Abstract

Penelitian ini membahas mengenai kepentingan actor dalam fenomena korupsi pada kasus Annas Ma’amun selakueks Gubernur Riau terkait revisi alih fungsi hutan di Provinsi Riau. Beberapa studi menjelaskan korupsi politik sarat melibatkan kekuasaan sebagai bagian dari kunci strategi dan terdapat interaksi yang membangun pola hubungan dari kepentingan kolektif hingga intra-group masih melihat bahwa korupsi politik ini upaya secara sistemik untuk mendapatkan keuntungan materi yang berlebih maupun perlindungan bisnis tertentu. Penelitian ini bertujuan membahas sejauh mana interaksi tersebut memiliki kepentingan terselubung dan memberikan pengaruh sehingga terjadi tindakan korupsi. Dengan menggunakan metode kualitatif yaitu studi pustaka dan mengumpulkan data melalui wawancara mendalam. Peneliti berargumen bahwa opini yang dibangun seolah-olah masalah korupsi seringkali dianggap selesai jika seorang pelaku korupsi sudah ditangkap terutama yang berkuasa ikut terlibat. Penelitian ini sebagian besar merespon kebijakan revisi alih fungsi hutan yang kaitannya telah terjadi tindakan korupsi pada proses usulan perubahan peta kawasan hutanProvinsi Riau. Bahwa sebagian usulan perubahan peta lahan ini berkorelasi dengan kepentingan pembisnis besar terutama bisnis perkebunan kelapa sawit yang dominan di Provinsi riau. Revisi tersebut walaupun dasarnya membermandat demi kepentingan luas masyarakat Riau yang lahannya belum terakomodir tetapi menjadi celah penyelewangan oleh oknum pejabat dan segelitir actor berkepentingan. Temuannya, pertama korupsi yang ditopang oleh jaringan elit politik dan bisnis, kontestasi actor dalam perubahan kawasan hutan terkait rancangan rencana tata ruang wilayah (RT RW) Provinsi Riau dan kepentingan electoral yang berkelin dan dengan kepentingan penguasaan sumber daya alam (SDA).

Abstract

This research aims to analyze the prevailing conditions and determinants shaping individuals' perceptions concerning the management practices of the Great Forest Park conservation area within Riau Province. Employing a qualitative research methodology, this study utilizes Nvivo 12 Plus software as a tool for data collection. The findings underscore that the management of the Great Forest Park conservation area in Riau Province is appraised through the lenses of preserving its protected function, institutional arrangements, collection preservation, recovery preservation, and sustaining utilization functions. However, significant enhancements are deemed requisite across each of these principles to foster improved management of the Grand Forest Park in Riau Province. Furthermore, various factors influencing public perceptions regarding the management of the Great Forest Park conservation area in Riau Province predominantly include the intensity of socialization endeavors, comprehension of the benefits derived from forest functions, community engagement in forest management initiatives, and participation in conservation-focused training programs.

Abstract

Public street lighting is a service provided by the government to support security and safety standards in driving. The aim of these traffic standards is so that transportation drivers can be more careful when driving so that they can reduce the number of accidents. The management of public street lighting is now given responsibility to the Pekanbaru City Transportation Department. The problem in this research is that the number of non-functioning public street lighting continues to increase every year and the most non-functioning public street lighting in Pekanbaru City will be in 2022. This will of course reduce the services provided by the government to the people of Pekanbaru City in terms of lighting public road. This also has an impact on the increasing number of accidents caused by the lack of public road lighting in Pekanbaru City. In addition, there are many complaints from the public regarding the lack of public street lighting in Pekanbaru City, which requires the Pekanbaru City government to immediately improve management of public street lighting. This research aims to describe and find out how government management is in managing public street lighting by the Pekanbaru City Transportation Department in 2020-2022. The research method used is a qualitative method by explaining descriptively. The type of data used is primary data in the form of data obtained from research informants as well as secondary data obtained from related documents that can support data for research. The research location is the Pekanbaru City Transportation Department. The research results show that government management of public street lighting is still hampered by government planning that has not been targeted and scheduled, organizing government resources that have not met needs, and using government resources that have not been implemented optimally due to a lack of communication and coordination between the government and the community. as well as government controls that have not been responded to properly by the Pekanbaru City Transportation Service. Abstract

The existence of a Child Social Welfare Institution (LKSA), in this case an orphanage, is not determined by the number of children who receive services, but the measure is the accreditation of the LKSA. Accreditation of Social Welfare Institutions (LKS) is an effort to measure the level of appropriateness of services and standards for institutions in the field of social welfare. The aim of this research is to determine the role of the Social Service in supporting the implementation of LKSA accreditation in Karimun Regency in 2022-2023, as well as to find out what obstacles factors are experienced by the Social Service in supporting the implementation of LKSA accreditation in Karimun Regency. The theory used in this research is about the Role of Government with indicators of Government as Regulator, Government as Dynamisator, and Government as Facilitator. The research approach used is a qualitative approach. This type of research is descriptive. The research location is at the Karimun Regency Social Service. The types and sources of research data are divided into primary data using purposive sampling techniques and secondary data in the form of supporting data related to the implementation of LKSA accreditation. Data collection techniques were used by means of interviews and documentation. The results of this research are that the role of the Social Service in supporting the implementation of accreditation for Child Welfare Institutions (LKSA) can be said to have not run optimally because there are still several obstacle factors in assisting the process of implementing this accreditation, namely limited budget funds, limited time and frequency of socialization, lack of facilities and inadequate infrastructure and facilities, as well as a lack of understanding and knowledge from LKSA managers regarding accreditation. Abstract

The aim of this research is to determine and analyze the collaborative governance process in overcoming damage to the Batang Kuantan river basin. The condition of the Batang Kuantan River water is no longer suitable for use or is polluted, the color of the Kuantan River water is currently not clear (murky). This has resulted in the Kuantan River fish being greatly reduced. The destruction of river ecosystems and the threat of aquatic biota has resulted in the loss of livelihoods and those who work as fishermen and fish farmers. The theory used is the collaborative governance model proposed by Ansell & Gash, with a focus on four main dimensions, namely Face-to-Face Dialogue, Trust Building, Commitment to the Process, and Shared Understanding. The research method used is qualitative. The research results show that the government's collaborative process in dealing with damage to the Batang Kuantan Singingi watershed has been ongoing, but still faces several significant obstacles. There are weaknesses in the Commitment to the Process dimension which are shown by the absence of specific regulations. In the Shared Understanding dimension, obstacles were also found in the form of differences in perception and understanding between stakeholders regarding priorities for handling this problem. This research suggests that it is necessary to strengthen the commitment aspect in order to create a good mutual understanding. Abstract

The Kampar Regency Government, particularly the Regional Secretariat, implements employee discipline to improve the quality of ASN. The purpose of this research is to describe the factors influencing the indiscipline of State Civil Apparatus (ASN) in the Regional Secretariat of Kampar Regency in 2022 and to describe the efforts of the Kampar Regency Government in enhancing the discipline of State Civil Apparatus (ASN) in the Regional Secretariat of Kampar Regency in 2022. The method used in this research is qualitative, with a descriptive research approach, and the research location is in Kampar, Riau Province, specifically at the District Secretariat Office. This research uses two types of data, namely primary data and secondary data. The data collection techniques used are interviews and documents, while the data analysis technique involves describing phenomena, classifying them, and examining how the emerging concepts are interconnected. The findings obtained in this study are that there are 3 indicators of work discipline, namely Time Discipline, which includes implementing an electronic attendance system, a 5% deduction from TPP per day if. Regulatory Discipline refers to adherence to working hours, work ethics, standard operating procedures (SOP), and Responsible Discipline pertains to the accuracy of tasks performed by ASN, along with sanctions imposed on ASN who are not accountable for their performance. Abstract

This research aims to determine the implementation of Presidential Regulation no. 72 of 2021 concerning the Acceleration of Reducing Stunting in Pekanbaru City in 2021-2022. As a form of implementation of Presidential Regulation no. 72 of 2021, the Pekanbaru City Government issued Pekanbaru Mayor Regulation no. 134 of 2021 concerning the Convergence of Accelerating Prevention and Reducing Stunting. The regulation explains that the Pekanbaru City Government has formed a Special Team to handle the stunting problem in Pekanbaru City, and the name of the team is (TPPS) Stunting Reduction Acceleration Team. The problem of this research is the increasing stunting rate in Pekanbaru City from 11.4% in 2021 to 16.8% in 2022. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data. Data collection techniques were carried out using interviews and documentation. There are 4 stages of data analysis techniques used, namely data collection, data reduction, data presentation and conclusion drawing. The results of this research indicate that the Implementation of the Policy for Accelerating Stunting Reduction has not been running optimally, there are influencing factors such as the absence of (STRAKOM) strategies that the Pekanbaru City Government has, causing less than optimal socialization which has an impact on the community, many of whom still don't know what it is. stunting, then quite a few people underestimate stunting and the limited funds owned by the Pekanbaru City Government. Abstract

The development of information and communication technology has driven the transformation of traditional government towards a digital-based government system or e-government. Village governments are required to be able to follow this development in order to improve the quality of effective, efficient, transparent, and accountable public services. However, in reality, many villages still face challenges in the process of implementing e-government. Pagaruyung Village, Tapung District, Kampar Regency, is one example where the implementation of e-government has not been running optimally. The available village website only provides basic information, and has not been able to provide online public services. Based on these problems, this study aims to describe the readiness of Pagaruyung Village in developing e-government and identify the challenges faced in its implementation. This study uses a qualitative approach with a descriptive method. Data were collected through interviews and documentation studies. The study was analyzed using the theory of Indrajit (2007) with three main indicators: support, capacity, and value. The results of the study indicate that the readiness of Pagaruyung Village is still in the early stages. The village website has not been used as a means of online public services, and only provides general information. The main challenges faced include limited internet networks, minimal special budget for technology development, low human resource capacity in the field of information technology, and the absence of special regulations at the village level that regulate e-government management. Abstract

This research is motivated by the findings of a phenomenon related to the distribution of BLT village funds, namely the ineffectiveness of the distribution and data collection of BLT village fund beneficiary families (KPM). This study aims to determine the effectiveness and factors that hinder the Effectiveness of BLT Village Fund Distribution in Pulau Kopung Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency in 2023. This research is a qualitative study. Data sources were obtained from twelve research informants through interview techniques. The results of this study found that: The Effectiveness of the Distribution of Direct Cash Assistance (BLT) Village Funds in Pulau Kopung Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency in 2023 is still not effective, even though the distribution of BLT village funds has been implemented in accordance with PerKaDes Article 1 No. 20 of 2023 concerning BLT, and has been distributed from January to December 2023, but it is still not effective because it has not met the indicators of timeliness and accuracy of targets even though most KPM are eligible as recipients, but because there are still some KPM using family or insiders in the village government. The factors that hinder the Effectiveness of the Distribution of Direct Cash Assistance (BLT) Village Funds in Pulau Kopung Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency in 2023 are the delay in the distribution of BLT Village Funds. The factor of the attitude of the implementer who is not optimal in recording KPM data and the factor of the absence of socialization from the beginning before the implementation until the distribution of the BLT Village Funds, so that the community, especially KPM, do not clearly understand the intent and purpose of this BLT Village Fund Program. Abstract

The Fire and Rescue Department (DPKP) of Pekanbaru City plays a crucial role in fire prevention and protecting the public from fire-related risks. This study aims to evaluate the effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy in the implementation of DPKP’s duties during the 2022–2023 period. The research employs a descriptive qualitative method with an evaluative approach, using primary data obtained through interviews with DPKP officers and community members, as well as secondary data from annual reports and relevant documents. The results indicate that although DPKP has performed its duties fairly well, several challenges remain. In terms of effectiveness and responsiveness, limitations in personnel and equipment have led to delayed response times, and fire safety education remains insufficient. Regarding efficiency, the budget allocation is still heavily focused on fire suppression rather than prevention, leading to suboptimal outcomes. In terms of adequacy, the number of fire stations, vehicles, and personnel does not yet meet ideal standards. Service distribution is also uneven, particularly in areas with limited accessibility. Furthermore, the accuracy of policies and procedures still requires alignment with field conditions through better inter-agency coordination. Based on these findings, it is recommended that DPKP increase the number of fire stations, optimize budget allocation for prevention efforts, expand public education programs, and improve coordination systems with relevant agencies. These steps are expected to enhance the effectiveness and quality of DPKP's services in combating fires and mitigating their impact on the community.
