Abstract

Abstract : The aims of these research is to explore the content and contex of SPM ( Minimal Standard of Public Services ) in Health Sector, how does local government implement these policy and how does society response on SPM implementation. The results of these research shows that in term of policy content actually consistence with local regulation whereas local government support in implementing SPM by regulating the Jamkesda. Total budget of Jamkesda is 1,3 billion rupiah which is allocated for poor family who aren't covered by Jamkesmas. In the context dimensions shows that there is no resistance against SPM policy. Most stakeholders says that SPM in Health Sector actually could improve health status and by increasing the health status could impact on improving family welfare. While in term of implementing these policy, its reflect that most indicators of SPM could be attain, but in term of immunization and family planning still lack and need to improve the performance. Societal response against SPM is quiet significance where most of family stated the health service is appropriate and most of people claimed that the policy should be improved in all aspect not just in basic health services.Keywords : Implementation, Minimal Standard of Services, Health Servicespermalink: http://ejournal.undip.ac.id/index.php/forum/article/view/3198

Abstract

In the framework of the intellectual life of the nation, as mandated in the preamble of the Indonesia Constitution on 1945 in the fourth paragraph. The Government of the Province of Central Java has published Regulations about a Arrangement the Library, that is an activity planning, management, preservation, development, coaching and supervision of the Library. The policy was formulated to solved existing problems one of them a low interest of reading society. The purpose of the research was to find out how the Implementation of the Arrangement the Library in the District of Kendal and to know of factors support and obstacle of implementation. The method used in this research was qualitative-descriptive. Based on the results of research in the Office of Library and Regional Archives in The District Of Kendal as the main executor of Kendal government in the sector of library. That the Implementation policy of Arrangement the Library in the District of Kendal on 2014 have not been implemented maximally. Because there are still some targets achievement RPJMD library sector at Kendal in 2010-2015 has not been reached. Target performance indicators on the RPJMD yet achieved one of them is the level of library visitors. In the implementation of this policy there are still obstacles such as communications that has not been going well, limited human resources, facilities and infrastructures supporting the Library is still limited. The result of this research can be concluded that the implementation of arrangement the library in the Districtof Kendal in 2014 has not been implemented maximally. Suggestion from researcher is the Office of Library and the archive area of Kendal as implementers are expected to further improves communication in socialization of the Library and the interests of reading to the general public. Then the addition of budget to the section of Library for the procurement of non-permanent employees (npe) to fill a shortage of librarians and Library technical personnel, as well as improving infrastructure facilities of the Library.

Abstract

The policy implementation of the handling of violence againts women in semarang city through integrated services centre SERUNI, is one of policies by Semarang city government to facilitate, help, and accompany the victims of gender-based violence, to get justice demanded their rights by services provide through integrated services centre SERUNI, such as the handling of complaints, medical service, psychological-spiritual and rehabilitation service, legal assistance, repatriation and social integration. The purpose of this research is to find out and analyze the process of implementation, also the factors that support and hinder implementation. Based on Van Meter and Van Horn’s theory, factors that support and hinder such as the goals and basic/standard size policy, Resource policy, communication and Implementation Activities, the implementing Agency Characteristics, Social, political and economic conditions as well as the disposition of the Implementor. This research is qualitative research with a descriptive approach. The result of this research showed that the existence of SERUNI already well underway, its proven by the growing number of incoming cases and handle by SERUNI, but in its implementation still hampered by the lack of member’s commitment, the lack of resources availability, such as human, finance and facilities work. Based on the existence obstacles on the policy implementation of the handling of violence againts women in semarang city through integrated services centre SERUNI, the author provides recommendations to strengthening the role of SERUNI when counseling the victims, allocate the budget for the member institutions and fix the disbursement system, add facilities and infrastructure as well as providing adequate secretariat, more embracing the victim to open up, support the existence of specialized medical services for victims, handling the violence by involving two sides, both the victims and the doers, contact the victims continuity, improve the standart operating procedure, improve the coordination between the implementing agents, immediatelly legalize the federal regulations on the protection of women an children in Semarang, tried to input of another funds besides from APBD.

Abstract

Current public service reforms are needed to deal with the demands of the public to public services is increasing. Society not only questioned whether or not fulfilled the need for services and public services, but has questioned the quality of public services that are recording received from the government. Changing demands for improved public services are addressed to government officials, regarding public services provided to citizens. The poor quality of public services provided to government employees into bad image in the community. The low quality of service in East Semarang PDAM indication of the number of customers who made complaints to various problems such as leaking pipes, running water and a little murky, opaque and meter the rate mismatch between the amount of water used. The purpose of this study was to determine the condition of existing service quality in East Semarang PDAM. This research is a quantitative description of the 5 inidikator ie tangible (direct evidence) reliability (reliability), responsiveness (responsiveness), access (ease) and courtessy (employee attitudes). The sample in this research that drinking water service users in East Semarang PDAM by 53 respondents. Collection of data by distributing questionnaires then the data were analyzed by using quantitative descriptive analysis using the mean (average). Research findings indicate that although the quality of service in East Semarang PDAM less well, but in general the quality of service was good, although there are the indicators that are less good as inidkator responsiveness and access.

Abstract

Kebijakan Ijin Mendirikan Bangunan mengacu pada Peraturan Daerah Kota Semarang Nomor 5 tahun 2009 bertujuan agar kegiatan pembangunan di Kota Semarang dapat diselenggarakan secara tertib, terarah, dan selaras dengan tata ruang kota. Setiap bangunan gedung harus memenuhi persyaratan administratif dan persyaratan teknis sesuai dengan fungsi bangunan gedung. IMB akan melegalkan suatu bangunan yang direncanakan sesuai dengan Tata Ruang yang telah ditentukan. Selain itu, adanya IMB menunjukkan bahwa rencana kostruksi bangunan tersebut juga dapat dipertanggungjawabkan dengan maksud untuk kepentingan bersama. Persyaratan administratif yang dimaksud meliputi persyaratan status hak atas tanah, status kepemilikan bangunan gedung, dan izin mendirikan bangunan. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi ijin mendirikan bangunan dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori George C Edward III faktor yang mendukung dan menghambat berupa tujuan dan ukuran dasar/Standar kebijakan, Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana (Disposisi), Struktur Birokrasi. Berdasarkan hambatan yang ada dalam implementasi kebijakan Ijin Mendirikan Bangunan di Kota Semarang, penulis memberikan rekomendasi berupa: (1) penguatan strategi dan komitmen dari pelaksana program agar hasil yang diperoleh bisa mencapai target yang telah ditetapkan dan juga hasil kegiatan mampu mencapai tujuan, (2) melakukan pendekatan baik secara struktural maupun emosional dengan kelompok target, agar dapat merangkul dan menciptakan suasana yang sinergis dalam Implementasi Kebijakan IMB, (3) monitoring secara intensif baik dari dinas maupun pihak lain yang bekerjasama dalam kegiatan tersebut agar kegiatan-kegiatan yang sudah berjalan tidak berhenti begitu saja, (4) Pendampingan kelompok harus benar-benar dilakukan hingga mereka dirasa cukup mampu untuk mengelola kegiatan secara mandiri

Abstract

Tourism is one of the construction sector which is currently being promoted by the government into the background of this research. The problem that arises: Implementation of promotion policy of the government tourism potential Pemalang Objective To describe the implementation of the research for policy promotion of tourism potential in Pemalang. Efforts to address concerns and purpose of the study conducted using qualitative approach in addressing the issues contained in the Department of Culture and Tourism Pemalang. The results showed forms of promotion done by the Department of Tourism and Culture Pemalang include: promotion in the form Personal selling is done through exhibitions and events. Inhibiting factors include the readiness of the development gap between the attractions with incessant promotion that has been conducted by the Department of Tourism and Culture and related parties does not occur effectively. Advised the Department of Tourism and Culture Pemalang optimize all forms of promotion of tourism in the district of Pemalang district so as to attract visitors significantly through the cooperation of the tourism business.

Abstract

Early childhood education is a series of effort systematically and programmed to doing coaching for birth year until six years old. through the provision of educational stimuli to help physical as well as spiritual growth in order for the child to have the readiness to enter further education. Early childhood education lane nonformal education : Play group, Children's Daycare, Similar Play Group, or any other form of equal. Play Group (KB) is one form of early childhood education in non-formal education channels at the same time conducting a welfare educational program for children aged 2 to 4 years. The target of Play Group is age of 2-4 years and children aged 4-6 years who can not be served TK (after a recommendation from the authorities). The period of early childhood is a golden age that will not be repeated, as it is the most important period in the formation of the basics of personality, thinking, intelligence, skills, and social skills. So that basic education for children should be as early as possible, not only at the age of 9 years of education, after most of the possible development of children's potential began to decrease. The study was designed and analyzed qualitatively dekscriptif. The data was collected by way of literature study, observation and in-depth interviews with a number of informants.This study describes and analyzes the implementation of the Non-formal Early Childhood Education in Banyumanik, Semarang. Learners, teachers, teacher competence, aspects of child development, and the infrastructure is in issue in the implementation of the Non-formal early childhood policies.It can be concluded implementation of Early Childhood Education Policy in Banyumanik, Semarang still find problems. This can be seen from the discovery of some problems in qualifying teachers.there is still the persistence of the teachers do not have the competence to give guidance to children. still found that early childhood education has not met the standards of facilities and infrastructure in organizing early childhood education. Discovery of factors inhibiting such a limited number of officers to serve the early childhood units and less effective communication between the Department of Education with Early Childhood Unit. So it needs to be fixed.

Abstract

The retribution of Market Services is a retribution charge as payment for the provision of traditional market facilities, such as the courts, stalls, kiosks, managed by the Regional Government, and specifically reserved for traders.Kembangsari market which is a first-class market in Semarang regency is a market that has achieved the lowest market retribution target in the last five years. The purpose of this study is to describe how the implementation of kembangsari market retribution policy based on Perda Kabupaten Semarang Nomor 8 Tahun 2011 and to identify supporting factors and resisting factors of the implementation of kembangsari market retribution policy based on Perda Kabupaten Semarang Nomor 8 Tahun 2011. This research is a descriptive study using a qualitative approach. The results showed that in the process of implementation of market service retribution policy based on Perda Kabupaten Semarang Nomor 8 Tahun 2011 there are phenomenon that considered not good enough such as accuracy of the policy, the accuracy of the implementor, accuracy in targeting,the accuracy of the process and accuracy of the process environment. In this study also found that supporting factors of the kembangsari market retribution policy is disposition and bureaucratic structure, whereas the resisting factors founded in communication factor and resources. Recommendation that can be given is to solve the problem concerning the ownership status of the market with attention to the clarity of the ownership letter, the certainty of government cooperation documents and administrative completeness in the process of buying and selling kiosks and los in kembangsari market.Adjustment of retribution targets with market environment conditions, increased intensity of socialization and addition of competent retribution staffing resources.

Abstract

Indonesian Government Regulation No. 15 Year 2005 on the highway there is a setting highways, highway conditions, the implementation of the toll road authority, setting highways, highway construction, toll road, highway monitoring, land acquisition, and minimum service standards highway. In the minimum service standards according to the highway Minister of Public Works No. 2005 includes some substance 392/PRT/M ministry that highway conditions, the average travel speed, accessibility, mobility, safety, and rescue units / rescue and relief services. This study aims to determine how the implementation of minimum service standards policy in Semarang toll road by the Minister of Public Works No. 392/PRT/M 2005 and what factors are affecting the implementation of the policy. The method used in this research is descriptive qualitative research type with in-depth interviews to the informant. In qualitative research, the authors determined the informant using the snowball technique (snowball). The data source using the primary data source and secondary data source. Collecting data with interview techniques, and documentation. Data analysis techniques using data reduction (data reduction), presenting data (data display), and verification (conclution drawing). Based on these results, it can be concluded as follows: First, implementing policies that the accuracy of existing programs currently running less effective, this policy instrument of policy and lack of socialization SPM highways to toll road users, the current policy actors less responsive in addressing barriers and traffic, and not all highway users do not get the benefits of those policies. Second, the factors that affect the implementation of policies that communication can not be run effectively, resources has yet to realize the programs that will be developed, and the disposition / attitude highways officers less assertive in action against toll road users who break the rules. The authors suggestion to this problem is to Semarang toll road management should provide clarity about the programs that will be implemented to improve the quality of service that the public toll road toll road users can experience the benefits of the program to be developed. Besides highways officers should be more responsive in handling traffic constraints and barriers that occur. On the other hand the toll road users should be able to obey traffic rules and especially against traffic signs about the do's and don'ts as well as the instructions.

Abstract

Primary Health Care (PHC) as a basic level of health care units even categorized as PHC with or non direct services have to implement maternal and child health programme both promotive and preventive care based on The Rule of Health DepartmentNo. 75/2014 on Community Health Centre. This study aimed to obtain information on the implementation of the Maternal and Child Health Program and the factors associated with the implementation of the MCH Program in Tlogosari Kulon Primary Health Care Semarang and usingthe descriptive qualitative research methods to obtain the research aims. The results of this researchshowed that the five basic services are implemented at the primary care level such as antenatal care, postpartum, childbirth, neonatal and neonatal complications have not been carried out in accordance with Permenkes 75 in 2014 due to limited number of midwives and facilities MCH services. Nevertheless, the services related to health of infants and toddlers such as immunization services, visiting of neonatal services and the handling of high-risk infants have been implemented and get a positive response by the people of TlogosariKulon. Analysis of factors associated with the implementation of the MCH Program showed that factors such as budget, human resources and infrastructure services become the main obstacle in the implementation of MCH services in health centers TlogosariKulon Semarang. Based on the results of this research, it is needed some effort to improve the health of mothers and children especially the accuracy of disbursement of operational health centers that still there is a delay. In addition, the number of health personnel such as midwives who do not comply with the rules and revitalization of infrastructure such as infant warmer, incubator and midwife tool.
