Abstract

ABSTRACTPartnership in the management of Tourism Umbul Tirto Marto Pengging is one of Boyolali Government's breakthrough in realization of good governance in the field of tourism. In the management of the tourist attractions, Boyolali Government's and private parties agree to use a pattern partnership contract concessions, which the private sector is only given the responsibility of providing the service management over part or all of a specific infrastructure, including system operation and maintenance facilities as well as providing a service to the community and the provision of working capital.This partnership can be expressed successfully and can be references as well as recommendations for Governments to develop assets and Boyolali district in other area-based management systems with the use of partnerships. This is because the concept of partnership in Boyolali as minor policy because the policy remains theGovernment's agenda, yet familiar. It is visible from some assets have been worked by using a system of partnership.Keywords: tourism, management, and partnership

Abstract

AbstractIn an era of global competition is increasingly fierce and open aphenomenon that must be faced by businesses to produce products that have astrong competitiveness and competitive price products. MSMEs as one of thesupporting force of the movement of domestic trade and driving economicdevelopment has a very important role and is crucial in order to improveregional and national economies, So to encourage the presence of these UMKMneed a policy that supports UMKM in order to develop, and can help economicgrowth. As Klaten district in empowering the UMKM sector, metal cast intoone of the local revenue contributor.This study used a qualitative method is to conduct a survey andinterviews with the cast metal yng businesses located in the village of Batursubdistrict Ceper Klaten to obtain data on the role of government in enablingbusinesses of cast metal which decreased.The results showed that of the answer businessmen about government'srole in the Klaten district policy UMKM sector, especially in the village ofBatur cast metal Ceper District of Klaten District overall has been going well,but there are some indicators which businesses are still not good and not inaccordance expectations. From the results of this study appear several solutionsto improve local government services to entrepreneurs Klaten cast metal. Toimprove the success rate of these policies certainly Klaten District Government,Cooperative Batur victorious and the business must work in synergy.

Abstract

AbstractGerdu Kempling which stands for integrated motion poverty reduction in five key areas of health, economy, education, infrastructure and the environment. Program Implementation Gerdu Kempling be gradual immersion 5 years in 177 villages in the city of Semarang and the program are conducted from 2011-2015 by cooperating with various parties to participate with or near-equal in poverty menanggulang like SKPDs-on education, SOEs, enterprises, Banks, Universities and NGOs. In the first phase of implementation Gerdu Kempling conducted in 32 villages which are the basis of the poverty urban village is one of the districts of Semarang Tanjung Mas Village North. Tanjung Mas is a densely populated area in the city of Semarang, which gave birth to many of the problems of poverty. therefore implementation of Gerdu Kempling directly to the heart of the problem of poverty in the city of Semarang.In this study the authors focus on the implementation of the research problem Gerdu Kempling education in the village of Tanjung Mas with two variables: the size of the impact of policies and levels of community participation. This research uses methods gambungan between qualitative and quantitative neighbor comprehensively to determine the implementation of the program Gerdu Kempling education in the village of Tanjung Mas. Abstract

ABSTRACKThe requirement for cheap, safety and comfortable of public transportation are reflection ofsome people’s hope. Semarang City Office of Transportation with Semarang City Government tries topursue people’s dreams, by creating a new transportation modes in Semarang City. BRT (Bus RapidTransit) is a breakthrough in order to achieve people’s expectation on cheap, safety and comfortablepublic transportation service. Therefore it’s necessary to evaluate performance of BRT Trans Semarangpublic service, in order to determine quality of BRT Trans Semarang public service.The population of this research are BRT Trans Semarang public service users, at three corridorthat is operated by providers of BRT Trans Semarang. Main indicators of this research consisted of:physical appearances, reliability ,empathy , security guarantee, and accessbility. Data collectiontechniques of this research used quiestionner that distributed throughout all BRT Trans Semarangcorridor, with number sample of population were 60 respondens.The priorities that must be considered from the result of this research at hygiene and punctualityproblem. Those problems expected to be a concern for increasing BRT Trans Semarang public servicequality. ABSTRACTThis thesis entitled "Political Recruitment Analyse: Studies on New MemberRecruitment of DPC PDI Perjuangan Semarang Year 2012-2013". Compiled byMuhammad Agam Ashari, NIM: 14010110130113, Social Science Program andPolitical Science under the guidance of Setiyono Budi, S. Sos, M.Pol.Admin, Ph.D.,and Dra. Rina Martini, M.Sc.Political parties play an important role in the future leaders prints. It can besaid that good or bad depending on the quality of the party's leader in conducting therecruitment and education of members. PDI-Perjuangan is a big party and have abroad mass base. Greatness name PDI-Perjuangan penetrating through to areas suchas in Central Java, including in the city of Semarang. This is the background forresearchers to determine how the PDI-Perjuangan is able to obtain a high level ofelectability and also has many members.This study uses qualitative research methods with case studies. The studydesign used is the descriptive type of analytical data collection through interviewswith a number of informants that functionaries of PDI-Perjuangan cadres Semarangand examine any documents.Researchers analyzed all the phenomena of the background in the recruitmentprocess of the PDI-Perjuangan, including Sukarno heritages are attached to theChairman of the PDI-Perjuangan. PDI-Perjuangan does not implement a particularstrategy in recruiting members, that's a fact. Through this study the authors alsodescribe any factors supporting and inhibiting PDI perjuangan in recruit newmembers. Both of these factors would greatly affect the recruitment and imaging ofthe party as the “wong cilik” party's.PDI-Perjuangan should be more selective in recruiting members because ofperceived recruitment process is very important for future leaders prints. PDI-P isalso necessary to change the paradigm of the concept of leadership has MegawatiSoekarno breeds. Cadre too dependent on their leaders so that the leader decision isan absolute. AbstractWaste matter in the city of Semarang is an issue that never ends, where is the garbage there will always be for man is still alive. All the activity and human activity never detached and always produces waste. The waste problem in the city of Semarang will be more worried about handling if not be taken seriously. This on land because of carelessness final disposal place at Jatibarang’s landfills more narrow and already full. Even the volume of waste in the flue to this place from year to year experienced significant improvement that is to ride about 10 percent. Semarang City Government has made a policy to resolve the issue that is in the form of Regional Regulations No. 6/2012 about waste management in the city of Semarang.The purpose of this research is to know the implementation of Regional Regulation No. 6/2012 about waste management in the city of Semarang, and supporting factor or factor impediment to the implementation. The methods used in this study is a qualitative approach is descriptive-analytic. There are two indicators in the implementation of waste management, there are management of waste and waste utilization.The implementation of the waste management in Semarang city is still considered less properly, especially the management at Jatibarang’s landfill. Requires support from all parties within petrification deal with waste matter that2has no end. The support of government, privat, and society in encouraging wastemanagement activities are needed in implementing the mandate of regionalregulation No. 6/2012, As well as awareness of the self about the importance ofhealthy environment externalities on the self each.Supporting factors in implementation of waste management in the city ofsemarang are the presence of facilities and infrastructure every year, cooperationbetween state corporations, private and society. While factors impediment toimplementation are communication the lack of space at tpa jatibarang, weatherfactor, and infrastructure of unbalanced production with the rubbish every day.Keywords: Implementation, Regional Regulation, Waste Management.

Abstract

ABSTRACTWater as a fundamental requirement for life, should be met in terms ofquantity, quality, affordable, and continuous. But there are still many Indonesianpeople who do not get adequate water, especially low-income people in rural areasand suburbs. Pamsimas is one of the government's flagship program in theprovision of clean water and sanitation to rural and suburban communitiesthrough community-based approaches. This research uses descriptive qualitativemethod of data collection through interview techniques, with purposive samplingmethod of selecting informants.Research results in the participation rate Pamsimas (Water Supply andSanitation Community-Based) in the village of DemakBanjarsari includes 3components. First, program planning; second, the implementation of the program;Third, after the implementation of the program. The three components areinterrelated with one another that can not be separated in order to achieveoutcomes on the role of community in implementing BanjarsariPamsimas in thevillage. Approach or policy to encourage society in the implementation ofPamsimas (Water Supply and Community-Based Sanitasi) has strategies andprinciples consist of: community empowerment and local institutionaldevelopment; improvement of health and hygiene behaviors and sanitationservices; drinking water supply and public sanitation, grants local socio-economicdevelopment; and support the implementation and project management. Theapproach taken is based on: a community-based, participatory, responsive,masyarajat access for all, gender equality, pro poor, sustainability, transparencyand accountability, value-based.Recommendations, the study is expected to maintain and developprograms Pamismas in the village because it is very beneficial to the localcommunity. Abstract

The phenomenon of swing voters in every election in Indonesia is quite interesting to study. Central Java is one of the provinces with a high non-vote behavior rate. Pati District, in Wonogiri District, Temanggung District a county with a high level of non-vote behaviour, moderate, and low in Central Java Province. non-vote behaviour can be regarded as a form of democratic failure. non-vote behaviour when linked with the "right to choose" is the right of every individual to choose or not choose. Each individual is free to choose the party or candidate that coveted and also free to choose any party or candidate.The data used in this study is the type of quantitative data, ie data in the form of numbers or numbers. In accordance with its shape, quantitative data can be processed or analyzed using statistical calculations. According to the logic of the study, this research can be classified as deductive research as a structure of concepts or theories developed for later tested by an empirical observation. Thus this study will describe the facts and explain the circumstances of the research object, based on facts that exist to try to analyze based on the data obtained were correct.These results explain the reason for the cause of responden not interested in voting in the election of the Governor of Central Java, among others, have other activities while governor election, deliberately did not come because I was lazy, and did not get an allowance. Whether or not the governor's race, state of Central Java community will remain the same with empty promises. Likewise also from the standpoint of leadership, Central Java Governor election will be deemed not produce visionary leadership and has an impact on community change Central Java

Abstract

AbstractGreen areas in Semarang city have been change into housing and building. This problem happened because increasingly the growth of infrastructure. Many buildings around of centre of Semarang city cause decreasing of green areas. Based on that case, the local goverment formed regulation number 7th in 2010 about management of green areas in Semarang city.This research aimed to find out implementation of that regulation in Semarang and how people can be involved in this policy. Research method using qualitative with descriptive data.Theory of Edward III explained that four variables to observe the implementation of policy : communication, resources, disposition, and bureaucracy structure. In communication through socialization of some green activities conducted by local departement of planning development (Bappeda) with green communities, developer, and people. Resource variables divided into two aspects; human and financial resource. Human resources include department of planning development, department of city and housing estate, institute of environmental, and department of garden and sanitation. Meanwhile, financial resource comes from the budget. Disposition variable has been implemented well. Some services and training has been held by department of planning development to developer and green communities. They also provide meeting to increase the responsibility for the policy. In bureaucracy structure, goverment expand the link with some companies to increase green areas. Unfortunately, there are no many companies which involved in this activity yet. Goverment should give more concern about that.2The implementation of regulation also persuade people to actively support green areas in Semarang. Developer, green comunities, and people supposed to be responsible and participate in this policy well. This regulation has been implemented well enough by all of people. It also one of some efforts to solve decrease problem of green areas in Semarang. It will be supposed to give positive value to other people.Key words : Implementation, regulation, green area

Abstract

AbstractThe election of the village is a from of democracy party perfomed within the scope of the village. Leadrs directly elected by the public, so public can determine by choice in accordance with conscience them.The research was conducted using qualitative method with descriptive approach with the enrichment of material throught the study of librarianship (documentation) and in-depth interviews conducted with a range of informan-related in the field. Informant this research consisted of village chief candidates, religious figures from Muhammadiyah and Nahdlatul Ulama and other informant with the theme of research. The results of research shows, that in the election of the village chief ( pilkades ) in the village of gubug behavior choose masyrakat much influenced by the role of religious groups that compete to compete for the seat of the highest in the village of gubug.Religious groups that compete is of muhammadiyah and nahdlatul ulama.Many ways done from each side to get support from masyrakat, of muhammadiyah do start of the campaign, organize match futsal, the absorption of the aspirations of residents, until political money. So also from nahdlatul ulama negotiate with people by means of religious meeting until political money.In the end the election was won by a candidate from religious groups nahdlatul ulama who have less capital social as well as lacking in capital and financial.With these roles religious group nahdlatul ulama that has power patron-klien is strong.
