Abstract

Tujuan penelitian ini adalah untuk mengetahui apakah terdapat perbedaan yang nyata pada pelayanan administrasi sebelum dan sesudah pemekaran Kelurahan Pada Kelurahan Rapak Dalam Kota Samarinda. Pada penelitian ini penulis menggunakan analisis compare means uji t-statistik (paired sample t-test), yang digunakan untuk membandingkan rata-rata dua variabel dalam satu group. Hasil penelitian menunjukan bahwa terdapat perbedaan yang nyata pada pelayanan administrasi sebelum dan sesudah adanya pemekaran kelurahan pada Kelurahan Rapak Dalam Kota Samarinda, dalam arti bahwa perbedaan tersebut menunjukan bahwa pelayanan administrasi sebelum dan sesudah pemekaran kelurahan mengalami peningkatan.

Untuk mendapatkan data penulis melakukan penelitian tersebut. ABSTRAK OKY TRIWIDODO.  Pengaruh Kinerja Pegawai Terhadap Pelayanan Publik Di Kelurahan Dadi Mulya Kota Samarinda dibawah bimbingan Bapak Prof. Dr. FL. Soediran, M.Si sebagai Pembimbing I dan sebagai Ibu Dra.Hj.Nanik Pujiastuti, M.SiPembimbing II.Tujuan penelitian ini adalah untuk mengetahui apakah ada Pengaruh Kinerja Pegawai Terhadap Pelayanan Publik Di Kelurahan Dadi Mulya Kota Samarinda. Abstract

Human civilization is growing every time. Humans as social beings are not biased off to live alone in public life. Along with the growing civilization and the need to live with other human beings, human beings are driven to have an association. The society as a place of various human activities in order to achieve certain goals. Society is called organization. The relationship between humans and the organization very closely. Humans require organizations to meet their needs. For example, humans require schools, sports clubs, religious associations, associations of music. While organizations need humans as a driving factor. Activities of the organization will not be separated from the human factor. Factors life and death of the organization in achieving its goals depends on the involvement and activity of man.  Every organization operates using resources to produce goods or services that can be marketed. Management of these resources have an impact on the achievement of business objectives. Source the power of the organization, among others, financial / capital, physical / material, technological and human. These resources must be used optimally as possible and so the goal is reached.  In a private company or government agency, people who carry out the duties and obligations referred to by employees. Given the importance of the position of employees in an organization, then the implementation of the activities necessary qualified staff in their ability, strong will, appreciate the time, high loyalty for the organitations, can carry out it’s obligations to the organization's interest above personal interest and being disciplined in work. An organization would not want an employee who works as good as him but wants employees who work diligently followed a high work discipline.  In connection with the foregoing, that the goals of the organization that has been planned to be achieved, then the employee should be directed in accordance with the objectives of the organization. So expect the employee can do his job in accordance with a predetermined and does not deviate from the provisions / regulations that have been made. To still be able to know the implementation of the activities carried out so that employees do not deviate from the provisions / regulations required the existence of a real action. The real action is with their supervision.

Abstract

ABSTRAK ACRI MUNALISA. IMPLEMENTASI TENTANG PELAYANAN PUBLIK DI KECAMATAN MUARA WAHAU KABUPATEN KUTAI TIMUR Pelayanan publik yang dilakukan oleh pemerintahan yang efektif dapat memperkuat demokrasi dan hak asasi manusia, mempromosikan kemakmuran ekonomi, mengurangi kemiskinan, meningkatkan perlindungan lingkungan, bijak dalam pemanfaatan sumber daya alam, memperdalam kepercayaan pada pemerintahan dan administrasi publik. Dengan demikian pemerintah Kecamatan dituntut untuk dapat melaksanakan pembangunan dengan dukungan organisasi/ kelembagaan yang handal dan dapat meningkatkan tuntutan masyarakat tersebut. Peningkatan efektifita pelayanan ini dipengaruhi oleh beberapa faktor yaitu kemampuan pemimpin, motivasi yang tinggi dari aparat atau pegawai, struktur organisasi yang jelas dan masih banyak faktor lainnya yang dianggap berperan dalam mempengaruhi kinerja aparat. Untuk meningkatkan kesejahteraan hidup masyarakat, berbagai sumberdaya baru, baik merupakan sumber daya manusia, sumberdaya financial, maupun sumber daya kelembagaan dalam upaya meningkatkan peranannya di dalam kegiatan social ekonomi. Meningkatkan pelayanan kepada masyarakat juga merupakan upaya untuk meningkatkan kesejahteraan masyarakat. Dengan mengoptimalkan kinerja dalam layanan public secara baik sehigga tidak akan terjadi diskiriminasi dan dapat dipahami dengan mudah oleh masyarakat. Berdasarkan hasil penelitian dapat disimpulkan bahwa efektifitas pelayanan menjadi perhatian semua perusahaan maupun instansi pemerintahan, hal ini juga terjadi di Kecamatan Muara Wahau Kabupaten Kutai Timur dalam memberikan pelayanan berdasarkan prosedur yang telah ditetapkan. Dalam rangka untuk memberikan kualitas pelayanan yang terbaik dari para aparatur pemerintah, maka pemerintah menerbitkan Undang-Undang No. 25 Tahun 2009 tentang pelayanan publik. Sebagai saran dalam pelaksanaan pelayanan publik Kantor Kecamatan Muara Wahau Kabupaten Kutai Timur hendaknya benar-benar konsisten berdasarkan pada peraturan yang berlaku dan memberikan pelayanan yang memuaskan masyarakat melaksanakan tugas agar kinerja pelayanan dapat berjalan lebih baik. Thus the Sub-district government is required to be able to implement Development with strong organizational / institutional support and can improve the community's demands. Increasing the effectiveness of this service is influenced by several factors, namely the ability of leaders, high motivation of officials or employees, clear organizational structure and many other factors that are considered to play a role in influencing the performance of the apparatus. To improve the welfare of the people, various new resources, both human resources, financial resources, and institutional resources in an effort to increase its role in social economic activities. Increasing service to the community is also an effort to improve the welfare of the community. By optimizing performance in public services well so there will be no discrimination and can be easily understood by the public. Based on the results of the study can be concluded that the effectiveness of the service to the attention of all companies and government agencies, it also happens in Muara Wahau District, East Kutai Regency, in providing services based on established procedures. In order to provide the best quality of service from government apparatus, the government fed the Law. 25 of 2009 concerning public services. As a suggestion in the implementation of public service Muara Wahau District Office of Kutai Timu Regency should be completely consistent based on the applicable regulations and provide satisfactory service of the community to carry out the tasks so that service performance can run better. ABSTRAK IRMA. Faktor Yang Mempengaruhi Koordinasi Dalam Meningkatkan Efektivitas Kerja Pegawai ( Studi Penelitian Pada Kantor Dinas Pendapatan Daerah Kabupaten Kutai Barat).Dibawah bimbingan Ibu Dra.Hj.Nanik Pujiastuti, M.Si sebagai Pembimbing I dan Bapak H. Ahmad Jubaidi S,Sos, M.Si sebagai Pembimbing II, .Untuk menemukan jawaban atas masalah yang telah dirumuskan dan untukmengetahuipengaruhsebabakibatantarakoordinasiterhadapefektivitaskerjapegawaiPada Kantor DinasPendapatan Daerah KabupatenKutai Barat.dan untukmengujikebenaranhipótesispenelitianapakahditerimaatauditolak.Dari hasil analisis diketahui bahwa terdapat hubungan yang positif antara variabel Koordinasi terhadap Efektivitas Kerja PegawaiPada Kantor DinasPendapatan Daerah KabupatenKutai Barat. Hal tersebut dari hasil analisis data dengan rumus Koefisien Korelasi Rank Spearman (rs) dimana rs hitung yang diperoleh sebesar 0,578 ternyata lebih besar bila dibandingkan dengan harga rs teoritis (tabel harga-harga kritis rs) pada tingkat kepercayaan 95% untuk N = 26 yaitu 0,329, bahwa hipotesis yang penulis kemukakan dapat diterima kebenarannya. Hal tersebut terbukti dari hasil pengujian hipotesis dengan rumus uji t, diperoleh t hitung sebesar 3,468 yang ternyata lebih besar bila dibandingkan dengan harga tabel t (tabel harga-harga kritis t) pada tingkat kepercayaan 95% untuk N – 2 (26 – 2)  = 24 yaitu 1,711.Berartihipotesis yang penuliskemukakandapatditerimakebenarannyayaitu : “Jikakoordinasi yang dilakukanolehpimpinanditingkatkan, makaefektivitaskerjapegawaiPada Kantor DinasPendapatan Daerah KabupatenKutai Barat cenderungakanmeningkat pula”Kata Kunci  :Koordinasi, EfektivitasKerjaPegawai===================ABSTRACTIRMA.Factors Affecting Coordination Effectiveness in Improving Employee Work (Research Study On Revenue Service Office of Regency of Kutai Barat).Under the guidance of Mrs. Dra.Hj.Nanik Pujiastuti, M.Si as Supervisor I and Mr H.  ABSTRAKANDI ACHMAD SAKTI MANARAI LUTFI .Peran Satuan Polisi PamongPraja Terhadap Penertiban Pedagang Kaki Lima Wilayah Sangata KabupatenKutai Timur Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimanaPeran Satuan Polisi Pamong Praja Terhadap Penertiban Pedagang Kaki LimaWilayah Sangata Kabupaten Kutai Timur dan apa saja Kendala-kendala apa sajayang timbul dalam pelaksanaan penertiban pedagang kaki lima di wilayahSangattaBerdasarkan hasil penelitian yang dilakukan, dapat dilihat bahwa terbuktidari hasil analisis data dimana harga r empiris yang diperoleh sebesar 0,492.Lebih besar bila dibandingkan dengan tingkat signifikasi r = 0,002 untuk N = 37.Atau 0,492 > 0,002 untuk tes satu sisi pada tingkat kepercayaan a = 0,05.Hipotesisyang diajukan dalampenelitian inidapatdibuktikankebenarannya, dimana harga t = 3,001 atau lebih besar dibandingkan dengantingkat signifikansi 0,005 dan teoritis = 1,693889 pada taraf kepercayaan a =0,05 dengan jumlah sampel (N) = 37.Kata Kunci : Satuan Polisi Pamong Praja, Penertiban Pedagang Kaki Lima

Abstract

Along with the progress of the organization, the human role is very important. The success of a company or organization to achieve the goals set out of the role of human resources in it. Era of globalization all companies and organizations both profit oriented and non - profit oriented demanded to adapt, learn effectively, and capable of determining global competitiveness, based on openness to the flow of information and technology is more advanced.  Human resources are the spearhead for a company or organization as well as having an important role in carrying out management functions, namely, planning, organizing, directing and supervision, the role of HR is very important in achieving organizational goals ..  The main purpose of a company is to achieve maximum profit, the success of a company or organization is measured by the extent to which the company is able to achieve the goals set. The organization's goals can be achieved optimally when their management of human resources and sustainable. Human resources as the driving factor activity of the organization where the role of HR is very influential in the company's activities so that the presence of HR needs special attention from the company or organization.  Human resources owned by an organization have different characteristics between individuals from one another, as well as emotional intelligence (emotional intelligence) is different.  Office of Plantation East Kutai in terms of providing jobs to employees tend to be unstable in every day, because of an existing task by task within one year, when no activities related to the Plantation Office of East Kutai Regency, the employees work more relaxed. Conversely, if there is an activity or towards the end of the year, the employees will work harder and stressful than before so some employees who are less intelligent or an employee with a level of emotional intelligence is low can not understand emotions, which causes an employee to work under pressure a solid job to vent his frustration with family and work environments around. Understanding of emotions that are less precise results in a sense of emotional understanding among employees tends to be reduced. Sense of caring about the environment will be difficult to realize because of the sensitivity of the employees themselves are not properly managed.

ABSTRACT Reksi Firmansyah. STUDY OF MANAGEMENT OF KEARSIPAN EFFICIENCY OF EMPLOYEES PERFORMANCE IN OFFICE UPT LIBRARY IN KUTAI TIMUR REGENCY. Each organization, whether large or small, must have a goal to be achieved, to achieve that goal every organization must have a place as an office. Each office must require a unit that manages everything related to administrative activities. Administration activity is a wide scope of activities, usually all administrative activities are processed in a separate unit called the administration, administration, secretariat, office and so forth. Administrative activities in an office basically also have a result like other units. The results or products of an office are letters, forms, and reports. The management of letters, forms, and reports produced and received by an office will ultimately relate to archives. So, the administrative activity is basically produce, receive, process, and store various letters, forms, reports and so forth. Office of the Library Unit of East Kutai Regency is one of the government offices that serve the public interest that will not be separated from archival activities. Office that daily handles library membership card, storage of documents or other documents, makes the office has various archives. Success in archive management is determined by many things. Filing factors such as storage systems, archiving employees, archival equipment, and of course with work environment. The management of archives conducted at the Office of the District Library of East Kutai Regency greatly affects the success or failure of the reinvention of the archives. Observations made at The Office of UPT Library of East Kutai Regency shows that in carrying out the archive management of the office still not fully implement the archive management because it is caused by several factors. Hasilpenelitian menunjukan bahwa terdapat perbedaan yang nyata pada pelayananadministrasi sebelum dan sesudah adanya pemekaran kelurahan pada KelurahanRapak Dalam Kota Samarinda, dalam arti bahwa perbedaan tersebut menunjukanbahwa pelayanan administrasi sebelum dan sesudah pemekaran kelurahanmengalami peningkatan.
