Abstract

Democratic countries should involve its people into developmental planning. However, it is important to develop legal guide for people in order to participate in developmental process or stages. Indonesia government had established a formula for people and government to work for developmental planning called musrenbang. Some research shows that musrenbang had failed to comply with core principles of democracy that is participation, since it is held dominantly by government. This research will evaluate adn identify implementation of musrenbang based on legal guide and propose some solution in order to solve the problem.

Abstract

Air sangat penting bagi kehidupan. Beberapa orang menganggap air sebagai barang ekonomis lebih dari sekedar sumber daya alam yang bias didapat secara bebas. Perlakuan air sebagai sumber daya ekonomis telah menciptakan banyak masalah antara pemerintah/Negara, rakyat serta perusahaan yang menjadi mitra pemerintah. Di Indonesia, Perusahaan Daerah Air Minum (PDAM) telah gagal dalam mengelola air untuk rakyat, Terkebak di antara manajemen public dan privat, PDAM telah kehilangan perannya sebagai alat Negara untuk mengelola dan utamanya mendistribusikan air bagi rakyat. Kesalahan tata kelola, kurangnya transparansi dan akuntabilitas serta budaya kuno dalam pengelolaan pemerintah adalah masalah-masalah yang ada pada keseharian opearsional PDAM. Kasus di PDAM Kota Semarang akan menggambarkan kegagalan Negara/pemerintah dalam mengelola air bagi warganya.

Abstract

Election, either local or national sometimes can be assessed to mark success story of democracy in a community. However, people might not understand that election is only subsystem within democracy. There are many other subsystems that support democracy, such as policy, leadership, procedures and mechanisme, transparancy and accountability. In order to mark succesful democracy, people must consider any other factors that creates democratic system as a whole.

Abstract

ABSTRACTThe policy of tourism development since Indonesian independence in 1945 until now has changed along with the changing socio-political and economic conditions in Indonesia and the world. Community-based tourism or CBT is a concept of tourism management by prioritizing the participation of the local community with the purpose to provide welfare for them while maintaining the quality of the environment and protecting social and cultural life.Desa Wisata Wiskuno is an example of a tourism destination that implements the concept of CBT in the tourism development model. Desa Wisata Wiskuno was established on 26 September 2016 managed by Pokdarwis Sumbermadu that located in Maduretno Village, Kebumen Distict. Over the course of 2 years, Pokdarwis Sumbermadu succeeded in mobilizing community participation and received several awards in District and Province level which enabled them to gain the Government's attention to help the Pokdarwis’s program in mobilizing people's participation in tourism development.The researcher used qualitative descriptive method and applied interview and documentation study in collecting data in Maduretno Village, development location of Desa Wisata Wiskuno conducted by the local community and Pokdarwis Sumbermadu.The result of this research is “How Pokdarwis Sumbermadu to achieve success in applying the concept of CBT at Maduretno Village by established Desa Wisata Wiskuno”.Recommendations that can be given is Pokdarwis Sumbermadu is expected to make more varied programs according with tourism development, and increasing its role to apply Sapta Pesona values to the local community. The local government of Kebumen District can continue to provide coaching support, and tourism-related training on Pokdarwis Sumbermadu.Keywords: Tourism, Tourism Development, Community Based Tourism, Desa Wisata, Kelompok Sadar Wisata

Abstract

This study was conducted to explain the Social and Rehabilitation Services Program for beggars and abandoned children in the Mardi UtomoSocial Rehabilitation Center Semarang. The Social Rehabilitation Center is a Technical Implementation Unit Provincial Social Service of Central Java as one of the institutions Social and Rehabilitation Services for productive adults who specifically is directed with social welfare problems Beggars homeless and internally displaced persons. There is one of the activities that have not been implemented to the preparation activities social environment which includes the preparation of a family environment, the preparation around the lives of clients or beneficiaries (neighbors, peers, village governments and local communities) the preparation of the social environment client widely (schools, businesses, etc.) However, in the implementation for the Beggars homeless and internally displaced persons well in accordance with the Operational Service Standards. They are able to increase the degree of wellfare, able to live independently in the midst of a better society and able to carry out a social function naturally. In Sumarry existence of Mardi UtomoSocial Rehabilitation Center Semarang has been participating in reducing social welfare problems in Central Java Province. Abstract

The Ombudsman study explains the lack of complaints not because of the performance of public services either, in fact people are reluctant to complain because it is considered not to bring any changes to the public service. The central government develops the LAPOR / Aspirations and Online People's Complaint Service, based on electronic applications, targeting in 2017 all Institutions / Ministries / BUMN / D / LGs can be integrated into the LAPOR program in order to improve the quality of public services. In 2016 the city government of Semarang began to implement the LAPOR policy with the name of Lapor Hendi. This policy is categorized as the use of electronic facilities by government / e-government in the field of public services, specifically the public service complaints management section.The objective of this research is to know Lapor Hendi process as public policy which is electronic from the side of its policy resources, using theory of policy resources from Harvard JFK School Of Government study, that is from Support, Capacity and Value aspect. Researched with descriptive kuaitatif method, by way of data retrieval through interviews, observation, and literature study.The result of the research shows that from the support side, there is support from the regulation of mayor that regulate Lapor Hendi, commitment in the form of routine report discussions, the allocation of physical infrastructure as the facilities and infrastructure of the activity, and also the socialization of Lapor Hendi indirectly to the community. In terms of capacity, the financial program of Lapor Hendi has been allocated to APBD, institutional, human resources managers and implementers along with technology infrastructure has been provided for this program. In terms of benefits, there are 3 parties who get from the benefits of Lapor Hendi policy, the community both Semarang City and outside the city of Semarang that utilize the facilities of Semarang City, Semarang City Government, and Profit Organization.Keywords: public service, Lapor Hendi, public policy resources, Support, Capacity, Value.

Abstract

Abstract. Regional autonomy in Indonesia is the right, authority and obligation of autonomous regions to regulate their own affairs and interests, Including in the preparation of Local Government Budgets becomes the authority for local government. However, the existence of such authority also provides opportunities for irregularities in regional budgeting that can threaten the realization of good governance therefore, in the budgeting process it is necessary to apply principles of transparency, accountability and participation. Budget Festival Government of Batang Regency is one effort to realize the principle of good governance. Therefore, this research tries to find out the perception of society to the implementation of Budget Festival activity and also the benefit of the activity.Samples taken in the research were 100 respondents spread in Batang, Regency Of Batang, Central Java. Samples were drawn using simple random sampling technique. The data were collected by questionnaire, observation and interview. The data that has been collected is then analyzed using descriptive statistical techniques.The results show that 58% of respondents interpreter the Budget Festival as a means of providing information on the use of Local Government Budget, and by 22% interpreted the Budget Festival as a vehicle for participation, 8% of respondents rate as an activity to increase the popularity of Batang regency, 4% rate as a regular event and 8% respondent do not know the meaning of the activity. From the research results also known that the Budget Festival can increase public knowledge of local government budget, increase community participation and prevent the occurrence of irregularities.Keywords: Regional autonomy, good governance, transparency, accountability, participation.

Abstract

Follow-up is an activity undertaken in the framework of completing the management of public complaints. Community complaints management in Tegal District is conducted through the process of receiving, recording, reviewing, distributing, confirmation, clarification, research, inspection, reporting, follow-up, and archiving. The substance of the public complaint consists of: the substance of public complaint is supervised and the substance of public  complaint  that is not supervised.The research method used is qualitative research method with explorative research type. Data collection technique used is interview, documentation, and literature study. The informants in this research are LPPL Tegal Radio Slawi Ayu FM (Director & Host of "Kabar Bupatiku") and 13 Local Government Organization of Tegal Regency (Secretary of Goverment Service, Head of  Division, Head of Sub Division and Section Head).The results of the research showed that the management of 37 community complaints that was not supervised on the 23 editions of the "Kabar Bupatiku" broadcast: 17 complaints have been followed up, 7 complaints are being followed, 4 complaints have not been followed up, and 9 complaints are not followed up. With this research, it is expected to be used as input material in the management of public complaints on the broadcast of " Kabar Bupatiku ".The recommendations that can be given to the Government of Tegal Regency is by making Standard Operating Procedures (SOP) management of complaints broadcast " Kabar Bupatiku " and by trying the attendance of the Regent to be able to escort complaints that are delivered  on " Kabar Bupatiku" broadcastKeywords: Management, Follow-Up, No Supervision

Abstract

This study to find out the implementation of the small industrial area-tobacco product industry (LIK-IHT) for the period of 2009-2015 and the problems and crucial issues facing the implementation of the small industrial area-tobacco product industry (LIK-IHT).The study applied a descriptive-qualitative method using primary and secondary data. The primary data consisted of documents, archives, and human behaviors, either verbal or nonverbal. Study informants were dedtermined by a purposive sampling. Techniques of data collection used in this study consisted of interview, observation and documentation.The small industrial area-tobacco product industry (LIK-IHT) is one of leading programs of Kudus Regency, which had a purpose of providing facilities to small entrepreneurs in tobacco industry in order to survive due to the promulgation of the Minister of Financial Affairs Decree No. 200/PMK.04/2008 on Methods of Provision, Defunction, and Removal of Nomor Pokok Pengusaha Barang Kena Cukai for Tobacco Factories and Importers, which requires that cigarette firms have to possess and to make use of at least 200 meter-square area.The program began in 2009 from the allocation of the Tobacco Excise Revenue Sharing Fund (DBHCHT) of Kudus Regency. The facilities provided in the LIK-IHT consisted 11 production buidings, a laboratory, a cigarette association building, wastewater processing installation (IPAL), mushola, shops, and other supporting facilities. However, problems arose during the making of the LIK-IHT due to ineffectiveness of the facilities and infrastructures as well as budget inefficiency.This study extends the literature as it may be alternative reference for program evaluation in order to improve performance of the implementation of the LIK-IHT Program in Kudus Regency.Keywords: Program Implementation, LIK-IHT, DBHCHT.
