Abstract

Masih tingginya angka pengangguran korban PHK, banyaknya aksi unjuk rasa kaum buruh dan munculnya berbagai bentuk pergolakan buruh di Indonesia pasca reformasi tahun 1998 mengindikasikan belum terselesaikannya persoalan-persoalan perburuhan di Indonesia secara tuntas. Ada 2 kelompok penyebab masih terus exist-nya masalah perburuhan ltu dilndonesla, Pertama adalah faktor peningkatan kuantitas tenaga kerja yang terus-menerus tanpa diimbangi peningkatan daya serap lapangan kerja yang cukup. Kedua, tidak mampunya institusi pemerintah. melalui kebijakan yang dikeluarkannya menangani permasalahan yang terus berkembang tersebut. Tulisan ini mencoba memaparkan potret masalah perburuhan di Indonesia yang masih mengemuka pada beberapa dekade terakhir, khususnya pada masa pasca reformasi politik di Indonesia tahun 1998

Abstract

Masalah pengelolaan Pendidikan Tinggi di Indonesia masih tetap bergerak diantara 2 pokok persoalan, yaitu masalah manajemen dan masalah akademik. Kedua masalah ini saling berkaitan. Disatu sisi pengelolaan pendidikan tinggi dituntut untuk meningkatkan efisiensi demi memenangkan kompetensi, namun karena lembaga tersebut juga mengemban nilai-nilai idealisme pendidikan maka efisiensi pengelolaan pendidikan tinggi tidak boleh mendominasi pengukuran keberhasilannya. Implementasi nilai-nilai efisiensi sering tidak sejalan bahkan berkontradiksi dengan nilai-nilai idealisme yang harus dikembangkan. Maka dari itu masih banyak ukuran-ukuran lain yang harus dipertimbangkan secara lebih seksama dalam pengelolaan PT tersebut. Tulisan ini berusaha mendeskripsikan struktur permasalahan pengelolaan pendidikan tinggi yang mengandung kontradiksi tersebut.

Abstract

Multi-factor interpretation of the concept that is used in every public policy often becomes the cause of problems in implementation. This problem arises when there are different interpretations among those who involve in the implementation phase. Problems will be bigger when the differences in interpretation can not be compromised. Therefore improper definition variable of the concept-to be the root causes of this phenomenon of multiple interpretations.Meanwhile, the different perception variable, different interests, different socio-cultural settings and other differences in society are variables that strengthen the foundation of the emergence of these differences. The logical consequence that must be faced in every public policy is that the use of the definition of the concept of right-of-use is a demand that must be met in order to prevent the emergence of various implementation issues derived from the variables mentioned above. This article was written to gain a deep understanding of the right-to aspects related to the use of the definition of the concept in Law No. 5 of 2014 on the Civil State Apparatus. The goal is that it can assert potental material that raises issues of the implementation of the law and can also be used as an academic paper refinement and consideration for the development of policies and / or regulations to implement the Act. Abstract

This research aimed to deeply understand the innovation and the supporting and inhibiting factors innovation of birth certificate service by E-Government. The research design used in this research were descriptive with qualitative approach. The research design was considered able to explain this research in depth. The results showed that the Innovation of Birth Certificate Services by E-Government in Yogyakarta's Department of Population and Civil Registration has not been optimal. It could be seen by the five indicators of innovation of public service according to Rogers advantages, compatibility, complexity, triability, and observability. From those five dimensions, it could be showed that the inovation has not been optimal by these case: 1) the number of users in online birth certificate making service were low, 2) the service innovation offered by the government were numerous, 3) there were no special officers who take care of the online birth certificate making service, 4) the online birth certificate making service was still conducted partially, 5) The citizen’s ignorance about the online birth certificate making service. There were also various supporting and inhibiting factors in the innovation of birth certificate making service by e-Government that conducted by the Yogyakarta's Department of Population and Civil Registration.

Abstract

AbstractThis research is motivated by a deep desire of understanding the changes of policy content of the Limit of Retirement Age of civil servants in the Government of the city of Yogyakarta. Substantive analysis of this research focused on the acceptability of the regulation of the Limit Age of Retirement. The purpose of this study is to contribute to the empowerment of the state apparatus through a intensification of existing civil servants, preventing civil servants who are still productive to leave the bureaucratic structure in earlier - which means a waste of state finances - and to propose alternative arrangements of future policy of retirement age for civil servants. The research method used in this study is a Mixed Methods Analysis, which is a combination of both Survey Method with Qualitative Descriptive research methods. Informants and respondents of this study is the structural and functional officials in the city government that is actually involved in the problems associated with the implementation of this regulatory changes. The results of this research showed that most civil servants who was observed received this new rules, but from the perspective of the municipal government organization this policy raises a number of internal problems, especially problems related to fulfilment structural positions pertaining with limited in number of the existing number of civil servants.

Abstract

This study explores the influence of government policies and initiatives across different presidential eras in Indonesia on the development and adoption of cashless payment systems, with a particular focus on the implementation of QRIS (Quick Response Code Indonesian Standard). It examines how these policies, including digital literacy programs and regulatory frameworks, have shaped public perceptions and acceptance of digital payment solutions. The research also investigates the social, economic, and technological factors that contribute to the increasing acceptance of cashless payments and their impact on financial inclusion and economic behaviors. The findings indicate that government efforts, such as promoting QRIS and enhancing financial regulations, have significantly accelerated the transition from cash-based to digital transactions, especially during the COVID-19 pandemic. However, challenges remain, particularly concerning low digital financial literacy (around 25%) and security threats such as fraud and fake QR codes. Overall, the rapid growth in QRIS users—reaching over 48 million consumers and 32 million merchants as of 2024—demonstrates a positive trajectory toward Indonesia’s goal of a more inclusive, efficient, and secure cashless economy. The study underscores the importance of continued policy support, public education, and technological innovations to overcome existing barriers and sustain the momentum of Indonesia’s digital payment transformation

Abstract

This article assesses the crisis-response performance of Indonesia's social protection in reducing poverty amidst the COVID-19 pandemic. Based on a quasi-experiment framework and counterfactual method, we take advantage of the staggered rollout and varying intensity of emergency assistance to infer poverty results under a counterfactual situation of no program intervention. Based on nationally representative household surveys matched with administrative records, our estimates indicate that the swift growth of cash and food assistance programs saved the country from an extra four percentage point rise in the national poverty rate, thereby keeping nearly 11 million individuals from descending into poverty. The effects were the largest for the poorest families, where social assistance accounted for as much as 22 percent of expenditures on a monthly basis. Robustness checks using other poverty lines and placebo tests validate the robustness of these findings. Yet, targeting accuracy and coverage of informal sector workers remain concerns. The findings underscore the essential importance of administrative preparedness and unified data systems for an effective crisis response, and provide policy implications for enhancing the resilience of social protection institutions in developing nations.

Abstract

Education policy plays an important role in increasing access to education in remote areas. This study explores various policy strategies that have been implemented to address challenges related to access to education in remote areas, with a focus on their effectiveness and impact. The research method uses descriptive analysis by collecting data from various sources related to education policy and evaluating the implementation of these policies. The research results show that the success of education policies to increase access in remote areas is strongly influenced by cross-sectoral coordination, local community participation and reasonable resource allocation. The importance of this research is the need for greater attention to designing inclusive and sustainable education policies to achieve the goal of equitable education in all regions, including remote areas.
