Abstract

This research is almed to: 1) analyzing the effect of competence, communication and work culture simultaneously toward the employee performance, 2) analyzing the effect of competence partially towards the employee performance, 3) anlyzing the effect of communication partially towards the employee performance, 4) analyzing the effect of work culture partially towards the employee performance.This research is conducted as explanation research in explaining the relation between research variables which involves 58 Employees Of Education and Cultural Office Of Central Sulawesi which is taken using purposive sampling technique. Based on the result of the research using multiple regression analysis, concluded: 1) competence, communication and work culture simultaneously have a positive and significant effect toward the employee performance, 2) partially competence have a positive and significant effect towards the employee performance, 3) partially communication have a positive and significant effect towards the employee performance, 4) partially work culture have a positive and significant effect towards the employee performance

Abstract

This type of research is descriptive analytic with the number of respondents consisted of 89 people, spread across two regions, such as, District Galang and Baolan. SWOT analysis and contribution analysis are used as analytical method. The results show that (1) there was 0,004063% contribution derived from marine and fisheries sector to locally generated revenue in 2014 which equal to USD 188.496.400 out of the target Rp 200.000.000 (2) SWOT analysis indicates that the internal condition consists of strengths and weaknesses. The capabilities factors include the strength of fishery processing, higher production of fisheries are supported by the potential for marine. In addition, Regional Regulation No. 4. 2012 on business license levy in fisheries and local regulations No. 7. 2012 on auction levy. On the other hand, the weakness factors include inadequate fishing equipments, conflict fishermen, fishing communities of limited resources, the fishery and collector levy and guidance to the fishing communities remains low. Meanwhile, the external conditions consist of opportunities and threats. Factors opportunities include local taxes and levies, the area of ​​the arrest, the potential of marine and fisheries that will not run out and support the government in improving the fishery sector and increase the locally generated revenue. Furthermore, while the threat factors include the threat of climate change to the catch, the occurrence of damage marine ecosystems and fisheries, marine potential retrieval of outsiders and marketing system are less supportive. The formulation strategy of increasing locally generated revenue of marine and fisheries sector Tolitoli located in quadrant I of the expansion strategy. This means that optimizing the power to take advantage by identifying several opportunities is important. This strategy aims to increase fish production by government assistance in accelerating marine and fisheries sector and optimising the local regulation No. 4, 2012 on fisheries business  licence levies in order to increase the number of fish production by utilizing the fishing area.

Abstract

This study aims to determine the effect of capital, labor and the cost of the clove farm household income. The research method of survey is used and the sample is notified by simple random. The results shows that the independent variables which are include capital, labor, expense, have simultaneous affect on the clove farm income (Y) in Salumpaga village, North Tolitoli Sub-district-Tolitoli Regency. Meanwhile, the capital variable (X1) has partial positive relationship on the clove farm household income (Y). The labor variables (X2) has negative effect ans significant on the clove farm household revenue (Y). Following that, the cost variable (X3) has negative and significant effect on the clove farm household income (Y). The land area variable (X4) has positive and significant impact on the clove farm household income (Y). The farming experience variable (X5) has positive and significant impact on the clove farm household revenue  (Y). The number of trees variable (X6) has positive and significant impact on the clove farm house hold income (Y). In addition, the education variable (D1) has positive and significant impact on the clove farm household income (Y) in the village of Salumpaga,  North Tolitoli sub district- Tolitoli Regency. Furthermore, this study found that the average of the clove farm household income in the village of Salumpaga is more than Rp 1.000.000-.Therefore, the comparison between the revenue and expenditure of the clove farm in the village of Salumpaga, North Tolitoli sub district is feasible to be developed.

Abstract

The purpose of this study is: To know and analyze the implementation of the policy of tourism development program that has not been effectively involve local communities in the Gulf of Palu. The main theory Willian Dunn policies referenced the theory of Van Meter and Van Horn examines six aspects of standards and policy goals, resources, characteristics of the implementing agency, the attitude tendency (disposition), Activities Implementation & communication between organizations, the economic, social, and political. he place of research in the Gulf Region          Palu of Central Sulawesi Province with informants 6 selected people purposive. Collection by way         of interviews, observation, and documentation. Data were analyzed using an interactive          model of Miles and Huberman. ut the Tourism Development Program Policy Implementation in the      Gulf Region Palu seen from 6 aspects there are only two (2) is not maximized, namely (1) Standards and Policies targets that appear on the lack of coordination or cooperation between government and society (2) Resources are inadequate seen of human resources and infrastructure; While the aspect (3) Communication between organizations; where the government and the community can be created through technology (4) karkateristik implementing agency, the policy program of tourism development and the pattern of relations with the implementing agency of the other establishments are sufficient (5) economic conditions, social, and political, it is considered good because the informant had provided food tradsional easily available, the bridge across the river Palu membantang stands to connect or access tranfortasi between Palu Palu West with East, besides also found floating mosques, hotels, shopping centers are increasing travel hasanah Palu bay as a leading tourist attraction in the city of Palu, Central Sulawesi Province , (6) Disposition, basically a tourism development program has been good in the bay of Palu, Palu residents diteluk changes and positive developments in the economy, since tourism began to grow, along with the family began to improve.

Abstract

This research intends to: 1) explore and analyze simultaneous effects of Individual characteristics, organizational characteristics, and work environment on officials performance in BKKBN office of Central Sulawesi; 2) explore and analyze the effects of individual characteristics on officials performance in BKKBN office of Central Sulawesi; 3) explore and analyze the effects of organizational characteristics on officials performance in BKKBN office of Central Sulawesi; 4) explore and analyze the effects of environment on officials performance in BKKBN office of Central Sulawesi. Based census-sampling technique, 78 people in the population selected as respondents. Based on multiple linear regression test, it is concluded that: 1) individual characteristics, organizational characteristics, and work environment simultaneously have positive and significant effects on the performance of officials in BKKBN office of Central Sulawesi; 2) individual characteristics partially have positive and significant effects on the performance of officials in BKKBN office of Central Sulawesi; 3) organizational characteristics have positive and significant effects on the performance of officials in BKKBN office of Central Sulawesi; 4) work environment has positive and significant effects on the performance of officials in BKKBN office of Central Sulawesi

Abstract

This research is conducted to analyze the leadership style of the Health Agency Director of Central Sulawesi. This research uses a leadership style according Lippit & White namely, Autocratic, Democratic and Laissez Faire. The method used in this research is descriptive qualitative, ie to obtain a detailed description of how the leadership style of the Health Agency Director of Central Sulawesi, by using seven informants. Data collection was conducted using interview, observation, and documentation instrument. The operational concept of this research is the leadership style of the Agency Director that includes: 1. Authoritarian style, where all the policies are set by the director himself and the execution is assigned to a subordinate. 2. Democratic style, where a leader always involves all members of the group in making decisions. 3. Laissez Faire style, in this type, the leader provides the widest possible freedom to every member of staff in the planning procedure and what will be done for the discharge of the duties of their office. The result shows that the Democratic leadership is more dominant applied by the head of Health Agency of Central Sulawesi, while the autocracy style and Laissez Faire style is only used for specific situations.

Abstract

This research aimed at analysing the job performance of apparatus in issuing payment statement letter (SPM) and at describing the job performance of the Financial Section of the Provincial Office of Education and culture, Central Sulawesi. This was a qualitative research method attempting to find out the facts and phenomena in relation to the beroucratic job performance in issuing payment statement letter (SPM). In order to assess the job performance of apparatus, the researcher used five indicators by Agus Dwiyanto : produtivity, quality of service, responsiveness, responsibility, and accountability. The informants were the apparatur who understand and get involved in issuing the SPM. The primary data were collected directly from the informants and the secondary ones were obtained indirectly the techniques of data collection were interview, observation, and documentation. The data collection were interview, observation, and documentation. The data were analysed in three stages: data reduction, data presentation, and data conclusion. The research shows that job performance of the apparatus in issuing paymant statement letter (SPM) at the Financial Section of the Provincial Office of Education and Culture, Central Sulawesi has not been optimal. This is due to the lack of communication and coordination, as well as discrimination on the parts in proposing an SPM. This can been seen from the time spent in completing an SPM and from the level of the SPM cutumers satisfaction. It is effective when there is a handover of responsibility and job to the apparatus for processing an SPM. Additionally, the apparatus should work based on the standard operational procedure (SOP) in order to complete the job on the time and not being handled by only certain apparatus.

Abstract

This research aims at identifying and expalaining the implementation of Critical Land Management Programme and Community Based Water Resources (PLKSDA-BM) in Nupabomba Village, Tanan Tovea District, Donggala. The method used is deskriptive qualitatif method and the techniques of the data collection were observations, interviews, and documentations. Five informants were taken by using purposif sampling technique. The result shows what the implementation of Critical Land Management Programme and Community Based Water Resources (PLKSDA-BM) in Nupabomba Village, Tanan Tovea District, Donggala is still not effective. Through an implementation approach from Edward III, the result shows the that the implementation of the program is affected by several aspects. 1)The communication aspect of the critical land and water resources Programme in the community based Nupa Bomba village, Tanan Tovea district to all stakeholders has been carried out poperly. 2) The resource aspect of the programme is inadequate yet especially the land piracy equipments procurement. 3)The aspect of Disposition / Attitude of implementers toward the Programme done by the person in charge, companion and program implementers has been implemented well. 4) Structural aspects of bureaucracy in the implementation of the program have been well coordinated

Abstract

The research is intended to explore: 1) the influence of skill and work experience on career development of officials in The Department of Education, Donggala Regency; 2) the influence of skill on career development of officials in The Department of Education, Donggala Regency; 3) influence of work experience on career development of officials in The Department of Education, Donggala Regency. This research is casual analysis that involves 34 respondents that were selected trough census sampling method. Based on the results of multiple linear regressions, it is found that: 1) skill and work experience simultaneously affect career development of officials in The Department of Education, Donggala Regency, both positively and significantly; 2) skill positively and significantly affect career development of officials in The Department of Education, Donggala Regency; 3) work experience positively and significantly affect career development of officials in The Department of Education, Donggala Regency.

Abstract

PT. Samas Agung is a shipping expedition company and implements contemporary service marketing system. The management of the company adopts service marketing mix strategies on product, place, price, promotion, people, productivity, and quality, process, and physical evidence. Yet, the operation is still ineffective. Therefore, this research intends to explore service marketing mix  and its effect on customers ’ decisions and satisfaction by using Structural Equation Model (SEM). The result indicates a significant influence of product, place, price, promotion, people, productivity and  quality, process, and physical evidence on customers ‘ decision; and decision has a significant effect on customers ‘ satisfaction. This study suggests that the results can be used to maintain or improve customers ‘ satisfaction. In addition, the company is required to improve its marketing mix strategy in its policy implementation and market penetration.
