Abstract

ABSTRACT The implementation of regional regulations on waste/cleanliness service retribution in Kudus Regency is an effort of the regional government to implement regional autonomy in the field of waste management. The regulation is the basis for the Kudus Regency regional government to manage local revenue and provide services to the community related to waste management. However, the services provided by the local government are only about 60% of the population served while the area of service provided is only 75% of the total area of Kudus Regency. The purpose of this study is to describe and analyze the implementation of local regulations on waste/cleanliness services retribution in Kudus Regency and to identify and analyze the factors that influence the implementation of local regulations on waste/cleanliness services retribution in Kudus Regency. The researcher uses an implementation model that the researcher collects with a top-down approach based on Van Meter and Van Horn theory. Factors that researchers use in discussing the implementation of the research under study are policy standards and objectives; policy resources; communication between implementing agencies; the attitude of the implementers; implementing agent characteristics; and social, political and economic conditions. The results showed that the implementation of local regulations on waste/cleanliness service retribution in Kudus Regency was not optimal due to the influence of regulatory clarity related to the difference in tariff between retribution groups, resulting in differences in understanding between implementing officers, tariff rates that were not in accordance with the economic conditions of the community, and lack of human resources and financial resources cause the services provided are still limited. Suggestions that the researchers can be given is to review retribution rates in accordance with the economic conditions of the community, increase cooperation with all village governments related to waste management, establish cooperation with private parties related to capital and increase public participation in participation as customers of waste service retribution.

Abstract

Billboard tax is a tax on billboards. Billboards are objects, tools, deeds, or media whose various forms and features are designed for the purpose of commercially introducing, encouraging, promoting, or to draw public attention to goods, services, people, or bodies, which can be seen, read, heard, felt, felt, and / or enjoyed by the public. This study aims to evaluate the impact of advertisement tax on local revenue and to analyze the obstacles faced by related agencies in carrying out advertisement tax collection. This study uses descriptive qualitative research methods conducted through interviews with several informants selected using purposive sampling techniques. The results showed that the impact of advertisement tax on local revenue in the district of Demak was not optimally influenced by the lack of socialization that covered all taxpayers, causing the discovery of illegal billboards both those that had not taken care of licensing or had not paid taxes. That is because there are obstacles, namely the lack of communication between agencies related to taxpayers and the unavailability of staff / employees who specifically manage advertisement tax. The recommended recommendation is to increase the socialization that has been done so far and cover all taxpayers and increase the number of staff in managing advertisement tax in according to his ability.

Abstract

Semarang City Land Office is a public organization that has complaints about public services in land certification services. Against this background, the purpose of this study is to analyze the performance of the Semarang City Land Office in land certification services assessed in terms of productivity, service quality, responsiveness , and accountability as well as knowing what are the factors that hamper the performance of the Semarang City Land Office in the land certification service as seen from the human resources and organizational culture. This study uses descriptive qualitative methods with data collection techniques through observation, interviews, and documentation. The results of this study, the performance of the Semarang City Land Office in land certification services has not been running optimally because of not achieving targets on time, unclear procedures, time and cost in land certification services, and the availability of human resources that are lacking, and poor organizational culture . Recommendations that can be given based on the results of the research are that there is a need for performance evaluation by delegating tasks to employees, there is socialization and work guidelines in providing services to the public in accordance with SOP, updating reports up to date on the website as a form of openness of the Semarang City Land Office , adding new employees and controlling employees, as well as emphasizing the attitude of character revolution for Semarang City Land Office employees, which is expected to realize good governance.

Abstract

Pengembangan permukiman perkotan di Indonesia terhambat oleh permasalahan permukiman kumuh. Kota Semarang menjadi salah satu wilayah di Indonesia yang berada di peringkat 8 kota terbesar dengan 43 Desa/Kelurahan dengan permukiman kumuh. Program Kotaku merupakan program pencegahan dan peningkatan kualitas permukiman kumuh di Kota Semarang, penelitian ini nantinya bertujuan untuk menganalisis Implementasi Program Kotaku dalam Revitalisasi Daerah Kumuh di Kelurahan Rejomulyo Kota Semarang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Data primer dikumpulkan melalui wawancara dengan pejabat pemerintah yang berwenang dan masyarakat setempat serta observasi lapangan, sedangkan, data sekunder dikumpulkan melalui literatur. Implementasi Program Kotaku telah diatur dalam Surat Edaran Menteri PU Nomor 40 tahun 2016 tentang Pedoman Umum Program Kotaku yang di dalamnya terdapat langkah-langkah yang dapat dilakukan oleh aktor pelaksana dan masyarakat. Hasil penelitian menunjukkan bahwa pelaksanaan program Kotaku di Kelurahan Rejomulyo sudah berjalan dengan baik namun belum ada konsistensi dalam menjalankan tahap keberlanjutannya. Direkomendasikan bahwa hasil penelitian ini dapat menjadi dorongan untuk implementasi Program Kotaku yang lebih baik lagi, sehingga dapat terus mendukung pemberantasan daerah kumuh di Indonesia, khususnya di Kota Semarang.

Abstract

Service performance is critical to the government and the community. This research aims to identify performance and factors that affect the performance of the land Office of Bekasi City in the soil certification service. Performance identification: using the dimensions of quality, quantity, timeliness, cost effectiveness, need for supervision, and interpersonal impact. The research method used is qualitative descriptive research with the focus of performance analysis research on community land certification services, and the local office of the city of Bekasi. Determination of informant using purposive sampling technique with informant: Head of service section of land and measurement land certification, staff of National Land Agency of Bekasi City, and people of Bekasi City who manage land certification in National Land Office of Bekasi City. Data used: Primary data and secondary data, using data collection techniques: Interviews, observations, and documentation. The data analysis techniques used is dominant analysis techniques through: data reduction, data display, and verification, by testing the validity of data using triangulation techniques. The conclusion is performance of the Organization in the Land Office of Bekasi City is still low and not optimal. As for the factors that affect it, there are still overlapping jobs, the lack of employees and the majority of active employees are already entering the elderly, the management information system applied is problematic, and there is still a facility The problematic. The advice that can be given is: the addition of the number of employees, coaching officers by Land Training Agency and the internal land office of Bekasi City, improvement of infrastructure facilities, conduct routine evaluation meetings, and tighten the supervision of budgets Keywords :

Abstract

Keamanan parkir di kampus Universitas Diponegoro masih mengkawatirkan kejadian seperti ini bisa terjadi karena sistem pengelolaan parkir diatur oleh fakultas masing-masing. Desain penelitian yang digunakan adalah kualitatif dengan menggunakan tipe penelitian deskriptif analitis. Manajemen dalam penelitian ini dilihat menggunakan model manajemen milik George R. Terry yaitu Planning, Organizing, Actuating, dan Controlling. Hasil penelitian menunjukan manajemen perparkiran di Universitas Diponegoro masih kurang baik dari segi perencanaan, organisasi, pelaksanaan serta pengawasannya. Hal tersebut tergantung dengan siapa pengelolanya karena jika pengelola mampu mengarahkan karyawannya maka manajemen perparkiran di Universitas Diponegoro akan cukup baik. Faktor penghambat pengelolaan parkir di Universitas Diponegoro antara lain tidak ada paying hukum yang jelas. Kurangnya sumber daya manusia di tempat parkir yang dikelola FPIK Universitas Diponegoro. Kurangnya partisipasi dari pengguna parkir karena terkadang masih ada yang meninggalkan barang di kendaraannya, kurangnya biaya dalam merealisasikan rencana penyelenggaraan parkir bagi FPIK karena kurangnya biaya menyebabkan pengelola sulit untu membeli rambu-rambu bagi pengguna parkir. Abstract

The dengue hemorrhagic fever control program (DBD) in Tembalang District, Semarang City is constrained by the lack of public awareness in conducting dengue fever control programs (DHF) such as eradicating mosquito nests (PSN) and routine larvae checks (PJR). This study aims to determine the impact of dengue hemorrhagic fever control programs (DHF) and the obstacles faced. The method used is a qualitative method with data collection techniques of observation, interviews, and documentation. Determination of the subject using purposive sampling technique, the validity of the data using data triangulation techniques. The results showed that RW 2, Rowosari and RW 7, Sendangguwo, in 2019, were the highest cases of dengue hemorrhagic fever (DBD). However, RW 7 in Sendangguwo Urban Village is faster in handling dengue hemorrhagic fever (DHF) cases, shown by the community who are diligent in conducting PSN, routine larvae checks (PJR) are carried out every week at each homestead (Dawis), increase in larval free rate (ABJ). The problem is the lack of health surveillance personnel (gasurkes), the community does not yet have the awareness to conduct PSN, there is no routine schedule of routine larvae inspection (PJR) activities in the community, the low rate of larval free (ABJ). Suggestions to increase the number of health surveillance personnel (gasurkes), increase public awareness to carry out dengue fever control programs (DHF), increase the routine of the community doing routine larvae (PJR) activities once a week.
