Today, villages in Indonesia need to be developed into a smart village. According to themandate of Law No. 6 of 2014, the village has the authority to regulate village affairs through theallocation of village funds. It aims to develop the potential of the village and realize the welfare ofsociety through Village Development. One of the innovative steps in conducting Villagedevelopment can be done with the implementation of Green Smart Village concept as done by thegovernment of Banyuanyar village, Ampel subdistrict, Boyolali district. In addition to developingthe potential of the village as a form of community welfare, the program also supports the SmartCity program that has been launched by the government of Boyolali district. This research aims todetermine the implementation of Green Smart Village in Banyuanyar village and supportingfactors as well as the implementation factor of the program. Efforts to address problems andresearch objectives were conducted using the implementation theory of George Edwards III. Thestudy uses mixed methods, where data is obtained through interviews, data/archives, andquestionnaires. The results showed that the idea of Green Smart Village is an effort to explore thepotential of the village, the implementation of Green Smart Village realized through the provisionof free internet access for the community of Banyuanyar Village, the development of digital libraryfacilities, government services of IT-based village, and the development of integrated livestockand agriculture field. The result of infrastructure development has improved, but in terms of theeconomic program is still not able to reach the entire village community. Through researchconcluded that of the four indicators of the implementation theory of George Edwards III, two ofwhich have been implemented well namely the indicator of communication and disposition. Twoother indicators are the indicator of resources and bureaucracy structure still there is a shortage ofhuman resources both implementing and village community, the source of funds that are stilllacking to support the activities of Green Smart Village, in addition to the indicator bureaucraticstructure has no special management structures that run the program.Key Words: Green Smart Village, implementation, Village development

One key to effective and efficient governance is good budget management. The agencyrelationship between the executive and the legislature in the preparation and determination ofthe Regional Revenue and Expenditure Budget will provide a pattern for the smooth mechanismof government administration in the region. The purpose of this study is to describe the patternof institutional relations and what are the basis for executive and legislative considerations inthe process of preparing and determining the 2017-2018 Surakarta City Budget. The researchmethod used is a qualitative research method. Research instruments with interviews anddocumentary studies conducted on certain sources.Based on the results found in the field research, it is explained that the planning processin Surakarta City is not only a mere formality. The government as the executive and theSurakarta City DPRD Budget Board as the legislature are not only interested in the budgetdiscussion stage, which is often considered to be a "wetland". Budgeting phase is more aboutthe cost calculation. Between the legislature and the executive have a hrmonistic relationshipso that they collaborate to create a budget that is right on target and transparent. This can beseen by obtaining a Fair Opinion without Exception (WTP) opinion by the City of Surakarta.So that the accuracy of the target, timeliness of budgeting, and transparency of the budget hasa positive impact in every budget planned by the executive approved by the legislature.Therefore, the problems that arise in executive institutions that usually carry outopportunistic behavior over the superiority of their information and legislative bodies thatoften use their power do not make them take advantage of this position against the SurakartaCity Regional Budget. The 2014 legislative elections have been marked by the transfer of party cadres to otherparties. This phenomenon is like that carried out by a number of parties in Central Java. Fromthe data search, there is no exact value of the number of cadres who carry out the partymovement in question. But from the writer's search there were two cadres, the first being Drs.Fadholi, he was elected as a Member of the House of Representatives of the 2014-2019 periodfrom the Democratic National Party (Nasdem). Next, Nur Hadi was originally a cadre of thePKNU, moving to the PPP Pekalongan City.This research is a field research with descriptive qualitative research methods that aredescriptive and tend to use analysis with an inductive approach. In data retrieval carried out byusing the method of in-depth interviews and documentation. Interviews were conducted at theresidence of the two informants in Salatiga City and Pekalongan City.The results of the research show that the phenomenon of politicians moving parties inPekalongan Regency and Salatiga City is a normal political reality in the Indonesian politicalarena, due to the many motives of politicians. The rise of politicians moving parties ismotivated by the blurred ideology of political parties, the failure of political parties inconducting political education, and ineffective cadre system. Political parties are not wellestablished in the function of regeneration so that cadres in their political activities do notanimate party ideology, thus leading to political pragmatism by politicians. In addition to themotives of pragmatism, it is also known that there are motives so that politicians can maintaintheir existence in elections by moving parties.The suggestion from the author is the need for a comprehensive revitalization of politicalparties in their political activities, political parties must restore their struggle as a bridge inconveying people's aspirations.Keywords: Political Behavior, Legislative Elections 2014

This study analyzes how the strength and utilization of Umi Azizah's social capital as oneof the factors influencing his victory in the 2018 Tegal Regency elections. The method used isa qualitative method with a descriptive approach. Data is collected through interview anddocumentation. The results of this study indicate that social capital as a social network ownedby Umi Azizah in participating in the 2018 Tegal Regency elections is her position as a santriwith a Bachelor of Government Science, Chair of PC Muslimat NU as well as preachers, andincumbent. The social network is used optimally as a political network through consolidationbetween networks and intense interaction with the community.Keywords: Local Election, Social Capital, Network Utilization.

North Sumatra is one of the provinces that has held 2018 simultaneous local elections.This local election was attended by two pairs of candidates, namely Eramas and Djoss.Eramas won in the Regencies/Cities where the majority of the population was Muslim andnon-Batak ethnicity, while Djoss won in the Regencies/Cities where the majority of thepopulation was Christian and Batak ethnicity. In this case, it is thought that identitypoliticization took place in each process of the elections. The purpose of this research was todetermine the process of political dynamics in the 2018 North Sumatra Local Election and toidentify forms of identity politicization in the 2018 North Sumatra Local Election.This research uses descriptive qualitative method with data collection techniques throughinterviews and documentation. In this study, primary data obtained through direct interviewswith informants determined from the linkage of these informants with research problems, andsecondary data obtained from Provincial KPU Decisions and related articles. The researcherfocused the informants on the main party cadres supporting the two candidate pairs, namelythe Gerindra Party and the PDI-Perjuangan Party, political consultants, and local politicalobservers.The results of this study indicate that the process of identity politicization is carried outby both pairs of candidates. However, identity politicization carried out by Djoss is not asactive as what Eramas does. Eramas intensively provides stimulus to the community relatedto the issue of sons and daughters of religious issues, while the politicization of identitycarried out by Djoss was more about an abstark approach, there was no direct involvementin any activity, but only attended without initiating it.The process of identity politicization carried out by Eramas can be said to be theirstrategy in winning the 2018 North Sumatra Local Election. This is an adoption of thedynamics that occurred in the 2017 DKI Jakarta Local Election, while identity politicizationdone by Djoss is a common thing as a complement to their vision and mission to build NorthSumatra. It is expected that each pair of candidates will prioritize socialization to the publicabout the vision and mission and superior programs that will be carried out in developing theregion for the next period and to the next researcher, is expected to interview and explore asmuch information as possible to key informants.Keywords: The 2018 North Sumatra Local Election, Politicization of Identity, Ethnicity,Religion

The 3R TPS-based waste management Program held in Bergas Kidul is anactivity that was first performed in Semarang district so that the government ofSemarang District established TPS 3R in Bergas Kidul village As the TPS 3Rpilot into the background of this research. The problem is: how does therealization of stakeholders mapping in the waste Management program in BergasKidul village in 2017-2018? How is the implementation of partnership amongthe stakeholders in the dumpster 3R-based waste management program in DesaBergas Kidul district of Semarang?The purpose of this research is to know the stakeholders mapping andexplain the stakeholders partnership pattern in the Waste management programin Semarang District in 2017-2018 by taking a case study of the 3R TPS-basedwaste management in the village Bergas Kidul. The research methods used arequalitative research methods with descriptive research type.The results of the study showed the cooperation between the partnershipbetween Semarang District Environmental office and the local communityBergas Sehat Group as the subject of the management of TPS 3R is a productivecooperation. Partnership in the Program TPS 3R Bergas Kidul Run on theprinciple of equality, the existence of the objective and mission in addressing thegarbage problem in Bergas Kidul. Each of the parties involved has also beencarrying out their duties and authorities. Each of the parties involved also benefitfrom the government of Semarang Regency itself has benefited the cost oftransportation costs for the transportation of waste to landfill as well as minimizethe use of landfill Blondo in Bawen, because of garbage can be processed in TPS3R. While the benefits for the community itself, the garbage managed with the3R is able to produce economic value, job creation.Keywords: partnership, waste Management, TPS 3R

One of the government's efforts in realizing Good Government is bymaking a policy, namely the Integrated District Administration Service(PATEN). PATEN was created to realize the Subdistrict as a communityservice center and become a service node for SKPD which aims to improvethe quality and bring services closer to the people of Semarang City. In thisstudy presents an overview of the implementation of PATEN in GunungpatiDistrict and Semarang Barat District. The research method used isdescriptive qualitative with data collection techniques in the form ofinterviews and documentation. The data obtained were then analyzed usingTriangulation Methods, Theory, and Data Sources.Findings This research is a type of PATEN licensing services in thecity of Semarang, especially in Gunungpati District and West SemarangDistrict there has been no delegation of authority from the Mayor to theDistrict Head. So that the PATENT service in the District is only the type ofnon-licensing services that can be administered by the District. People whowant to submit an application for the type of licensing service only get aletter of recommendation from the District, therefore the community musttake care to the next stage, namely in the relevant Dinas.The conclusion that can be drawn from the research is that first inthe journey of PATENT in Semarang City from 2012 until now there has notbeen any delegation of authority in the type of licensing services. Secondly,PATEN in Gunungpati Subdistrict and West Semarang Subdistrict broughtgreat changes to the service standards and infrastructure of the Subdistrictgetting better. Based on the conclusions, the suggestions that can be givenare that it would be better for the government to only focus on one licensingservice policy, so that there is no overlapping of the duties and functions ofa licensing service policy.Keywords: Good Government, Policy Implementation, PublicServices

Public services are an inseparable part of the state for the welfare of its peopleand are the basic essence for the realization of social justice. Wanting a period ofdevelopment, public services are carried out with various forms of innovation. Innovationis the key to success in an organization, where without innovation the organization willnot develop. This innovation supports to improve the quality of public services. Thereforethis research aims to study and analyze the innovation of the Gone-Des ball drive toimprove the quality of public services in Garung Wonosobo District .The research method used in this study is a qualitative descriptive method, withdata collection techniques in the form of observation, interviews, questionnaires anddocumentation. The data obtained were then analyzed using triangulation of sources andmethods.The results of the study show that the Gone-Des innovation program in GarungSubdistrict provides convenience to the community where in one tempo of communityservice can obtain population documents, legalize business, and increase publicawareness and participation that improve the quality of public services provided by thedistrict. The Gone-Des innovation program as a way of issuing bureaucracy serves thepublic and can realize the responsive government of the Garung District. In addition,consciously, the community has participated in understanding the meaning of thechanges that occur, the community also helped positively to the changes that exist so asto make the Gone-Des program innovation able to survive and accept its environment.Thus, the program that is present Gone-Des can continue provide positive innovation inthe community.Keywords: Public Services, Innovation, Community Participation, ResponsiveGovernance

Child Friendly City programs run by the government would not run smoothly without thehelp of elements of the community. They must be aware that this is a joint responsibility andnot the work of just the government, so that synergy between government and the communitymust be committed and there must be a commitment from the community to implement theChild Friendly Cities program. Fulfillment of civil rights and freedoms which are the mostfundamental rights that must be owned by children and must be fulfilled by the Semarang CityGovernment in the context of Child Friendly Cities.This study aims to evaluate how the policy of the Child-Friendly Cities, especially in thefulfillment of civil rights and freedom clusters in Semarang City and what are the obstaclesencountered. The method used is a qualitative method by taking data through interviews anddocumentation. This study uses the policy evaluation theory of William Dunn which is dividedinto 6 indicators, consists of effectiveness, efficiency, adequacy, leveling, responsiveness, andaccuracy.The results of this study indicate that the fulfillment of civil rights clusters and freedom ofChild-Friendly City policies in Semarang City cannot be said to meet targets. The lack ofstrengthening of the children's forum, the stagnation of providing adequate information onchildren, as well as the achievement of the issuance of birth certificates that did not reach thetarget became the main points of evaluation. Lack of socialization to the community, lack ofcommunication between local government organizations, lack of available resources, andregulations that obstruct the implementation of the Child-Friendly City in Semarang CityGovernment.One recommendation that researchers can give to the government is to add resources andalso to issue new, stronger regulations so that they can adjust to the conditions faced in thefield.Kata kunci: Child-Friendly City, evaluation, policy

Today's media is no longer just a means of conveying messages from communicants to one-way communicators that are rigid and passive, but has become a highly favored tool in winning a political contestation to influence voters' votes. The relationship between the media and the political process is essentially dialectical, in which actions and reactions occur. The media reports and analyzes political activity, on the contrary it also becomes part of the political process, because with the media political actors can find out the needs of the audience and deliver their political message to the audience.In the last General Election, several new parties emerged, including using the power of the media as part of their campaign strategy to attract voters, namely the Indonesian Unity Party or Perindo and the Indonesian Solidarity Party or PSI. These two parties together carry the power of the media but on the other hand get different results from each other. An example is the superiority of PSI compared to Perindo in obtaining the acquisition of two seats in the District Parliament This study uses a qualitative method with comparative studies. This method aims to explore and understand a central phenomenon and compare a phenomenon to get a fundamental answer about causation. Data collection techniques used were interviews, document review and literature. Informants in this study were Chairman of the Semarang City PSI Regional Board, Chairman of the Semarang City Perindo Regional Board, Political Observer and several Semarang City Communities. The difference in results obtained from the two parties that are both actively using the media is what influenced the author to try to raise this case as part of the main topic in this authorship study. The author tries to find out what caused the difference can occur and why it can occur. This authorship also tries to prove a case study that shows that the media, especially social media, does not necessarily increase the votes obtained during direct elections.Keywords: Media and Politics, Digital Political Campaign, General Elections.Â
