Abstract

Turkey is one of the most important countries for the EU because it has a strategic position in Western Europe, Eastern Europe, and even the Middle East. The good relationship between Turkey and the EU is based on history such as war, diplomacy, trade, art, cuisine, to culture. For centuries, the relationship between the two marked the deep economic, cultural, artistic, and social cooperation between the Ottoman Empire and the European powers of the fifteenth to the seventeenth centuries. At the same time, conflict and competition create an identity perception among EU countries towards Turkey. This paper attempts to explain the identity of Turkey and the European Union and to determine whether the identity as cultural or political affected the Turkish application to be a member of the European Union.

Abstract

One of the components of the IBI organizational system is an integrated organizational administration system, starting from the central level, provincial level, district / city level, to the lowest level, namely the sub-branch level. Until now, the administrative system has not been well organized, especially in the organizational administration system at the provincial level down to the sub-branch level. One of the obstacles encountered was the inadequate implementation of the Administrative Information System for the Indonesian Midwives Association (SIA-IBI) at the district / city level. It is necessary to evaluate the smooth implementation of SIA-IBI in all districts / cities in East Java Province. The subjects of this descriptive research were all (38) administrators of SIA-IBI. There were 2 variables described in this study, namely: 1) the smooth implementation of SIA-IBI; 2) the obstacles in implementing SIA-IBI. Data on these two variables were collected through direct interviews with all SIA-IBI administrators. The data were analyzed using descriptive statistics, namely frequency and percentage. Based on the data analysis results, it is clear that: 1) all (100%) districts / cities in East Java Province had not been fluent in implementing SIA-IBI; 2) the obstacles faced by SIA-IBI administrators vary widely. The obstacles are grouped into 8 groups, namely: internet connection, double duty, completeness of data, fickle system, limited time, not yet proficient, lack of equipment, and low response to the system. Based on the results, it can be concluded that the implementation of SIA-IBI in all districts / cities in East Java Province has not been going well, and this is related to obstacles from technical and organizational aspects.

Abstract

The purpose of this study was to determine the relationship or relationship between organizational culture and the performance of employees of PT. Indo Bismar Surabaya. To find out the organizational culture and employee performance at PT. Indo Bismar Surabaya. To analyze and measure how much influence organizational culture has on employee performance at PT. Indo Bismar Surabaya. This study uses a quantitative approach, namely research that presents a further stage of observation. After having a set of classification schemes, the researcher then measures the size or distribution of these traits among members of a particular group. Based on the results of the research and discussion that has been stated, it can be concluded that between culture and employee performance at PT. Indo Bisma has a significant positive relationship. The existence of this positive relationship is known from the results of proving the hypothesis which shows a correlation of 0.480 with a probability of 0.000 (p <0.05), which means that the proposed hypothesis can be accepted. The existence of this positive relationship is also supported by the coefficient of determination of 0.230, it can be said that organizational culture provides an effective contribution of 23% to the performance of employees at PT. Indo Bismar Surabaya.

Abstract

Merit System is the placement of someone with a high leadership position based on their competency. The government as the holder of power always makes new regulations or policies and also changes existing policies, to improve the quality of life of the people and the government institution itself. This article aims to analyze the merit system policy in the implementation of the government in Indonesia in implementing the principles of good governance and to see how the role of Baperjakat in making the mutation decision letter has caused problems between ASN and the Regent of Simeulue. The research method uses descriptive qualitative through literature review and research information. Sources of data obtained through journals, news, and documents. Data analysis techniques using Nvivo plus 12 analysis in the form of the crosstab. The results showed that the procedure for the policy of the position of the State Civil Apparatus (ASN) issued by the Regent of Simeulue was not based on established rules. In the process of mutation, the basic foundation of its implementation is still to use the seniority system and the spoil system where this system is not well used in the mutation process. In this mutation, the application is not by the principles of good governance.

Abstract

The purpose of this policy communication study was to determine the effect of Mata Najwa's impressions on September 28, 2020, on 17 respondents of CPNS Formation 2019 in Tanah Laut Regency. The focus of the research was determined on the influence of Mata Najwa on the trust of 17 respondents of the 2019 CPNS Formation in Tanah Laut Regency on the performance of the government in dealing with the Corona Virus using the Hypodermic Needle Theory, this theory includes Cognitive Effects, Affective Effects, Behavioral Effects. Policy communication study is a qualitative descriptive study. Data collection was carried out by interview, questionnaire, observation, and documentation. The results of research on 17 2019 CPNS Formation Respondents in Tanah Laut Regency show that there are passive audiences who in different situations can become active audiences. All informants get cognitive effects and affective effects, but on behavioral effects, not all informants experience these effects, but only slightly.
