Abstract

This study aims to determine the effect of GDP, development spending, and the total production population at PAD Regency / City in the province of Central Sulawesi. Data used in the study is secondary data in the form of time series data from 2013 to 2015. Variable independents consist of gross regional domestic product, development expenditure, and the number of productive population, while dependent variable of the study is local revenues. Data collected through observation, interviews, and documents, data is analyzed with multiple regressions analysis with partial and simultaneous tests. The finding show that gross regional domestic product, development expenditures, and the number of productive population simultaniously have positive and significant influence on local revenues. Development expenditure partially has significant influence on local revenues. Gross regional domestic product has dominant influence on local revenues in central sulawesi.

Abstract

The research aims to determine and analyze the accountability of fund Management of Community-Based Total Sanitation Drinking Water Supply in Health Department of Sigi District and determine and analyze the cause of absorption of fund for Community-Based Total Sanitation is not 100%. To achieve those aims, the research components are divided into for aspects, namely: preparation, planning, implementation, and the stage of accountability. Type of research is qualitative descriptive with phenomenological approach. Data collecting method is in-depth interview on six informants and secondary data is taken from monthly, semester, and yearly reports. The result highlights that the analysis of fund management of community-based total sanitation drinking water supply in Health Department of Sigi District from preparation planning, implementation, and the stage of accountability has been well-implemented; then, some causes of fund absorption does not reach 100%, among other, due to the remaining honorarium of working unit, the remaining travel expenses, third party waste, and the remaining funds due to a cancellation of one auction package.

Abstract

The study identifies the influence of education level, training and work discipline on the performance of officials in health polytechnic the ministry of health Palu. The aim is to determine and analyze simultaneous and partial influence of education level, training and work discipline on the performance of officials in health polytechnic the ministry of health Palu. Method of analysis is multiple linear regressions with 78 respondents. The result finds that the correlation berween independent variables of educational level, training and work discipline and the performance of officials in health polytechnic, the ministry of health, Palu is 0.795, which shows a strong correlation berween independent and dependent variables. The value of adjusted R square or determinant coefficient,which is meant to determine the influence of education level, training and work discipline on the performance of officials in health polytechnic the ministry of health Palu is 0.617 or 61.7%. This reflects that the influence of independent variables on the dependent variables is 61.7% while the remaining of 38.3% influenced by other variables that are not included in this study. The study show that independent variables simultaneously and partially influence performance of officials in health polytechnic. The ministry of health Palu due to the level of significance that is lower than α = 0.05. therefore, the four hypotheses are accepted.

Abstract

The purposes of this study were to determine service quality at Pasangkayu Subdistrict Office North Mamuju Regency. The research was qualitative research with inductive data analysis with 5 (five) informants comprising Pasangkayu Subdistrict officials and the people as major sources. Data analysis technique used by the researcher was descriptive data analysis, with the findings thatservice quality at Pasangkayu Subdistrict Officehad not been having good quality. It was seen from several aspects, namely: (a) Timeliness of service,including timeout; (b) Accuracy of service; (c) Easinessin providing service, namely support facilities such as computers that were still fewer in number; (d) Convenience in obtaining services relating to the place of service, parking area, information availability, and others; (e) Other supporting attributes, such as air-conditioned waiting rooms.

Abstract

The purposes to be achieved were to determine and to analyze the implementation of School Operational Assistance Fund Program at State Senior High School 1 of Bambalamotu in North Mamuju Regency. The type of this study was qualitative study by taking people, employees of State Senior High School 1 of Bambalamotu, staff of North Mamuju Department of Education, Culture, Youth, and Sportsas informants puposively. The data collection technique comprised participant observation, in depth interview, documentation, and triangulation.The data analysis technique comprised data reduction, data display, conclusion, and verification.The results showed that the implementation of School Operational Assistance Fund Program at State Senior High School 1 of Bambalamotu in North Mamuju Regency had been running, but not yet optimal due to the content of policywhere determination of poor studentscriteria was not accurate in the School Budget Plan, resulting in many less fortunate students who did not get any help from School Operational Assistance Fund. The resources involved were limited, both in terms of quality and quantity, resulting in still less skilled program managers and lack of monitoring functions. Whereas the implementation context was not maximized due to the low level of implementers’ compliance,making School Operational Assistance Fund Program has not been on target in accordance with designation and school needs.

Abstract

The study aims to : 1) determine financial performance as represented by independence ratio,  effectiveness,  efficiency, harmony, and local revenue of Donggala Regency: 2) determine the level of community welfare as represented by human development indeks of Donggala community.The Study uses secondary data in the form of budget realization report of the APBD of Donggala in the year of 2008-2015 from The Office of Revenue. Financial Administration, and Local Asset of Donggala Regency,while data of human development index is taken from Stastistical Bureau of Donggala from 2010 to 2015. Data analysis used is trend analysis of financial performance includes:a.independence ratio, b. effectiveness ratio, c. efficiency ratio,d. harmony,e. Growth ratio. Meanwhile, indicators of community welfare include: a. Life Expectancy, b. school expectancy and the everage length of school, and c. spending per capita. The results find that:1) financial performance from independence aspect shows very low level of independence;2) effectiveness aspect averagely shows a very high level; 3) efficiency aspect shows a very efficient financial level; 4) harmony aspect of governmental spending shows that the average of indirect and direct spending is quite harmonious; 5) the growth of local revenue shows unsteady even a negative growth. The results on community welfare show that: 1) life expectancy aspect implies an increase on community life ecpectancy; 2) school expectancy and the everage length of school shows an increase; 3) the everage spending per capita shows an increase everagely.

Abstract

This study intends to determine the influence of local revenues (X1) and capital expenditures (X2) on Human Development Index (HDI) (Y). The main issue is to examine simultaneous and partial influence of local revenues and capital expenditures on human development index in districts/cities in Central Sulawesi. Instrument of study is the document  APBD reports of Central Sulawesi in 2012-2015 by using ratio as the scale of measurement and percentage on human development index of Central Sulawesi in 2013-2016 with ratio as the scale of measurement. Populasi of study consists of 13 districts/cities in Central Sulawesi by taking a sample of 11 districts/cities based on certain criteria. The results indicate that local revenues and capital expenditures simultaneously have significant influence on HDI in district/cities in Central Sulawesi with significance level of 0,998229 or 99,8%. This figure is relevant with the result of probability value (F-statistics) of 0,000000 less than sig. α = 5% (< sig. α = 5%). Local revenues has partial and significant influence on HDI in districts/cities in Central Sulawesi with significant probability level (t-statistics) Log (local revenues) equals to 0,0000 that less than sig. α = 5% (0,0000<0,05) and can be interpreted with significant level of ≥ 95%. Capital expenditures has partial and non-significant influence on HDI in districts/cities in Central Sulawesi with significant probability level (t-statistics) Log (capital expenditures) equals to 0,1809 that is more than sig. α = 5% (0,1809 > 0,05) and can be interpreted with significant level of < 95%.

Abstract

This study aimed to determine how much the influence of competence partially and simultaneously on employee performance at North Mamuju Department of Forestry. The competence theory used was of Spencer and Spencer comprising five competence characteristics, namely motive, trait, self-concept, knowledge, and skill, while the performance theory used was of Hasibuan consisting of ability, effort, and opportunity. The type of this research was quantitative and descriptive. The population of this study was the staff of North Mamuju Department of Forestry composed of 60 respondents. The sampling technique used was census, so that the entire population was sampled. The data analysis technique used was multiple linear regression. The results showed that: (1) the influence of competence simultaneously on employee performance at North Mamuju Department of Forestry had been being determined by motive, trait, self-concept, knowledge, and skill at 68.2% and in a very strong relationship. The dimension whose a high value of regression coefficient was motive, while the one whose a low was skill, especially the indicator of ability to organize work, meaning that the employees were less skilled in organizing their works; (2) the influence of competence partially on employee performance at North Mamuju Department of Forestry had been being determined by the influence of motive on employee performance, the influence of trait on employee performance, the influence of self-concept on employee performance, the influence of knowledge on employee performance, and the influence of skills on employee performance.

Abstract

This research is categorised as descriptive quantitative. The results show that (1) Central Sulawesi Province has consumption patterns which are more likely in food consumption. The consumption patterns follow the Law of Engels where a decline in the percentage of food consumption on any increase in revenue. At the same time, the percentage of non-food consumption continues to rise. The largest component of household consumption in Central Sulawesi as follow: (i) housing and household facilities, (ii) various goods and services, (iii) grains, (iv) for foods and drinks, as well as (v) tobacco and betel. (2) According to the World Bank, the inequality of Central Sulawesi Province is categorised as low and moderate with Gini Ratio = 0.39. Therefore, it needs special attention by the government because the number of Gini Ratio is approaching the limit of high inequality. (3) The pattern of consumption in the districts or cities in Central Sulawesi Province can be distinguised as follow; the household spending in several regencies, such as, Banggai Islands, Poso, Donggala, Tolitoli, Buol, Parigi Moutong, Tojo Una-Una and Sigi are more likely to consume food. Meanwhile, the household spending in Palu, Morowali and Banggai Regencies are more likely to consume non-food consumption. However, the three regions have higher level of inequality compare to other areas. It is due to non-food consumption is dominated by high-income households.
