The purpose of this study was to determine and analyze the Athletes Performance Improvement Policy Implementation and Training Development Center Regional Student (PPLPD) and the Regional Sports Office of Central Sulawesi Province. The main theory as a reference in this research is the theory of policy implementation that includes Edward III; (1) communication, (2) resources, (3) the disposition, (4) a bureaucratic structure. The research method using descriptive qualitative approach. The research location is housed at the Center for Student Development and Training Area (PPLPD) and the Office of the Provincial Sports Central Sulawesi with an informant as much as 5 people were selected purposively. The data collection was done by interviewing, observation, and documentation. Analysis using Interactive model of Miles and Huberman. Based on the results of research, policy implementation Improved Performance Athlete Development Center and Training Student Area (PPLPD) Department and the Regional Sports Central Sulawesi province when viewed from the aspect (1) communication, (2) resources, (3) disposition, and (4) the structure of the bureaucracy , indicating that it is not effective, because there are still aspects that have not been run, namely communication, resources and disposition, bureaucratic structure goes well, just need to be improved in order to carve the highest performance and won the gold medal at events nationally and internationally in the future will come as expectations that can boast of athletes, officials and governments PPLPD Central Sulawesi.

The purpose of this research was to find out and explain the inhibiting factors toward the community-based social order program in Palu city. It was investigated by using the policy implementation model by Donald S.Van Metter and Carls E. Van Horn Particulary on the aspect of standard and target, resources, the organizational characteristics of the executors, the attitudes of the executors, the communication within the relevant organizations, and the social, economic, and politic environment. This is a qualitative research in which there were 7 informants taken purposively. The research shows that the community-based social order program in Pengawu and Duyu, palu city, has not been implemented optimally due to the facts that: 1) the standard and target did not run well, 2) the human resources and funding in the implementation of this policy were limited, 3) there was no much support from the community faced by the executors from the man power and social office and the local KSBM forums, 4) the participation of most community members was low, 5) the communication for extending this program was ineffective, 6) the social, economic, and politic environment has affected the implementation of this program and also influenced the cooperation from the community members because there was no incentives in the extension program.

This research are determined and analyzed the effect of simultaneous and partial influence of service quality (direct evidence, reliability, responsiveness, assurance and empathy) against of Students Satisfaction on Magister Program at STIE PB Palu. This research are descriptive and causal research with exposure relationship and impact study case. Populations on this research are 84 students of  Magister Program STIE Panca Bhakti Palu with census sampling technique in graduate students 2014, 2015 and 2016. Data analysis method are used Importance Performance Analysis (IPA) and Multiple Linear Regression analysis. The result of research was present the importance of deployment on each Quality Service variable in fulfilling the expectations of STIE PB Palu Graduate students using Importance Performance Analysis (IPA) method, the variables that need to be maintained are Direct Evidence (X1) and Warranty (X4) entered in Quadrant B, And variables with low performance but not yet urgent to be improved are Reliability (X2) and Empathy (X5) variables entered in C quadrant. Direct evidence, reliability, responsiveness, assurance and empathy have simultaneous and partial effects on satisfaction of STIE PB graduate of Palu students.

This study aims to identify and explain the coordination of subdistrict heads in the development process in the district of Central Bungku district of Morowali. The location of the research was conducted at the Bungku Tengah District Office of Morowali District. The theory used is coordination according to Hasibuan (2006: 86-87), coordination is divided into two major parts of vertical coordination and horizontal coordination ". This research is descriptive research using qualitative approach. The research informant was determined using purposive technique. The research informants determined by the researcher amounted to 7. The type of data used consisted of primary data and secondary data. Data collection is done by Observation, Interview, and Documentation. Data analysis is done by Data Reduction, Data Presentation, and Drawing Conclusion. The results of Coordination of Camat In Development Process In Sub-district of Bungku Tengah Morowali District has not been done well overall, because of 2 (two) types of coordination according to Hasibuan which used as benchmark, there is still one coordination that has not been done well that is Horizontal coordination. While the coordination that has been done well is Vertical Coordination.

This research aimed at improving and explaining the phenomenon of policy implementation of Minimum Service Standar in Regional Hospital of Undata. Research method used is a qualitative method with data colection technique conducted through observation, interviews and documentation. Informants of this research aredetermined purposively on Undata Hospital employees who are deemed to understand and know about aspects of this research. Data were analysed using the Interactive Model by Milles and Huberman namely data collection, data reduction and display and conclusion/verification. The main guided as theory analytic is a model of policy implementation developed by Edward III which consists of aspects of Communication, Resources, Implementers’ Attitude/Dispotition and Bureaucratic Structure. The research result shows that the implementation of minimum service standar policy public on Undata Hospital of Central Sulawesi Province is generally in good enough categories. Of the four aspects investigated, aspect of the communication aspect that has not gone well because the executor has not done it in a clear and consistent so the impact on policy objectives have not been able to understand the intent and policy objectives. Then aspect of the resources of amount employee reource, competency and skill of employee and facilities is effective enough. On dispotition aspect which consist of supporting, attitude and manner, has been shown good improvent. In bureaucracy structure with the aspect of standard operational procedure, has been followed propoerly, but it only needs to increase the consistency with more strict rules.

This research aims to know the implementation of disaster mitigation Policies in Parigi Moutong Regency, usefulness in the study as reference material to the development of science in the science of public administration in particular, in this research uses qualitative research methods. To perform the data collection techniques by conducting in-depth interviews, observation and documentation. Researchers conduct interviews with 5 (five) the informant was selected by asking questions related to the 6 (six) the variable policy implementation model of Van Meter and Van Horn in Agustino. As for the stages in a State of disaster: before the disaster, while disaster and after the disaster. The research results indicate (1) the implementation of disaster mitigation Policies in the Regency Parigi Moutong that targets, standards and policies that existed for this has not been effective so that the need for improvements in accordance with the policy objectives. Human resources is in compliance with the mechanism just yet effective, whereas the implementing agent characteristics sometimes policy has not been in accordance with the needs of the community since it has yet to match the standard work procedures or Standard Operating Procedures (SOP), communication between the associated organisations is still less so that the submission of information to the implementing policy on what the standards and goals are not uniform and consistent so that the occurrence of mis of communications at the time of the disaster with disaster relief coordinator between relevant parties.

This research aims to find out and analyze the budgetery participation, competence, and commitment to the performance of education and cultural office staff of Palu City. Method used was multiple linear regression analysis assisted by statistics program SPSS 17.00. The resultsreveal that the budgetery participation, competence, and commitment significantly influence to the performance of staff, and commitment significantly influence to the performance of education and cultural office staff of Palu City.

The study intends to determine the influence of the aplication of governmental accounting standars and internal audit on the quality of financial statement of governmental working units (SKPD) in Sigi District .It is a quantitative study with survey approach to answer hypotheses with statistical technique with the test conducted on 27 units of local government units by selecting 54 respondents consisting of budget users and officials of financial administration in SKPD of Sigi District. Data Collected by questionnaires. The result finds that the aplication of government accounting standards and internal audit simultaneously and partially have positive and significant influence on the quality of financial statements of SKPD Sigi. This means that when the government accounting standards and internal audit applied well, then the quality of the fincancial statements will also be better.

The challenge of development in land sector especially at land survey service, as the result of observation of the research is surveyor in land survey activity in Land Office of Donggala Regency have phenomena indicating low motivation of surveyor so it needs to be observed regarding the motivation of the surveyor which is not maximal. The research aims to describe how work motivation of the surveyor in land survey activity in Land Office of Donggala Regency. This was a qualitative research with 4 informants selected purposively in sampling. The data were collected through triangulation technique covering observation, interveiw, and documentation. The results reveal that the work motivation of surveyor in land survey activity in Land Office of Donggala Regency is categorized good enough based on the analysis of need theory adopted from David Mc Clelland on the best achievement of which can be seen from a sense of (1) responsibility for completing the work according to the workload of each surveyor, the surveyor has been working according to the rules and (2) consider the risk of land survey activity product that can ensure law and have legal effects, (3)the feedback from the leader in coaching, supervision and assessment of the surveyor to provide the best performance, the surveyor has been (4) creative and innovative work in utilizing every opportunity to work effectively and efficiently with information and communication technology, as well as (5) the punctuality and completion of tasks.As for the factors that influence the motivation of the surveyor in land survey activity in Land Office of Donggala Regency is internal factor (individual) of the surveyor, such as age, remaining work period, while the xternal factor is the role of community still low, the distance of location and weather that influence the motivation of the surveyor in providing the best achievement particularly on creative and innovative indicators, as well as the time for completing the task.

This study aims to describe the implementation ofsocialwelfare program of children, especially negleted childredin Social offices of Palu Cityand to determineobstaclesfound in the implementation of this program. The research method used is qualitative. Informants were selected by purposive sampling and acquired as many as nine people. The results of the study have shown thatfrom 4 (four) variables studied on the theory ofpolicy implementation George Edward III, the all has not worked as that was expected between the facts and the theory.It could be showed: First, variable of communication, there were still familiesuninformed about the PKSA especially aboutnegleted childredso that the lack of understanding about the program targetin process of implementingPKSA program for negleted children. Second, the variable of resources, it was not running optimally becausethe terms of the financing are still not motivated entirely by the existing policy. Third, variable of disposition, it was not running wellbecause there were still parties not being honest, especially for fund donation for negleted childred. Fourth, variable ofbureaucracy structure, it was not running properly because the Social Offices of Palu Citywas less involving other parties both outside and inside of the bureaucracy and also lack ofmentorsof the programincompatible with their main tasks and functionsas a mentorof children. One of thesupporting factors of Social Welfare Program of Negleted Childred wasmentors' (sakti peksos) educational background social welfare understanding and knowinggoal of the programPKSA for negleted children. While the inhibiting factors were limited financial resources and the lack of cooperation Social Officeswith nonbureaucracy party.
