Abstract

The purpose of this research is to know and describe Social Capital of Yogyakarta Mengajar Community in the Implementation of Nonformal Education in Kampung Gemblakan Bawah Kota Yogyakarta. This research was a descriptive with qualitative approach research. The findings of the research showed that social capital of Yogyakarta Mengajar community in the implementation of nonformal education in Kampung Gemblakan Bawah Kota Yogyakarta is able to mobilize internal resources and build network outside the community. This can be seen through six indicators, namely: (1) the characteristic of social community that structured and systematic, (2) network and support from society and external community (3) collective action through reguler meetings with each other between fellow volunteers and community boards, (4) the trust established a strong, (6) the harmoniousness that exists because the volunteers consistently obey the values and norms prevailing in society.

Abstract

Desa Mandiri Energi is a program launched by the Central Government through the Ministry of Energy and Mineral Resources, and this program requires active roles from community in its implementation. The village of Rantau Sakti, one of the villages in Tambusai Utara Sub-district, is a village where the successful implementation of Mandiri Energi Village and formed PLT-Biogas Rantau Sakti. Biogas flow was obtained from the waste of Palm Oil which eventually able to become electrical energy for the community in some villages. The running and development of the Desa Mandiri Energi program was in line with the conflict with PLN Rayon Bagan Batu which was adjacent to North Tambusai District. This article will analyze in depth, like a coin that has two sides. On one hand, when the Mandiri Energi program in several places in Indonesia failed, the program succeeded in North Tambusai Sub-district although it proved to be a conflict with PLN. Conflict goes without mediation between the two actors with different perceptions, which indicates the absence of government in the conflict management process.

Abstract

This study aims to discuss policies in the agribusiness sector that was carried out by the Fakfak Regency government. This becomes important considering various policies in improving people's welfare was unsuccessful. Special autonomy which is expected to accelerate the pace of development has made the dependence on central government funding was increasing. This study used a qualitative approach.. The results of the study showed that the Fakfak Regency has large natural resource potential in the business sector. Policies that have been implemented the Agropolitan, Agro-tourism and Forest Management program. That policies trigger significant progress in productivity. The policies faced some challenges that is the availability of labor, the mindset of the community, customary land rights, investment, banking, cooperatives and the lack of performance of institutional networks (public, private and civil society partnerships).

Abstract

ANRI Records Center has a strategic role for the record management. ANRI as a national archive institution has the consequence that ANRI records center is considered a role model by the public in terms of institutional aspects of the records center, facilities and infrastructure, management and service management. This consequence requires ANRI Record Center to have good governance in the implementation of its duties and functions. This study aims to analyze costumer satisfaction index of ANRI Records Center services using Importance-Performance Analysis (I-P Analysis) through combination of gap analysis and quadrant analysis. The research used quantitative method with descriptive data analysis on costumer satisfaction index and I-P Analysis. The result of research shows index of satisfaction ANRI Records Center that is 3,23 with value of conversion index equal to 80,47. It shows the quality of service classified as "B" and the performance of service units predicated "Good". However, the Gap Analysis shows a negative gap value which means that the performance of each service indicator is not as optimal as the user expectation. The service elements that should be a performance improvement priority include: service convenience; completeness of service and service procedures.

Abstract

Yogyakarta is one of Indonesian’s regions that has implemented the smoking ban policy. One of the points of this policy is to regulate the provision and using the smoking room in public spaces. The aim of this study is to describe for what extent that smokers complied using smoking room and the factors that affect the compliances. This study used a qualitative descriptive method. Based on the research results, it can be concluded that smokers have a very diverse compliance. Smokers in City Hall of Yogyakarta have a very low compliance in the use of smoking room. On the other hand, Yogyakarta Adisucipto Airport smokers have a quite high compliance in the use of smoking room. There are five factors used to explain this study. Awareness, attitudes, and perceptions of the law or punishment proved significantly affect to a person's compliance. These three factors have a parallel relationship to the compliance. Education and age are not proved to give effects on compliance. Both of them do not have a significant effect and does not guarantee that there will always affect a person’s compliance.

Abstract

This research aimed to deeply understand the innovation and the supporting and inhibiting factors innovation of birth certificate service by E-Government. The research design used in this research were descriptive with qualitative approach. The research design was considered able to explain this research in depth. The results showed that the Innovation of Birth Certificate Services by E-Government in Yogyakarta's Department of Population and Civil Registration has not been optimal. It could be seen by the five indicators of innovation of public service according to Rogers advantages, compatibility, complexity, triability, and observability. From those five dimensions, it could be showed that the inovation has not been optimal by these case: 1) the number of users in online birth certificate making service were low, 2) the service innovation offered by the government were numerous, 3) there were no special officers who take care of the online birth certificate making service, 4) the online birth certificate making service was still conducted partially, 5) The citizen’s ignorance about the online birth certificate making service. There were also various supporting and inhibiting factors in the innovation of birth certificate making service by e-Government that conducted by the Yogyakarta's Department of Population and Civil Registration.

Abstract

Freeport-McMoran has explored valuable natural resources in Indonesia by digging gold and copper in Papua since 1967. This essay analyzed the impacts of this new agreement toward the future of the US-Indonesia bilateral relationship as well as reveal Jokowi’s diplomatic approach to gain this agreement. The analysis in this article uses a qualitative approach based on secondary data. The data collected from the official reports of Freport-Mcmoran and other relevant sources. Indonesian government always try to lobby US government through soft diplomacy in order to maintain bilateral relationship. The renegotiation allows the contract extension of the company (until 2041) which will be expired in 2021. Indonesian government still need the US as bilateral partner since this super power country has already played significant roles by contributing economic growth, democratic development, and national security in Indonesia. Hence, Indonesia is carefully approaching the US government to avoid negative effects of Indonesia-Freeport’s renegotiation.

Abstract

The objective of this research is to determine the forms and causes of discrimination in the services delivery provision of North Lampung population and civil registration agency. The research was a descriptive qualitative. Research results showed the prevalence of discriminatory practices in the delivery of services in the Population and Civil Registration agency in North Lampung Regency. Dissemination took forms of time required, and cost incurred to obtain services, attitude of service providers, and procedures that differed between those that applied to ordinary citizens (long and tedious) and for others (short and quick) that included the rich, officials, community leaders and relatives or acquaintances of population and civil registration agency. However, there was no evidence of discrimination in service delivery that was based on race and religion. Culture, as manifested in paternalistic form and bureaucratic hierarchy was the main cause of discrimination in the services delivery in population and civil registration agency. Thus, paternalism and bureaucracy culture underlie favoritism accorded to officials and rulers, individuals in key positions of government and society, and relatives and acquaintances of employees in the agency as opposed to other members of society.
