Abstract

One of the roles of apparatus resource management is how to get the right people, both quality, as well as the number and place in accordance with the abilities, education and expertise, skills and experience needed in the organization in supporting the smooth running of the main tasks and functions of the organization. Apparatus resource management applied by the government is in the arrangement of regional staffing. But in reality, the condition of regional staffing, especially in the Pasuruan City Government, is still in low quality and there are still apparatus placed in certain positions that are not appropriate. Therefore, the Minister of State Apparatus and Bureaucratic Reform Regulation Number 1 of 2020 concerning Position Analysis Guidelines was issued. However, at the level of implementation, a number of problems arise, including policy standards and policy assessments that are not yet directed, understanding of the content and content of policies that are still low, low communication and coordination between implementing organizations, the availability of human resources in carrying out policies that need to be improved and the commitment of implementers or implementors in carrying out the content of policies that are still far from the expectations and objectives of the initial policy setting, so that the implementation of the policy is still in line with the expectations and objectives of the policy.

Abstract

Collaborative Process In Improving The Economy Through ADI MARKO Progam  (Incubation Audience  and Online Marketing) at Blitar Regency. Studi at Blitar District Industry and Trade Department. The Blitar Regency Government has a digital marketing training program known as ADI MARKO (Online Incubation and Marketing Audience). The training was held because of the current challenges of the digital economy and to support the implementation of Smart Economy conditions in Blitar Regency. As for its implementation, the government involves stakeholders such as the private sector, academics, mass media and the public to collaborate in implementing the program. The objectives of the research are 1) To understand and analyze the collaboration process carried out by the government in implementing the ADI MARKO program to improve the economy in Blitar Regency. 2) Know and analyze the supporting and inhibiting factors of the ADI MARKO (Online Incubation and Marketing Audience) program. This research uses descriptive research methods with a qualitative approach. The research results show that the collaborative process aspect by Ansel and Gash (2007) can provide maximum collaboration processes for the government, because from this collaboration ADI MARKO program participants are able to apply digital marketing knowledge in their businesses.

Abstract

Apparatus Performance Appraisal: A Policy Analysis of Employee Performance Achievements (Study at BPS District/City in West Papua Province). One of the policies carried out by the government to create a professional and prosperous state civil apparatus is to provide performance allowances. In BPS, performance allowances are based on the results of the CKP assessment. However, until now there has been no tool that regulates the procedures and standards for CKP assessment. Based on this, the purpose of this study is to know the implementation of the CKP assessment and conduct a policy analysis to compile alternative CKP assessment policies. This research uses a qualitative approach with informants selected by purposive methods. The results showed that there were differences in the CKP assessment system between BPS Regency/Municipalities in West Papua Province. These differences include the approach used by the appraiser in assessment, the media and document format used. then there is too good a bias that occurs in the CKP assessment. Thus, to create an objective and fair assessment, by conducting a policy analysis, alternative policies can be prepared that can be used in the implementation of the CKP assessment of BPS Regency/Municipalities in West Papua Province.

Abstract

Development of Drinking Water Supply Systems to Improve Public Services (Study at the Public Works and Spatial Planning Department of West Halmahera Regency). This study will explain the development of a Drinking Water Supply System (DWSS) at the Public Works and Spatial Planning Office of West Halmahera Regency. It will also examine the elements that facilitate and impede the development of DWSS. The aim of this research is to analyze the supporting and inhibiting factors for the development of a DWSS. The author uses a qualitative descriptive research method. Improving the DWSS consists of Physical Aspects (Technical Aspects) and non-Physical Aspects (Institutional, Management, Financial, Community Role and Law) as stated in Government Regulation Number 16 of 2005, concerning Development of the DWSS. The research results show that in the physical (technical) aspect, the DWSS have been included in the priority program of the West Halmahera Regency Government. In the Non-Physical Aspect, it is known that the supporting factors in improving DWSS in West Hamahera Regency, namely from the Technical Aspect, Institutional, Community Role and Finance. Meanwhile, the inhibiting factors in the development of the DWSS in West Halmahera Regency are the management aspects and law. Thereefor, commitment is needed from the West Halmahera Regency Government to improve public services through human resource management and implementation of regulatiosns.
