Abstract

Women can play important roles in shaping the world, including contributing to the struggle for peace in conflict-affected countries such as Syria. UN Women has been instrumental in empowering women and supporting their participation in peacebuilding. This article discusses in depth the role of this organization in helping Syrian women to create peace. To address this topic, a qualitative research method was employed, utilizing document analysis techniques with data sourced from the official UN Women website, along with books, international and national journals, and international news outlets. This research also adopts the perspective of Pluralism, using the theory of International Organizations as outlined by Clive Archer. The research highlights the role of UN Women in three key aspects: first, as an actor supporting the Syrian political process based on UN Security Council Resolutions 1325 and 2254, particularly in promoting women's participation in Syria. Second, as an arena, through the establishment of the Women's Advisory Board (WAB) and its role in advancing women's participation in conflict resolution, serving as one of UN Women's main instruments. .Keywords: UN Women, Empowerment, Women's Participation, Syrian Conflict, Conflict Resolution

Abstract

Education is a fundamental right of every child, including the children of Indonesian migrant workers (PMI) in Malaysia. However, various challenges such as immigration status, financial constraints, and Malaysian education policies that limit access for non-citizen children pose significant obstacles to their access to formal education. This study aims to analyze the role of Sekolah Indonesia Johor Bahru (SIJB) in providing educational services for PMI children in Malaysia. This research employs a qualitative method with a descriptive approach to illustrate the educational phenomenon of PMI children in Johor Bahru. Data were collected through literature studies, interviews, and direct observations of SIJB activities. The findings indicate that SIJB serves as an alternative educational institution that provides access for PMI children who are unable to attend Malaysian public schools. SIJB offers an education program based on the Indonesian curriculum with various adjustments to meet the needs of migrant children. Additionally, SIJB collaborates with the Consulate General of the Republic of Indonesia (KJRI) in Johor Bahru to assist students in obtaining legal documents, enabling them to pursue higher education. The existence of SIJB demonstrates the commitment of the Indonesian government, through KJRI Johor Bahru, to ensuring the right to education for PMI children while also serving as a form of educational diplomacy in Malaysia. With various programs and support provided, SIJB plays a crucial role in bridging the educational access gap for PMI children. Abstract

This study examines Pertamina Hulu Rokan's efforts in supporting the achievement of Indonesia's 2060 Net Zero Emission (NZE) target. The research background is based on the increasing greenhouse gas emissions caused by human activities. Leading to global climate change and significant environmental impacts. It considers both global and national contexts, including commitments to the Paris Agreement and Indonesia's NZE 2060 program. Using a qualitative approach, data was collected through literature studies, policy document analysis, and interviews with experts and relevant stakeholders. The theoretical framework integrates the Neo-liberal Institutional perspective and International Regime Theory, providing a foundation for understanding the interaction between international norms and national policies, the role of non-state actors, and the contribution of state-owned enterprises (SOEs) in the clean energy transition. Abstract

The rapid growth of Pekanbaru City has led to illegal parking problems that have an impact on the smooth flow of traffic, security, and city order. Although the Transportation Agency through UPT Perparkiran has conducted patrols and enforcement, parking violations still occur frequently. The main problem lies in the lack of public awareness, weak policy socialization, limited human resources, and not optimal supervision. This research aims to analyze the implementation of Mayor Regulation Number 138 of 2020 concerning the Implementation of Parking in Pekanbaru City, especially on the implementation on Jalan HR. Soebrantas, and identify inhibiting factors in its implementation. This research uses the theory of public policy implementation by referring to the George C. Edwards III model, which highlights four main variables: communication, resources, disposition (executor attitude), and bureaucratic structure. The success of policy implementation is strongly influenced by clarity of communication, adequacy of resources, commitment of implementers, and a supportive organizational structure. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation of informants from the Transportation Agency, UPT Perparkiran, parking officers, and the public who use parking services on Jalan HR. Soebrantas. Data analysis was carried out by reducing, presenting, and drawing conclusions from the data obtained. The results showed that the implementation of Mayor Regulation Number 138 of 2020 still faces various obstacles. Communication and socialization of policies are not optimal so that people do not understand parking rules. Human resources, both in terms of number and competence of officers, are still limited. Supervision of parking implementation is also not optimal, so illegal parking violations still occur frequently. Increased socialization, officer training, and stricter supervision are needed so that the parking system in Pekanbaru City can run effectively and accountably. Abstract

This research describes the cooperation between Indonesia and the Philippines in improving the maritime industry. International economic cooperation is aimed at providing benefits to each country. International cooperation is a cooperative relationship between two or more countries to achieve certain goals. PT PAL is the largest maritime manufacturing company in Indonesia, has business advantages in the design and build capabilities of warships, commercial vessels and general engineering (General Eingineering). The capability and capacity of PT PAL Indonesia as a national shipping industry shows positive movements in the economic sector, This research was carried out descriptive qualitative using library research as a method of collecting data from books, journals, websites and related documents. This research uses an international collaborative research framework. The results of this paper explain that the export of Landing Platform Dock (LPD) warships to the Philippines has had an impact on cooperation between the two countries. Where currently Indonesia is considered a strategic partner by the Philippines in terms of maritime defense development. Then it also has an impact on the national maritime defense industry, where currently PT. PAL Indonesia has been tested and recognized internationally as a company capable of producing equipment or weapons related to maritime defense. Then the export of the Landing Platform Dock (LPD) warship to the Philippines also became one of the embodiments of Indonesia's vision as the world's maritime axis. Abstract

The tsunami that struck Palu on September 28, 2018 was one of the largest natural disasters ever to hit Indonesia. It not only caused significant physical and material losses, but also posed major challenges in emergency response and recovery efforts. In this context, the AHA Centre (ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management) played an important role in addressing the impact of the disaster as part of the ASEAN regional cooperation framework in the humanitarian field. This study aims to analyze the role of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) in dealing with the impact of the tsunami disaster in Palu in 2018. The research method used is qualitative with data collection techniques in the form of literature studies. The perspective used is liberalism, with the IGO theory, and the level of group analysis which explains how the inter-governmental organization group carries out its role, especially in the informational and operational functions of the tsunami disaster in Palu in 2018. The results of this study show that the role of the AHA Center in the 2018 Palu tsunami disaster response is one of the concrete implementations of ASEAN regional cooperation. However, further strengthening is still needed, especially in local capacity, so that member states can increase their self-reliance in dealing with emergency situations. Thus, the AHA Centre is not only a symbol of ASEAN solidarity, but also an important driving agent in accelerating disaster response and facilitating the recovery process for affected communities. Abstract

This study discusses the dynamics of budget politics in the process of preparing the 2023 Indragiri Hulu Regency Regional Revenue and Expenditure Budget (APBD), especially regarding the budget allocation for repairing damaged roads. The budget is a crucial aspect in local government policy, where its formulation involves various political interests. This study aims to analyze the budget politics process involving the executive and legislative in determining budget priorities, as well as the obstacles faced in implementing road infrastructure repair policies. This study uses a qualitative approach with a descriptive method. Data were obtained through interviews with related parties, such as members of the Regional People's Representative Council (DPRD), the Public Works and Spatial Planning Agency (PUPR), and analysis of policy documents. The results of the study show that budget constraints are the main challenge in realizing road repairs, where the funds allocated of IDR 51.9 billion are still far from the ideal need of IDR 297.8 billion. In addition, the political dynamics in discussing the APBD involve negotiations between the local government and the DPRD, which are often influenced by political interests and other development priorities. The conclusion of this study confirms that the budget politics process in road repairs in Indragiri Hulu Regency is influenced by factors of budget limitations, local government priority scales, and political interests in decision making. It is hoped that there will be increased transparency, efficiency, and effectiveness in budget management to ensure more optimal infrastructure repairs. Abstract

This research analyzes the role of UN Women in addressing the humanitarian crisis that affecting women in Palestine. The humanitarian crisis experienced by Palestinian women has worsened following the attacks on October 7, 2023. This conflict led to retaliatory strikes by Israel, impacting hygiene, health, and women's organizations in Palestine. As an international organization dedicated to fulfilling the fundamental rights of women, UN Women has launched initiatives and undertaken various efforts to address the humanitarian crisis faced by Palestinian women, particularly in the aftermath of the October 7, 2023, attacks. This research on the role of UN Women in Palestine employs a qualitative method, utilizing data collection through library research, including books, journals, official reports, and online sources. This research also applies Alexander Wendt's Constructivist Perspective and Clive Archer's International Organization Theory. Based on this study, it is concluded that the primary role of UN Women in addressing the humanitarian crisis for women includes implementing the Sixth Month Framework Program aimed at managing the humanitarian crisis during the period from November 2023 to April 2024. Following the completion of this program, UN Women continues its efforts to address the humanitarian crisis affecting Palestinian women through official publications focusing on the crises in Water, Sanitation, and Hygiene (WASH), health, and Women-Led Organizations (WLO). Abstract

This research examines the promotion through social media of the Batu Dinding Waterfall tourist destination in the Tanjung Belit Village, Kampar Kiri Hulu District. Given the increasing interest of tourists reflected by visitation data showing more than 10,000 tourists in 2024 in the period January to June, this research aims to explore the effectiveness of marketing strategies carried out through social media platforms such as Instagram and TikTok. Using a descriptive qualitative method approach, data was obtained through observation, interviews, and documentation, involving key informants from the Batu Dinding Tourism Awareness Group (Pokdarwis) and tourists. The results show that the promotion conducted on social media is very effective in introducing the beauty and tourism potential of Batu Dinding Waterfall to the public, especially in attracting the millennial segment who are more active in using the platform. However, this study also identified several obstacles, such as the manager's lack of understanding of digital marketing strategies and minimal budget, which hindered the implementation of optimal promotion. At the end of the research, it is recommended that Pokdarwis Batu Dinding members attend training and workshops to improve their knowledge and skills in utilizing social media, as well as the need for support from the local government to improve infrastructure and facilities that support tourism. Thus, this research is expected to contribute to the development of more effective and sustainable promotional strategies to boost tourist visits and improve the local economy. Abstract

This study discusses the implementation of the Electronic-Based Government System (SPBE) policy in the Government of Nagari Cupak during the period of 2021 to 2023. The background of this research is based on the importance of digital transformation in government administration, especially at the nagari (village) level, in order to achieve governance that is transparent, accountable, efficient, and responsive to community needs. SPBE is one of the government's strategies to improve the quality of public services through the integrated use of information and communication technology. This research employs the policy implementation theory of George Edward III, which includes four key variables: communication, resources, disposition, and bureaucratic structure. The research method used is a descriptive qualitative approach, with data collected through interviews and documentation. The results of the study show that the implementation of SPBE in Nagari Cupak has not yet run optimally. Although there has been progress in the digitalization of public services, the implementation process still faces several challenges. In terms of communication, there are obstacles in the consistent and comprehensive dissemination of policy information between the nagari government and the community. In terms of resources, there is a lack of skilled human resources and limited budget availability. The disposition of government officials is generally supportive, but public understanding of digital systems remains low, with many residents preferring conventional methods over online systems. The bureaucratic structure, which remains largely traditional, also affects the speed and effectiveness of SPBE implementation. These findings indicate that the success of SPBE policy implementation requires stronger support in the areas of coordination, capacity-building for government personnel, and public training. With improvements in these aspects, SPBE has significant potential to drive a more responsive and modern transformation of local governance at the nagari level.
