This journal has a focus on inter and multidisciplinary studies of social sciences and humanities. The scope is the socio-cultural phenomenon, the history, and transformation of society, changes, and stagnation of socio-political institutions, actor orientation, and behavior, the performance of political regimes and socio-economic structures. The scope is not limited by state, nation, temporal duration, certain ideas, and narrow beliefs. This journal is open to various approaches, theories, methodologies, research methods carried out by scientists, academics, researchers and practitioners in the fields and disciplines: economics, social, political science, government studies, international relations, sociology, anthropology, demography, history, religious and cultural studies, philosophy of science, communication science, and development studies.

Abstract

The purpose of this study was to measure service quality performance based on student perceptions of the higher education department service quality performance. The research used a Higher Education Performance (HedPERF) measurement scale. There were six structural factors/dimensions namely: Non-Academic Aspect, Academic Aspect, Reputation, Access, Program Issues, and Understanding. The research method used quantitative methods with descriptive approaches. The research utilized questionnaire surveys with Probability Sampling techniques and Proportioned Stratified Random Sampling collection techniques. Data analysis utilized Importance Performance Analysis. The importance-performance analysis result exhibited similarities in measurement results. The similarities occurred between respective service items measurements and factors/dimensions structure instrument measurement. The analysis result exhibited that Academic Aspect factors are service quality improvement’s top priority, Reputation and Access factors are maintained service quality, Understanding factors are service quality improvement’s secondary priority, and Non-Academic Aspect factors exhibited service quality exceeding students expectations. To improve Academic Aspect factor, it is suggested to implement Law No. 14 of 2005 which focused on lecturer competencies (Pedagogic Competence, Professional Competence, Social Competence, and Personality Competence).

Abstract

Self-concept and autonomy education are two internal factors that give students the strength of mind so that it can encourage students’ learning process, achievement, initiative, and creativity. This research aims to investigate whether or not there is a direct or an indirect effect of self-concept, autonomy education, and creativity on student’s physics study results. The method used was survey with a sample of 190 students spread across six senior high schools in the Tuban Regency, namely SMAN 1 Jatirogo, SMAN Parengan, SMAN Bangilan, SMAN 1 Tuban, MA Assalam and MAN Rengel with stratified random sampling techniques. The data analysis technique used is the path analysis technique. The result shows that: (1) There are 29.2 % of direct influence of self-concept towards student’s physics study result, 13.8% of indirect influence of creativity, and 10.6% of autonomy education; (2) There are 17.1 % of direct influence of autonomy education towards result learn the physics,  and 10.9 % of indirect influence through creativity; (3)  The influence of self-concept towards creativity indirectly are  41.2% and indirectly through autonomy education are 19.9%; (4) There are 33.5% of direct influence of creativity towards student’s physics study result; (5) The direct influence of autonomy educations towards creativity are 32.2%; and (6) There are 62% of direct influence of self-concept towards autonomy education.

Abstract

Electronic recruitment has emerged as a preeminent way for job seekers to apply for a job. The use of technology in the recruiting process has made the relationship between candidates and companies shifted as the inadequacy of personal interaction occurred, impacting the way candidates see their potential employer. This research identified the influence of Electronic Recruitment on Employer Branding, the influence of Electronic Recruitment on Candidate Experience, the influence of Candidate Experience on Employer Branding, and the influence of Electronic Recruitment on Employer Branding through Candidate Experience as a mediating variable. The type of this research is explanatory research with a quantitative approach. The sample of this research is recent graduates of Business Administration, Faculty of Administrative Science, University of Brawijaya Batch 2013 that has gone through the electronic recruitment process. The sampling technique used for this research was using purposive sampling and the data collection method done by distributing the online questionnaire to 60 respondents according to the sampling criteria. The data then analyzed using descriptive statistical analysis and path analysis. The result showed that Candidate Experience proved to be the mediating variable of Electronic Recruitment and Employer Branding.

Abstract

The flow of public tasks of the government in national development is really influenced by the perfect service and the work of government bureaucracy which are parts of the government apparatus that are aimed to provide best service, being balance, and publicly serve the society. This research focuses on the policy of fulfilling the high level position in bureaucracy, by the study in Mataram city government, NTB province.  The data analysis technique is interactive model qualitative that was proposed by Miles and Huberman. The result of the study showed that “Implementation of development policy and carrier development of Civil Servant have not implement ASN (Civil Servant Apparatus) Law but it still uses old law which influence the obstruction of civil servant (PNS) carrier development.

Abstract

Smart city is a program that has been implemented by various countries, including Indonesia. The application in different countries is also different. In other words, this program is adjusted to the capabilities of each country and citizens. This program has many derivative programs in various fields, including the demographic field which in serving the community related to ownership of population documents utilizing E-SIAP. The purpose of writing this scientific paper is to find out the cause of ineffectiveness in the use of E-SIAP. In writing this scientific paper using qualitative research methods with the type of descriptive research to illustrate the ineffectiveness of E-SIAP in Blitar District. By using an interactive analysis model that was initiated by Miles and Huberman to analyze the ineffectiveness of E-SIAP such as the causes of the program that was not well understood, not on target, not on time, and not achieving its goals. In other words, the government must continue to increase the effectiveness of the use of E-SIAP to realize the stated goals of the agency.

Abstract

This research is motivated by the importance of the procurement of Human Resources at Universitas Brawijaya. The principles of Good University Governance (GUG) become a value and the best choice for universities as a basis for intense competition to become a leading tertiary institution in Indonesia and oriented to world-class universities. This research is designed to examine the implementation of the principles of good university governance (GUG) consisting of transparency, accountability, responsibility, fairness, and independence at every stage of human resource procurement (from recruitment to reward and punishment) in Universitas Brawijaya. This research is qualitative research with a grounded theory research approach. In this approach, researchers are responsible for developing other theories that arise from observing a group. This research uses data collection techniques with interviews, observation and documentation study, interviews conducted require three informants from the Civil Service Section. The results of this study indicate the procurement of Human Resources in UB has used the principles of GUG, transparency, accountability, responsibility, fairness, and independence in the recruitment process of educators and education staff, selection of educators and education staff, placement in assignments and positions that are accordingly, training and development, preparation of career paths, up to discipline enforcement and awarding.

Abstract

The purpose of this research is to describe and analyze the recruitment and selection of teaching staff at Mulawarman University to realize good governance so that they can compete nationally and internationally towards World Class University and face the challenges of the Industrial Revolution 4.0, and are required to master three literacy fields, namely literacy in technology, humanities and artificial intelligence (AI). So universities must be able to have human resources, especially educators who are professional and have international standards. The success in getting professional educators lies in recruitment, selection, training, and development. The problem that arises is that in the recruitment of educators, state universities always get less formation than is needed, while the ratio of lecturers and students must be met. The series of decision making regarding the appointment of contract lecturers carried out by Mulawarman University to meet the ratio of lecturers to students needs to be examined and explored further. The research method used is qualitative, using data collection techniques from interviews, observation and documentation studies as well as using qualitative data analysis of the Spradley model. The findings in the field show that there are two series of recruitment and selection activities, the first is the recruitment and selection for CPNS educators, and the second is for Non-PNS educators through several stages.

Abstract

Students satisfaction index was the purpose of research and to measure the satisfaction index on the service of Bachelor in Midwifery Study Program, researcher engaged students for respondents. This study was conducted quantitatively employing the survey method. The subjects of this study included 65 active students of the Bachelor in Midwifery Study Program, class of 2016, 2017, 2018. The aspects reviewed to determine student satisfaction on the service of the Bachelor in Midwifery Study Program were based on five satisfaction index dimensions (tangibles, reliability, responsiveness, assurance, empathy). This results indicated, that the student satisfaction index on the service of the department, with regard to the aforementioned 5 dimensions, identified as “quite satisfied”. The service provided to the students was concluded as "good".

Abstract

Implementation of a new structure of organization and working procedures in Universitas Brawijaya brings a significant change. Some administration and supervising staff lost their positions. As a result, the university analyzes to select a suitable career promotion system to hire the best man for the best position. The merit-based system becomes a selected strategy as it allows Universitas Brawijaya to appoint individuals with the right competence. The objectives of this study were to analyze the implementation of a merit-based system in administration and supervising staff promotion in Universitas Brawijaya and HR strategy the university applied. The finding showed that the university has implemented a merit-based system for administration and supervising staff promotion. All eligible candidates have equal opportunity, information about the selection process was accessible for everyone (transparent), and the university designed a passing grade for the promotion process. However, administration (lack of competence) and psychological (non-conducive atmosphere for implementation of the merit-based system) aspects became issues the university should encounter. Thus, Universitas Brawijaya should have adequate planning to make sure that the merit-based system is the only system used for administration and supervising staff career promotion.
