Abstract

Tanaman peneduh jalan adalah tanaman yang berada di tepi jalan. Tanaman peneduh jalan memiliki dua fungsi yaitu sebagai estetika dan ekologis. Salah satu fungsi ekologis tanaman peneduh jalan adalah mengakumulasi bahan pencemar. Jenis pencemaran yang memerlukan penanganan secara sistematis dan komprehensif adalah pencemaran timbal (Pb). Pb banyak dihasilkan oleh aktivitas pembakaran bahan bakar minyak kendaraan bermotor. Jenis tanaman peneduh jalan yang berpotensi mengakumulasi Pb belum tereksplorasi sehingga dilakukan riset yang dapat menghasilkan database jenis spesies yang mampu mengurangi Pb di lingkungan. Tujuan penelitian adalah menginventarisasi jenis tanaman peneduh jalan penjerap Pb. Manfaat penelitian adalah mendapatkan jenis tanaman peneduh jalan yang berpotensi penjerap Pb. Metode penelitian yang digunakan adalah survai di 8 (delapan) jalan di wilayah Purwokerto. Sampel daun tanaman peneduh jalan diambil secara acak terpilih di sepanjang jalan tersebut. Hasil penelitian menunjukkan jenis-jenis tanaman peneduh jalan yang berpotensi menjerap Pb adalah Glodogan (Polyalthea longifolia), Angsana (Pterocarpus indicus), Filicium (Filicium decipiends), Ketapang (Terminalia catappa), Beringin (Ficus benjamina), Kupu-kupu (Bauhinia tomentosa), Puspa (Schima wallichii), Kenari (Canarium ovatum) dan Genitu (Chrysophyllum cainito).

Abstract

Hole Ball Development As A Smallball Game in Learning Physical Education, Sports, and Health at Fifth  Grade of  Elementary Schools. Hole Ball game is one of the alternative of games of sport that could be taught to the students so that they did not feel bored when they studied smallball game and It had a purpose to increase the students ability of throwing and catching. The results of this study are (1) Hole ball game model as a smallball game. (2) the effectiveness of the games model could improve students throwing and catching ability. It could be seen from the improvement before and after following the learning of Hole ball game. The average improvment of  students throwing and catching ability after learning process has increased by 21.82%. (3) this hole ball game model could overcome the limitations of the existing of structure and infrastructure. The conclusions of this study are 1) Hole ball game can be used in the learning of smallball. 2) Hole ball learning can increase throwing and catching ability effectivelly. 3) this game as smallball game is accepted  in Physical education, sports, and health learning.

Abstract

This study aims to determine the conditions, problems and solutions of the implementation of the reform ofthe bureaucracy, especially the changes that occurred in the area of human resources personnel in theGovernment of Semarang City.Based on the survey results revealed that the implementation of bureaucratic reform in this area, are stillnot optimal, thus requiring appropriate treatment measures. The main problem associated with this aspect of thepolicy commitments that have an impact on a wide enough field level implementation .The proposed solution is the start of repair commitments to improvements in front line implementation, forexample the implementation of the planning needs of employees, selection and promotion, education and training,to personnel management information system.

Abstract

To improve the quality of education, the government formulated a new curriculum policy which is Kurikulum 2013 in order to bring Indonesians become: productive, creative, innovative, affective, through attitude reinforcement, skill and intergrated knowledge. Kurikulum 2013 is the Ministry of Education and Culture Republic of Indonesia’s newest curiculum. Kurikulum 2013 focuses on a comprehension, skill, and charachter building, where students are forced to understand the lesson, to be active in a discussion and a presentation, to have a good attitude and high discipline as well. Kurikulum 2013 legally replaced KTSP that had been applied since 2006. This curiculum has strenght and weakness. Based on the results of research, Kurikulum 2013 is quite right on target. Nevertheless, there are still found some problems associated with the change of KTSP 2006 to Kurikulum 2013 policy in SMA 1 Kesatrian 1 Semarang such as the facilities that are still less in number, the teachers that still use the old method of teaching and there are many classes which teachers are absent yet the students are not given a substitute task. The conclusion of this research is the implementation of Kurikulum 2013 in SMA Kesatrian 1 Semarang is already carried out well but not quite optimum. Apart from a good communication between all parties, they still prefer other occassion beside their priority at school and the internet facility is not quite fast. The advices from this research are school needs to tightnen the rules not only for students but also for teacher and school needs to provide wifi as a facilities.

Abstract

This study aimed to explore alternative strategies for coaching athletes in Pati regency. The research process begins with identifying and analyzing strategic value, internal and external environment as well as enabling factors and inhibitors. The next process is to establish strategic issues using SWOT analysis and formulate development strategies. This is a descriptive qualitative research. Researchers will describe the situation on the ground and propose a development strategy as a recommendation to the government. Data collection techniques used were interviews and documentation. Determination of informants also obtained by purposive sampling technique, such as interviews with the Head of Department, Head of Section, KONI, coaches and athletes involved. Strategy coaching athletes obtained from the SWOT analysis there are four, Utilizing conformity the vision and mission with fostering the current condition as a foundation in early coaching ages, promote the welfare of athletes by utilizing the commitment of stakeholders, Improving the quality and quantity of human resources by utilizing the methods of competition and a stable political conditions, and Improving the quality of sports facilities and infrastructure in accordance with the standards by working with a third party.

Abstract

Market Utilization Policy in Semarang City which has formulated in local Regulation of Semarang City Number 9 of 2013 concerning traditional market arrangement is an effort of Semarang City Government to create tidy, safe, clean and healthy traditional market; intensify services to the community and make the traditional market as main revenue to the local economy. Aside from being the capital city in the province of Central Java, Semarang City is also the center of trading among small towns around it, such as Demak, Kendal, Kudus, Pati and others. So the city must manage the traditional market maximally. therefore The focus of this research is about the implementation of market utilization policy in Semarang City. This research purposes are describing the implementation of market utilization policy and also to know the determinant factors of successful implementation of market utilization policy in Semarang City. This research is descriptive qualitative research. Data collection is done by observation, documentation studies and in-depth interviews from informants who is involved in the implementation policy of market utilization in Semarang city. The result of this research is that the implementation of market utilization policy in Semarang City is not maximized, it is caused by several factors that obstruct the implementation policy, such as the existence of market traders who do not obey the regulation policy, limited budget and minimum number of agents compared with the masive market trader. Based on the reserach result, the researchers suggested that there must an inhancement in optimizing the determinants factors of the implementation of market utilization policy in the city of Semarang which still considered deficient. Suggestions given by researchers are expected to assist the government in the implementaton policy. So that the implementation of market utilization policy in Semarang City can run more effectively and efficiently. Keywords:

Abstract

Penelitian bertujuan untuk melakukan evaluasi terhadap kebijakan penataan organisasi perangkat daerah di kota Semarang dan menganalisis faktor – faktor penentu keberhasilan kebijakan penataan Organisasi Perangkat Daerah ( OPD ) di Kota Semarang. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Pemilihan informan menggunakan teknik purposive sampling dengan teknik analisa data kualitatif dan teknik untuk menguji kualitas data menggunakan teknik triangulasi. Kebijakan penataan organisasi perangkat daerah adalah sebagai pelaksanaan dari Peraturan Pemerintah nomor 41 tahun 2007 tentang organisasi perangkat daerah. Kesimpulan yang didapat adalah kebijakan penataan organisasi perangkat daerah di kota Semarang belum dapat dikatakan berhasil, hasil penelitian dan analisis penulis menunjukkan bahwa banyaknya kekurangan yang ada membuat performa kebijakan penataan organisasi perangkat daerah sangat rendah. Kekurangan ini terdapat pada beberapa kriteria yang belum tercapai seperti efisiensi, responsivitas, dan ketepatan. Selain itu pada faktor penentu keberhasilan kebijakan juga ada faktor yang kurang mendukung yaitu perumpunan urusan kewenangan dan sistem managemen administrasi pemerintahan daerah.. Sementara kriteria yang sudah mendukung adalah kriteria efektivitas, kecukupan, dan perataan dapat dikatakan cukup dalam pelaksanaan kebijakan penataan organisasi perangkat daerah. Penulis merumuskan beberapa upaya untuk memperbaiki kekurangan antara lain. menerapkan pola miskin struktur kaya fungsi, artinya dengan struktur organisasi yang kecil dapat menangani tanggung jawab tugas yang besar tanpa harus memperbesar pola struktur organisasi dan memperhatikan analisis jabatan dan analisis beban kerja agar dalam menetapkan nomenklatur kelembagaan selalu mempertimbangkan tugas -–tugas dan permasalahan yang menjadi prioritas untuk ditangani oleh SKPD yang bersangkutan.

Abstract

Market Retribution’s Service is the payment service market for the provision of traditional market facilities/ simplified form of stalls, kiosks and grounds are used by traders and by the local government. In this study, the authors chose a case of retribution policy implementation services in the market with case studies Blora Kota Market with first class classification which is located in Blora district administrative center, a strategic location that is not comparable to the income levy within the last five years has increased and decreased sharply. The purpose of this study was to analyze how policy implementation service levies market in Blora analyzed by District Regulation Blora Number 7 of 2010 on Market Retribution’s Service and to analyze the determinants of policy implementation service levies market in Blora analyzed using the theory of policy implementation Merilee S. Grindle. This research is descriptive qualitative method. The result showed that the process of policy implementation in the market services levy with case studies Blora Kota Market is considered not effective, the existing rules in local legislation does not run optimally as collection of levies, classification of tariffs and regions as well as the provision of incentives, implementation of outstanding fees and sanctions, notification of information on the provision of market facilities, classification of traders and tariffs for levies. The determinants of the theory are the type of benefits, extent of change envision, site of decision, program implementer, and resources commited. Recommendations given are the addition of human resources, improvement of quality and capability of officers, increasing the intensity of policy dissemination, enforcement of policies and sanctions, and improvement of damaged market facilities.

Abstract

Research Policy Implementation Village Development Work Plan in District Bandungan a qualitative descriptive study. This study uses the precision of a policy to explain the effectiveness of policy implementation Village Development Work Plan. The focus of this research that the Policy Implementation Village Development Work Plan in Kenteng Village District Bandungan using George Edwards III implementation model to analyze the factors in the implementation of policies that are used to determine the success of the policy implementation process. Informants in this study is from Village Head, LPM (Institute of community empowerment), BPD (Village Deliberation State), Citizens, Executive Boards dan KPM (Community Empowerment Cadres). Research and analysis process begins from the state of development, describe the implementation process by using the appropriateness of the policy to assess the effectiveness and efficiency of policies Village Development Work Plan. Furthermore, analyzing the factors implementations using George Edwards III models to be able to see the success of the implementation of the policy Village Development Work Plan. With so can find out shortcomings in the implementation process so that it can be improved so that the implementation of a policy Village Development Work Plan can run effectively and efficiently.

Abstract

The village funds are funds sourced from the National Budget that allocated for the village, transferred through the District / City Regional Government Budget then proceeded to village budget. This policy is regulated in Government Regulation No. 60 of 2014 on Village Funds as amended in Government Regulation No. 8 of 2016. The village funds are used to finance the administration, village development and community empowerment. The nominal amount of village funds raises concerns in the implementation. Central Java is included in the province's largest recipient of village funds in Indonesia, District Semarang receives a significant increase in village revenue every year. In accordance with the recommendations of Semarang district government and initial observations, Randugunting village is a village that needs attention in the implementation of village fund policy. This study aimed to determine the implementation of policies and obstacles that are experienced in the implementation. This research uses descriptive qualitative method. The results showed that the implementation of village fund policy when it viewed from the stage of distribution, stage of use, and the reporting stage based of Bupati Regulation No. 71 of 2016 not maximized. The implementation of the village fund policy encountered obstacles, that is policy content and policy context. Researchers recommend to Randugunting Village Government to improve understanding of policy objectives, interests, strategies and responsiveness. Then the government needs to improve training and coaching, evaluate the process of setting policy implementers, and make adjustments to existing regulations.
