Abstract

The problem in this research is the level of performance of agricultural extension is not maximized therefore the study aims to determine the results of the performance of the agricultural extension at the Institute of Agriculture Fisheries and Forestry Extension Siniu District of Parigi Moutong district. In this study used qualitative research methods. Where the results of such work can be related to the quality, quantity, effectiveness, timeliness and independence that emphasize the final result (come out) obtained in carrying out the work as agricultural extension activities. The fifth element of the appearance of the above characteristics related to the field of agricultural extension tasks mostly been shown in the implementation of their respective duties agricultural extension. But both elements are: quality and timeliness is not optimal implemented by most agricultural extension. Informants in this study were 8 people. Data analysis techniques as usual qualitative research, namely data reduction, data presentation, and conclusion. Results showed the five elements relative performance has been carried out, although there are two elements is still not optimal to run. This means we need a policy discipline lead in promoting agricultural extension in order to carry out tasks that emphasize on enhancing the quality of work extension, as well as in performing the task should be timely.

Abstract

This study aimed to analyze employee motivation at Mamuju Utara Departmen of Public Works. The method used was qualitative study. The method used in collecting data was interview, direct observation, and documentation.Based on the result, the employee motivation of Mamuju Utara Department of Public Works had been good, for the employees had been motivated to work well in serving people due to their willingness to fulfil their needs for achievement to gain recognition either from their employers or from their fellows. So was the indicator of self-actualization needs, some employees was motivated to work and to increase their knowledge in order to be promoted to higher position behind their service as public servants. Inspite of those indicators, for most of the employees, the social needs was not the motivation to improve their performance. The indicators of physiological needs and security needs had been running well, for cooperation relation had been harmonious in achieving the goals along with improvement of public service quality.

Abstract

The aims of the study are: 1) to determine operational report presentation according to accrual-based of government accounting standards; 2) to determine and analyze understanding of apparatus on the relationship between operational report and other financial components and also implementation of accrual-based operational report in governmental working units in Central Sulawesi. The study applies qualitative method with phenomenological approach. Informants consist of people who are directly involved in the preparation of financial statements, especially operational reports. The results show that the presentation of operational reports is prepared to complement reporting and accounting cycle on accrul-based so that operational reports have predictive value; the information can be used to predict the income of operational report that will be received to fund government activities in the coming period. Lack of understanding of apparatus about the relation of operational statement with other components of financial report that are operational report, report of equity change and balance sheet in its presentation, and lack of human resources with accounting education have caused low comprehension on accrual-based operational report presentation.

Abstract

Local asset (Fixed assets) are part of elements that must be properly managed in order to generate reliable information in the financial statements. The study ains to determine the management of local asset of the government of Palu City. Data collection menhods include obsernation, interview, dokument, and literature review. Data analysis is descriptive qualitative. The result highlights that the local-ownwd assets in Palu is not managed well during 13 management cycles; this indicates in the process of planning and budgeting, reception, storage and sitribution, usage, administration, and utilization. Dokuments of the local assets s much as 22 documents yet to be finanlized; this affects the management of local-owned property. This candition requires coordination between managers and leaders of govrnmental working units, staff and storage manager (treasurer) in all working units.

Abstract

This study aims to analyze the performance of social workers in dealing with intellectual disability in Bina Grahita Social Institution (PSBG) Nipotowe Palu. This research uses qualitative method. Research location at Bina Grahita Social Institution (PSBG) Nipotowe Palu. Selection of informants using Purposive is a technique of determining informants with certain considerations by setting 5 informants. Data were collected through observation techniques, interviews, and documentation. In this research, the researcher uses Millennen Milles Interpretation Analysis technique. This analytical approach technique to elicit what it means or the meaning of the problem, case, circumstance or situation under study. Result of research is social worker performance in handling intellectual disability in Bina Grahita Social Institution (PSBG) Nipotowe Palu with indicator 1). Ability. The ability of social workers at Bina Grahita Social Institution (PSBG) Nipotowe Palu has been met with a good look at the intellectual and physical abilities. 2). The motivation of social worker in Bina Grahita Social Institution (PSBG) Nipotowe Palu has not been fulfilled, this is because of the unmet needs of social workers. 3). The desire of the social worker at Bina Grahita Social Institution (PSBG) Nipotowe Palu has not been fulfilled.

Abstract

The study aims to determining the extent of  the Service Group Community  in the Sustainable of Sanitation in the Bunga Village, inhibiting  factors. The method used by researchers is a qualitative research. This study are placed in the Bunga Village Palolo Sub District, Sigi District. While the informant was determined by purposive technique. Data collection techniques in this study using the method observation (observation), interview and documentation. Results were analyzed by using the theory according Taliziduhu services (1997: 63), while the concept of services that are used by the service dimension, is: 1). Right, including start hours until finish   services to community; (2). Easy include ease caretaker Community group to provide services and ease caretaker Community  group in understanding the problems faced by the community; (3). Fair covers services provided by the management group Community  relating to the distribution of clean water to support the sustainability of sanitation; and (4). Fast is the responsiveness on the board of Community in providing the services needed by the community. The results of reseach in the village earn interest at the conclusion that the service group community self-reliance based on the theory of public services according to Taliziduhu Ndraha (1997:63) is only one aspect of speed is accomplished while the three other aspect have not been implemented is: 1). Accuracy because services do not conform with the standarts of operations (swordfish timely and routine daily servicing); 2). Ease because of limited technical skills, knowladge and the number of active groups of community self –reliance, and 3). Juctice as a new clean water is distributed and used by one hundred and seven heads of households out of the the total of two hundred and ninety six heads of households.

Abstract

The purpose of this study are: 1) to determine and describe the transparency and accountability of the management of social assistance expenditure; 2) to identify inhibiting factors in the implementation and administration of social assistance expenditure; 3) to provide altenative solution of the inhibiting factors. The study is descriptive with case study approach. The result shows that: 1) the transparency and accountability of the implementation and administration of social assistance expenditure in the governmental working units Sigi District has not been fully implemented; 2) the inhibiting factors in the management of social assistance expenditure in Sigi District are: the lack of understanding of the mechanism of social assistance expenditure distribution, accountability reports that are not yet in accordance with the provisions, and the lack of human resources both in quantity and quality; 3) activities need to performed are: socialization of social assistance expenditure, to increase and improve the quality of employees, verify and survey the acceptance of social assistance, and revise regulations related to the provision of social assistance.

Abstract

This study aims to determinate and analyze simultanoes and partia influeence of local revenues, general allocation funds, and special allocation funds on districts/towns independency level in central sulawesi province. Sample consist of 11 district/towns in Central Sulawesi Province that selected through purposive sampling method. Method of study in descriptive verificative and analyzed with multiple liner regressions. The result shows that local revenues, general allocation fund simultaneously have significant and positive influence on district/towns independency level in Central Sulawesi Province; partialy, local revenues has significant and positive influence on districts/towns independency level in Central Sulawesi Province; partially, general allocation funds and special allocaqtion funds have significant and negative influence on district/towns independency level in Central Sulawesi Province.

Abstract

This researth conduted at the office of integrated licensing services agency and investment of donggala regency in order to determine how the employee’s performance in carrying out the task. To measure the performance of employees in this research theory Minner was used. (1988:72), that to see the performance is largely determined by the quality of work, quantity of work, on time, and cooperation. The research carried out by the consideration that it is necessary to know and manage, learn about better employee performance. The research method covered observation, interviews and documentation. The result shows that the performance of employee in the integrated  licensing services agency and investment of Donggala Regency seen from the indicators of research that in the implementation of the quantity of work seen from the punctuality in completing a task  has meet in accordance  with the provisions of the indicators but seen from indicatorsquality of quality  of works execution process tasks employees still get difficulties, especially in the works being done related to the field of technology, organic employees competence or civil servants have not been adequate, about the punctuality indicators, there are still employees who lack discipline seen from in time working hours, as well as the lack of cooperation, especially communication between among employees and employees and the leader it needs to provide training, confidence and more motivation to every employee to increase their competences particularly on technology and increase their discipline and also need to bee balanced with sustainable evaluation for the sake of finding out the successful level and increase the target, goal as the vision and mission of the integrated lincensing services agency and investment of Donggala Regency that have been agreed.

Abstract

Puskesmas parigi is one of the government in in parigi district parigi moutong.To aim for a healthier satisfactory optimal for patients health effort requires good service given employees, therefore prosecuted high performance on those of the employees.High performance on those will be achieved, when in which is motivation.The aims to understand work motivation for the employee performance at community parigi in parigi district parigi moutong, and to know how major motivation work against the employee performance puskesmas parigi in parigi district parigi moutong. Based on analysis by using a statistical technique using 38 the responeden in civil servants the results motivation work that affect the employee performance for puskesmas parigi in parigi district parigi moutong and how major has been set at 77,2 %.
