Abstract

This research aims at analyzing the influence of emotional intelligence (self-awarenness, self-organizing, motivation, empathy, and social skill) of the staff toward the service quality of education and training participants at the Board of collected by using direct observation technique, and distributing questionnair, interview, and documentation. This research employed quantitative descriptive method. Data were analyzed by adopting simple linier regression. The result of this research showed that : (1) simultaneously and partially, emotional intelligence of the staff had strongly significant influence toward the service quality of participant; (2) simultaneously, it had strongly significant influence if the emotional intelligence of the staff increased, the service quality of education and training participants also increased; meanwhile, partially, it had significant influence that each emotional intelligence dimension  increased, so there was an factor of  emotional intelligence that had significant influence toward the service quality was self-awareness dimension and the smallest was motivation dimension.

Abstract

This research was aimed at knowing and analyzing bureaucracy behaviors in running public service in Lambara, Tawaeli. Theories dealing with the bureaucracy behaviors comprising both individual and bureaucracy characteristic were taken from Miftah Thoha. This was qualitative. The research informants were selected by using a purposive sampling technique amd there were five informants determined. They were village chief. Cillage secretary, head of law and order section, and society. Next, the methods of gathering data were observation deep interview, and documents, while the tecnigue of data analysis comprised data reduction, data presentation, and verification. Based on the analisys, the research result showed that the the bureaucracy behaviors in running public service ini Lambara, Tawaeli have not shown his/her good characteristic. For example, the staff still have not had good ability, needs, and experience even thought they had good confidence and expectation. In addition, the bureaucracy characteristics have not shown maximum result in as much as the aspect aspects like hierarchy, duties, authority and responsibility still have not run well yet as expected. Only reward system and control system aspect have shown good result.

Abstract

This research aimed to analyze the Propertu Zakat Service at Amil Zakat Agency (BAZ) Palu Central Sulawesi Tengah Province. This research was conducted for 3 (three) months from March to June 2012, it’s location was on the office of Amil Zakat Agency (BAZ) Palu Central Sulawesi Province. Informants in this research were 13 persons consisted of 3 employees of BAZ Palu, 3 persons as obligatory zakat or muzakki in Palu Timur District, 3 persons as obligatory zakat or muzakki in Palu Barat district, 2 persons as zakat recipient or mustahik in Palu Timur distric, 2 persons as zakat recipient or mustahik in Palu Barat distric. Selecting sample used purposive sampling technique where the 13 persons selected as informants. Techniques of data collection in this research used observation, interview, and documentation. Data analysis used descriptive qualitative. This research used the theory of zeithaml who mentioned some indicators in service consisted of reliability, responsiveness, empathy, and tangibles. The results of the research showed the property zakat service at amil zakat agency (BAZ) Palu central Sulawesi province has not been running effectively.it can be seen from the service included socialization, human resources, more facilities showed ineffectiveness of the indicators were chosen as questions of interview guideline.

Abstract

The research was aimed at analizing the Policy Implementation of Article Number 34/2004 in optimizing coordinative role of Kodam VII/Wirabuana Inspectorate to improve the main job realazation of Kodim 1306/Donggala. The method of the research was qualitative research. The number of informan was five people, who were chosen based on purposive sampling. The techniques of data collection which were used included observation, interview and documentation. Based on the analysis, the policy implementation of Article Number 34/2004 in optimizing coordinative role of Kodam VII/Wirabuana Inspectorate to improve the main job realization of kodim 1306/Donggala ran quite well. From the six indicators, only one dimension which ran less well, that was on the dimension of human resources; while other dimensions like policy standard and goal, executor organization characteristic, executors attitude, communication inter organization, and social, economical and political environment.

Abstract

Abstract This research aimed at finding out and analyzing the e-Goverment of Central Sulawesi Province and to what extent the e-government has been implemented. This research used descriptive method employing qualitative approach. The informants were taken purposively, which means that they understood well about the subject matter and those who got involved in the e-goverment. The technique used was qualitative data analysis in which the researcher’s own reasoning for connectin facts, data, and information was used. In this research, implementation of E-Government in Central Sulawesi Province Government has not run optimally and effectively, because it is not supported by the quality and capacity of Human Resources (Human Resource Skills) consequently less data is valid and up to date. In addition, the Internet network running optimally in accessing data from outside because it is not supported by device policy for the Governor of Central Sulawesi. Financing e-government in the province of Central Sulawesi done in stages in accordance with what has been planned to the area 2011-2016.

Abstract

This research aims knowing the community participation in development plan meeting in Kelurahan Mamboro, subdistrict of North Palu. Ericson’s theory on participations used in this study consist of participation, and participation during the period of use. This research employs qualitative design. Informants of this research are head of Mamboro subdistrict, the head of economic and Development Section, the head of Community Empowerment Institution and Community that are sampled using purposive technique. While technique of data collection of this research includes observation, in-depth interview and documentation, the technique of data analysis includes data reduction, data presentation, and inference or verification. The result that community participation in development plan meeting is still low. The community seems to be active in pre-meeting. However they tend to criticize and to question the meeting that does not give any significant contribution to them. Community participation during program implementation also seems very low. They were not included in the process of implementation rather the government does all parts of the work. Community during this period takes a role only as controller of development process. Community participation during the period of use is also very low They are still lack of awareness to maintain the development result, and this type of attitude will become and obstacle for the development process.

Abstract

This research aimed at analyzing the relationship between the personnel’s work ethos, their satisfaction, their dicipline, and their job perfomance. The data were collected through observation reflecting the real condition and interview with 14 respondents representing different level of positions at the provincial general office of Central Sulawesi. The method of research was qualitative analysis in which the data taken from questionnaire were analyzed statistically by using Sperman’s Correlation and Line Analysis Model. It is found that there was a significant influence between the personnel’s work ethos (X1)and their jobperfomance (Y). However, the other variables of the personnel’s job satisfaction (X2) and their dicipline (X3) had indirect influence to the personnel’s job perfomance. These three factors tended to control the personnel’s job perfomance up to 72.99% while other factors outside the model contributed 27.01 % to their job perfomance. Based on the correlation analysis, there were two variables which have positive correlation of 0.507, namely job satisfaction and dicipline. The personnel’s work ethos, however, and job satisfaction have a positively very low correlation of 0.268.

Abstract

This study aims to determine the quality of air transport services In Palu Mutiara Airport Office. The theory used to analyze problems in this study is the theory which cohabited Suhady look at the quality of service indicators Exactly, Fast, Cheap and Friendly. The research method used is Qualitative Research. Informants in this study consists of the Head Office of Palu Mutiara airport and the staff and service users Mutiara Airport Palu. While the techniques of data analysis is data reduction, data presentation, and describe and infer and verify the data. that the quality of services provided Mutiara Airport Palu is not maximized it can be seen from the first: accuracy, precision provided Palu Mutiara Airport service is not right for the services provided are usually frequent delays, Second: Fast. In providing services at Mutiara Airport Palu has not so fast, third: Cheap. Services provided include Palu Mutiara airport is reasonably priced and a fourth: Hospitality means the attitudes providers at Mutiara Airport Palu was friendly enough but still need to be at the level again. While the limiting factor of the quality of service Palu Mutiara Airport is the ability of the Human Resources service provider inadequate forces, and the second is the inadequate facilities available at Mutiara Airport Palu.

Abstract

This research aims to analyze the policy implementation the mayor of City Regulation Number 11, 2011 about teh Guideline of Society Empowerment Regional Program of East Palu Sub-istrict Palu City, This Researcah employed equality method. It was carried out in Tondo and Talise. East Palu Sub-district. The Informants of this research were bureucrac staff, local people, and the elderly people. Technique of ata collection was observation, interview, and library study. The research result shows that commnucation between the office and stakeholders in implementation the policy was not effective, In addition the resourches of the program Implementation had enaught quality. Dispotition and bureaucracy Structure of the proram implementation were important to was urgent to increase society capasity, not get for individuals but also for groups to solve problems for increasing life quality, self – creativity, an properity. Therefore, increasing the effectiveness quality of the city chief regulation policy implementation was actually supported by the four faktors mentioned above.

Abstract

Tujuan penelitian ini adalah untuk 1) mengetahui dan menganalisa pengaruh Dimensi Kemasan terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 2). mengetahui dan menganalisa pengaruh Potability terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 3) mengetahui dan menganalisa pengaruh Memorable terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 4) mengetahui dan menganalisa pengaruh easy to read terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 5) mengetahui dan menganalisa pengaruh visual protections terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi.  Populasi dalam penelitian ini 640 orang dari jumlah konsumen yang merokok waktu tiga bulan rokok Merek Clas Mild, karena jumlah populasi  terlalu banyak maka penulis melakukan penarikan sampel menggunakan convenience sampling, yaitu sebanyak 86 orang.   Pengolahan data menggunakan program statiscal product and service solution (SPSS 16.0), setelah dilakukan uji statistik dengan menggunakan analisis regresi linear berganda maka hasil penelitian menunjukkan, 1)Dimensi Kemasan yaitu Portability, Memorable, easy to read, dan visual protection secara serempak berpengaruh signifikan terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 2) portability berpengaruh terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 3) memorable berpengaruh terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 4)  easy to read berpengaruh terhadap Keputusan Membeli rokok Merek Clas Mild di Kota Parigi, 5) visual protections berpengaruh terhadap Keputusan Membeli rokok Merek Clas Milddi Kota Parigi.
