Abstract

This research is based failure of leadership in Jember district in the implementation of bureaucratic reform. Therefore, this study investigates what factors are the cause of this failure and then try to build models of effective leadership in implementing the reform of the bureaucracy. The research method is qualitative method. This study found a massive, that there is a strong will that leadership in Jember district to implement reform of the bureaucracy can be seen from the product and declaring local regulations regarding institutional strengthening, empowering the communities - poverty alleviation, and public service. However, in the implementation of a failure, seen enough and 72% of civil servants are not happy over and over 90% of the people enough and less satisfied with the leadership in the district of Jember. Failure of leadership in implementing bureaucratic reform in Jember district was not caused by a factor of capability, quality leadership. However, this failure is more influenced by the dependence of political economy a top leader at the district level because the process of recruitment and leadership system characterized by high political and economic costs. A leader is not autonomous in policy making and implementation, because funders and parties involved in it. A theoretical model of leadership that is able to effectively implementation  the reform of the bureaucracy and would be a public service-based leadership. Public service-based leadership was marked by visionary character, ideals, social skills, multicultural intelligence, spiritual intelligence, participatory and democratic. But the quality of leadership at the top would be redundant if the political process is still characterized by high economic cost of the election which created the political economic dependence. For the case of failure of Jember district leadership in implementing bureaucratic reform influenced the high economic costs in the political process. Therefore there should be regulations governing the elections cheap, do political education to the community, public control, and law enforcement.Keywords: Leadership, bureaucratic reform, high cost economic, Jember district.

Abstract

Leadership is very role in society life, organization or government A leader as a movement motor or the main success of organization’s goals, moreoter in state and government life. A leader is an initiator, motivator, stimulator. dynamist and innoator in his or her organization. A good leader should reflect of good image and based on the commitment principles, credibility, integrity. consistent, not arrogant, sincere and consequent.The research design used survey method. The population consist of officers and lecturers at IPDN Subdistrict of Jatinangor Sumedang Regency. Sum of officers and lecturers samples were 62 people which consist of group IVwas as many as 8 people, group III was as many as 36 people and group II was as many as l8 people.The research  result showed that :1.    The leadership aspect showed good category, a leader always work on time and dong job with full of responsibility2.    Working motivation aspect showed excellent. The result of respondents showed that the working spirit for public servants is very high. This case stimulates by the giving of wage, provisions, pension insurance, get higher positition, etc.3.    The peroformace aspect showed excellent. In doing the job by good planning, clear working division, opened, using the cost in appropriate time, also regular controlling.Key words : that the leadership and working motivation positive influence to the public servants. Abstract

Poverty is one of development problems in developed and developing country like Indonesia. Poverty is complex problem that impacts negatively toward many aspects of people themselves, society and nation. Therefore, government has main duty to solve poverty problem comprehensively and holistically.  Poverty occurs in Indonesia both in urban and rural area especially in Surabaya. There are many program of poverty alleviation that have been implemented or being implemented by government and community. One of poverty alleviation programs in Surabaya is poor people empowerment which it has been implemented by Community Empowerment Board-Family Planning and Posko 100. Those programs emphasize on firstly human capital development which is harmonized with other empowerments and participatory development (partnership). Poor people empowerment in Surabaya that has been implemented by Community Empowerment Board-Family Planning and Posko 100 is one way of public service namely providing training service, providing facilities, and developing partnership. Theoretically, public service relates to main ideas of Denhardt and Denhardt (2000) about new public service, human capital approach relates to concept of Theodore W. Schultz (Fagerlind and Saha, 1983) and Gary S. Becker (Seo, 2005; Lauri, 2004), and non-formal training relates to Philip H. Combs and Manzoor Ahmed (1973). Empowerment dimensions relate to concepts of Rappaport (Suharto, 2007:59; Nawawi, 2007:176), and concept of the World Bank (Narayan, 2002). The purposes of the study are to identify (1) the process of poor people empowerment, (2) participation of private sector, society, and trainee in poor people empowerment program, (3) the roles of government in empowering poor people, (4) the result of poor people empowerment, and (5) models of poor people empowerment that have been implemented by Community Empowerment Board-Family Planning and Posko 100 in Surabaya. Abstract

Development covered the effort of change and innovation in society or nation life aspect to achieve  from one situation to another situation to more better. Include health sector.Another indicator of health sector succsess is Baby Mortality Rate. The Baby Mortality Rate in Indonesia about 24 per 1000 life birth in 2009. The baby mortality rate mentioned high enough if compared with ASEAN satate. For coping the problem of mother and baby health In Indonesia, so the role of KIA program (Program Kesehatan Ibu dam Anak) in the Society Health Center (Puskesmas) is very importen. This research use  Milton J. Esman concept (1971). This concept suggest that two groups of variables or factos are important to understanding and guiding institution building activity. These are the “institution variables”, which are assentially concern with the organization it self. The  institution variable include leadership, doctrine, program, resources and internal structure. And the “linkage variables” mainly to external relation. The  linkage variable include enabling linkages, functional linkages, normative linkages and diffused linkages.The goals of this research are to examine  wheather: leadership, doctrine, program, resources and internal structure affect the institutionalization of mother and baby health in Bakorwil Madura. And also to examine wheather enabling linkages, functional linkages and local culture value affect the institutionalization of mother and baby health in Bakorwil Madura. The result of quantitative analysis showed that: leadership, doctrine, program, resources and internal structure affect the institutionalization of mother and baby health in Bakorwil Madura. And also enabling linkages, functional linkages and local culture value affect the institutionalization of mother and baby health in Bakorwil Madura. Nevertheless, if investigate from b coefficient all variable and t statistic all variable showed that  resources,  leadership, local culture value and enabling linkages are critical variables. Abstract

Untuk meningkatkan kinerja Posyandu, pada tahun 1999 pemerintah menerapkan kebija-kan revitalisasi Posyandu. Meskipun begitu, sampai saat ini masih banyak masalah dalam pelayanan Posyandu kepada masyarakat. Penelitian ini bertujuan untuk mengkaji implementasi kebijakan revitalisasi Posyandu di Kalimantan Selatan, mengkaji faktor-faktor yang mendukung dan menghambat kinerja Posyandu, dan model pengembangan Posyandu yang sesuai di Kalimantan Selatan.Penelitian ini menggunakan metode kombinasi pada saat bersamaan (mixed methods-concurrent embedded), dimana bobot pembahasan metode kualitatif lebih dominan dari pada metode kuantitatif.Kebijakan revitalisasi Posyandu belum diketahui secara mendalam baik oleh pembina maupun pengelola  Posyandu. Tujuan, peran dan kejelasan program Posyandu hanya ber-dasarkan kebiasaan turun-temurun. Pengelola Posyandu mempunyai kompetensi sesuai ketentuan. Pelayanan Posyandu belum berorientasi pada masyarakat pengguna. Biaya operasional Posyandu sangat tergantung bantuan pemerintah. Kegiatan Posyandu sesuai dengan budaya setempat, terutama di pedesaan. Posyandu dikelola sendiri oleh masyara-kat, pemerintah menyediakan tempat, sarana, dan dana operasional. Kader Posyandu mempunyai insentif tetap dengan jumlah yang wajar. Kebijakan revitalisasi Posyandu belum sepenuhnya berjalan sesuai tujuan. Motivasi kader, penghasilan kader, lokasi Posyandu, status kepemilikan bangunan Posyandu, biaya operasional, insentif kader, dan pembinaan Posyandu berhubungan dengan kinerja Posyandu.Kata kunci: Kebijakan, revitalisasi Posyandu

Abstract

Several country in the world showed to us that the success of a Country not only was determined by the nature wealth that was owned by him, but also was caused by the quality of  human resources, this could be seen by us like the Singaporean country although his nature wealth did not overflow, but the development of this country could be made the example by us how to their manage human resources could be expect and in the long run made this country one of the countries that like that went up in this Asian part. Based on from various results of the research of the experts, the quality of human resources could bring an organization was successful and the success was determined by his competence. Human resource competence or soft skill was the characteristics of the attitude and the effective behavior in the development of this organization. Competency will push someone to have the best achievement so as to be able to be successful in the organization. The development of human resources was something important in an organization especially the organization of the Government, the availability of human resources did not only include the available quantity but also must be accompanied by the quality of the human resources personally. To create the quality of human resources especially the quality of PNS human resources in the Karimun Regional Government then presumably necessary him created a model development of PNS human resources that were based on competence that only was not valid in the level of the certain position but also the model of human resources of development competence must be able to in applied in all the PNS levels available that is from unsure that was lowest to unsure the tallest official. Results of the research showed that the Karimun Regional Government did not yet place a model competency especially for the staff and that had the standard of special competence was them who occupied the certain position that is in the level eselonering that was based on the provisions of regulations Number : 43 in 200I place directly Standard position of structural Competence.Keyword : Aparature, development

Abstract

Among the various educational problems faced by the Indonesian people is the low quality of education at all levels and units of education, especially primary and secondary education. Based on this fact, the efforts undertaken by the Government of South Kalimantan Province is doing a reorientation of education, namely the quality improvement-based management center to the management of school-based quality improvement. This study used a qualitative approach and the results describe that; effectiveness of policy implementation in the city of Banjarmasin MPMBS achieved in accordance with the objectives of the policy MPMBS improve the qualif of education by making changes to the educational management from the old pattern toward the pattern of MBS. Effectiveness is achieved because the policy MPMBS interpreted positively, then do MPMBS policy socialization through various media, and the availability of supporting resources policy. Factors that support the effectiveness of policy implementation in the city of Banjarmasin MPMBS among others: (a) has been implemented in earnest owned school autonomy, (b) community participation, (c) a democratic school leadership; transparency and accountability, (d) a conducive school environment, and (e) budgetary support from government and society. While inhibiting factors in the process of policy implementation in the city of Banjarmasin MPMBS among others: (a) the low quality of teachers according to minimum standards of education services, (b) the limitations of learning resources and learning media, and (c) bureaucratic obstacles in the management of school finances. MPMBS effective model is a management model that gives greater autonomy to schools and encourage community participation and community schools to improve the independence and quality of schools.Key Words : School-Based Quality Improvement Management
