Abstract

The purpose of this study is: To know and analyze the implementation of of mineral and coal mining policy are not optimal. The The main theory William Dunn policies used as reference the theory of Van Meter and Van Horn examines the six aspects that is standards and policy goals, resources, characteristics of the executing agency, the attitude tendency (disposition), Activities Implementation & Communication across organizational, economic, social, and political. The place of research in Banawa District of Donggala with 7 informant selected by purposive. Data Collection by interview, observation and documentation. Data were analyzed using an interactive model of Miles and Huberman. Based on the research result that the Implementation of Mineral and Coal Mining in the district of Donggala Banawa general management of mining has the potential to serve as the mining areas were comfortable and safe for the community, government and business. However Implementation rock mining in districts of Banawa seen from six aspects everything is not optimal, thath is (1) Standards and targeted policies that appear on the lack of coordination or cooperation between the government and society (2) Resources are inadequate views of human resources and infrastructure ; while the aspect (3) Communication between organizations; which government and society have not been created through technology (4) karkateristik implementing agencies, policy rock mining and pattern of relations with the implementing agency of the other establishments inadequate (5) The conditions of economic, social, and political, informants consider not optimal (6) Disposition, the basically rock mining in the District Banawa not optimal, citizens have not changed and the positive economic developments, since mining of rock began to grow, along with that family life has not improved.

Abstract

This research aims at examining the effect between: (1) teacher’s pedagogic competence on social subject learning outcomes, (2) students’ learning motivation on social subject, (3) teacher’s pedagogic competence and students’ learning motivation on social subject. The method used was quantitative approach. The population was 300 students. The sample was 171 students selected through proportional random sampling. The data were collected through questionnaire by using Likert scale. The first and second hypothesis testing used simple linear regression analysis, whereas the third hypothesis used multiple linear regression analysis. Significance test employed t-test and F-test on significance level of α = 0.05. The results indicate that: First, there is a positive effect of teacher’s pedagogic competence on students’ learning outcomes. The second, there is a positive effect of students’ learning motivation on students’ learning outcomes. The third, there is a positive effect of teacher’s pedagogic competence and students’ learning motivation on students’ learning outcomes.

Abstract

This research intends to find out and analyze the influence of commitment, competency, and work environment on teachers’ performance in Districk of Mamuju Regency (case study in SMAN Pasangkayu and MA DDI Pasangkayu). Population in this study consists 41 teachers’as civil servants. The research employs multiple linear regressions analysis to explain the influence of independent variables towards dependent variable, both simultaneously and partially. Hypothesis test is conducted on significant level  α≤0,05 by using SPSS 16. The test results show that commitment, competency, and work environment simultaneously have positive and significant influence on teachers performance with the adjusted R2 of 0,825 or 82,5%. The remaining is explained by other variables that are not studied. Commitment positively and significantly influences teachers’ performances with regression coefficient of 0,051 with sig. 0,003; competency positively and significantly influences teachers’ performances with regression coefficient of 0,650 with sig. 0,000; work environment positively and significantly influences teachers’ performances with regression coefficient of 0,282 with sig 0,000.

Abstract

The purpose of this study was to determine the implementation of District Integrated Administrative Services (Pelayanan Administrasi Terpadu Kecamatan - PATEN) policy in West Palu District Palu City in supporting integrated administrative services, and to examine problems deeply and to find solutions from every division and sub-division at the Office of West Palu District Palu City. The type of research used in this study was descriptive qualitative research, with purposive sampling method. The researcher assigned informants based on their knowledge, participations, and professions. The informants in this study were the Head of West Palu District, the Secretary of West Palu District, a Division Head of West Palu District, and 2 people who were dealing in that Office. The location of this research was the Office of West Palu District in Palu City. Data collection was done through interviews, observations, and documentations. The results conclude that the implementation of the PATEN policy in West Palu District Palu City based on the Theory of Edward III in Tangkilisan (1997: 24) had already been good as expected in terms of the communication aspect as well as the other aspects, namely the bureaucratic structure that had been in accordance with existing regulations and the service that had been running well. However, the resources aspect, especially the human resources had not been met so that an error occurred in job descriptions, functions, and working procedures, for not being based on the organizational structures. Therefore, the people could not feel the success effects of the PATEN policy implementation, particularly the satisfaction with the administrative services. The other inhibiting factor was the disposition aspect in terms of attitudes and behaviors of the PATEN policy implementing apparatuses/implementors at the Office of West Palu District that had not showed good attitudes, responsibilities, and behaviors; and had not been in accordance with the rules of procedure and professional attitudes of employees/apparatuses in providing public service.

Abstract

The main problem in this research is how the performance in the district office Nokilalaki sigi district. This study aims to determine the performance in the District Nokilalaki Sigi refers to Productivity, Quality of Service, Responsiveness, Responsibility and Accountability. Methodology This study is a qualitative method, based on in-depth interviews from several sources. To see and measure employee performance authors use the theory Dwiyanto, 2006; (1) Productivity or work, (2) Quality of Service or community satisfaction with the services, (3) Responsiveness, or the ability to recognize the needs of the community, (4) Responsibility or the suitability of execution and rules, and (5) Accountability or responsibility for performance. From the results of the study show that low levels of education and experience, the lack of employee discipline, inadequate infrastructure facilities and infrastructure, and the lack of firmness of the elements of leadership affects the level of productivity, quality of service, responsibility, responsiveness, accountability so a direct impact on the poor performance of employees of the district office Nokilalaki.

Abstract

One role of the Department of Spatial Planning and Housing is to provide the Permits Building License Service. The granting of licenses is intended  that building activities are in accordance with its designation and spatial plan and urban areas in order to implement the content of the plan, then the need for certificates of Permits Building License, which will provide certainty and legal guarantees to the people. This research aims at knowing how the quality of service of the Department of Spatial Planning and Housing in giving permits building license service (IMB). The research method used is descriptive qualitative. Teachniques of the data collection are in-depth interviews direct observations and documentations. The theory used from Fandy Tjiptono (1995: 25) explains that the quality of service criteria are politeness and friendliness, responsibility, convenience, comfort and completeness of facilities. The conclusion is that the Department of Spatial Planning and Housing in providing Permits Building services have been good and running properly. It could be seen from the politeness and hospitality given by the employee, the ease and convenience provided in the Permits Building License arrangement at the Department of Spatial Planning and Housing, however, the completeness of the means are not sufficient, this can be seen with the lack and the destruction of operational vehicles used by the employee to get off the field.

Abstract

The purpose of this study is to determine the policy implementation effects of National Health insurance towards Health service quality at Donggala Publick Health Center in Donggala regency, both simultaneously and partially. The tipe of this study is descriptive quantitative with survey method, aims toanalyze the research data of number statistically, to determine the effect of variabel x to variabel y (Sugiyono 2007:11). The populationin this research was 95 respondent of service user who participated in the National Health Insurance at Donggala Publik Health Center. The sampling method in this study is random sampling. The result of this study using statistical test give the following conclusions: (1) implementaion of National health  Insurance Program: corelation coeficient value was 0.000, with p < 0.05 at the 95% confidence level, simultaneously effected the Health servise quality at Donggala Publik Health Cetner; (2) Partialy, policy target and standartd (p = 0.000; r = 0.304) resource (p = 0.000; r = 0.208), and attitude / tendency (dispotition) of implementing agency (p = 0.016; r = 0,238) affected the Healt quality service; while characteristics of implemeting agencies (p = 0.175; r = 0.146), interagency comunication ( p = 0.205; r = 0,150) as well as economic, social and political environment ( p = 0.362; r = 0.088) did not affect the health service quality.

Abstract

This research aimed to: 1) evaluate the policy of animal butchery house at Agriculture and Animal Husbandry Office in Parigi District at Parigi Moutong Regency; and 2) find out the obstacles in the evaluation of animal butchery house at Agriculture and Animal Husbandry Office in Parigi District at Parigi Moutong Regency. This research was done at Agriculture and Animal Husbandry Office of Parigi Moutong Regency by taking 5 informen. This research used the theory proposed by Dunn in Abidin by evaluating the policy from efficiency, profitability, effectiveness, equity and detriments. The result of the research shows that: 1) seeing from the aspects of efficiency, profitability, effectiveness, equity and detriments the evaluation policy applied in Parigi animal butchery house of Parigi Moutong Regency did not run well; and 2) the evaluation policy was not effective due to: a) the lack of socialization on the Regional Regulation No. 20/2005 so that this Animal Butchery House had not been considered necessary by the meat businessmen and the community; and b) the lack of tools and utilities in the house that made the businessmen were not interested in using this facility for their animals.

Abstract

This study aimed to analyze the quality of service in providing insurance to customers at PT Asuransi Sinarmas Branch Palu. Informants in this study were 8 people, consisting of four employees and four customers. Informant selection technique used in this study was purposive selection. Data collection techniques in this study were: observations, interviews and documentations. The results show that the quality of service in providing insurance at PT Asuransi Sinarmas Branch Palu based on research results had not been implemented to the fullest. This was evidenced with five indicators used as benchmarks in this study: three indicators, namely responsiveness, physical evidence (tangible), and empathy (empathy), had been supporting the quality of service maximally. While, the other indicators had not been implemented to the fullest, namely assurance: PT Asuransi Sinarmas Branch Palu did not provide services in accordance with the specified time in terms of vehicle loss claim due to delays in spare parts delivery from the central office; and reliability: there was a lack of training or education provided by PT Asuransi Sinarmas Branch Palu to its personnels in order to support and improve the quality of service.

Abstract

This syudy aims at describing the Performance Analysis In Sub District Of Banawa, Donggala Districk (Study Of e-ID Services). Research method used is descriptive qualitative research methods and data collection was conducted through observation, interviews, and documentation techniques. Informant selection was done purposively techniques resulted six informant. The result shows that performance analysis in subdistrict office of Banawa, Donggala Districk (Study Of e-ID Services) has not been optimal yet, because of some of office of Banawa is less goods show that is not optimal, it can be seen from several aspects that influence it, namely 1) Produktifivity in integrated services Unit of sub district office of Banawa is less good. 2) Service quality integrated services Unit of sub district office of Banawa is not good. 3) Responsivenses in integrated services Unit of sub district office of Banawa has been well. 4) Responsibility in integrated services Unit of sub district office of Banawa has been good. 5) Accountability in integrated services Unit of sub district office of Banawa has been already good.
