No. 65 Year 2006 on Land Procurement for Development Implementation for Public Interest . Method used in this study is a qualitative research method . The results shows that the implementation of land acquisition in accordance with the provisions of the double rail Presidential Regulation No. 65 Year 2006 on Land Procurement for Development Implementation for Public Interest which there are several stages , but in practice there are several obstacles .Keywords : Land Acquisition , Policy Analysis

Abstract

Economic empowerment that involves the participation of society at large , makes a lot of SME ( Small Medium Enterprises ) that grow and evolve , becoming even safety valve for the nation's economic recovery . This is a popular economic sector entities as economic actors who have proven not only to survive , even say " savior " in times of crisis , because of its ability to provide a significant contribution to the GDP ( Gross Domestic Product ) and employment. The tendency of the ability of SMEs ( Small Medium Enterprises ) to contribute significantly to the economic development of the country , not only in Indonesia and developing countries , but also occurs in developed countries . For example Bantul , through cooperation with the private sector is able memandirikan Bantul through the development of SMEs ( Small and Medium Enterprises ) . Kasongan pottery craftsmen case is one example of an area that locality makers of pottery items as the subject of a wide range of economic empowerment as a basic policy concern for the Government of Bantul memandirikan pottery artisans and craftsmen with the basic spirit of eventual rate of growth industries including pottery be increased . Kasongan be a tourist village with pottery attraction . Have the organizational structure and embracing family values .Its existence is a paradox because Japan is a country that is well established inthe economy and the level of security . In Japan, the yakuza have a position thatcan not be equated with ordinary criminal actors , such as thugs and so on ,because the yakuza able to form themselves by adopting the values of warrior (samurai ) , was also able to put themselves in the community . Abstract

The conflict between PT. Wira Karya Sakti Village Community Lubuk Mandarsah isin the form of land grabbing. Society claiming it is public land, while the company claims itis the firm ground. Whereas in the Ministerial Decree No. 744/1996, applicable provisions iffound areas of the township and community gardens, these areas have become the exceptionand excluded from the company's concession area.This study aims to determine the root causes of conflict and to find the government infacilitating a conflict resolution process. The methodology used in this research is descriptivequalitative method, which is appropriate to describe the state of the real conditions of datacollection was done by in-depth interviews of the informants are considered to know clearlyseated problems. It also synthesize several documents that are considered important in thisstudy.The results showed that the root of the problem that gave rise to conflicts between thevillagers of Lubuk Mandarsah with PT. Wira Karya Sakti is dominated by the factor ofinterest. In this conflict there is triangulation interests include psychology interests, and theinterests of procedural substansional. Step settlement ever done through the establishment ofthe Conflict Resolution Team by the Governor of Jambi. However, in the progress of theConflict Resolution Team is not optimal. This is because the process of formation of ConflictResolution Team not only earnest in strong shape to accommodate the demands of thedemonstrators. Until now, the conflict has not been completed, but could subside because ofthe approach and the cooperation of the parties in conflict do.

Abstract

The presence of community organizations in society is a manifestation of the social movement in Indonesia. In the New Order era, the social organization stipulated in Law No. 8 of 1985. After the reform, the rise of a civil society is the result of restrain freedom by the New Order regime. This led to the coming of organizations each year with a different identity, therefore the government considers this law is considered to be no longer relevant to regulating organizations in Indonesia. So that the Government and the Parliament Act designing new community organizations in lieu of Law No. 8 of 1985, which ultimately resulted in the Law No.17 Year 2013 on Community Organisations. The presence of this new law raises CBOs rejection of the existing organizations in Indonesia, particularly Muhammadiyah and Hizbut Tahrir Indonesia, which is Islamic organizations. The study, entitled " Determinants Factors Against Rejection of Islamic Organizations Act No.17 Year 2013 (Case Study of the Muhammadiyah and Hizbut Tahrir Indonesia) uses a qualitative descriptive study. The purpose of this study was to determine the major factors that led to the Muhammadiyah and HTI reject the existence of Law No.17 Year 2013. This study led to several conclusions that: in general there are the similarities and differences between the two organizations in rejecting the law, ranging from denial of the main reasons to political efforts undertaken. Muhammadiyah reject this law for three reasons: too restrict freedom of association, the setting does not provide legal certainty because many chapters are multiple interpretations and contrary to the law of another product, and excessive government intervention. While Hizb ut-Tahrir Indonesia rejected for two reasons: not impose a single ideological principles, and many chapters are multiple interpretations and overlap. Abstract

Government of Semarang City has made some efforts to improve parking management in Semarang either through self-management and partnerships. However, these efforts have not been able to in fact alleviate on street parking of the problems that had been twisted. In the last ten years, the change of system managers do not purely based on the vision of improved parking management in Semarang, but is more likely to be influenced by the interests of its officials. Nepotism found in the implementation of the on street parking management policies common in Semarang. Partnership policies made by the government deliberately decided and reserved for its officials partners. Mayor of Semarang became the most influential figure in the election Dishubkominfo partners in managing on street parking, because the partnership policy is done in every turn of the Mayor of Semarang. Semarang City Government should start thinking about alternative policies to achieve a good parking management. Building a parking deck and parking system could be an option to subscribe for Semarang City Government, and the partnership is the best option when resource limitations constrain the government to make it happen. Abstract

In 2014, Indonesia will be held of President and Vice President elections. Candidates for President and Vice President are they which derived from political party ,Even it from mixed political party ( coalitions ) that have met the requirements of has got 20% of DPR, DPD, and DPRD seats. The presidential elections in 2014 will be carried out in accordance with Law (Undang-undang) No 42 of 2008 about the election of a President and Vice President.Purpose of this research which to know ideal leader according to young voters in Semarang based on President and Vise President election 2014. This research uses the type of exploratory data analysis of quantitative.Based on these data, it will be examined in research is how ideal leader according to young voters in the next president and vise president election. Of the research results, it can be concluded that ideal leader according to young voters is leaders who are not legally flawed, leaders who have a sense of concern for his members and leaders who have a clear vision and mission.Political party can make this research as a barometer to find or establish of nominee leaders who will advance to the next presidential election. Political party in determining of nominee leaders who will advance as participants presidential election, should pay attention to the criteria that have been described in this research. The parking levy in Semarang City has considerable potential.The number of vehicles in Semarang City on 2010, there were 1.086.890 motor vehicles consisting of 907.303two-wheeled vehicles/motorcycles and 179.517 four-wheeled vehicles. Based on Regional Regulations No. 2and 3 in 2012 for public roadside parking, Semarang City Government collect fees of Rp 1.000 for a twowheeledvehicle and Rp 2.000 for a four-wheeled vehicle. But Semarang City Government has set a target ofsectors parking levy are relatively small in number.In order to explain the process of target setting of the parking levy in Semarang City, then usedqualitative research methods. Subjects in this study were Dishubkominfo Semarang City and Commision BDPRD Semarang. The method of data collection was through interviews, observation, and examined relevantdocuments to this study to support the completeness of the information needed.The result shows that process of target setting of the parking levy in Semarang City is Dishubkominfodraft targets parking levy. The draft was given to DPKAD to be processed along with the draft revenue andother expenditures. After that the draft of the target parking levy that have become RAPBD submitted to DPRDSemarang for approval. In this case, Commission B DPRD Semarang who will evaluate the target parking levyfrom Dishubkominfo. Withdrawal system in Semarang city parking levy this year are managed entirely byDishubkominfo. Dishubkominfo have formulas for calculating the potential of parking, the number of parkingspot x workday x 12 months x average payment per parking spot.To simplify the process of target setting of the parking levy, Dishubkominfo and DPRD need to becoordinated in the calculation of the potential of parking in the city of Semarang. Constraints in the parking levywithdrawal method which is managed by Dishubkominfo can be overcome by adding personnel and morefirmly to the parking attendants who violate the rules.Keywords : target setting process, parking levy
