Abstract

Oficers Discipline at the South Totikum District Office of Banggai Islands has not been implemented optimally. The aim of research is to find out the implementation of Civil Servants (PNS) policy at the South Totikum District Offce of Banggai islands. This type of research is qualitative research and there are 7 informants selected through the selection technique. Data was collected through interviews, observation, and documentation technique. Data analysis techniques is conclucted through data editing, categorization, meaning of the data interpretation and drawing consclution, The teory used is the model of policy implementation by George C. Edward III with variables communication, resources, disposition and  bueratic structure. The results shows that the implementation of discipline  policies at the South Totikum District Office of Banggai Islands has not been implemented optimalty due to communication of discipline execution toward the civil  servants is implemented in one direction in a form of directives which is given by the  highest leader (Head) to the structural officers then it is forwaded to subordinate  (Employees). This resulted in less effective communication, so that the implementation of the officers discipline has not run optimally, the absence of a  strong comitmen to carry out the implementation of discipline consistently and  consequently, the leadership (district head) and structural officers did not establish  good coordination and cooperation in handling the implementation of discipline, and  the lack of good role models in implementing discipline, also there is an imbalance  between rewards and punishment to the employee with good achievement and discipline violators.

Abstract

Commmunity forest is a plantation forest in production forest that was developed by individuals or cooperatives to increase the potential and quality of production by implementing silviculture practices to ensure the sustainability of forest resources. The village of Bumi Beringin has gained a license for utilization of forest products in Community Forest by the Regent of Banggai (on behalf of the Minister of Forestry) covering 100 hectares, divided into 13 (thirteen) people who are members of forest farmers group Bersatu, but until now there is no implementation on the field due to the lack of strategies and right development patterns, so that there should be a research to obtain an appropriate development strategy in order for the the program development in Bumi Beringin Village can run good and right so as to improve the welfare of local communities. This research was conducted for 3 months starting in September 2015 until November 2015. The research was located in the Bumi Beringin Village, Luwuk Sub-district, Banggai District, Central Sulawesi. A strategy of community forest management development of forest farmers group Bersatu of Bumi Beringin village, Luwuk sub district, Banggai district is in quadrant II (2.45; 2.69) which means the diversification strategy of using strength to take advantage of opportunities or Strength-Treath Strategy (ST). The best pattern of community forest management development in Bumi Beringin Village, Luwuk Sub-district, Banggai District is a partnership pattern towards the Independence.

Abstract

The development  of  rural and active standby urban in Sigi Regency since 2010 to 2015 is not successful yet as the minister of health of Republic Indonesia expected to. The policy, Number. 1529/Menkes/SK/X/2010 is regarding to the guidelines development of rural and active standby urban. 5 years is enough to evaluate that policy. The research revealed that, there are only 2 rural and urban out of 156 in category of independent, 14 in category of purnama, 34 Madya, and 93 Pratama. The indicator showed the ineffectiveness of policy implementation in the development of rural and active standby urban in Sigi Regency. The success lies in the ability of local communities to undertake any efforts to achieve the active standby of rural and urban around Sigi Regency. This as a qualitative research that conducted by doing interview to some informants who are qualified in this case. The approached used is evaluation theory of William N Dunn emphasized in 6 evaluation criteria: 1) affectivity, 2) efficiency, 3) Adequacy, 5) Responsivity, and 6) Accuracy. The result of the research revealed that the development of rural and active standby urban in Sigi Regency has not been achieved based on the approached used. Therefore, in could be concluded that the implementation of policy of the minister of health of Republic Indonesia after 5 years has not been achieved.

Abstract

This study aims at determiningthe differencesbefore and after use of Information System for Regional Development in the process of development planning in Poso district. This is a descriptive, qualitative and quantitative research with 43 (forty-three) people as the total number of population, and the total sample is 43 people selected by using census sampling technique. The data were collected through questionnaires and interview guidelines. The analysis of the data is descriptive quantitative and qualitative. The indicators used are the number of proposals that followed, the percentage of the consistency of the planned programs and activities and percentage of evaluated program and activities. The results show that there were significant differences after the use of SIPPD. This  is shown by the results of difference test with t value of each indicator is the number of followed proposals 3.954, consistency percentage of planned programs and activities is 12 610, the percentage of evaluated programs and activities is 17 048 greaterthan the t table value 2.018. The study also suggests that it is needed to develop a system that suits the needs so that it can facilitate the preparation of impotant documents and development plans for each agency allocating a budget for increasing the capacity of SIPPD admin and providing cost consequences as motivation in the work.

Abstract

This study aims to identify and analyze the accountability of officials of the environment watchdog use descriptive research qualitative approach, to measure accountability based on the opinions Sedarmayanti (2004: 12), which states that the accountability is: control environment in accordance with transparent, monitoring environmental efficient and effective and responsive environmental monitoring. The collection of data through observation, interview, and documentation, dianlisis through the stages of data reduction, data display, and conclusion. The study concluded that, officials of the Environment (PPLH) at the Environment Agency Sigi not accountable in carrying out its duties. It can be seen from liability in accordance with provisions of environmental monitoring and transparency, has not been implemented properly in addition to not have a standard operating procedure (SOP), the supervision of compliance with the environment, not in accordance with the provisions and less transparan.Pertanggungjawaban on environmental monitoring has not menerepkan principle the efficiency and effectiveness of the well based on the provisions in force and use the standard operating procedures (SOP). The task of inspecting the observance, collecting documents and testify against the evidence that was found had not been effective, because the environment watchdog officials have not been able to maintain the accuracy and quality assurance monitoring results during an inspection or investigation of business and / or activity. Similarly, supervisory accountability environment that is responsive, generally the environmental watchdog officials have not responded well to the aspirations of society as a feedback to maximize the task. Not to akuntabelnya environmental watchdog official duty stints environmental surveillance, due to limited funds/operating budget travel to conduct regular supervision and inspection.

Abstract

This study aims at determining The Quality of Inpatient Services of Mokopido Regional Public Hospital Tolitolii. This study uses a qualitative research method, in which the data and the information were collected by using a Likert scale instrument and interviews with selected informants. The results show that Mokopido Public Hospital Tolitoli still lacks in the quality of service because of the research indicators of speed and timeliness of services must be improved so that patients and their families feel the optimum service from hospital personnel so as to provide effective services. Ease of service will be created if the availability of supporting facilities in health care but in fact Mokopido Public  Hospital still lacks of health facilities that can inhibit good services for patients and their families for example in the medical examination, the pharmacy facilities, the facilities of care room and etc. This is certainly going to disrupt the excellent services for patients. As well as providing a fair service without making a distinction between the service of underprivileged patients and patients who are in good economic condition. The quality of services should be improved to get a positive response from patients and their families so that the hope of achieving the satisfaction of health services at the hospital can be created. The provision of hospital health care facilities which are in direct contact to the needs of health services including the availability of drugs, hospital pharmacy facilities, and supporting facilities in medical examinations for patients.

Abstract

This study aims at determining the level of public participation and the role of institutions/ organizations of local communities in planning, installating and maintaning solar power in Olu village Lindu Sigi Sub-District. The type of this research is quantitative research the analysis method is a combination of qualitative and quantitative. To obtain the data in this research, the researcher used the following data collection techniques: questionnaires, interviews, observations, and focus group discussions. The results of this study will be measured by using Likert Scale, in which in the measurement, the respondents were given several alternatives to choose one most appropriate answer considerably. The scale is used as it is able to distinguish the observed subjects based on different degrees of typical ordinate characteristics in terms of coduct symptoms. The results of this study conclude that: The calculation results of community participation in the planning stage are in Less Good category, the implementation phase of establishment is in the category of Good and the maintenance phase is in the category of Very Good. This indicates that the PLTS program in Olu village goes well. The role of local institutions in supporting the implementation of the plan, establishment and maintenance of solar power in Olu village is high enough because of the the presence of coordination among the village government, the local organizations and village institutions administrators that have a concern, attention and proactive actions on the program of PLTS construction in Olu village

Abstract

This study aims at identifying and analyzing The Effectiveness of Small Industrial Business Processed Food Development. This research uses a descriptive qualitative approach, measuring the effectiveness of development based on the opinions of Glen in Adi (2003: 165) which consists of, service development, community involvement and the collaborative creation, concluded that, small industrial business processed food development in Sigi is not effective yet, although there has been an effort from Department of SMEs Cooperatives, Trade and Industry, responding feedbacks and suggestions from businessmen to meet the needs of equipment products, suggesting to join the cooperative, but not fully relieve the burden of the businessmen, especially giving protection (advocacy) on the quality of the product. The development through community engagement to encourage the development of business skills is not effective yet, though there has been given the opportunity of consultation and cooperation among businessmen in increasing independence in business management. There is no seriousness of Local Government to help small processed food industry businesses to provide guidance on an ongoing basis. The guidance through the creation of collaboration is not effective yet, helping the entrepreneurs to establish partnerships with businessmen and finance institutions to obtain additional capital, and especially the ease of solving the problems of licensing Home Industry Food management from Department of Health and product testing in POM regarding to legal products, and the legality of the product right from the Human Rights Ministry, which is verily influencing to the development of the business.

Abstract

Land Redistribution activity of landreform Object is the division of the lands controlled by the State and have been affirmed to become the landreform object given to the peasants who havebeen qualified the Government Regulation No. 224 of 1961 which aims to improve the socio-economic situation of the people by organizing the fair and equitable distribution of land on people's livelihood of farmers in the form of land. So that the division can achievethe fair and equitable sharing. Based on this, the issues to be examined are the implementation of the Land Redistribution of landreform Object in the village Lalombi and the obstacles in the implementation of the Land Redistribution of landreform Object. The method used is qualitative.Data were collected through observation and interview. Research result is the implementation of Land Redistribution of landreform Object in the village Lalombi affected by four aspects, namely communication, resources, disposition and organizational structure. The implementation policy of Land Redistribution of Landreform has not been effective.  There is still need for improvement in terms of resources and communication aspects. Communications aspect: Coordination between implementing activities object land redistribution of landreform is still not running properly, resulting in a miss communication that led to an untargeted implementation. Resources Aspect is still less effective in terms of human and infrastructure resources.

Abstract

The purpose of this study was to obtain information about the influence (1) pedagogical competence of teachers for teaching social studies in SMP Palu, (2) the professional competence of teachers for teaching social studies in SMP Palu, and (3) pedagogical competence and professional teachers to Junior High School social studies lesson in Palu. The method used is survey with descriptive quantitative data analysis techniques. The population in this study are all teachers IPS certified in Palu City Junior High School, as many as 116 people. Number of samples are 58 people using Proportional Stratified Random Sampling technique. Data collection techniques using Likert scale model questionnaires, interviews and documentation. Analysis of the data in this study using Normality Test Instruments, Test Analysis Coefficient of Determination, Validity Test Instruments, Test Reliability Test Instruments and Descriptive. Meanwhile, the first and second hypotheses using simple regression test, and the third hypothesis testing using multiple regression test. The results showed third-normally distributed variables to test for normality using the Kolmogorov-Smirnov Test and Analysis of reliability for variables X1, X2 and Y calculated by Cronbach alpha formula. While on the significance test using the t test and F test at significance level with a value of α = 0.05. The results showed that: First, there is positive and significant correlation between pedagogical competence of teachers to learning, with a linear regression equation Y = 23.893 + 0,719X1 with a percentage of 38.6% significance. Secondly, there is a positive and significant impact on the professional competence of learning with linear regression equation Y = 11.032 + 0,954X2 with a percentage of 29.2% significance. Third, there is a positive and significant influence jointly between guruterhadap professional pedagogical competence and learning, with the regression equation y = -1 842 + 0,534X1 + 0,509X2 with the percentage significance of Y = 17.6% (43.8% -38.6 %).
