Abstract

This study aims to examine the implementation process of E-Catalog in government procurement of goods and services in the Semarang City Government and to identify the supporting and inhibiting factors encountered in the implementation of E-Catalog in government procurement of goods and services in the Semarang City Government. This research employs a qualitative method with a descriptive approach. Data was collected through interviews, observations, and documentation. The results of this study indicate that the implementation of E-Catalog in the procurement of goods and services in the Semarang City Government has not been optimal due to existing constraints in the dimensions of Fairness and Competition. However, the dimensions of efficiency, effectiveness, transparency, openness, and accountability are already functioning well. There are supporting factors for the implementation of E-Catalog in the procurement of goods and services in the Semarang City Government, including communication and resource factors, while the inhibiting factors for the implementation of E-Catalog in the procurement of goods and services in the Semarang City Government are disposition factors and bureaucratic structure. Recommendations from this research are divided into internal factors, which are expected to implement a comprehensive input collection system, and external factors can be carried out by forming a specialized team tasked with socialization and providing technical assistance to providers.

Abstract

This research is a qualitative study which aims to recommend planning strategies for the development of the Sitenggong Terraced Tourism Village. This research uses the strategic planning theory proposed by John. M Bryson. This research uses an exploratory qualitative method with SWOT analysis techniques and Litmus test calculations to formulate strategies. The results of this research show that the strategy owned by the Sitenggong Terraced Tourism Village still has many shortcomings so it needs to be improved. The results of the SWOT analysis found 11 strategic development issues, which after carrying out a litmus test obtained 3 issues with strategic characteristics that could be applied in development. Researchers recommend the following strategy, namely increasing cooperation with the community, especially in terms of finance or development investment in order to utilize the potential of Mount Sumbing and Vegetable Terraces more optimally. Improving public sector coordination, namely the Magelang Regency Disparpora, in various training and assistance to advance the Sitenggong Terrace Tourism Village, which is still relatively new. Increasing the use of technology through social media, namely Instagram, YouTube and TikTok as promotional media to provide information regarding photo spots that are attractive to tourists.

Abstract

The Population and Civil Registration Office has an important role because it brings public services closer to the community. However, the Population and Civil Registration Office is often faced with complex problems, especially managerial problems. This study aims to examine the relationship between leadership with organizational effectiveness, motivation with organizational effectiveness, and leadership and motivation with organizational effectiveness. This research uses a correlational quantitative method, with data collection techniques of interviews, questionnaires, observation, and documentary with primary and secondary data sources. The results of this study indicate that Leadership (X1) has a positive and significant relationship to Organizational Effectiveness (Y) of the Population and Civil Registration Office of Wonogiri Regency. So that the better the leadership, the better the organizational effectiveness. Motivation (X2) has a positive and significant relationship to Organizational Effectiveness (Y) of the Population and Civil Registration Office of Wonogiri Regency. So that the better the motivation, the better the organizational effectiveness. Simultaneously Leadership (X1) and Motivation (X2) have a significant relationship to Organizational Effectiveness (Y). So that if leadership and motivation are improved, it will also increase organizational effectiveness.

Abstract

Much research has been carried out regarding collaborative governance in flood disaster mitigation. However, there has been no research regarding the structure of knowledge development on the topic of collaborative governance, flood disaster mitigation. Therefore, it is necessary to understand collaborative governance for flood disaster mitigation through a systematic literature review process as an effort to find novelty. The systematic literature review process was carried out using PRISMA guidelines. The literature search site used is Google Scholar. The inclusion criteria for the selected articles are: 1) Published in English and Indonesian, 2) Published from 2018-2023, 3) Availability of literature using articles with full text, 4) Publication stage in the form of final press and 5) Document type in the form of a journal . The development of publications in the field of collaborative governance in flood disaster management in Indonesia shows an increase in numbers from year to year, with the most publications in the period 2018 to 2023, namely in 2023 with the prominent keyword "disaster" which has a connection between keywords and keywords. others are "mitigation" and "flash flood". The analysis carried out by researchers revealed that there are six aspects that are dimensions in collaborative governance for flood disaster mitigation, including: Network structure, Commitment to shared goals, Trust between participants, Access to authority, Sharing information, Access to resources. The aspect that is much discussed is commitment to goals, while the aspect that is less discussed is access to power. Therefore, researchers suggest that aspects that have not been widely discussed, namely access to power, be studied more in future research.

Abstract

The SIAP OM website was designed to facilitate online population administration services by the Demak District Population and Civil Registration Office. However, its implementation still faces various obstacles. This study aims to analyze the quality of E-Government on the SIAP OM website based on the dimensions of efficiency, trust, reliability, and citizen support. This research uses the E-Govqual theory proposed by Papadomichelaki Mentzas which consists of the dimensions of efficiency, trust, reliability, and citizen support as research indicators and uses the Community Satisfaction Survey (SKM) method based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concerning Guidelines for Preparing Community Satisfaction Surveys for Public Service Delivery Units as a method of calculating IKM. This research uses a descriptive quantitative approach, with data collected through questionnaires and interviews. The research population includes the people of Demak Regency who have accessed the SIAP OM website, with a sample size of 100 respondents. The questionnaire was distributed through social media Instagram and WhatsApp. The selection of sources was carried out by purposive sampling. The sources of this research are the Secretary of Dindukcapil Demak Regency and users of the SIAP OM website. In analyzing the data using the Community Satisfaction Survey calculation and calculated using Microsoft Excel. The results showed that the overall service quality of the SIAP OM website is still classified as “D” or “Not Good” with an IKM score of 63.41, characterized by low efficiency, trust, reliability, and community support in using e-government services.

Abstract

This research is based on the issue of community participation in Desa Wisata Lolong. The purpose of this study is to analyze community participation in the development of Desa Wisata Lolong and describe the factors that influence community participation in its development. The theory used is the Ladder of Participation by Arnstein. The research method used is descriptive qualitative. Informants were selected using purposive sampling techniques. The analysis techniques include data reduction, data presentation, and data verification with the help of Atlas.TI software. The results show that the community of Lolong Tourism Village is at the placation level of participation, which is categorized as moderate participation. This is indicated by the community giving their aspirations, but decision- making is still controlled by the Village Head. The factors hindering participation include age, occupation, gender, stakeholder interference, and education level. The factors encouraging participation are willingness, ability, and opportunity. Two new factors were found: dependence on the season and tourism improving the community’s economy. The suggestion given is to delegate authority to the community.

Abstract

Population document services are a basic right of citizens. One of the efforts to fulfill it is by implementing the Si D'nOK Application. The Si D'nOK application was created to facilitate the management of administration and population documents in Semarang City. However, previous research shows that the implementation of the Si D'nOK Application has many obstacles. Theoretically, if there are still obstacles to the use of the Si D'nOK Application, then people's intention to use it will also be low. Based on this hypothesis, the purpose of this study is to analyze the factors that affect behavioral intention to use the Si D'nOK Application using the UMEGA model. There are seven variables analyzed, namely performance expectancy, social influence, perceived risk, and facilitating conditions as independent variables; effort expectancy and attitude as intervening 1 and 2, respectively; and behavioral intention to use as the dependent variable. This research uses a quantitative approach through a survey of 100 users of the Si D'nOK Application. Data analysis was performed with SmartPLS version 4.1.0.9. The results showed that performance expectancy have a positive effect on attitude by 14.7%; effort expectancy have a positive effect on attitude by 15.7%; social influence has a positive effect on attitude by 6.2%; perceived risk has a negative relationship and has no effect on attitude by 1%; facilitating conditions have a positive effect on effort expectancy and usage behavioral intention by 75.3% and 16.2%, respectively; and attitude have a positive effect on usage behavioral intention by 46.2%. There are suggestions that can be proposed, namely education and tutorials, complaint services, and directions to RT/RW to introduce the Si D'nOK Application.

Abstract

Based on Law No. 1 of 2011 concerning Housing and Residential Areas (PKP), slums are uninhabitable settlements characterized by irregular buildings, high building density, and substandard building quality and facilities and infrastructure. Based on Semarang Mayor Regulation Number 19 of 2023 concerning the Plan for Prevention and Improvement of the Quality of Slum Housing and Slum Settlements in 2022-2026, the Government has a target for Semarang City with 0% or zero slum areas. The problem of slums is not a new problem but has become a classic problem phenomenon both at the global, regional, national and local levels. The evaluation of the KOTAKU program in this study aims to measure the success of the KOTAKU program in reducing slums and achieving the target of a City Without Slums. By conducting periodic evaluations, it can monitor the development of slum conditions and ensure that the arrangement program is running according to the set targets. The aim of this research is to evaluate the output of the City Without Slums Program (KOTAKU) in Genuk District and evaluate the outcomes of the City Without Slums Program (KOTAKU) in Genuk District. The research method used in this research is descriptive qualitative with data collection techniques through interviews and literature study. The theory used in this research is research by Hariani (2017) and Diana, et al (2022) regarding Evaluation of Output and Outcomes. The results of this research show that the KOTAKU Program has succeeded in increasing public access to information, the program coverage is quite broad, and the frequency of effective implementation. Apart from that, this program has also met community needs in terms of building and improving access to proper infrastructure, increasing community knowledge and skills in terms of understanding and managing the environment better, such as how to care for public facilities that have been built or repaired and maintaining infrastructure. However, based on this, there are still several challenges that need to be overcome, such as budget limitations, uncertain implementation schedules, and the existence of segments of society that are less concerned about program sustainability.

Abstract

Implementation of Electronic Official Script Application (e-Office) by Government Bureau of the Regional Secretariat of the Provincial Government of the Jakarta Special Region aims to improve the management and governance indexes in the application of e-Government. However, various issues have been identified in its implementation, such as manual disposition, incomplete archiving features, technical disruptions, risky practices of sharing usernames and passwords, and low employee commitment. This study aims to analyze the implementation of e-Office in the Government Bureau of the Regional Secretariat of the Provincial Government of the Jakarta Special Region and identify the factors that support and hinder its implementation. Data were collected through interviews, observations, documentation, and literature studies, referring to the seven principles of SPBE, namely effectiveness, integration, sustainability, efficiency, accountability, interoperability, and security, as well as the supporting and hindering factors of policy implementation according to Edward III, which are communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of e-Office has improved effectiveness, efficiency, accountability, and integration in administrative management, although challenges remain in the aspects of sustainability, interoperability, and security. Communication, disposition, and bureaucratic structure are supportive factors, while limited human resource competencies constitute the main obstacle. Recommendations include strengthening a centralized backup data storage system, integrating e-Office with other applications, improving security through two-factor authentication, data encryption, and access restrictions, implementing an e-Office mentoring program, and automating workflows to simplify the approval process.

Abstract

This study aims to analyze the role of stakeholders and supporting and inhibiting factors in the development of the Ambarawa Palagan Museum and Monument tourist attraction. This research method is qualitative descriptive with data collection through in-depth interviews, observation, and documentation. The results of the study indicate that the roles of stakeholders involved include policy creators (Semarang Regent, Semarang Regency Tourism Office, Semarang Regency Regional Development Planning and Research Agency, and Semarang Regency Regional Finance Agency); coordinators (Semarang Regency Tourism Office, Regional Technical Implementation Unit for Tourism Objects, and Field Coordinators for tourism object management); facilitators (Semarang Regency Tourism Office, Public Works Office, Semarang Regency Environmental Office, Semarang Regency Transportation Office, and Central Java SCTv); implementers (Semarang Regency Tourism Office, Regional Technical Implementation Unit for Tourism Objects, and Field Coordinators for tourism object management); and accelerators (Semarang Regency Tourism Office, Semarang Regency Traditional Media Communication Forum, Raden Wijaya Wonogiri Buddhist College, Central Java SCTv, local communities and tourists). Then, the supporting factors consist of accessibility and determinants of stakeholder actions. Meanwhile, the inhibiting factors consist of stakeholder perceptions and participation. The conclusion of this study is that there are still challenges faced by stakeholders including suboptimal coordination between stakeholders, limited budget resources, lack of workforce and less attractive tourist attractions. Therefore, the researcher provides suggestions for improving communication and cooperation between stakeholders, increasing the number of workers and tourist attractions through the use of digital technology.
