The scope is not limited by state, nation, temporal duration, certain ideas, and narrow beliefs. This journal is open to various approaches, theories, methodologies, research methods carried out by scientists, academics, researchers and practitioners in the fields and disciplines: economics, social, political science, government studies, international relations, sociology, anthropology, demography, history, religious and cultural studies, philosophy of science, communication science, and development studies.

Abstract

The research purpose was to find out the relation between the Tourism Department of East Lombok Regency and the society which framed by Public Relation in order to increase the visitors after the earthquack through Tourism Promotion. The method of this research was descriptive qualitative. The research’s result showed that the tourism promotion strategy by public realtion was sufficient in increasing the visitors. The Tourism Department of East Lombok Regency cooperated with the society in promoting the tourism of East Lombok by using either electronic or printed media which available in East Lombok Regency or Nusa Tenggara Barat Province, such as Kancanata Radio, Selaparang tv, Suara NTB, Lombok Today and Radar Lombok. In addition, in oder to facilitate the promotion, the Tourism Department of East Lombok created about 55 Pokdarwis or tourism community that spread at all destinations in East Lombok. However, there were some troubles in promoting East Lombok tourism objects such as the facilities and the human resources who incompetent in managing tourism objects, therefore, the government have to optimalize in providing empowerment, socialiszation, training and educating to increase the quality and the competence to every pokdarwis in East Lombok Regency.

Abstract

AbstractThere was never a prediction of a pandemic occurred in 2020 transpired for nine months even more. It was a disruptive situation throughout the world, interfering every aspects and components of society. Although there is a popular opinion that civil servants are among the untouched occupations, some were struggling in the crisis. A relatively new profession in Indonesia Institute of Sciences is Policy Analyst, which demands a dynamic strategy to fulfill the obligations and rights of the jobs.Utilizing qualitative descriptive methods, this research aims to determine how far the covid19 pandemic affects the fulfillment of a policy analyst. Primary data extracted from interview along with secondary data from comprehensive literature were employed.The interesting findings were all-women policy analysts stationed in Bandung Campus of Indonesia Institute of Sciences are able to fulfill the obligations and rights while balancing between office and family life through the pandemic by coping strategy of collaboration and innovation.

Abstract

The research objective was to (1) identify research themes for the development of border areas in the Regional Border Management Agenc of North Central Timor Regency; and (2) to analyze and describe the communication of research and policy formulation at the Regional Border Management Agency of North Central Timor Regency.  The research approach used is descriptive qualitative research methods. Qualitative descriptive research was used to obtain communication between research and policy formulation of border management policies at the Regional Border Management Agency of North Central Timor Regency.  Determination of sampling using snowball sampling, by collecting information continuously until the information is considered saturated. Collecting-data using’in-depth interview-technique, observation and ddocumentation.The results show that, First: research themes related to border area management are prioritized on several aspects, namely institutional aspects, boundary management aspects, cooperation aspects, and infrastructure aspects.Second: communication of research results in policy formulation is not optimal and is influenced by several obstacles, namely at the Interface A stage where the communication process / communication strategy between researchers and the Regional Border Management Agency of North Central Timor Regency has not been implemented since the stage of determining the research issue. Interface Phase B, that the proactive dissemination process involves the Regional Border Management Agency of the North Central Timor Regency, must be increased even though the published research (research results availability), related to border management in North Central Timor Regency, is sufficient and easy to access. In addition, the institutional aspects related to the human resources of the Regional Border Management Agency for the North Central Timor Regency are still very limited in quantity.

Abstract

The outbreak of the COVID-19 caused educational institutions to cancel regular on-campus classes and forced them to initiate online learning with enhanced technology. This study aimed to explain how the concept of online learning was implemented as distance learning or Pembelajaran Jarak Jauh (PJJ) amid the COVID-19 crisis. This study used a qualitative method with a literature study. Findings revealed that the concept of online learning amidst pandemic as a crisis-response and emergency migration method is different from contemporary online learning. Emergency remote learning (ERL) has challenges and opportunities. The biggest challenge is logistic and internet connectivity. Moving forward, government, telecommunication companies, and educational institutions should cooperate and put an effort in developing internet infrastructure across the country as online learning will be the new norm in the foreseeable future.

Abstract

The specialty of Aceh, which is closely related to the strength of Islamic values and norms, emphasizes the vital role of Teungku (Ulama) Aceh in maintaining the practice of these values and norms. This local wisdom has also become a dilemma for local government officials in Aceh in the context of preventing the Covid-19 pandemic in Aceh, even though various policy products have been created. This dilemma can be seen from the difficulty in realizing the responsibility of local government officials who are members of the Covid-19 Pandemic Handling Task Force, given the people's trust, which is more dominant Teungku's in their village in understanding and believing in the Covid-19 pandemic phenomenon itself—which of course has a dominant emphasis on conformity with Islamic values (one of which is seen in the difficulty of implementing congregational 'shaf shalat (prayer)' protocols in the pandemic era). Using Max Weber and John Locke's framework of thinking about legitimacy, this study seeks to answer why the implementation of the Covid-19 pandemic prevention health protocol is not working well in Aceh? The results of this study, which are guided by qualitative methods, indicate that the low legitimacy of local government officials is none other than due to the Acehnese public's low trust in the government in dealing with the Covid-19 pandemic itself, as well as showing the central role of Teungku in framing the understanding of the pandemic. The dominance of Teungku's understanding, which is contradictory to the understanding built by the government, has increasingly created momentum for people who did not comply with health protocols in the pandemic era, so it is not surprising then when mosques and stalls (cafes/restaurants) in the scope of the Aceh region are hardly implementing these health protocols, and where they exist, tends to be only part of maintaining the necessary formality. The government apparatus that is adhered to with the responsibility to protect society - with all the legal-formal policies that support it, is seen in a position of less power in framing the public's trust, so it requires a separate strategy to continue to prove its commitment to carrying out its duties and functions properly, but without straddle the values and norms of local wisdom inherent in Aceh.

Abstract

In recent years, the issue of health services has become a national public spotlight in Indonesia. Especially since the Corona Virus Disease (COVID-19) pandemic emerging, where the role of health institutions around the community is very important. This study aims to determine the quality of PUSKESMAS as a heath institution with strategic role in dealing with the COVID-19 pandemic. By the descriptive method which is combined with quantitative approach, this research was conducted to all PUSKESMAS in Blitar regency. While the reason of Blitar regency has been chosen in this study was due to their succeed for decreasing rate of COVID-19 epidemic in several areas in Blitar. Therefore, the discussion in this study will be aimed at analyzing the strategies used by related actors in reducing the spread of COVID-19 in Blitar regency. The results of this study indicates that the overall quality of PUSKESMAS in Blitar district is not good enough. However, with appropriate strategy carried out by the Blitar Government, it can maximize these limitations. Thus at the end, it may resulting total reduction in the spread of COVID-19 in several areas.
