Indonesian Journal of Environment and Sustainable Development is an interdisciplinary journal with scope aspects of environmental impacts (biophysical and socio-economic) a result of development. The journal also examines the phenomenon of a complex interaction between development and the environment, with the aim of looking for alternative solutions in realizing sustainability of all aspects of human activity development related, i.e: 1. Synergistic interactions among communities, development and the environment and their implications for the sustainability of development 2. Abstract

Related with policy formulation process in development plan, numbers of actors was involved into it. The roles of actors were matched with main duties and functions of each actor. Those actors were involved since public aspiration activity to formulation and socialization of policy. Every actor in policy making process has their own interest. Sometimes it might cause a conflict among the actors. Policy making process needed involvement from policy maker. To ensure the sustainability and success in transportation development in Tuban Regency, it should be determined by good policy. The policy formulation in local areas, as well as central government, was influenced by many actors and factors. In Tuban regency, the major role should be hold by Department of Transportation because it is a specific department in transportation field, and together with local development planning agency were formulate and implement the policy of transportation. However, the role of department of transportation was not prominent because of political factor and internal factor such as the lack of fund and human resources.   Kata Kunci: actors, policy, development, plan, land transport

Abstract

Deforestation still become a problem in Indonesia. Therefore, it needs some effort to overcome the problem, then forestry revitalization is a strategic government policy. One of the targets of forestry revitalization is by building and developing private forests. In 2011, Malang District Forest Service has developed private forest program by Private forest Bussines Group Assistance with a hope that it can realize the sustainable community-based forest management (SCBFM). However, there are many problems in developing private forests in Malang District. This paper tries to describe, to analyze, and to the developing private forest program to the implementation of SCBFM in private forests in Malang district, the result of the developing private forest program in Malang district, and the forthcoming preference of the developing private forest program in malang district to the development of private forest in order to implement SCBFM. Based on the target and realization in the result, there are some obstacles in its implementation. Some constraining factors are human resources factor, budgeting factor, external factor, natural factor, socialization and extension factor. Governmnent’s aid, coordination among agencies, and increasing number of extension worker are required to overcome the problems. Keywords: Deforestation, Private Forest, SCBFM

Abstract

Urban redevelopment and slum resettlement have become critical issues in many towns in Indonesia. Urban resettlement, however, is one of the most complicated and difficult challenges. Malang City, one of the representative towns in Indonesia tried to displace the slums from the high risk areas along Brantas riverbanks to the RUSUNAWA in 2012. However the result was quite different from the government’s intentions. This study will describe the slums living conditions and analyze their reasons did not leaved high risks zones. The objectives are to understand the dwellers’ incentives to move from the viewpoints of the economy, the living conditions, community ties, and the dwellers’ opportunistic responses. One hundred slum households lived closest to the riverbanks were interviewed. This study revealed that the living conditions in the slums were not necessarily bad and that the slum dwellers had strong economic incentives to continue living there. Nevertheless, they realized that as illegal squatters, they did not have enough incentives to leave from the slums, even with the high risks. Alternative facilities for living and economic activities that could give enough incentives to resettle have not been provided yet by government.   Keywords: RUSUNAWA, high risk zones, slum living conditions, incentives

Abstract

A simplified method for assessing household vulnerability to flood in regencial level in Indoneisa is proposed in this paper. Two components of assessment proces is discussed, namely: Mapping the floods and its hazards and investigation of vulnerable elements and aspects. It is argued that complex flood mapping can be simplified using historical information on past flooding to develop a relation between probability of occurrence versus magnitude, and investigation of vulnerable households and aspects of their lives which can be carried out by in-depth interview or any relevant qualitative approaches. Flood hazards map can drawn based on flood types, while four aspects of household dimension namely food, housing, livelihood and health are focused in the investigation. Abstract

Indonesian constitution was amended in 1999 and requested for local government to establish bottom up planning process that has been set as a standard approach to accommodate local aspiration in the making of annual development plan. The Musrenbang (Musyawarah Perencanaan Pembangunan/The Deliberation of development Plan) was amended by Law No. 25/2004 as the stages of planning formulation process in which stakeholders and Public Administrator sit down for forum to communicate each other to find best means for local problem solution. Musrenbang need to modify since it tend to not work as become effective mechanism to accommodate aspirations of stakeholders (bottom level) and hand them over to local government (upper level) due to several barriers, such as; geographical distance, limited transportation system, irregular political intervention and bureaucratic red tape. Using Information Communication Technology (ICT) that able to simplify the planning process by utilizing the people’s interactions expectedly can make simpler and faster procedure, including maximizing the role of Musrenbang. An Electronic forum for annual development planning will set to improve validity, effectiveness and efficiency. Banyuasin Regency, South Sumatera, Indonesia is now making preparation to introduce this system. PCM method was applied to analyze the problems for its introduction. Abstract

Usaha penangkapan ikan di Kabupaten Banyuwangi dengan produksi tertinggi ada di Kecamatan Muncar mencapai 94,03 % dari total produksi tangkapan ikan tersebut yang didominasi jenis ikan permukaan (pelagis) yang ditangkap menggunakan beberapa macam jenis alat tangkap. Penelitian ini bertujuan untuk menentukan jenis alat tangkap yang optimal dalam melakukan penangkapan ikan pelagis serta berkelanjutan berdasarkan aspek biologi, teknis, sosial, ekonomi, dan keramahan lingkungan di Muncar Kabupaten Banyuwangi. Sedangkan metode pengambilan data adalah survey dan observasi, dengan sampel 134 nelayan. Hasil penelitian berdasarkan tiga skenario, yaitu prioritas keberlanjutan merekomendasikan alat tangkap lift net yang tepat untuk dikembangkan baik kuantitas maupun teknologinya. Berdasarkan skenario prioritas ekonomi dan prioritas terhadapmaspek yeknis sosial, keputusan yang diambil adalah jenis alat tangkap purse seine yang tepat dikembangkan dalam mendukung peningkatan perikanan tangkap di Muncar. Rekomendasi yang bisa dilakukan oleh para pembuat kebijakan adalah optimalisasi alat tangkap dan pemberlakuan standarisasi serta selektifitas alat tangkap, pengembangan usaha penangkapan ke jalur lepas pantai.   Kata kunci: optimasi, ikan permukaan (pelagis), purse seine, gill net, lift net
