Abstract

Glintung RW 23 is a dense village with several environmental and social problems. Responding to this problem, RW 23 Institutions and villagers agreed to innovate, create an environmentally friendly village and, at the same time, address existing social problems. The purpose of this study is to develop a model for the implementation phase-in of the development innovation process in Glintung village, Malang City accordingly. Data was extracted by in-depth interviews and documentation and then analyzed qualitatively. The results of this study provide examples of steps that are appropriate for the village development innovation process that is appropriate and applies to all village areas that carry out the same development.

Abstract

This study aims to verify and analyze the effect of policy implementation appointment of secretary of the village into the civil service, individual characteristics, organizational characteristics of work motivation and performance of the village secretary. This study is a quantitative research survey explanatory (Burhan Bungin, 2010: 35) which will prove a causal relationship between independent variables (independent variables) are variables of policy implementation, the variable characteristics of the individual and organizational characteristics of the variable with the dependent variable (dependent variable) the variable work motivation and variable performance of the village secretary. Around 153 respondets taken as randomly from secretary of the village. Data collected by using questionaire list and analyzed using SPSS version 17.0 and SEM programs – LISREL 8.50. Based on the research objectives, results and discussion in the research, conclusions can be stated: The implementation of the policy, organizational characteristics have a positive relationship to the motivation to work, while the individual characteristics have a negative relationship to the motivation to work. Patterns of relationships and patterns are a significant influence on organizational characteristics variables, whereas the pattern of relationships and patterns do not significantly influence the implementation of policies contained in the variable and individual characteristics. Tenth, work motivation, implementation of the policy and individual characteristics have a positive relationship to performance sekdes, whereas organizational characteristics have a negative relationship to performance. Patterns of relationships and patterns are a significant influence on the individual characteristics variables, whereas the pattern of relationships and patterns that no significant effect found on the motivation variable, implementation of policies and organizational characteristics.  Keywords: Implementation,individual and organizational characteristics, work motivation

Abstract

By looking at the increasing environmental demands on the quality of service, the necessary efforts to increase the quality of service by comparing the services expected by the service perceived by the public. Therefore, the government should take immediate measures of health care quality improvement efforts, so that the perceived benefits of the service as much as possible and improve the health of Indonesian society in general and especially for the people around the area Sampang. The research objective is to analyze the quality of services provided by hospitals to the community Sampang.This study didesaian descriptive quantitative with cross sectional approach. The object of research is based on the calculation Kep.MENPAN No. 25 in 2004 with the formula (number of elements + 1) x 10 = (160 + 1) x 10 = 170 respondents. Data collection tool using a questionnaire developed from PERMENPAN RB No. 16, 2014 consisting of 9 elements. Results obtained from 9 elements developed into 16 sub-indicators there are three elements that have unfavorable category. These three elements are the requirements, implementing procedures and behavior, which are then counted as a whole to look at the quality of service in get IKM value of 2.54 x 25 = 63.5 which can be categorized B (Good). From the analysis of researchers suggested the Sampang District Hospital to always make improvements, especially in the three elements considered less good, namely, requirements, procedures and executing behavior.Keywords: Public Satisfaction Survey, Public Services

Abstract

The opening of the 1945 Constitution of the Republic of Indonesia states that the national objective of the Indonesian state is to educate the life of the nation, create public welfare, protect all of Indonesia's bloodshed, and help implement world order and lasting peace. Efforts to achieve these national goals can be done through the fulfillment of basic rights of the community, one of which is through education. Republic of Indonesia Government Regulation Number 2 of 2018th concerning Minimum Service Standards (Standart Pelayanan Mutu/SPM) that compulsory government affairs relating to basic services consist of education; health; public works and spatial planning; public housing and residential areas; peace, public order and community and social protection. Furthermore, the education SPM includes the Provincial Education SPM and the District/City Education SPM. The types of basic services in the SPM of Provincial Education consist of secondary education and special education. While the types of basic services in the district/city education SPM consist of early childhood education, basic education and equality education. The researcher was interested in knowing how the quality of regional autonomy-based education services in East Java Province.

Abstract

Implementation of Badung Regency Regional Regulation No. 7 of 2013 concerning Waste Management is an effort to find out about the policies implemented by the Badung Regency Government for waste management, especially in the Kuta area. This research is a qualitative research in which data is obtained from area observations, interviews, documentation and library research as well as online searches, systematically described in accordance with the formulation of the problem of implementing Regional Regulations and finding obstacles and solutions implemented in waste management in the Service Unit Kuta Technical, analyzed using the Merilee Implementation Model from S. Grindle, namely content of policy and context implementation. The results of an analysis of the Implementation of the Badung District Regulation No. 7 of 2013 concerning Waste Management in the Kuta Technical Services Unit, found weaknesses in the implementation of the Local Regulation policy and several obstacles encountered including the low willingness of the community to sort out their own garbage and often violate the disposal schedule rubbish, adding transportation facilities and infrastructure as well as the existence of Temporary Shelter in each Village / Kelurahan, and the involvement of Indigenous Villages in waste management by incorporating it into set of rules made by and for residents of a village and it’s called Awig-awig.

Abstract

This research is based failure of leadership in Jember district in the implementation of bureaucratic reform. Therefore, this study investigates what factors are the cause of this failure and then try to build models of effective leadership in implementing the reform of the bureaucracy. The research method is qualitative method. This study found a massive, that there is a strong will that leadership in Jember district to implement reform of the bureaucracy can be seen from the product and declaring local regulations regarding institutional strengthening, empowering the communities - poverty alleviation, and public service. However, in the implementation of a failure, seen enough and 72% of civil servants are not happy over and over 90% of the people enough and less satisfied with the leadership in the district of Jember. Failure of leadership in implementing bureaucratic reform in Jember district was not caused by a factor of capability, quality leadership. However, this failure is more influenced by the dependence of political economy a top leader at the district level because the process of recruitment and leadership system characterized by high political and economic costs. A leader is not autonomous in policy making and implementation, because funders and parties involved in it. A theoretical model of leadership that is able to effectively implementation  the reform of the bureaucracy and would be a public service-based leadership. Public service-based leadership was marked by visionary character, ideals, social skills, multicultural intelligence, spiritual intelligence, participatory and democratic. But the quality of leadership at the top would be redundant if the political process is still characterized by high economic cost of the election which created the political economic dependence. For the case of failure of Jember district leadership in implementing bureaucratic reform influenced the high economic costs in the political process. Therefore there should be regulations governing the elections cheap, do political education to the community, public control, and law enforcement.Keywords: Leadership, bureaucratic reform, high cost economic, Jember district.

Abstract

This research deeply discusses about implementation of community participation in the education management in Primary Shool (SD) and Islamic Primary Shool (MI) in Sidoarjo District, in East Java especially related to the participation processes, forms or models, levels or strata and functions, the obstacles or problems and the supports factors, and how to overcome all problems, and to find alternative participation implementation models. Moreover, this research follows  Moeover, this research infolved School Commite, Head Master, and Community leader in 18 Sub Distrcts in Sidoarjo District of East Java Indonesia. The conclusion and suggestions, of the research can be seen as follow : Community Participation in Edication Management  has functions as : (1) Community fund rising; (2)  the improvement of community attention and commitment; (3) the improvement of parent and community participation to make a better quality of education; and (4) the evaluation and supervision of education policy and the product of education. The opstacles of the community participation in education management are : (1) In Planning; (2) In Organizing and implementing; and (3) In monitoring and evaluation. The supporting factors are : (1) In planning and monitoring by using School Website; (2) BOS/BOSDA (School Operatinal Fund)very helpful for the poor parents to reduce the school payment;(3) Teacher SertificationPrograme give positif impact to increase the spirit of teaching and learning process in the shool.Suggestions/Recommendations are : (1) School Commity needs reposition; (2) School need democracy improvement; (3) School needs improvement of tranparancy, acuntability, and responsiveness; (4) School needs improvement of cooperation with Higher Education; (5) District Government should give Recommendation Easily for the CSR (Corporate Social Responsibility) programe; (6) School Commity needs   support from everybody to the positif effort for better quality of education; (7) To know deeper  about the positive impacts of Website  or the development of Information, Communication, and Technology (ICT) in Education Management, needs further and deeper research mus be done.Key words : “Community Participation”.

Abstract

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

Abstract

The members’ right and obligation about healthy of  BPJS is stated in BPJS rule No. I in 2014. The society’s participation in BPJS program is very significant to guarantee their healthy. So, they must understand well how to register and take care the process of BPJS services in order they can get a maximum service. This issue is being discussed by government. The research design is Cross Sectional design by two variables, those are BPJS socialization and the understanding of the BPJS members’ right. The population is 108 members and the sample is 85 members in internist Poly in Syarifah Ambami Rato Ebu Hospital Bangkalan. The Sampling technique is Non Probability with type of sampling is Incidental Sampling. The instruments is questionnaire by using statistic test that is Lambda Correlation Coefficient. The result of this research showed 55 members (65%) were never given socialization while 52 members (61%) felt less understand about the BPJS right. Based on Statistical of Lambda correlation, the p value : 0,027 < α : 0,05 which it means there was relationship between socialization toward the understanding about the members’ right in Internist Poly in Syarifah Ambami Rato Ebu Hospital Bangkalan. For the following researcher, the researcher suggests to do a research which focuses on the factors that influence the obstacles of  health BPJS socialization  in order the members are more comprehensive about their rights. Abstract

The purpose of this study was to determine the role of academic information systems in improving the quality of higher education implementation in PGRI STKIP Bangkalan, and the extent to which the policies of implementing higher education before and after the use of information systems and how satisfaction is felt by students towards academic information systems at STKIP PGRI Bangkalan, named STKIP PGRI Bangkalan’s Siakad.The study was conducted by conducting a survey of users of the internet-based academic information system (Siakad STKIP PGRI Bangkalan), namely lecturers, students, and employees with the method of observation and conducting in-depth interviews to obtain as much information as possible from all respondents/informants. The number of informants was 5 people consisting of the chairman of STKIP PGRI Bangkalan, Vice Chairman I, Head of BAAK, and two students who had experience in their respective fields of work knew deeply and had many roles in the process of using information systems.Based on the results of the study, it was shown that with the use of the information system/ STKIP PGRI Bangkalan’s Siakad which is one of the facilities for the smooth activities of the teaching and learning process, it proved to provide convenience, many benefits, and benefits that greatly support the duties of serving lecturers, students and outsiders requiring. This is evidenced by the support of lecturers and students, capacity, namely the ability of employees to process data and value, namely the benefits felt by lecturers, employees, and students as well as outside parties in need.
