Jurnal Afkaruna is an Indonesian bilingual journal published by the Faculty of Islamic Studies, Muhammadiyah University of Yogyakarta. The journal publishes empirically grounded and multidisciplinary work on Islam and its related issues, spanning the history, Quranic studies, Exegesis, tradition, education, dakwah, politics, sufism, philosophy, Islamic manuscripts, Islamic economics and finance, social movements, ritual and philanthropy. Afkaruna aims to promote excellent scholarship or articles on Islam that present original findings, new ideas or concepts that result from contemporary research projects in Islamic studies, area studies (especially Southeast Asia and the Middle East), social sciences, and the humanities.

Abstract

Al-Qaradawi’s contribution to the development of contemporary Islamic economics is very profound. Many Muslim economists subscribe to his opinions, and some banking institutions and insurance companies have even adopted his views as their general policies. It is very unfortunate, however, that such a great contribution has not been well researched. It is the intention of this research to fill up this lacuna by making it accessible to the prospective readers. The objective of this study is mainly to introduce Al-Qaradawi’s economic thought and its relevance to contemporary development of Islamic economics discourse. For this purpose, the research attempts to shed some light on selected contributions that he has made to the current discourse of interest in the banking system. In connection to this, his conceptions and approaches to issues and problems in contemporary Islamic economics are also explored. It argues that Al-Qaradawi’s works on Islamic economic missed the empirical test to provide evidence of the strength and the reliability of his data theories and concepts, particularly on the topic of zakat, poverty and environment. Abstract

In the atermath of the Reform movement in 1998, Indonesia has bagun to face significant changes such as an increase in the degree of democratization through decentralization. Since 1998, there have been four general elections (1999, 2004, 2009) conducted in Indonesia. These elections include a presidential election by Legislative Assembly (1999), direct presidential elections (2004 and 2009), and elections of local government heads (Pilkada) in Indonesia’s provinces, districts, and municipalities. Under these circumstances, Islamic civil society organizations are and have often been placed in the crossroad of the local politics. Al- Washliyah, the biggest Islamic organization in North Sumatra, is not an exception. It has played a very profound role in local development in which political engagement has been unavoidable. There are many members of Al-Washliyah who works in political parties with various ideologies. Politicians often request Al- Washliyah support especially in moments of Pilkada (regional election). This article focuses on the strategies of Al-Washliyah in development of democratization in North Sumatra, analyzing its moves, involvement, and the use of their organi zation in the electoral politics. It explains the transformation of Al- Washliyah from cultural politics to practical politics in which Al- Washliyah acts much like a political party. Abstract

This article analyzes and evaluates the implementation of poverty alleviation program run by Zakat Collector (BAZ) in Bandung Mucipality. Just like other zakat collectors in Indonesia, BAZ of Bandung Mucipality has various development programs for poverty alleviation, including what is to be called revolving fund project. The aim of revolving fund project is to support the poor to run micro business. Based on fieldwork in Bandung, this article exmanines the problems and difficulties faced by the zakat collector in running development-oriented project and how poverty alleviation are still hard to reach. In evaluating the implementation of poverty alleviation program in Bandung, this article highlights five aspects, including communication, human resource, disposition, bureaucratic structures, and social-economic condition. This article concludes that one of the problems faced by zakat collector is ineffectiveness of communitation between zakat collectors in District and Sub-District levels, as well as lack of capacity among the staff in sub-district level in providing technical assistance for zakat beneficiaries. Abstract

This article examines Seyyed Hossein Nasr’s thought on metaphysics and its relation to spiritual education. Nasr’s paradigm is based on the universality and absolute dimension of Islam. Nasr utilizes Islamic intellectual tradition such as kalam, philosophy and mysticism as a tool to explain Islamic teachings. As a disciple of Shuhrawardi’s philosophy of illumination, Nasr proposes a concept called scientia sacra as an authentic knowledge because it is derived from the Quran and human intellect. Scientia sacra appears in the form of “al-‘ilm al-hudluri”. As regard crises faced by modern human beings, the forgotten tradition derived from Islamic sufism should be included in the current Islamic education model as an answer to the thirst for spirituality among modern humankinds. Abstract

This article portrays the development of Quranic exegesis studies in contemporary Indonesia by scrutinizing various approaches used by Indonesian Islamic scholars in understanding the Qur’an. Through a bibliographical study, the author argues that there has been a shift in the study of tafsir among Islamic scholars in Indonesia, including among the advocates of the Islamic Liberal Networks (JIL). This shift can be seen in the following aspects: 1) the way Indonesians define the nature of the Qur’an essence, revelation, codification); 2) about the people who have authority to interpret the Qur’an; 3) the methodology and tools to analyze the Qur’an; 4) references, and 5) the objective of interpreting Quran. Kata kunci: Quranic hermeneutics, Indonesia, Islamic literature, tafsir methodology, JIL.

Abstract

This research seeks to: describe teacher competence and proposes a hypothetic model for teacher competence development in Madrasah Aliyah of Yogyakarta. This article uses Research & Development (R & D) method to design techer competence development model, and data collection is based on questionaries, interview and Focus Group Discussion (FGD). Some aspects of teacher competence measured in this research include: paedagogical competence, personal competence, professional competence, and social competence. The result shows that some aspects of the teacher competences in the Madrasah that are still need to be improved are as follow: 1) Paedagogical competence. The Madrasah teachers in Yogyakarta are still need to improve their capacity in facilitating students’ ability in actualizing and expressing their their potential and capacity; 2) Personal competence. The teachers needs to improve and develop their self-government and self-descipline in a professional way; 3) Professional competence. The teachers need to develop their aptitude and professionalism sustainably in order to conduct a reflective action and be able to use iformation technology during the course of teaching-learning process; 4) Social competence. The teachers need increase their skill in communicating with their collagues and among the academic communities. Ketwords: Teacher competence, the madrasah, education, teaching-learning development.
