Abstract

The plan to establish a traditional market in Tulungagung Regency done with a purpose to maintain the existence of traditional markets as well as to enhance the economy. The finding shows that the focus of the traditional market development in Tulungagung regency is only on the physical aspects, aspects are being ignored, namely the human (seller) resources, zonation, sanitation, and accessibility. Government, non-governmental organizations, and local people were all involved in making the plan. However, in designing the traditional market development plan, the local people were not given enough space to give their aspirations. Some other contributing factors are the policy of prioritizing the development, the reinforcement of budget, and the condition of the locals of Tulungagung regency. Meanwhile, some obstacles are the low quality of the sellers, just focus on infrastructure development, inconsistency of implementation zoning policy between modern and traditional market, and the loss of the rental rights and the high rental prices for new stores.

Abstract

The result of this research is dedicated for see the policies of Sidoarjo Government in improving the participation of the community to manage waste become economically valuable goods and can be reused effectively. However, the policy have not been able to fix the number of the volume of trash in sidoarjo because the barriers follow up the process of the implementation. That barriers is come from internal and eksternal of the government agencies.  Internal barriers is about there’s no strict sanctions for people who littering. Eksternal barriers is about  a lack of awareness of each society about the importance of environmental issues and the high level of urbanization people come to Sidoarjo.

Abstract

Implementation of Million Houses Program Through Housing Finance Liquidity Facility. This study discusses the implementation of Million Houses Programme through the Housing Finance Liquidity Facility (FLPP) in Banyuwangi regency. This program aims to provide affordable housing finance for the society. The target group of the program are low income communities (MBR). This research uses Edward III implementation model to analyze the implementation of the Million Houses Programme in Banyuwangi regency. This research uses qualitative research with descriptive approach. The finding revealed that the implementation of the Million Houses Programme has been implemented properly. Some problems occurs in resources and communication aspects, such as the lack of officer in duty and the scope still around the urban area.

Abstract

Lecturers as professional workers are required to improve their productivity through four aspects, they are: (1) implement leadership and teaching, (2) conduct research, (3) carry out community service and (4) lecturers’ activities support. Empowerment implies that the potential within every lecturer can be used optimally. This research is conducted with 107 lecturers in University of Brawijaya. Data is analyzed through path analysis to prove the correlation between the leadership with the productivity of lecturers mediated by empowering of lecturer. The results of this research is the leadership and empowerment significantly effect the productivity of lecturers. Lecturers’ empowerment proven able to mediate between leadership with lecturers’ productivity.

Abstract

Halal tourism is a new tourism concept applied by the West Lombok Regency to provide products, services and management of tourism that meet the values of Islam/Sharia. However, the development of halal tourism in West Lombok Regency still  not optimal because stakeholders are still not cooperating well, so it takes good planning to analyse and provide an overview (scenario) condition of halal tourism in the future. The method used to compile the scenario planning in this research is a method of T-A-I-D. It produces a scenario planning ranging from best to worst in halal tourism development and its impact on PEST aspects that is Politic, Economic, Social and Technology. This research is expected to provide an overview of the development of halal tourism in West Lombok Regency and minimize the impacts and effects that may arise from the development of halal tourism and to sharpen a strategy.

Abstract

This paper attempts to investigate the community development and sustainable livelihoods of Artisanal and Small-Scale Mining (ASM) community under the Law No.4/2009 on Mineral Mining and Coal in West Bangka Regency. Qualitative method was used as research method with interviews, observations and document analysis were used in data collection stage. This results has confirmed some important facts about community development and sustainable livelihoods of ASM. Firstly, the existing condition of Sustainable Livelihood Capitals of ASM are poverty-driven and weaker long-term economic growth. Secondly , it is divided into three categories why community development of tin miners are not successful until now – social, governance, and economic constraints. To conclude, different levels of government are trying to meet the demands of ASM community’s interest, but a coordinated response has not been formulated.
