Abstract

AbstractThis research is used to explain Sutan Sjahrir’s development process of Socialism thought, and which psychological factors that influenced it.The type of reasearch is historical descriptif, because the subjects is a deceased character. Thus, this kind of reasearch is library research which is used to analyze datas such as books, journals, articles and other results of previous reasearch about Sutan Sjahrir’s life and thought that still considered as a relevant. Those datas were sistematically refined so that the result of the research can be earned as expected.The research showed that the psychological factors which have influenced Sutan Sjahrir’s thought of Socialism are his avidity reading Socialism books, European eagerness after World War I, his interaction with the Socialist in Netherland and also his activities in many Socialist organizations. As for a character who influenced him the most was Karl Marx.For Sutan Sjahrir, Socialism is supposed to be based on people. Socialism for humanity, by recognizing the equality of people. His thought about this is used as political fundamental of Partai Sosialis Indonesia he formed.

Abstract

AbstrackRembang regency is one area in Central Java. Rembang is one of area in CentralJava which has the most unique characteristics of the people regarding their politicalorientation. It can be explained where most people there have a tendency of pragmaticbehavior or tends to fluctuate in giving vote during the election. This can be seen from theresults of the results of elections to the election out of political parties different as thewinner. Legislative elections in 1999 won by PDI P, 2004 elections won by Golkar Party andthe 2009 election was won by the Democratic Party. If at the time of the legislative electionsin 2004 won by Golkar Party , while the contrarery result are shown on the presidential byplacing SBY-JK in the top spot, outpacing all her opponents. Whereas in the 2009 legislativeelections won by Democrats but for president instead won by Mega-Pro promoted by PDI-P.Seeing this just proves that many voters in the Rembang regency that are categorized asswing voters. The purpose of this study is to identify the factors that influence swing votersas well as the level of public trust in political institutions in the Rembang regency. Based onthis research, there are three factors that influence the swing voters in the Rembang regency.The first factor is a figure or personal candidates, secondly factor is mass mobilization, massmobilization is the most played is the mobilization of “kyai” and affiliated organizations, andthe last latter high rate of money politics in the election event. By choosing such a pattern ofbehavior can be concluded that the voters in the Rembang regency have flexible trust.Keywords: election, swing voters

Abstract

ABSTRACTThe title of this thesis is the Cemetery Management Policy Evaluation in the city of Semarang (Parks Cemetery Management Case Study Bergota Year 2012). This study aimed to compare by describing the implementation of the Regulation on the funeral of Semarang District which includes processes, goals, and achievements of the organization of the funeral events. In addition, this study also aims to identify the obstacles encountered in the implementation of the cemetery, and to know the distortion or misuse contrary to Bylaw No. 10 Year 2009 on concerning Funeral and Cemetery Levy's body.The method used in this research is a qualitative research method. In the technique of data collection is done by conducting interviews with sources involved in organizing the management of the cemetery, the collection of documents, and observations by observing firsthand how the process of the funeral in the cemetery Bergota. Processing the data in this study using data analysis as outlined descriptively.These results indicate that the policy of Regulation No. 10 Year 2009 on the Implementation of Funeral and Cemetery levies imposed by government bodies Semarang include appropriate policies as a reference implementation of a funeral in the city of Semarang. but in the process of implementing those policies not run optimally because there are still some obstacles such as: is the lack of public understanding about the policy. This is due to suboptimal socialization process from the city of Semarang, making it appear new problems in the form of distortions or deviations from the public, as are the buildings around the cemeteries (Bergota Parks Cemetery) and the failure of communities to conduct the funeral registrasi.dalam giving rise to a wild collection.From these results, it can be concluded that the policy of Bylaw No.. 10 Year 2009 on the Implementation of Funeral and Cemetery levies imposed by government bodies Semarang includes the right policy, but in the process of implementing the government Semarang less than optimal because there are still some obstacles and problems.Keywords: Policy, Funeral, Bergota Parks Cemetery, Semarang City Government

Metode penelitian yang digunakan untuk mengetahui hubungan kepemimpinan terhadap kinerja Dinas DIKPORA Kabupaten Jepara dan untuk mengetahui kedisiplinan pegawai terhadap kinerja Dinas DIKPORA Kabupaten Jepara.

Abstract

ABSTRAKTidak sedikit daerah-daerah di Indonesia mulai banyak yang menggali, membangundan mengembangkan potensi pariwisata daerahnya. Hal ini dikarenakan daerah-daerah diIndonesia menyadari manfaat adanya pembangunan dan pengembangan kepariwisataanyang salah satunya adalah kesejahteraan masyarakat di bidang ekonomi. Kabupatenpurbalingga merupakan salah satu daerah yang sangat mengandalkan sektor pariwisatadalam membangun daerahnya. Hal tersebut dikarenakan posisi atau letak KabupatenPurbalingga itu sendiri kurang strategis yang tidak terlewati jalan utama penghubung antarpropinsi dan antar Kabupaten. Untuk itu, dalam memenuhi tanggung jawab PemerintahDaerah dalam menjamin kesejahteraan masyarakat terutama dalam hal ekonomi, denganmelihat dan memanfaatkan peluang yang ada, Pemerintah Kabupaten Purbalingga melaluiDinas Kebudayaan Pariwisata Pemuda dan Olahraga Kabupaten Purbalingga terusberupaya dalam membangun dan mengembangkan pariwisata agar kesejahteraanmasyarakat dalam bidang ekonomi terpenuhi. Upaya-upaya tersebut yaitu denganmenyusun dan melaksanakan berbagai strategi dalam membangun, dan mengembangkankepariwisataan daerah. Selain itu upaya Dinas Kebudayaan Pariwisata Pemuda danOlahraga Kabupaten Purbalingga dalam membangun dan mengembangkan kepariwisataandaerah yaitu dengan membuka dan memperluas jejaring atau kerjasama dengan berbagaipihak baik swasta, masyarakat, maupaun pemerintah daerah lainnya dalam halpenyelenggaraab kepariwisataan daerah. Semua upaya-upaya tersebut terus dilakukan agarkesejahteraan ekonomi masyarakat di Kabupaten Purbalingga dapat meningkat.Kata kunci: Pemerintah Daerah, Pembangunan Pariwisata, Pengembangan Pariwisata,Perekonomian masyarakat, Strategi, Jejaring.

PERAN SERTA MASYARAKAT DALAM PENGELOLAANSAMPAH DI KELURAHAN PEDURUNGAN KIDUL SEMARANGABSTRAKDi Indonesia, peran serta masyarakat ikut bertanggung jawab terhadappermasalahan sampah, telah diatur didalam suatu undang-undang resmi yang sah danlegal, yaitu Undang-Undang no 18 tahun 2008 mengenai pengelolaan sampah.Masyarakat dan Pemerintah memiliki hubungan dan keterlibatan terhadap sampah.Pada kenyataannya saat ini hubungan antara pemerintah dengan masyarakat hanyalahmenguntungkan sebelah pihak, terutama menguntungkan pemerintah yangmendapatkan keuntungan, tetapi masyarakat merasakan kerugian. Oleh karena itupenelitian ini bertujuan untuk menggambarkan dan memahami bagaimana realisasipelaksanaan peran serta masyarakat dalam pengelolaan sampah di KelurahanPedurungan Kidul Semarang, serta hambatan apa saja yang dirasakan dalammelaksanakan program tersebut.Jenis penelitian ini adalah penelitian kualitatif dengan menggunakan metodeanalisis data deskriptif analitis yang bertujuan untuk melihat bagaimana Peran sertamasyarakat dalam pengelolaan sampah di Kelurahan Pedurungan Kidul Semarang.M. Rudy Prasetya S.D2B 007 040Untuk teknik pengumpulan data, peneliti melakukan wawancara mendalam kepadainforman yang telah ada dalam lingkup penelitian ini.Hasil penelitian menunjukkan bahwa dalam dalam pengelolaan sampahberbasis masyarakat di Kelurahan Pedurungan Kidul, Kota Semarang, tidak berhasilmelaksanakan dengan prinsip 3R (Reduce, Reuse, Recycle) melalui proses pemilahansampah. Masyarakat Pedurungan Kidul hanya mau berperan dalam pembayaranretribusi, mereka menilai hasil daur ulang sampah baik organik maupun anorganiktidak memberikan nilai tambah secara ekonomi.. Pelaksanaan program-programtersebut sudah dilaksanakan secara berkesinambungan dan berkelanjutan, artinyadilakukan secara sistematis dan berorientasi jangka panjang. Selain itu, problematikautama dari penerapan model ini adalah pada soal bagaimana merubah paradigma darimembuang sampah menjadi memanfaatkan sampah. Peran pengurus RT/RW dalammembantu mewujudkan terlaksananya program dan menjembatani komunikasi antarapemerintah dengan masyarakat tidak berjalan.Kedepannya diharapkan pengelolaan sampah lebih berorientasi ke kegiatanpemberdayaan masyarakat untuk menghilangkan anggapan hanya membuang sampahtanpa memproses lebih lanjut. Selain itu untuk dapat meningkatkan monitoringprogram dimana kegiatan-kegiatan pemberdayaan masyarakat tidak hanya berhentipada pelaksanaan saja, melainkan juga pasca pelaksanaan.Keywords: Peran Serta, Pengelolaan, Kesatuan Swadaya Masyarakat

Abstract

ABSTRACTThis research was conducted to explain the evaluation result of theexistence of Pasar Ikan Higienis (PIH) Mina Rejomulyo. The potency ofprospective fisheries industry which is developing nowadays, especially in centralof java, is not supported by a good management system that makes the potencycannot be organized optimally due to such as: the distribution of fisheriesproducts, the hygiene process and storing, the lack of maximum distribution. Tomake the distribution of fishery industry which is able to give standard qualityand maximum hygiene in controll, it is important to build PIH that reflected as acentral process of modern trading by giving services and information optimally toall consumers completed with high quality and good hygiene products and also toimprove regional revenue sharing and social empowerment.In conducting this research, the writer used a qualitative reserarchmethod descriptive analysis study in order to explain the evaluation ofmanagement and developing policy of PIH Mina Rejomulyo and its feedback tothe people and local government. The subject of this research is department offishery as the local government of Semarang, specifically UPTD PIH MinaRejomulyo, Semarang local representative and its people. In conducting thisresearch, some methods are used in order to collect the data such as interview,observation, and document research.The result in this research showed that, for about six years until today(2012), the function of PIH Mina Rejomulyo and its financial contribution to thePAD is not optimally reached yet. The policy of PIH management depends on themoney supported by our local government and still cannot run individually.Besides, there are many problems found in managing PIH Rejomulyo related tothe lack of publicity or promotion that brings PIH close to the people.

Abstract

Concerning to emerge The Good Governance, bureaucrate performance has the mainrole, especially solving every problems popped out among civic social life, consideringfunction of state institution has the role to accomodate the needs of its people. Mostfrequently problems could be varied from different aspects, such as health, education,economy, demography, transportation, etc. Those problems will be an responsibility for all ofstate institution in the process to reach the development of welfare in every aspect.The health quality of Semarang citizens has tied by some key factors such as healthservices, spreading disease, number of citizens with illness, healthness environment, deathcase caused by illness, health facilities, and human resources among service providers, thestakeholders, until the civilians. This research is about enforce the evaluation of bureaucrateperformance, especially The Health City Department of Semarang in the task of respondingevery health problems among citizens, one of it is the policy for cope with the most dangerousdisease which become the biggest problems of Semarang city at this time, the DengueHaemorragic Fever (DHF). The source purposively chosen is from the Head Section of P2B2(Animal-sourced disease precautionary), with DHF Coordinator Staff, Head Officer ofNgaliyan Public Health Centre, and the member of The Family Welfare Development inNgaliyan region.The results of this research shows that performance of  The Health City Department ofSemarang in cope with DHF problems in 2011 already showed the rise if compared by theresults in 2010. Beside the positive, some problems and obstruction still appear, frequentlycome from human resources performance quality. So that, the policy to cope with DHFproblems by The Health City Department of Semarang has to be regained, particularly in thehuman resources aspect.Keywords: Performances, Problems and obstructions, DHF Precautionary.

AbstraksiPada era reformasi ini tuntutan akan demokrasi terus bergerak hingga ke tingkat daerah. Daerah Istimewa Yogyakarta merupakan salah satu daerah yang sedang menghadapi permasalahan ini. Status sebagai daerah istimewa berdampak pada pemberian sejumlah “perlakuan” khusus. Salah satunya adalah kedudukan Sultan. Di Yogyakarta, banyak yang memaknai keistimewaan DIY dengan berbagai hal namun yang paling dipermasalahkan adalah kedudukan Sri Sultan sebagai raja sekaligus sebagai Gubernur DIY. Terdapat kubu pro penetapan dan kubu pro pemilihan. Sayangnya peperangan ini dimenangkan oleh kubu pro penetapan. Dalam tulisan ini akan membahas kubu pro penatapan yang diwakili oleh Sekber Keistimewaan DIY sebagai salah satu elemen masyarakat sipil. Tulisan ini akan membahas peran dan fungsi Sekber Keistimewaan DIY dalam pergerakan mendukung penetapan Sri Sultan Hamengku Buwono X sebagai Gubernur DIY.Keywords: civil society, establishment, local government
