Abstract

Since the last five decades, the behaviourist have scientifically analyzed the implementation of leadership within organizations, and found that leadership is a complicated process that can be described in various theories and models. However, there are a lot of contradictive and over-lapped hypotheses and types of leadership. Hence, it’s difficult to define the ideal leadership. The difficulty is due to the misunderstanding of leadership concept, started from the idea that leadership is something that you own or gain-the same as a certain position in the structure of organization. However, if you have the desire and willpower, no matter who you are and where you work, you can become an effective leader through a never ending process of self-study, education, training, and experience. To inspire your workers into higher levels of teamwork, for example, there are certain things you must learn, understand, and do. These do not come naturally, but are acquired through continual work and study. Good leaders are continually working and studying to improve their leadership skills; they are not resting on their laurels.  Keywords: transformasi kepemimpinan, birokrasi.

Abstract

Matters related with regional borders have become part of the core issues of Indonesian incumbent-government. The government efforts to deal with the developing issues haves continuously been made. There are at least two fundamental matters that have drawn the attention of government, i.e. physically determination of state borders and the management of territorial borders development. In relation to the latter, it is a right time for the government to not only studying but also initiating a specific government institution that will be in charge of managing the potencies and complexities of the territorial borders. At present it is deemed necessary for the central government to facilitate the establishment of such institution to promote the development of border areas. Therefore, this is an important agenda that should be carried out soon. Moreover, local governments along the border areas, in general, require support and facilitation from the central government in developing their region.   Keywords: kapasitas kelembagaan, daerah perbatasan.

Abstract

Salah satu implementasi otonomi daerah adalah untuk menumbuhkan partisipasi aktif dari masyarakat, karena dalam keberhasilan pembangunan dan pengembangan daerah tidak hanya berada ditangan pemegang kebijakan. Akan tetapi masyarakat secara luas termasuk masyarakat adat juga turut andil dalam  menyukseskan daerah. Pemerintah sebagai fasilitator dan mitra kerja agar dapat menjadi stimulan/pendorong bagi masyarakat dalam meningkatkan partisipasi, justru tidak menjadikannya sebagai alat untuk mendapatkan kekuasaan atau kepentingan-kepentingan oleh pihak tertentu. Dalam membangun partisipasi, tidak terlepas dari pemberdayaan masyarakat dimana hal ini akan menumbuhkan motivasi, kemampuan dan keberanian untuk dapat bersikap kritis terhadap kondisi yang dihadapi. Namun dalam meningkatkan partisipasi masyarakat terdapat hambatan-hambatan klasik yang penyelesaiannya merupakan tanggung jawab semua pihak untuk.  One of the implementation of the autonomy is to improve the active Community Participation. Abstract

East Kalimantan’s natural resources have been the main sector in terms of financial contribution to the national income. Reforestration fund, provision of forest resources, export taxes, and other significant levies, have taken essential part in bearing the national development processes. This implies the positive roles of Kalimantan forest, for which it should be properly managed. Until recently, unfortunately, forest management has been observed to be unsuccsesful as indicated by depletion and degradation of forest areas during the first period of the implementation of regional autonomy (2001-2005). Under the new vision “forest management for the shake of resource sustainability and people’s wellbeing”, the following efforts are truthfully required: reassessment of performance measurement, revitalization through soft landing, reinforcing forest rehabilitation movement, reevaluation of policies concerning administrative approval (perijinan), etc. The ultimate goal of such endeavors is to achieve the optimum equilibrium of the forest function, i.e. between economic interest and ecological interest.   Keywords: kinerja kehutanan, kapasitas kelembagaan, restrukturisasi dan revitalisasi, peranan ekologis dan sosial ekonomi hutan.

Abstract

East Kalimantan is one of wealthiest and widest provinces in Indonesia having strategic position, either geographically or economically. It is characterized by prosperous natural resources such as vast deposit of mining and energy, oceanic and forest resources, and so forth. As a well-off province, good and sound management is truly required to improve public prosperity as well as to guard ecological quality. One of the most probable potency is palm oil plantation. The availability of bountiful land in Kalimantan makes the efforts of building large-scale palm oil plantation more reliable. However, discourse on the operation of the one-million-hectare-palm-oil-plantation is awfully dilemmatic. There is no symmetric concordance between ‘pros’ and ‘cons’ so far. The government policy on promoting plantation sector, therefore, is still blurred. Based on such situation, this paper tries to explore and evaluate the government plan to develop large-scale oil palm plantation in East Kalimantan province, especially from the perspective of public policy.  Keywords: kebijakan, kelapa sawit, Kalimantan Timur.
